“The Forum on China-Africa Cooperation has been established to provide a platform for China and Africa to strengthen exchanges in the area of peace and security. We are making efforts to promote the implementation of 50 security assistance projects, including the Belt and Road Initiative, social security, United Nations peacekeeping, combating piracy and counter-terrorism. Within the United Nations framework, we will continue to actively participate in United Nations peacekeeping operations in Africa and to mobilize the international community to strengthen support for the African Standby Force and build rapid-reaction forces to respond to crises.”

“Sovereign equality, the peaceful settlement of disputes and non-interference in the internal affairs of States are the basic principles that guide international affairs. Countries must develop equal partnerships through consultation and mutual understanding. All parties to conflict must insist on consultations on an equal basis and resolve their differences through peaceful means, such as dialogue and negotiations. The mechanisms and means of addressing matters of international peace and security must be further refined in order to better resolve conflicts, defuse tensions and eliminate wars and conflicts. “The international community should act on the principle of a Syrian-owned, Syrian- led process and on resolution 2254 (2015) in pushing all parties in Syria to engage in inclusive political dialogue in search of a solution that responds to the realities on the ground, while accommodating the concerns of all parties. Refugees and internally displaced persons are gradually returning to their homes. The international community should further scale up its humanitarian assistance by providing much-needed help to all the areas in need within Syria. The Chinese delegation notes some recent reports that hint at possible chemical weapons attacks within Syrian. I want to reiterate that China resolutely opposes the use of chemical weapons by any country, organization or individual in any circumstances or for any purpose, and advocates severe punishment of the perpetrators. “The Government and the Fuerzas Armadas Revolucionarias de Colombia (FARC) have agreed on a strategy for the reintegration of former combatants. Encouraging progress has also been achieved with regard to the ceasefire between the Government and the National Liberation Army. Healing the wounds of war, however, will not be an easy task. The comprehensive implementation of the Peace Agreement requires efforts at the political, security and development levels as well as in the area of social cohesion. As such, it is a long-term project that requires a systematic approach and the sustained efforts of all parties in Colombia as well as members of the international community. The peace process is irreversible: such is the consensus of the entire Colombian population and the international community.”

“Concrete actions should be taken to implement resolution 2334 (2016) and cease all settlement activities in the occupied territories and the demolition of Palestinian houses and property. Steps should also be taken to prevent violence against civilians. The international community should remain united in pushing for an early resumption of the peace talks between the two sides. The parties should meet each other halfway and refrain not only from any action or rhetoric that might aggravate the situation but also from any unilateral action that might undermine trust, so as to create the conditions necessary for a resumption of the dialogue. The prospects for a two-State solution are unclear, and the efforts for a resumption of talks between the two sides are stalled, while the construction of settlements continues and Palestinian houses are still being demolished. China is deeply concerned about the developments on the ground and the casualties from the conflicts. The use of force and efforts to prevent violence with violence will not solve any problems.”

We have noted the fact that the penholders made certain improvements to resolution 2428 (2018) at the joint request of China and some other Council members. Now, however, the resolution still insists on imposing sanctions on South Sudan, including an arms embargo, that could complicate the situation and work against the advancement of the peace process. China abstained in the voting on the resolution for these reasons. I would like to reiterate that the Chinese Government has consistently supported the peace process in South Sudan and has provided support to the country's efforts to restore national stability and development.”

“The issue of children in armed conflict has been on the Council's agenda for more than 20 years, which means that children who were born when the Council adopted its first resolution on this issue - resolution 1261 (1999) - are now adults. We deeply regret that the continued outbreak of armed conflicts and the spread of terrorism have rendered children among the most vulnerable groups. Ruthless wars and heinous terrorist attacks have devastated the lives of innocent children, denying them love and care and bringing them untold suffering instead. Those children need tangible and effective protection from us, as well as utmost love and care. It is incumbent upon the international community to do so. “The report of the Secretary-General (S/2018/602) is an important component of the implementation of resolution 2231 (2015) and the JCPOA. The report welcomes the commitment of the parties concerned to maintain the full implementation of the JCPOA and reflects Iran's effort to implement the agreement in an objective manner, which China acknowledges. China has also noted that, in his report, the Secretary-General expressed his deep regret with regard to the withdrawal of the United States from the JCPOA. In the meantime, China believes that the report of the Secretary-General should reflect the implementation efforts in an objective, balanced and comprehensive manner, and take the legitimate concerns of Iran into a consideration. The Secretariat should act in strict accordance with its mandates and functions.”

“The International Atomic Energy Agency (IAEA) has reported 11 times in a row that Iran has been implementing its nuclear-related commitments under the JCPOA. The coordination between the Security Council and the Procurement Channel is working as expected. The experience in the past three years has fully shown that the JCPOA is an effective agreement. China commends the efforts of all the parties concerned to implement the JCPOA and expresses regret with regard to the withdrawal of the United States from the agreement. China calls on all parties to assume a responsible attitude, bear in mind the long-term and broader situation, commit to patiently engaging in dialogue and cooperation in order to preserve the seriousness and authority of the JCPOA, and resolve issues through dialogue and negotiation.”

The Joint Comprehensive Plan of Action (JCPOA) on Iran's nuclear programme represents an important achievement of multilateralism and a success story in addressing international and regional hotspot issues through political and diplomatic means. It has played an important role in upholding the international nuclear non-proliferation regime and promoting peace and stability in the Middle East. As such, it is generally welcome by the international community.”

In conclusion, I would like to commend the work of the United Nations Assistance Mission in Afghanistan (UNAMA) and voice support for the positive role that UNAMA has played in helping Afghanistan promote the political process, safeguard national security, foster economic development and enhance its governance capacity. “China is ready to continue to use the mechanisms I just referred to in order to strengthen cooperation with Afghanistan and other countries in the region to jointly address the threat of terrorism and promote regional peace, stability and development. Afghanistan is an important country within the Belt and Road Initiative. “Subsequent to the first Foreign Ministers' dialogue with Afghanistan and Pakistan hosted by China last December, China hosted in Beijing in May a Deputy Foreign Minister-level strategic dialogue among China, Afghanistan and Pakistan, as well as a Deputy Foreign Minister-level counter-terrorism security consultation among those three countries and a Deputy Foreign Minister-level meeting of the Shanghai Cooperation Organization (SCO)-Afghanistan Contact Group. President Ghani, as Head of an observer nation, attended the eighteenth meeting ofthe Council of Heads of SCO member States in Qingdao, China, in early June. All of the activities I just mentioned achieved positive results in promoting a political settlement of the Afghanistan issue, while strengthening regional cooperation and advancing counter-terrorism efforts.”

“We should firmly support an Afghan-led and Afghan-owned peace and reconciliation process, including supporting the role that the Kabul process continues to play. We support the Afghan Government in reaching an agreement on national reconciliation with armed opposition groups, including the Taliban, and launching the peace process. The Taliban should actively respond to the peace initiative of the Afghan Government and commit to lasting peace and stability in the country. As a historically friendly neighbour ofAfghanistan, China has always supported the country in achieving peace, security, stability and development as soon as possible.”

“The international community should strengthen coordination and cooperation in combating regional forces of terrorism. Strengthening governance is an important guarantee for promoting peace and reconstruction in Afghanistan. Afghan affairs should ultimately be determined by the Afghan people. All political parties in the country should strengthen unity and resolve differences through dialogue and consultation. The international community must earnestly respect the Afghan people's right to independently choose their political system and path to development. In accordance with Afghanistan's national development strategy and specific needs, it should help the Afghan Government improve its governance capacity in a targeted manner. Advancing national reconciliation is essential to resolving the question of Afghanistan.”
