China will continue to take an active part in and push forward bilateral and multilateral counter-terrorism cooperation, scale up counter-terrorism intelligence sharing and provide, to the best of its ability, materiel and capacity-building assistance in the fight against terrorism to other developing countries. Xi Jinping, has stressed that China will fight terrorists on both the domestic and the international fronts simultaneously and will further enhance its international counter-terrorism cooperation. In that regard, China has established counter-terrorism cooperation mechanisms with over 10 countries and engaged in substantive cooperation with them.   9. Countries should adopt robust legislation to effectively combat incitement to terrorism, and suppress, according to the law, the dissemination of violent extremist ideas. Sixthly, countries should work together to build a new type of international relations with win-win cooperation at its core; establish a common, holistic cooperative and sustainable security concept; resolutely promote global security governance; promote universal development and prosperity; and engage in cultural exchange so as to achieve harmony while respecting differences among different cultures. Countries should be highly vigilant against the real threat of nuclear, biological and chemical terrorism, strengthen their coordination and cooperation, focus on scaling up the security of the relevant materials, boosting international information-sharing and improving the relevant laws and regulations so as to close the Internet channels by which terrorist organizations attempt to acquire nuclear, biological and chemical materials. Fifthly, intensify prevention and upstream checkpoints in the fight against terrorism. The relevant organs of the United Nations should identify the right breaking points and points of action and come up with new ideas and initiatives to promote international cooperation and strengthen coordination in cyberregulation. Fourthly, there is aneedto strengthen comprehensive cooperation and eliminate sources of funds and weapons for terrorists. Terrorist groups such as ISIL depend heavily on the exploitation of natural resources as a way to finance their operations. The international community should effectively implement resolutions 2199 (2015) and 2253 (2015), among others; strengthen cooperation in the regulation of the financial and other sectors; and effectively prevent terrorist groups from raising funds through trafficking in oil and cultural relics.

  12. Thirdly, update the means of response and effectively suppress the use of the Internet and social media for terrorism. The Internet and social media have now become an important platform for terrorist organizations. The international community should, in the light of the characteristics of cyberspace, adopt effective measures to resolutely combat the criminal activities of terrorist groups, including posting audio and video materials on the Web to disseminate extremist ideology, raising funds, promoting materials, recruiting for terrorist attacks and planning terrorist activities. All parties must comprehensively implement the relevant Security Council resolutions, strengthen the regulation of the Internet and suppress the use of the Internet for terrorist activities.

  13. The frequent movement of foreign terrorist fighters across borders constitutes a grave threat to the security of countries of origin, transit and destination. The international community must pay great attention to this problem, and the countries concerned should cooperate closely so as to strengthen border control and step up law-enforcement cooperation. They should create databases for counter- terrorism as soon as possible, share intelligence and destroy networks that facilitate the flow of terrorists. All of the parties concerned should enhance communication, provide intelligence support for one another and step up law-enforcement cooperation so as to effectively respond to the threat of returning terrorists and ensure that terrorists are severely punished wherever they may try to seek safe haven.

  14. All terrorist activities, under whatever pretext, against which our country and by whatever means, must be firmly suppressed. Terrorism should not be linked to any particular ethnic group or religion. In the fight against terrorism, the leading role of the United Nations and its Security Council in particular must be given full play. The purposes and principles of the Charter of the United Nations must be complied with and effective coordination enhanced so as to form a united international front against terrorism, suppress terrorists relentlessly and put them under great pressure. Secondly, we must block the flow of terrorists across borders and be vigilant in an effective fight against those who return.

The international community should increase its cooperation and take effective countermeasures while formulating new and targeted initiatives in the light of emerging trends and characteristics in the evolution of terrorism. The international community should use political, economic and cultural means in an integrated manner to address both the symptoms and the root causes of terrorism. In this connection, China wishes to make the following six points. First, it is necessary to increase political input in counterterrorism and forge a greater international consensus. The effects of terrorism transcend national boundaries. No country can deal with it on its own, and no country is immune to it. The international community should adhere to uniforms standard in counterterrorism and combat it with zero tolerance and no differentiation.

Currently, international terrorist activities are rampant. Terrorist organizations such as the Islamic State in Iraq and the Levant (ISIL) and Al-Qaida are now better organized, and terrorists move across borders more frequently. They have a great variety of financing channels and are increasingly using new technologies such as the Internet and social media to spread their extremist ideas and engage in terrorist activities, thus posing a grave threat to international peace and security. China attaches great importance to working with Africa, promoting the cause of women and intensifying support for African women in the political, economic, cultural, educational and health domains. The 2015 Johannesburg Action Plan of the Forum on China- Africa Cooperation called for intensified pragmatic cooperation between China and Africa in the area of women's affairs and for dialogue between female leaders. The assistance provided by China in recent years covers almost all African countries. China also provided women and girls in Ebola-afflicted West African countries, such as Sierra Leone and Liberia, with a large amount of assistance in kind to support Africa's efforts to upgrade its public-health system and emergency-response capacity on all fronts.

  38. The Summit was attended by Chinese President Xi Jinping and representatives from over 140 countries, including 85 Heads of State and Government. The event had a significant and far-reaching impact on the development of the global women's cause. China decided to contribute $10 million to the United Nations Entity for Gender Equality and the Empowerment of Women. Over the next five years, China will adopt a series of initiatives to help developing countries overcome the difficulties facing women and girls with regard to their access to medical care and education, strengthen training for local women and, through a fund created in partnership with the United Nations, roll out projects dedicated to capacity-building for womin developing countries.

  39. Fourthly, women must be enabled to promote economic and social development, thereby eliminating the roots causes ofconflict. The international community should step up economic empowerment efforts for African women, help African countries reduce poverty and promote economic development. African women should be provided with better occupational-skills training and with greater funding support for entrepreneurship in order to comprehensively improve incomes and livelihoods, with a view to promoting the industrialization and agricultural modernization of the continent, thereby eradicating the root causes of conflict. Last September, the Global Summit of Women was convened under a joint China-United Nations initiative.

  40. United Nations peacekeeping operations may also steadily raise the percentage of female staff so that communication with local women and girls can be improved. Thirdly, women should be given a greater role to play in building a culture of harmony and inclusiveness. The international community should encourage women to play a greater role in social life, and it should educate young people so that they can resist the ideological influence of violent extremism and the demagogic rhetoric of armed groups and terrorists. Women should be empowered to fully participate in all phases of post-conflict reconstruction, actively encourage the disarmament, demobilization and reintegration process of combatants, and provide counselling and community support for victims of violence.

United Nations peacekeeping operations should, within the purview of their respective mandates, assist host countries in safeguarding the security of women in conflict and should effectively implement a zero- tolerance policy toward sexual violence. Secondly, greater efforts should be deployed to find political solutions to critical regional issues, and greater importance attached to the role of women in conflict resolution. The international community should work hard to help design political solutions to conflicts and overcome differences through dialogue. Women should be encouraged to become important players in mediation and to fully leverage their advantages in advocating a culture of peace.

  42. The international community should step up protection of the rights and interests of women in conflict and give women a greater role in conflict prevention and resolution. First, we should enhance protection for women in conflict, it is incumbent upon the international community to adopt effective measures to maximize security assurances for women affected by conflict. In providing humanitarian assistance to conflict areas, we should focus in particular on the needs of women and other vulnerable groups. The provisions of relevant Council resolutions on the protection of women in conflict must be implemented to the letter.

China also listened attentively to the statement made by the representative of the South Sudan Women's Empowerment Network. The current international security situation is complex and challenging. In particular, regions like Africa and the Middle East have long been mired in war and conflict. Many women are victims of violence and the threat of terror. China is ready to work with the entire African continent to implement the outcomes of the Johannesburg summit, improve livelihoods in Africa and continuously support African States in building their independent development capacities in the light of Africa's actual needs. China has been consistently supportive of the peace process in the Great Lakes region and sent a special Government representative on African affairs to the countries of the region on multiple good offices missions.

The United Nations and the international community at large should strengthen coordination with the regional and subregional organizations concerned and work together for a peaceful and stable Great Lakes region. China attaches great importance to developing our relations with Africa. At the Johannesburg summit of the Forum on China-Africa Cooperation, held in December 2015, His Excellency Mr. Xi Jinping, President of China, proposed five pillars for China- Africa relations: political equality and trust, win-win economic cooperation, mutually enriching cultural exchanges, mutual assistance in security, and solidarity and coordination in international affairs.

The African Union, the International Conference on the Great Lakes Region, the East African Community, the Economic Community of Central African States, the Intergovernmental Authority on Development and other regional and subregional organizations have their roots in Africa and are therefore knowledgeable about and in tune with Africa. They enjoy prominent advantages and have played an important role and accumulted a wealth of experience in addressing such issues as those concerning Burundi, the Democratic Republic of the Congo and South Sudan. China supports the ongoing joint efforts of the regional and subregional organizations concerned to work to resolve hot issues in the region through dialogue, mediation and good offices.

We appeal to the international community to make greater investments in the agriculture, energy, infrastructure, communications and tourism sectors of the countries of the region in order to create more jobs and facilitate regional trade and connectivity, so that those countries can all partake of the peace dividend and achieve economic prosperity. We hope that the World Bank will actively implement the Great Lakes region initiative, honour its $1.4 billion pledge to the region and make it available as soon as possible, so as to offer strong support to the region's economic development and employment improvements. Fourthly, the functions of regional and subregional organizations should be leveraged to build synergy and draw on each other's strengths.

We hope that strategic dialogue between the two parties will continue, and that such issues as the MONUSCO drawdown and exit will be properly resolved in the light of the wishes and practical needs of the Government of the Democratic Republic of the Congo. Thirdly, investment in the region's development should be scaled up to achieve common development. Poverty and underdevelopment are among the root causes of the chronic conflicts in the Great Lakes region. China welcomes the drafting by the United Nations country teams in the Great Lakes region of the Regional Strategic Framework to support the region's economic integration, boost cross-border trade and promote the sustainable management of natural resources.

We hope that the States of the region will actively implement the Nairobi Declaration and work together on the repatriation of former Mouvement du 23 mars fighters and on jointly neutralizing such armed groups as the Democratic Liberation Forces of Rwanda and the Allied Democratic Forces. We hope that the United Nations Organization Stabilization Mission in the Democratic Republic ofthe Congo (MONUSCO) will assist and support the FARDC in addressing the threats posed by armed groups within the purview of its Security Council mandate. China welcomes the decision of the Government of the Democratic Republic of the Congo and MONUSCO to resume joint military operations against armed groups.
