We hope that all the parties in Libya will adhere to a process for a political settlement that is led and owned by the Libyans themselves, and work to settle their differences through inclusive dialogue and negotiations, building mutual trust, finding a solution that accommodates the interests of all parties, pushing for national reconciliation and restoring State governance, with a view to achieving peace, stability and development in Libya as soon as possible. The international community should respect Libya's independence, unity, sovereignty and territorial integrity, and should continue its support and assistance to Libya. China is very concerned about the evolving situation in Libya. We support all efforts that are conducive to stabilizing the situation in Libya, promoting a political settlement of the Libyan issue and combating terrorism. We support the United Nations in continuing to implement the related action plan by intensifying its mediation efforts. The international community should continue its support for the good offices of the United Nations and Special Envoy De Mistura, properly leverage the role of the Astana process and help to ensure that the Syrian parties remain fully engaged in dialogue and consultations, thereby facilitating the efforts of the Syrian parties to gradually achieve reconciliation, resolve differences and find a realistic and lasting political solution. We hope that all the parties concerned will jointly ensure the effective functioning of the Idlib demilitarized zone, consolidate the gains made in the fight against terrorism, assist in the clearance of explosive remnants of war, rebuild infrastructure and ensure the return of refugees and internally displaced persons as soon as possible.

The formation of a constitutional committee must be conducted in a consistent and orderly manner, while striking a balance between the legitimate concerns of the Syrian Government and those of the other parties to make sure that the committee is representative of and acceptable to all in order to ensure that the Syrian political process is sustainable and constructive. The future of Syria will ultimately be determined by the Syrian people themselves.

The international community should push for the revitalization of the Syrian-owned and Syrian-led political process, in which Syria's sovereignty, independence, unity and territorial integrity must be respected. Mr. Ma Zhaoxu (China) (spoke in Chinese): At the outset, I wish to thank Special Envoy De Mistura for his briefing and express our appreciation for his efforts to facilitate a political settlement of the Syrian issue. Thanks to the efforts of the Syrian people themselves and with the support of the international community, the situation in Syria remains generally stable and the process for a political settlement has maintained its momentum. The Syrian Government invited Special Envoy De Mistura to visit Damascus for an in-depth exchange of views on facilitating the political process in Syria, including the formation of the constitutional committee. The Russian Federation, Turkey and Iran met in Moscow and jointly sent out a positive message in support of the facilitation of the political process in Syria.

Efforts should be made to stop sexual violence in armed conflict as part ofa concerted effort to respond to the threat of terrorism, to adopt comprehensive measures to protect women from harm by terrorists and extremist forces, and to provide security guarantees and humanitarian assistance to women affected by conflict. The international community should fully respect the leadership role played by the country concerned in that regard and provide constructive assistance in view of its needs. Thirdly, we must solve the problem by treating its symptoms, as well as its root causes, and promote the advancement of women together with economic and social development.

Given the responsibilities conferred upon it by the Charter of the United Nations, the Security Council should actively encourage the peaceful settlement of disputes through dialogue and negotiations and provide solid guarantees for the protection of women.   20. Those respectable and beloved Chinese female peacekeeping soldiers are quietly dedicating themselves to their responsibilities, while contributing to safeguarding world peace. I would like to take this opportunity to pay deep tribute to all women peacekeepers contributing to peacekeeping. Women are an important force for maintaining international peace and security. Over a nearly 20-year period the Security Council has adopted a series of resolutions on women and peace and security, which constitutes a positive framework for protecting women's rights and interests in conflict and promoting women's increasing role in maintaining peace and security. Women are vulnerable to harm in war and conflict, and they are a vulnerable group in general.

  21. In South Sudan, more than 10,000 kilometres from China, there is a combat unit of 10 female fighters in the peacekeeping infantry battalion that China dispatched to that country. In addition to fulfilling their mandate, they also pass out stationery to children in the refugee camps and disseminate knowledge about the protection ofwomen's rights and interests, bringingjoy and smiles to the children. Among the more than 2,000 Chinese peacekeepers currently serving in United Nations peacekeeping missions, more than 50 ofthem are women. Since China began participating in United Nations peacekeeping operations almost 30 years ago, Chinese female peacekeepers have served thousands of times.

  22. The theme of today's meeting is very meaningful, as it brings to mind the Chinese female peacekeepers who have demonstrated their commitment and dedication to the cause of peacekeeping. In the Mediterranean, in Sector East of the area of operation of the United Nations Interim Force in Lebanon Ms. Mao Ping, the first female commanding officer ever sent to a United Nations peacekeeping mission, received the Outstanding Female award from the Lebanese Government in November. The Chinese peacekeeping medical team led by her is well known in local communities and beyond for their healing hands and loving hearts. They have provided medical services to local people and poor families and are planting the seeds of friendship and peace in the land of the cedars.

I also thank Secretary-General Guterres and Ms. Phumzile Mlambo-Ngcuka, Executive Director of UN-Women, for their briefings. China also listened attentively to the statement by Ms. Siniora Atallah, the representative of civil society. More than 60 years ago, Chairman Mao said that women hold up half the sky. China has today a population of 1.4 billion people, of whom 678. million are women. Women play a role in holding up half the sky in China's socioeconomic development. They also play an irreplaceable role in terms of peace and stability stability in the country.

Such practices are unhelpful to resolving the issue in Rakhine state and can only jeopardize the possibility of internal reconciliation and democratic transition in Myanmar, escalate tensions in Rakhine state and undermine the authority and credibility of the United Nations. Human rights are a common cause of the international community and one of the three pillars of the United Nations. China has consistently advocated for dialogue on human rights issues, based on equality and mutual respect. That is the right way to promote the cause of human rights for humankind. China stands ready to work with the international community to seek dialogue and consultations, uphold justice and impartiality, work to find a solution and continue to play a constructive role in resolving the issue.

The international community should respect Myanmar's sovereignty and encourage the commission to work independently, establish the truth and hold the perpetrators of human rights violations accountable. With regard to the report of the independent international fact-finding mission on Myanmar (A/HRC/39/64), the mission did not enter in Myanmar at all. Its results are based on biased, incomplete information. They are neither objective nor impartial, and therefore not credible. Its conclusions, suggestions and recommendations constitute wilful interference in Myanmar's internal affairs and are an affront to its sovereignty. The fact-finding mission is not a judge.

The international community should devote more attention to helping local authorities and residents eradicate poverty, achieve sustainable development, improve their livelihoods and social and economic conditions, and foster social stability and harmonious coexistence among the people. Last but not least. the international community is closely following the human rights situation and the issue of accountability in Rakhine state. The Myanmar Government is committed to bringing to justice the perpetrators of human rights violations on a basis of solid evidence. It has established an independent commission of inquiry on Rakhine state, which has extensive international participation and has promised to submit a report within a year.

  27. The issues of greatest concern to everyone in the repatriation process, which are freedom of movement, citizenship and accountability, should be gradually and appropriately resolved. The Office of the United Nations High Commissioner for Refugees and the United Nations Development Programme should intensify their consultations with the Myanmar Government and work for the effective implementation of the tripartite memorandum of understanding. The Security Council should continue to support the Special Envoy, who is seeking dialogue and consultations aimed at helping the Myanmar Government resolve the issue. Development is the fundamental pathway to a lasting a solution to the Rakhine state issue.

  28. It is essentially an issue between Myanmar and Bangladesh, and resolving it will require relentless long-term effort. The international community should respect Myanmar's sovereignty and territorial integrity, appreciate its hard- won positive progress, fully understand the difficulties and challenges it is dealing with and make meaningful efforts to help resolve the issue. The immediate task is ensuring the early launch of the repatriation process for those who fled Myanmar for Bangladesh. The international community should encourage both countries to intensify their dialogue and ensure that the first group is successfully repatriated as soon as possible so that they can return to their homes.

Thirdly, both countries agreed to convene a joint working group meeting as soon as possible to establish a road map and timetable for the repatriation, so that work on it can begin without delay. We are therefore pleased to note that the consensus I mentioned is being actively implemented. China is deeply concerned about the displaced people in Bangladesh and has provided humanitarian assistance to both countries concerned. On the same basis as its previous assistance, China recently pledged to donate 1,000 temporary shelters to local people to improve their living conditions and resettle the repatriated, and has also provided Bangladesh with ¥20 million in food assistance. We remain committed to seeking a solution to the Rakhine state issue. The Rahkine state issue has a complex historical, ethnic and religious background.

Wang Yi, Minister for Foreign Affairs of China, held another informal tripartite meeting at United Nations Headquarters in New York with Mr. Ali and Mr. U Kyaw Tint Swe, Minister for the Office of the State Counsellor of Myanmar, which was also attended by the Secretary-General and Ms. Burgener, his Special Envoy on Myanmar. The meeting's friendly, frank and constructive atmosphere resulted in three important points of consensus. First, Myanmar and Bangladesh agreed to properly resolve the issue of Rakhine state through friendly consultations. Secondly, Bangladesh indicated that it was ready to repatriate the first group of people who had fled the turmoil. Myanmar also indicated that it was well prepared to receive those ready to be repatriated.

  32. She held in-depth discussions with Myanmar leaders and officials, and visited Maungdaw and Buthidaung to get first- hand information on the situation in Rakhine state. The Myanmar and Bangladesh joint working group will hold its third meeting by the end of the month. Mr. Abul Hassan Mahmood Ali, Minister for Foreign Affairs of Bangladesh, indicated recently that based on Bangladesh's list of 8,000 people and the list provided by Myanmar, a first group of refugees will soon be repatriated. The international community should note and fully acknowledge that active progress. The Government and the people of Bangladesh have been providing significant humanitarian support for the displaced people in Bangladesh despite the difficulties involved.

  33. The Myanmar Government has promised to grant the joint mission full access to Rakhine state's entire territory and to actively implement the tripartite memorandum of understanding. The recommendations made by the Advisory Commission on Rakhine State in its report are being implemented. Myanmar's independent commission of inquiry on Rakhine state recently began work and held a meeting. In consultations with Bangladesh, the commission visited Kasba, in Bangladesh, to conduct an investigation with a view to establishing accountability for the human rights violations committed in Rakhine state after the attacks by the Arakan Rohingya Salvation Army in October 2016 and August 2017. In mid-October, Ms. Christine Schraner Burgener, Special Envoy of the Secretary-General on Myanmar, visited Myanmar once again.

Mr. Ma Zhaoxu (China) (spoke in Chinese): China regrets the fact that the Security Council heard a briefing today from the independent international fact-finding mission on Myanmar established by the Human Rights Council. Such practices jeopardize the unity of the Council and are not conducive to ensuring that its members cooperate to jointly solve the issue of Rakhine state. Good progress has recently been made in resolving the issue of Rakhine state through the joint efforts of the country concerned, other countries in the region and United Nations agencies. In mid-September, the first joint mission of the Office of the United Nations High Commissioner for Refugees and the United Nations Development Programme visited 23 villages in Rakhine state, while in mid-October a second joint mission visited a further 26 villages.

  36. The fact-finding mission on Myanmar is a special mechanism of the Human Rights Council and does not have a mandate to brief the Security Council. Nor is there a precedent for the Security Council to receive a briefing from a country-specific special mechanism of the Human Rights Council. By receiving a briefing from the Fact-Finding Mission, the Security Council will encroach on the mandates of the General Assembly and the Human Rights Council, violate provisions of the Charter and weaken the responsibilities and roles of various United Nations bodies, thereby leading to grave negative consequences.When it comes to the issue of Rakhine state, the Security Council should play a constructive role, and any action it takes should help to resolve the issue.

Mr. Ma Zhaoxu (China) (spoke in Chinese): On 18 October, the Plurinational State of Bolivia, China, the Russian Federation and Equatorial Guinea sent a letter to the President of the Security Council (S/2018/938) expressing their opposition to holding this Council meeting to hear a briefing by the Chairperson of the independent international fact-finding mission on Myanmar established by the Human Rights Council. The Charter of the United Nations clearly defines the responsibilities of the principal United Nations organs and the division of labour between them. The primary responsibility of the Security Council is the maintenance of international peace and security. It should not get involved in country-specific human rights issues.

The international community should step up its support for the mediation efforts of the United Nations and Special Envoy Griffiths to jointly push the parties to set aside their differences, pursue de-escalation, adopt confidence-building measures, such as releasing prisoners, relaunch face-to-face political dialogue as soon as possible, and establish a sustainable negotiation process. In recent years, China has provided several tranches of assistance to Yemen, including food and medical supplies, through bilateral channels and in cooperation with international agencies. In July, President Xi Jinping announced a new assistance initiative for Yemen at the eighth ministerial meeting of the China-Arab States Cooperation Forum. China will actively honour its commitments to helping alleviate the humanitarian situation in Yemen.

  39. That will help to stabilize prices and ensure the timely distribution of humanitarian relief, thereby meeting the basic needs of the Yemeni people. Secondly, the international community should continue to increase humanitarian assistance and provide medicine, food and other materials in a targeted manner to alleviate the suffering of the Yemeni people. We appreciate the efforts of the World Health Organization (WHO), the World Food Programme and other agencies to reduce the threat of cholera and famine, including the WHO delivery of cholera vaccines to more than half a million Yemenis in early October.   40. Food and fuel prices, which affect people's livelihood, are on the rise and the threat of famine looms ever larger. Armed conflicts have increased civilian casualties, destroyed infrastructure and impeded access to humanitarian assistance - a situation that has further exacerbated the humanitarian crisis. The international community must take action with a view to alleviating the current grave humanitarian situation in Yemen. China would like to make the following points. First, the parties to the conflict should create conditions for easing the humanitarian situation in Yemen. We urge them to abide by international law, cease hostilities, provide effective, safe and timely access for the delivery of humanitarian supplies, and guarantee the normal movement of commercial items.

  42. China will continue to play a constructive role in taking the Middle East peace process forward. For many years, the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) has played an important role in providing health care, education and other basic services to the 5.3 million Palestinian refugees. The international community should provide UNRWA with more adequate, predictable and sustainable funding. We appreciate those who made additional contributions to UNRWA and appeal to all to continue to strengthen their support to UNRWA and to countries receiving Palestinian refugees. All parties should uphold the principles of respect for their diverse history, adherence to fairness and justice, implementation of the international consensus and the realization of peaceful coexistence. On the basis of the relevant United Nations resolutions and international consensus and through final-status negotiations, they should reach a settlement that takes the interests of all parties into account. China resolutely supports the Palestinian people in establishing a Palestinian State that enjoys full sovereignty and independence on the basis of the 1967 border, with East Jerusalem as its capital. We support the greater integration of Palestine into the international community, with a View to its active participation in the affairs of the United Nations.

Parties with significant influence on the Middle East peace process should play a constructive role, promote the mutual confidence of the two sides, start a new round of efforts to promote peace and try new mechanisms of good offices. All parties should work to break away from the vicious cycle of escalating confrontation between Palestine and Israel and accelerate the internal Palestinian reconciliation process. Thirdly, the Council should properly address the final status of Jerusalem. That is a complex and sensitive issue and has a bearing on the future of the two-State solution and regional peace and stability. In dealing with related issues, all parties should be prudent and avoid imposing unilateral solutions that lead to renewed confrontation.

The international community should implement the relevant United Nations resolutions, the land-for- peace principle, the Arab Peace Initiative and the road map to Mideast peace and, on that basis, strengthen political and diplomatic efforts. Efforts should be made to abandon any and all measures that weaken the prospect of the two-State solution, implement resolution 2334 (2016), stop all settlement activities in the occupied territories, and adopt measures to prevent violence against civilians. Secondly, the Council should be united and cooperate to push for an early end to the stalemate ofthe Palestinian-Israeli peace talks.

  46. The relevant parties should proceed from the goal of the overall security and peaceful coexistence of the peoples in the region, exercise restraint and avoid escalation. The international community should fully implement the General Assembly resolutions concerning the protection of Palestinian civilians in order to ease the current situation in Gaza. Faced with the current situation, the international community should have an enhanced sense of urgency. The Security Council should strengthen its unity in a common effort to return the Palestine question to the track ofa negotiated solution. First, the Council should push for but not weaken the two-State solution. The two-State solution is the right way to settle the Palestine issue.

  47. Settlement activities continue on the West Bank of the Jordan River and in Jerusalem and the demolition of Palestinian houses is still taking place. That seriously challenges the prospects for the two-State solution on the basis of the 1967 border. The violent conflict and political confrontations have further exacerbated the mistrust between the two sides, with more restraining factors for the relaunch of the Palestinian-Israeli peace talks. The grim humanitarian situation in the Gaza Strip is not conducive to regional stability and the Middle East peace process. The party in question should fully lift its Gaza blockade at an early date. The use of force and violence for violence are not conducive to the settlement of the issue.

Mr. Ma Zhaoxu (China) (spoke in Chinese): At the outset, I thank Mr. Mladenov, Special Coordinator for the Middle East Peace Process, for his briefing and for his efforts in actively pushing forward the de-escalation of tension and the easing of the humanitarian crisis in Gaza. I listened carefully to the statements made by the representatives of Palestine and Israel, as well as by Mr. Hagai El-Ad. The current Palestinian-Israeli situation is very fragile and tense, with frequent violent confrontations and ongoing risks of escalation. The Palestinian Great March of Return demonstration in the Gaza Strip has been going on since March, with Palestinian civilian casualties continuously on the rise.

They must promote the political process, settle differences through negotiations, foster national reconciliation and work gradually to arrive at a political settlement that fits with Syria's reality and addresses the legitimate concerns of all the parties, whom we encourage to initiate measures conducive to reconciliation and enhance mutual trust. China is ready to join hands with the international community to further support the political process in Syria and to contribute to improving the humanitarian situation in Syria and restoring peace and stability in the country and the region.

We hope that all the parties will fully respect the sovereignty, independence, unity and territorial integrity of Syria, jointly ensure the effective functioning of the Idlib demilitarized zone, stabilize the overall situation in Syria and create the necessary conditions and environment for its political process. Thirdly, the Syrian Government and the opposition parties must proceed in accordance with the fundamental interests of the country and its people, the principle of a Syrian-led and -owned process and resolution 2254 (2015).
