“Seven decades have passed but the legitimate rights and interests of the Palestinian people are still subject to unfair treatment. Such historical injustices must be redressed. The Council and the international community should uphold justice by taking swift action to respond to the legitimate aspirations of the people of Palestine and the Arab people, intensifying efforts to promote peace and negotiation and facilitating the early resumption of talks between the two sides in order to achieve the two-State solution that will bring about peaceful coexistence between the two countries. The draft resolution submitted by Kuwait objectively reflects the current situation. It helps protect Palestinian civilians from harm and de-escalates tensions between the two sides.”

“All parties to any conflict should respect international humanitarian law, implement the Council's resolutions on the protection of civilians in armed conflict, fulfil their obligations to protect civilians and ensure humanitarian access. Any act in armed conflict that, among other things, threatens or attacks civilians in violation of international humanitarian law should be investigated and punished by the country concerned according to the law. Thirdly, United Nations peacekeeping operations must work strictly within the parameters of the Council's mandate in fulfilling their responsibility to protect civilians. The mandate of peacekeeping operations to protect civilians is no substitute for the responsibilities and obligations of the Government of the country concerned and ofthe parties to the conflict.”

“The three-phase solution to address the issue of Rakhine state proposed by Wang Yi, State Councillor and Minister for Foreign Affairs of China, during his visit to Myanmar and Bangladesh in November 2017 has been endorsed by both countries, and its implementation is well under way. China will continue to play a constructive role in seeking a proper settlement to the issue of Rakhine state, which involves a complex historical, ethnic and religious background. “The active efforts made by the countries concerned to launch the repatriation process should be fully recognized. Living conditions in Cox's Bazar could worsen in the wake of the imminent monsoon season. We must pay close attention and do everything possible to prevent a massive humanitarian crisis. The pressing task is to push for substantive steps by Myanmar and Bangladesh to implement the bilateral arrangement, facilitate the timely return of the largest possible number of displaced persons and credibly improve the humanitarian situation of displaced persons in Bangladesh. We hope that Myanmar and Bangladesh will resolve any issues that might arise in implementing the bilateral arrangement through bilateral dialogue and consultations.”

“China has noted that, following the Council's visits, the countries concerned have made active efforts to further alleviate the situation. The statement by State Counsellor Aung San Suu Kyi on 1 May made it clear that the Government will sign a memorandum of understanding on the return of the displaced persons with the Office of the United Nations High Commissioner for Refugees and the United Nations Development Programme as soon as possible. The State Counsellor herself visited Rakhine state. Myanmar has built transit sites and reception centres and settlement Villages, and taken a host of measures to improve the conditions in Rakhine state. Recently, the Government of Myanmar also sent a high-level delegation to Bangladesh to meet with the displaced persons and encourage them to return.”

“The visit demonstrated the commitment and actions of the parties to resolve the issue through dialogue and cooperation, and set an example of unity and collaboration in the work of the Security Council. It played a positive role in the pursuit of a solution to the issue of Rakhine state. Through the visit, Council members gained an intimate and deeper understanding of the issue of Rakhine state, and its gravity and complexity. Council members have all expressed concerns about the humanitarian situation of the displaced persons. At the same time, they saw the sincere efforts of Bangladesh and Myanmar to resolve the issue. Bangladesh has made enormous efforts to respond to the humanitarian crisis, and the Government of Myanmar is ready for the return of the displaced persons.”

“We support the establishment of a fully sovereign and independent State of Palestine, based on the 1967 borders and with East Jerusalem as its capital. Chinese President Xi Jinping's four-point proposal in favour of the settlement of the Palestinian question includes the promotion of a political process based on a two- State solution; adherence to a shared, comprehensive, cooperative and sustainable security concept; improved coordination of international efforts to rally support for peace; and the implementation of a holistic approach promoting peace through development. On that basis, China will endeavour to play a constructive role in the implementation of that proposal and in the realization of the peace process in the Middle East.”

“The international community should adhere to the relevant United Nations resolutions, the principle of land for peace and the Arab Peace Initiative; step up its efforts to promote and resume negotiations, effectively implement resolution 2334 (2016), stop all settlement activities in the occupied territories, and take measures to prevent violence against civilians.All parties should remain calm, exercise restraint, meet each other halfway and avoid adopting measures that could exacerbate the situation. They should also create conditions conducive to the resumption of negotiations. Parties with strong influence in the Middle East should also assume a constructive role to that end. China has always firmly supported and promoted the Middle East peace process.”
