  2. It seriously threatens the stability and security of countries of origin, transit and destination, and poses an enormous potential threat ofthe spread ofterrorism. China wishes to make four observations concerning our efforts to effectively curtail the transnational flow of foreign terrorist fighters. First, we should greatly strengthen international cooperation through multilateral and bilateral mechanisms. International counter-terrorism activities should give full play to the leading role of the United Nations and the Security Council, observe the purposes and principles of the Charter of the United Nations and respect the sovereignty and territorial integrity of countries so as to solidify the widest possible common understanding among Member States and take coordinated actions. Terrorism in whatever form, wherever, whenever and against whomever or whatsoever it is conducted, must be resolutely fought against. We hope that the parties will avoid any words or actions that might escalate or complicate the situation and actively search for a durable settlement to the question of Kosovo, which would be in the interest of security and stability in the Balkans and Europe as a whole. China commends the work being done by the United Nations Interim Administration Mission in Kosovo (UNMIK) under Special Representative Zarif's leadership and supports UNMIK's continuing efforts to implement the Council's mandate. The Chinese Government has always opposed the illicit trade in small arms and light weapons, and takes a responsible and prudent approach to the export of such weapons, abiding strictly by the principles of not undermining regional peace and stability or interfering in internal affairs of recipient countries. We do not transfer arms to countries or regions that are under Security Council arms embargoes or to non-State actors and individuals. The Chinese Government has put in place a comprehensive export control system, including end-use certificates and export licences, among other things. We hope the soon-to-be-held second Open-ended Meeting of Governmental Experts under the Programme of Action will bring progress on efforts to combat the illicit trade at the national, regional and international levels to new heights. Thirdly, control at the source should be strengthened in order to break the chain of supply. National Governments have the primary responsibility in fighting the illicit trade, and all countries should comply strictly with Security Council resolutions on arms embargoes, adopting responsible policies towards the arms trade and undertaking not to transfer arms to non-State actors.   22. First, the top priority is to step up assistance, based upon the needs of host countries. At present, the Syrian humanitarian situation is continuing to deteriorate. Syria and its neighbours have increasing needs for humanitarian assistance. The range of that assistance has expanded from the traditional forms - material and funding - to infrastructure, education, social order, border control and so forth. In accordance with the priorities as decided by the host countries, the international community should extend targeted support, to match the needs of the host countries, with an eye on coordination.   23. Last month, at the Syrian humanitarian assistance donor conference held in Kuwait, donors pledge contributions totalling $3.6 billion. China appreciates those efforts. Rome was not built in a day. For the Syrian crisis to develop into what it has become today is the result of a combination of convoluted factors involving historical grievances and present-day frictions. Therefore, a solution simply cannot be found overnight. Mr. Liu Jieyi (China) (spoke in Chinese): The Security Council just adopted resolution 2216 (2015), which reiterates the Council's support for the sovereignty, unity, independence and territorial integrity of Yemen. The resolution also calls upon the parties concerned to reach agreement on a ceasefire as soon as possible. And it clearly requires the parties concerned in Yemen to solve their differences in a peaceful manner through dialogue and consultation. The resolution is extremely important for restoring stability in Yemen and promoting a political settlement of the issue. China is profoundly concerned by recent developments in Yemen. If allowed to continue, the fighting and chaos in Yemen will not only plunge the people of Yemen into profound calamity, but will also spill over, affecting the entire region.

The international community, including the relevant United Nations agencies working in the Middle East, should promote respect, openness and inclusiveness, which embody the spirit of dialogue among civilizations. The international community, on the basis of respect for the sovereignty, independence and territorial integrity of the countries concerned, should provide effective assistance and stabilize the situation in the Middle East as soon as possible. Secondly, concerted efforts should be made to combat terrorism and extremism. Terrorism is the common enemy of mankind. Combating terrorism requires the solidarity, synergy and coordination of the international community. China is firmly opposed to all forms of terrorism and actively supports international counter-terrorism cooperation. There should be no double standard in counter-terrorism. Furthermore, there should be no linkage posited between terrorism and specific ethnic or religious communities.
