The OSCE is an important partner of the United Nations. In recent years, the OSCE has been actively engaged in preventive diplomacy, promoting mutual trust among countries in the region and in endeavouring to settle disputes through mediation. China expresses its appreciation to the OSCE for its efforts. As the Permanent Representative of the Russian Federation for over 10 years, Ambassador Churkin was an able, experienced and senior diplomat. He made enormous contributions to the United Nations and multilateralism. He worked right up to the last minute of his life as an exemplar of dedication and professionalism, and was thus an outstanding representative of diplomats. We are deeply saddened by his passing, which is a loss for the entire United Nations diplomatic corps.

  29. Secondly, both Israel and Palestine should take the implementation of resolution 2334 (2016) as an opportunity to resume the peace talks as soon as possible. A few weeks ago, the Council adopted resolution 2334 (2016) on Israeli settlements. Both Israel and Palestine should effectively implement that resolution, remain calm, practice restraint and gradually rebuild mutual trust in order to return to the right path of peace negotiations. Israel should cease the construction of settlements and the demolition of Palestinian homes, in order to create adequate conditions for the resumption of peace talks. The legitimate security concerns of countries of the region must be respected. Both Israel and Palestine have the responsibility to ensure that United Nations agencies can continue regularly with their mandates, without any interference.

First of all, we must stay committed to the correct path of the independent statehood of Palestine, with Palestine and Israel coexisting in peace. The establishment of a fully sovereign State of Palestine, on the basis of the 1967 borders, with East Jerusalem as its capital, is the inalienable right of the Palestinian people and it is also the key to the Palestinian question. We are opposed to the deployment of the Terminal High Altitude Area Defense anti-ballistic missile system on the peninsula, as it seriously undermines the strategic security interests of China and other countries of the region and disturbs the regional strategic balance. It is neither conducive to achieving the goal of denuclearizing the Korean peninsula nor helpful to the maintenance of peace and stability there. China urges the parties concerned to stop forthwith the related deployment process. The current situation on the Korean peninsula is sensitive, complex and dire. All parties must look at the big picture, meet each other halfway and avoid any rhetoric or action that might exacerbate tension.

  43. Since the beginning of the year, the Democratic People's Republic of Korea has conducted two nuclear tests and multiple ballistic- missile launches. However, certain parties have continued to strengthen their military deployments, increase their military presence and scale up military exercises, and the confrontation on the peninsula has intensified into a vicious circle as a result. That situation must change as soon as possible. As a near neighbour ofthe Korean peninsula, China has consistently insisted that it should be denuclearized and its peace and stability upheld. We have always called for the issue to be resolved through dialogue and consultations and have fought against turmoil and conflict.

The resolution reaffirms the importance of safeguarding peace and stability on the Korean peninsula and in North-East Asia, commits to seeking a solution to the issue through peaceful, diplomatic and political means, supports the resumption of the Six-Party Talks and the commitments made in the joint statement of 19 September, and emphasizes the importance of easing tensions on the peninsula for all parties concerned. As the resolution notes, the sanctions measures are not aimed at worsening the humanitarian situation in the Democratic People's Republic of Korea, harming its people's livelihoods or affecting normal economic and trade activities. China urges the parties concerned to work to effectively implement the resolution's relevant provisions in their entirety.

Mr. Liu Jieyi (China) (spoke in Chinese): On 9 September, the Democratic People's Republic of Korea conducted yet another nuclear test, in defiance of the universal objections of the international community. The Government of China is firmly opposed to such acts. The Council's adoption today of resolution 2321 (2016) reflects the international community's united position against the development of nuclear missile programmes by the Democratic People's Republic of Korea and in support of the international nuclear non-proliferation regime.

  47. China places great emphasis on helping African countries and peoples to resolve water shortage problems. Within the framework of the Forum on China-Africa Cooperation, we have implemented dozens of well-drilling projects in Africa to supply water, including 100 clean energy projects, so as to help African countries to enhance their capacity- building in meteorological infrastructure and improve the preservation and management of their forests. China has also engaged in technical dialogue with other relevant countries to strengthen the exchange of experiences and help those countries develop plans regarding the use of water resources, flood control and disaster reduction, while helping them to upgrade their abilities to manage and develop water resources.

  48. Thirdly, dialogue and cooperation must be strengthened in order to appropriately address issues relatedto transboundarywaterresources. Transboundary water resources affect the common well-being of countries on the lower and upper reaches of river basins. Parties should start by safeguarding regional peace and stability and regional common development and should be committed to strengthening coordination and communication so as to promote mutually beneficial cooperation. The relevant United Nations bodies and regional and subregional organizations should, at the request of the countries concerned, play a positive and active role in transboundary water resources cooperation by facilitating dialogue, cooperation and concerted actions among countries so as to contribute to the well-being of people living in river basins.

The international community should provide further assistance to African countries, including by helping regional organizations such as the Senegal River Basin Development Organization and the Gambia River Basin Development Organization to comprehensively proceed with the preservation, development and utilization of transboundary water resources. African countries should be assisted in enhancing the development of water conservation infrastructure to benefit the African people. Fundamentally speaking, ensuring that everyone has access to safe water is an important safeguard for peace and security. The relevant United Nations bodies should strengthen their coordination and fully carry out their respective responsibilities and duties.

  50. Secondly, we must engage in in-depth international cooperation on water resources. The international community should, via cooperation platforms such as the World Water Forum, conscientiously implement international consensus on water and sustainable development. Support should be given to the Global High-Level Panel on Water and Peace and the United Nations and World Bank High-Level Panel on Water and other, similar mechanisms in their efforts to actively promote international cooperation in that area.
