However, for a long time, the Great Lakes region has been troubled by frequent armed action and instability in the security environment, giving rise to underdevelopment and a grim humanitarian situation. China welcomes the Secretary-General's visit to Burundi and the Democratic Republic of the Congo towards the end of February during which he attended the first private sector investment in the Great Lakes region, which speaks volumes about the level of attention and support the United Nations accords to peace and development in the region. The States of the Great Lakes region are an interdependent community of common destiny and shared interests. We hope that this process will create new opportunities for peace and stability in Haiti. The recent situation in Haiti has been calm on the whole, but it is still complex and fragile. The security situation has deteriorated, and the country faces difficulties in economic development and a grim humanitarian situation. Additional international aid would mean added hope for the Afghan people. The international community should continue to provide Afghanistan with relief in the form of humanitarian goods, and help ease the pressing needs of the Afghan population. Cooperation with regard to infrastructure and investment in trade should also be intensified, and human-resource training augmented in order to increase Afghanistan's ability to function independently. Resolution 2274 (2016) calls upon the parties to actively participate in economic initiatives, such as the "One Belt, One Road" strategy.

I also thank the Special Representative of the Secretary-General for Afghanistan, Mr. Haysom, for his briefing, as well as the Permanent Representative of Afghanistan, Mr. Saikal, for his statement. Recently, the security situation in Afghanistan has worsened. Many conflicts and terrorist attacks have occurred inside that country, resulting in heavy civilian casualties. The Afghan Government of National Unity has worked to maintain national stability, fostering economic development and promoting national reconstruction. However, Afghanistan still has a long way to go before it can achieve comprehensive economic and social development and enable all its people to benefit from the peace dividend.

  18. The parties concerned must also pay attention to the actual difficulties facing TCCs, especially those from the developing world. They must also scale up assistance in the area of peacekeeping and comprehensively boost capacity-building in those countries. The international community needs to strengthen its cooperation with TCCs through bilateral, multilateral and regional organizations and provide them with technical assistance, such as training for personnel, and comprehensively upgrade the quality of their personnel at the level of management, as well as the overall capacity of peacekeeping operations.

Since their inception, United Nations peacekeeping operations have played a significant role in maintaining international peace and security. To date, hundreds of thousands of peacekeepers, from more than 120 countries, have participated in 69 peacekeeping missions. More than 3,000 peacekeepers made the ultimate sacrifice in the line of duty. They deserve to be inscribed in our memories forever. While United Nations peacekeepers have made an enormous contribution, a handful of them are suspected of having commmitted sexual exploitation and abuse in some countries.

  27. Sanctions are not an end in themselves, and Security Council resolutions cannot fundamentally resolve the nuclear issue on the Korean peninsula. Today's resolution should be a new starting point, paving the way for a political settlement of the nuclear issue on the Korean peninsula. History has demonstrated repeatedly that dialogue and negotiations represent the only right way to address the nuclear issue on the Korean peninsula if we are to achieve an early improvement of the situation on the ground and explore viable ways to resolve the matter. China urges the parties concerned to push forward in parallel the negotiations to advance denuclearization and replace the peace armistice mechanism with a peace mechanism.

China has expressed its explicit opposition to those actions. China has always insisted on the denuclearization of the Korean peninsula, insisted on the maintenance of peace and stability on the peninsula and insisted on resolving problems through dialogue and consultations. Resolution 2270 (2016), adopted by the Council today, embodies the principles inherent in those three "insists".

That demonstrates the international community's support for the diplomatic efforts of the ISSG members and its firm commitment to a political settlement of the Syrian question. China welcomes this development. Political settlement is the only way out of the Syrian crisis. No matter what the circumstances, it is imperative to stay the course of a political settlement.   38. Mr. Liu Jieyi (China) (spoke in Chinese): I would like to thank the Special Envoy of the Secretary-General for Syria, Mr. Staffan de Mistura, for his briefing. Not long ago, the International Syria Support Group (ISSG) held its fourth foreign ministers' meeting in Munich, and took the important decision to expand the delivery of humanitarian assistance in Syria, stop the hostilities and to quickly resume the Geneva talks. Positive results were achieved at the meeting. Chinese Foreign Minister Wang Yi led a delegation to the meeting and made an important contribution to its outcome. Recently, Russia and the United States reached an agreement on cessation of hostilities in Syria, which China appreciates. That agreement demonstrates that the consensus reached at the fourth ISSG foreign ministers' meeting has been implemented.

  40. United Nations peacebuilding efforts must focus on strengthening connections with peacekeeping operations so as to ensure the sharing of resources. In the final stage of a peacekeeping mission's lifespan, the mission should seek to ensure and maintain the lasting stability of the host country and enhance its communication with the United Nations peacebuilding architecture, so as to ensure that peacebuilding efforts can be carried out smoothly after the departure of the mission. Fifthly, we must give full play to the important role of the Peacebuilding Commission. The PBC comprises members of the General Assembly, the Security Council and the Economic and Social Council. The PBC is well informed in many areas and has an in- depth understanding of peacebuilding work in particular countries.

International financial institutions should focus on helping the countries concerned to improve their capability to generate and mobilize resources and provide a solid basis for future development. The African Union and other regional organizations should give full play to their geographical advantages and explore and formulate regional solutions for peacebuilding. The United Nations should enhance coordination and allow all actors to fully leverage their respective advantages and expertise, so as to create an effective division of labour and synergies. Thirdly, wemustproceedfromthe actual needs ofthe countries concerned and adopt a tailor-made approach. Post-conflict countries have different national realities. The international community must respect the sovereignty and ownership of post- conflict countries, give full play to the initiatives of the countries concerned and provide constructive support and assistance to these countries. The idea that peacebuilding actions can take over most - or indeed even all - of the role that should be played by the host country Government is not desirable. Secondly, the peacebuilding architecture should serve as a communication platform between the host country and the stakeholders of the international community. Peacebuilding is a systems project that includes multiple areas such as political, security and social development, and involves multiple actors, including the host-country Government, international financial institutions and regional organizations.

How to improve our work in the area of peacebuilding, consolidate the fruits of the process and achieve lasting peace are the major topics to be explored by the United Nations peacebuilding architecture. China wouldlike to elaborate on the following points. First, we must adhere to the "host-country-led and host-country-driven" principle. Peacebuilding efforts must be based on the consent of the host country and be tasked with enhancing the capacity-building capabilities of the host country; our goal should be to achieve lasting peace and stable development in the countries concerned.

In 2005, the General Assembly and the Security Council adopted respective resolutions deciding to establish the Peacebuilding Commission (PBC), the Peacebuilding Fund and the Peacebuilding Support Office, marking a historic step by the United Nations in the area of peacebuilding. In recent years, the United Nations peacebuilding architecture has been actively supporting reconstruction and State-building in post-conflict countries and assisted West African countries in coping with the Ebola epidemic. United Nations peacebuilding practices in countries such as Sierra Leone and Timor-Leste have already become success stories in this regard. At present, regional conflicts are producing major spillover effects, and traditional and non-traditional security threats are interwoven.

A few days ago, we mourned with a heavy heart the passing of Mr. Boutros Boutros-Ghali, former Secretary-General of the United Nations. In accordance with the Charter of the United Nations and international law, China has every right to maintain its sovereignty, rights and interests. We have every right to stop any illegal activity that encroaches upon our legitimate rights and interests. Maintaining peace and stability within our territory is in China's interest. China would never want to see any chaos created in the South China Sea, and we will never take the initiative in creating chaos. While maintaining our territorial sovereignty and rights on the high seas, we will continue to maintain peace and stability in the South China Sea. If a country engages in construction on its own territorial islands and complies with the requirements of international law, such as environmental protection, then such construction and changed status quo fall within the sovereignty of the country, and are in line with the Charter and international law. They are therefore beyond reproach. The Nansha islands are Chinese territories. The so-called status created by other countries illegally occupying China's Nansha islands is in violation of China's legitimate rights and interests. It is therefore illegal and invalid. The construction on China's Nansha islands is within China's sovereignty. It is not targeted at any country. It does not affect the freedom of navigation or flights over the South China Sea. It will not damage the ecological environment of the South China Sea.

  50. Mr. Li Yongsheng (China) (spoke in Chinese): In its statement this morning, a certain country mentioned changed status quo and land reclamation. The Charter of the United Nations and the provisions of international law speak very clearly to this question. If a country illegally occupies another country's territory and engages in large-scale construction, then that status quo is in violation of the Charter and international law, and is illegal. With regard to that illegal status quo, not only should it not it be accepted, it should also be stopped, and the status that existed prior to the illegal occupation restored.
