  1. Advancing national reconciliation is the fundamental way to resolve the question of Afghanistan. China strongly supports an Afghan-led and Afghan- owned peace process and reconciliation. We commend the Afghan Government for its efforts to promote peace talks. We also support the Afghan Government in unveiling its reconciliation plan as soon as possible and reaching agreement on national reconciliation with armed rebel groups, including the Taliban, and launching the peace process. China actively participated in the international meeting on the Kabul Process in February. We will continue to make unremitting efforts to push forward the peace and reconciliation process in Afghanistan.

  2. Afghanistan is an important country on the route of the Belt and Road Initiative. Resolution 2405 (2018), which was just adopted by the Council, once again pointed out that all parties should take advantage of the One Belt One Road Initiative to promote economic development and regional cooperation in Afghanistan and help Afghanistan achieve stability and prosperity and should make concerted efforts to create a community of shared future for humankind through dialogue and coordination. In accordance with the provisions set out in the relevant Council resolutions, China will continue to work with all parties to help Afghanistan take advantage of its comparative advantages at the national level, participate in regional economic cooperation and connectivity and achieve economic and social development.

The international community should continue to provide robust support to Afghanistan to respond to challenges in the political, economic and security fields. As a traditionally friendly neighbour of Afghanistan, China supports the country in achieving peace, security, stability and development as soon as possible.

On this special occasion, we must remember the female Blue Helmets who are serving the peacekeeping cause. As the Council knows, when Chinese people strive for a better life, women hold up half of the sky. Chinese women are contributing to world peace. At this very moment, in Juba, South Sudan, 14 female peacekeepers are working hard in the infantry, under the leadership of their team leader, to help women and children.

We call on all parties to support the United Nations mediation efforts and to promptly reach an inclusive solution through dialogue and negotiation on the basis ofthe relevant Security Council resolutions, the initiative of the Gulf Cooperation Council, its means of implementation and the outcome of the National Dialogue Conference. We hope that the countries of the region can overcome their differences through dialogue and negotiation. China voted on draft resolutions S/2018/156 and S/2018/157 on the basis of the consistent position that I have just outlined. We were actively engaged in the consultations, having played a constructive role through our tireless efforts towards building consensus. We regret that some countries have made unfounded accusations against the principled positions of other countries, despite the facts.

  8. It can help to advance the political resolution of the issue and to strengthen the efforts of the international community. It serves the interests of both Yemen and the countries of the region. Draft resolution S/2018/156, submitted by the United Kingdom, proposes renewing the targeted sanctions and extending the mandate of the Panel of Experts for a year. That reflects the consensus among the members of the Council, which we welcome. Meanwhile, there remain significant differences and disagreement among the members of the Council on some elements of the draft resolution. We believe that the matter under consideration is extremely complex and delicate. It is inadvisable for the Council to reach a hasty conclusion in the absence of adequate evidence.

The renewal of the Security Council targeted sanctions on Yemen and the extension of the mandate of the Panel of Experts on Yemen can help to advance the political resolution of the issue, strengthen the international effort to facilitate peace, and serve the interests of both Yemen and the countries of the region. China therefore firmly supports the renewal of the targeted sanctions and the extension of the mandate of the Panel of Experts. Resolution 2402 (2018), which was submitted by the Russian Federation and has just been adopted by the Security Council, decides to renew the targeted sanctions and to extend the mandate of the Panel of Experts for one year. China welcomes the adoption of the resolution, for which it voted in favour. The resolution reflects the broadest possible consensus within the Security Council.

In July last year, Chinese President Xi Jinping put forward a four-point proposal to promote the resolution of the question of Palestine, calling for the advancement of the political process on the basis of the two-State solution, adherence to the philosophy of shared, comprehensive, cooperative and sustainable security, greater coordination of international efforts to maximize synergy for peace, and a holistic approach for peace through development. Work is in full swing to implement that proposal. In December last year, China successfully hosted a symposium of Palestinian and Israeli pro-peace actors and will continue to push for a political settlement to the question in a constructive fashion. The question of Jerusalem is complex and delicate, but it underpins the future solution to the question of Palestine.

The international community should uphold the relevant United Nations resolutions, the principle of land for peace and the Arab Peace Initiative, while jointly exploring ways and means to promote peace so as to achieve an early, comprehensive, just and durable solution to the question of Palestine. The international community should offer guarantees regarding Israeli-Palestinian peace talks. Parties with major influence on the Middle East should all play a constructive role in that regard. China remains committed to supporting and facilitating the Middle East peace process. All parties should faithfully implement resolution 2334 (2016), cease all settlement activities in the occupied territory and act to prevent further violence against civilians. Only by establishing a genuine State of Palestine can Israel enjoy lasting security. Only a comprehensive settlement to the question of Palestine can bring about a fundamental shift in the situation in the Middle East.

Over the past few years, the violent terrorist elements in eastern Turkistan - represented by the Eastern Turkistan Islamic Movement (ETIM) - have planned and carried out a number of terrorist attacks in China. They have also posed a serious threat to countries in the Middle East and Central Asia. Fighting the violent terrorist forces of ETIM. should be part of international counter-terrorism efforts. Such forces should be met with resolute measures. As a very important member of the international counter-terrorism alliance, China has actively participated in recent years in multilateral cooperation mechanisms, such as the United Nations and the Shanghai Cooperation Organization, and have made important contribution to international counter- terrorism efforts.

Member States should implement relevant Council resolutions, identify relevant security policies and take concrete measures with regard to any potential terrorist attack on key infrastructure as a high-risk factor, as well as establish early-warning and emergency-response mechanisms. All countries should shoulder the responsibility of ensuring the safety and security of their own infrastructure, enhance domestic legislation and bring to justice perpetrators of terrorist attacks on infrastructure. The international community should help States Members of the United Nations to achieve socioeconomic development, alleviate and eradicate poverty and conduct dialogue on an equal footing among civilizations and religions. We should refrain from linking terrorism with any specific ethnicity or religion, build a new form of international relations and construct a community with a shared future for the benefit of humankind. Thirdly, all countries must take concrete measures to stop the movement of terrorist fighters and curb the spread of terrorist and extremist ideologies. China has consistently maintained that the appropriate way to resolve the issue of Rakhine state is through bilateral efforts by Myanmar and Bangladesh.

  43. The problem in Myanmar's Rakhine state has a complex historical, ethnic and religious background. It cannot be solved overnight. At present, the situation on the ground has been visibly eased. Humanitarian relief operations have been actively carried out. Myanmar and Bangladesh have maintained dialogue and consultations, held joint working group meetings on repatriation and worked with United Nations agencies. The Rakhine Advisory Commission visited Myanmar recently and affirmed Myanmar's efforts to implement recommendations contained in its report. Recently, Myanmar invited foreign missions and media to Myanmar to visit the affected areas in Rakhine state. China appreciates Myanmar and Bangladesh for those efforts. China has noted that the process ofrepatriation of the displaced by Myanmar and Bangladesh has recently been delayed.

  44. Wang Yi, visited Bangladesh and Myanmar and proposed a three-phase approach for the solution of the Rakhine state issue. It has been unanimously endorsed by Myanmar and Bangladesh. It pleases us to see that some of the approaches are being implemented. The goal of the first phase, which is to cease hostilities on the ground and restore stability and order, has basically been achieved. The goal of the second phase is to seek viable measures to find a solution to the problem through communication and consultations by both parties and is also being pushed forward. The third phase is to adopt measures to resolve the root causes of poverty through development. I am confident that this goal can soon be achieved through the efforts of Myanmar to alleviate poverty in Rakhine state, along with the vigorous support of the international community.

Resolution 1244 (1999) provides an important legal basis for resolving the question of Kosovo. All parties should act in accordance with the purposes and principles of the Charter of the United Nations and within the framework of the relevant Security Council resolutions and seek through dialogue and negotiations a solution that is acceptable to all.

I would like to reiterate that setting artificial deadlines, steamrollering half-baked proposals or initiating textual negotiations in the absence of requisite conditions will only undermine the credibility of such negotiations and is anything but helpful for membership unity and the sound development of intergovernmental negotiations. China supports Kuwait in its capacity as Chair of the Informal Working Group on Documentation and Other Procedural Questions.
