Peacekeeping operations are an important means for maintaining international peace and security. They should both remain faithful to principles and also progress with the times. The international community should continue its work in a coordinated manner in all three areas, namely, the political process, counter-terrorism and easing the humanitarian situation, so as to find a comprehensive and lasting solution to the Syrian crisis. Political settlement is the way to resolve the crisis. There are key opportunities for a political solution at the moment. “The Palestinian-Israeli security situation continues to deteriorate, with frequent bloody incidents resulting in increasing civilian casualties and threatening to further escalate and spread the conflict. This situation is not acceptable. The international community should take prompt action to alleviate the situation. In that respect, China would like to emphasize the following five points. Thirdly, the Security Council should engage in more adequate consultations to reach a broad consensus. Before any action is taken, every effort should be made to reach consensus through patient consultations and negotiations among Council members. Efforts should be made to avoid forcing a text through if it is still the object of major differences, so as to preserve the credibility and authoritativeness of the resolution. Fourthly, the Council should give more weight to the opinions of the countries concerned and enhance dialogue and interaction with non-Council members. Listening to the opinions ofthe countries concerned will help the Council to make more rational decisions.”

“With regard to thematic issues, it should act strictly within its mandate and enhance communication with the General Assembly, the Economic and Social Council, the Peacebuilding Commission and others. With such coordination and division of labour, it should be possible to avoid the duplication or overlap of functions by the different organs. Secondly, the Security Council should attach more importance to preventive diplomacy and mediation. It should promote the culture of peace and increase the use of such peaceful means as mediation and good offices for dispute resolution. It should push for the diplomatic settlement of disputes and handling of crises and, wherever possible, should avoid simply resorting to the threat or use of such methods as sanctions.”

“China urges both Palestine and Israel to heed the calls of the international community to exercise maximum restraint and to take practical measures to avoid further escalation of the conflict. China welcomes the efforts by Secretary-General Ban Ki-moon to de-escalate the tensions between Palestine and Israel. In the present circumstances, the international community, in particular the Security Council, should have a stronger sense of urgency. It should assume its responsibility, actively respond to the legitimate demands ofPalestine and the Arab countries, take the necessary action and promote efforts by the parties concerned to immediately cease their clashes and de-escalate tensions. Achieving peaceful coexistence between Palestine and Israel is the right direction to take in order to resolve the Palestine-Israel question.”
