We support his continued efforts, under resolution 2254 (2015), to facilitate a political solution to the Syrian issue. Today I wish to focus on three points about how to promote the political process. First, promoting the political process is the only way forward to solve the Syrian problem. The establishment of a representative constitutional committee that is accepted by all parties is the most realistic channel for the launch of a political process in Syria. In April, the Syrian parties reached an understanding in the twelfth round of the Astana talks on the decision-making mechanisms of the constitutional committee and its rules of procedure.”

“It is our belief that the Security Council and the international community should continue to fully respect the Government's leadership in the Darfur issue, strengthen communication and coordination with the Sudanese Government and listen attentively to its views and suggestions so as to ensure the steady implementation of UNAMID's transition plan and the gradual transfer of security responsibilities to Government security forces. In recent years, the situation in Darfur has remained stable, thanks to UNAMID's active and effective mandate implementation and the good offices of the African Union and other regional organizations. “The international community should honour its assistance pledges, help the people of Afghanistan seriously affected by natural disasters, improve the humanitarian situation of the Afghan refugees in the neighbouring countries and support their return to their homeland at an early date. From 13 to 14 June, the 19th meeting of the Council of Heads of State of the Shanghai Cooperation Organization (SCO) was held in Bishkek, the capital of the Republic of Kyrgyzstan. Afghan President Ghani attended the meeting. The SCO member States have always supported the efforts of the Afghan Government and people to rebuild peace and promote stable economic development. They reiterated their readiness to support the Afghan-owned and Afghan-led political reconciliation process bilaterally and as part of the SCO-Afghanistan Contact Group.”

“The international community should push for an intra-Afghan dialogue as soon as possible. Thirdly, the international community must support Afghanistan in building its capacity for combating terrorism and maintaining stability. Recently, the number of civilian casualties caused by the conflict in Afghanistan has decreased compared to the same period last year. However, the number of civilian deaths attributed to air strikes and search operations has increased while terrorist groups remain active. China, the Russian Federation and the United States have recently reached trilateral consensus on the peace process in Afghanistan, calling for the orderly and responsible withdrawal of foreign troops from Afghanistan. “The country's security situation is a cause for concern and its humanitarian situation remains challenging. The international community should earnestly fulfil its commitment by continuing its strong support for Afghanistan. First, we should support Afghanistan in holding a safe and successful presidential election in September. “The people of Yemen have suffered immensely from conflict, hunger, disease and displacement. The international community must increase assistance and honour its commitments in a timely manner. The relevant parties need to ensure humanitarian access in Yemen so that humanitarian assistance can reach all people in need in all regions. China has been closely following the food prices in Yemen. Since July 2017, China has sent seven shipments of rice to Yemen, totalling 7,600 tons. China will continue providing humanitarian assistance to Yemen to the best of its ability.”

“Of course, since the Agreement is only a framework, it is inevitable that we will encounter difficulties and challenges during its implementation. We must build confidence and overcome difficulties to push for its early implementation. We have seen that, thanks to the efforts of the parties to the conflict, notable progress has been made in the implementation of the Agreement, the ceasefire in Al-Hudaydah is largely holding and redeployment has also advanced. “Conflict prevention is predominantly about prevention. The concept of prevention is deeply rooted in traditional Chinese philosophy. Ancient Chinese proverbs, such as "Prepare for a rainy day" and "Take precautionary measures before disaster strikes" all highlight the importance of prevention. China supports the United Nations in strengthening conflict prevention. We support the Secretary-General's reform initiatives in the field of peace and security, including increasing the United Nations commitment and input in conflict prevention. Conflict prevention must focus on tackling root causes. Conflicts tend to have a variety of deep- seated causes, such as extreme poverty, imbalanced development, the lack of resources and ethnic and tribal conflicts. Among them, the issue of development is of paramount importance.”

Their speeches are inspirational. Approximately two months ago, President Xi Jinping met with Ms. Robinson and Mr. Ban Ki-moon and other members of The Elders in Beijing. President Xi Jinping had an in-depth exchange of views with them on international issues. In the meetings, President Xi Jinping reiterated China's firm support for multilateralism and expressed China's appreciation of the efforts of The Elders members in facilitating a dialogue-based solution to conflicts.”

“It is imperative to strengthen information and experience-sharing, help the countries concerned with capacity-building in areas of science and technology, such as forensic science, ground-penetrating radar and satellite positioning, among others, and respond to the issue of missing persons in armed conflict in a tailored manner. In that regard, China highly commends the ICRC for upholding the principles of neutrality, impartiality and independence and for playing a positive role in resolving relevant issues over the years. It is our hope that all humanitarian agencies can, in a humanitarian and professional spirit, play a constructive role in reducing the humanitarian impact of armed conflict and in searching for missing persons.”

“If conflict is unavoidable, parties should take effective measures, as soon as possible and when conditions allow, to prevent and reduce the disappearance of persons. It is essential to register information on prisoners and other relevant persons, make every effort to search for missing persons and establish information-sharing and communication channels with their families. Cases involving a large number of people who have gone missing in armed conflict should be investigated in order to hold those responsible accountable, in line with domestic law and relevant international law. In that process, the judicial sovereignty of the countries concerned should be fully respected. The international community should actively provide constructive assistance to the countries concernedonthebasisofrespectfornationalsovereignty.”

“We must firmly reject anachronistic ideas, such as the clash of civilizations, the Cold War mentality and zero-sum games; forge a constructive partnership featuring non-alliance and non-confrontation and without the targeting of third parties; and work to establish international relations of a new kind, featuring mutual respect, fairness, justice and win-win cooperation, in a joint effort to build a community of shared future for humankind. According to the Geneva Conventions, all parties to conflict, including the countries concerned, should assume responsibility for the search for missing persons in armed conflict and are obligated to inform their families of their whereabouts and help separated families to reunite. The Government of the country concerned bears the primary responsibility and plays an irreplaceable role.”

“Behind the alarming statistics is one family after another subjected to endless suffering. They have the right to know the whereabouts of their missing relatives. Resolution 2474 (2019), which was unanimously adopted today, is the first thematic resolution on the issue of missing persons in armed conflict adopted by the Council. It fully demonstrates that the Council places a high priority on the issue and stands firm in upholding international humanitarian law. It also has great significance for effectively addressing the issue of missing persons in armed conflict. China welcomes the resolution and is among its sponsors. I would like to commend the Government of Kuwait and its Permanent Mission for their considerable efforts in that regard.”

“Mr. Ma Zhaoxu (China) (spoke in Chinese): China appreciates Kuwait's initiative to convene a public meeting on the issue of missing persons in armed conflict and welcomes the Deputy Prime Minister and Minister for Foreign Affairs of Kuwait to New York to preside over the meeting. I thank Mr. Peter Maurer, President of the International Committee of the Red Cross (ICRC), and Director Ghelani for their briefings. Many decades ago, the Geneva Conventions and their Protocols Additional established clear rules regarding the issue of missing persons in armed conflict. Regrettably, for quite some time that issue has not received sufficient attention or been effectively addressed. In recent years, the number of missing persons, as a result of armed conflict, has continued to increase.”

“The international community should stand resolutely behind the United Nations as it plays its role as mediator and pushes the Syrian parties to seek a solution that addresses the concerns of all parties, while respecting the principle of a Syrian- led, Syrian-owned process and adhering to resolution 2254 (2015). The Syrian parties should put the future of the country and the well-being of their people first and continue to overcome their differences through dialogue and consultations towards a political solution. China supports the constructive role played by Special Envoy Pedersen in seeking a political settlement of the Syrian issue. Since the outbreak of the Syrian crisis, China has provided many batches of emergency food aid and donated medical equipment.”
