  1. We are pleased to see the remarkable achievements that Cote d'Ivoire has made with regard to its post-conflict reconstruction. In recent years, its economy has maintained an annual growth rate of over 8 per cent. China has been actively engaged in the reconstruction process in Cote d'Ivoire and has provided support and assistance to the best of its abilities. Chinese peacekeepers participated in the United Nations Operation in Cote d'Ivoire. The projects in that country that have been completed with Chinese aid, such as the farmland and water-conservancy projects and the construction of rural schools, continue to have a positive impact. The Soubre hydropower plant, financed by China, became operational in December 2017.

  2. At the Summit it was decided that China and Africa would focus on eight major initiatives in the next three years - industrial promotion, infrastructure connectivity, trade facilitation, green development, capacity-building, health care, people-to-people exchanges and peace and security - in the form of Government assistance, as well as investment and financing by financial institutions and companies. A total of $60 billion in financing will be provided to African countries. President Xi Jinping's Belt and Road Initiative, an international public good offered by China, has become the world's single largest platform for international cooperation. We welcome the participation in the Initiative of all parties and countries.

  3. The poor are usually among the most affected and most vulnerable in the context ofconflicts. Accelerating poverty alleviation and achieving development are urgently needed for consolidating the post-conflict peace dividend. As the most populous developing country, China is deeply aware of the link between development and people's well-being. It is our abiding commitment to share development opportunities and results with other countries around the world. We have actively assisted developing countries, including those in post-conflict situations, through South-South cooperation. The Beijing Summit of the Forum on China Africa Cooperation was successfully held in September. We were very pleased to see President Ouattara, Chairman Faki Mahamat and Secretary-General Guterres there.

  4. Due attention should be given to building institutions, enhancing social cohesion and progressively allocating more resources to development areas. Thirdly, we must enhance the role of the United Nations in post-conflict reconstruction. United Nations field offices should uphold their respective mandates. Those in development areas should focus on fulfilling their development mandates and attach importance to strengthening cooperation with regional and subregional organizations. The international community should actively support African countries in implementing the African Peace and Security Architecture Road Map (2016-2020) and the African Union's Agenda 2063, and encourage regional organizations to play an active role in the reconstruction of post-conflict countries in the region.

  5. We must respect the national sovereignty and ownership of the countries concerned, while helping them to craft a development path tailored to its national specificities. Priority should be given to capacity-building, helping countries achieve early transitions and self-driven development. Secondly, equal emphasis should be given to development and security, and both the symptoms and root causes of conflicts should be addressed. Poverty and underdevelopment are the major sources of conflict. The international community should comprehensively advance the implementation of the 2030 Agenda for Sustainable Development, strengthen global partnerships for development and honour aid commitments in order to promote sustainable peace through sustainable development.

  6. Maintaining peace, building peace and achieving lasting peace are important responsibilities of the Security Council. Post- conflict countries are now confronted with the pressing task of economic development. Only when people's basic needs are met and their livelihoods guaranteed can peace be consolidated and a relapse into conflict avoided. The concept note prepared by the presidency of Cote d'Ivoire (S/2018/1063, annex) is highly illuminating. As for the role that the Council should play in this process, I would like to make the following three observations. First, it is important to respect the purposes and principles of the Charter of the United Nations and the basic norms governing international relations.

We express our sympathy to his entire family. President Bush was an old friend of the Chinese people. The international community should support the return of the Syrian refugees and help with the reconstruction of the country with a view to creating favourable conditions for the return of refugees. Thirdly, the Government and the opposition groups must act on the basis of their country's future and the fundamental interests of their people, solve their differences and take it step by step to reach a political settlement that reflects the conditions on the ground. While also accommodating the legitimate concerns of all parties, the international community should encourage the parties to make conciliatory gestures and enhance mutual trust. Council members must strengthen unity and speak with one voice.

  14. The United Nations, in conjunction with leveraging the role of the Astana process, must continue to increase its good offices to help the parties in deepening their consultations. Secondly, continued efforts are required to steer Syria towards sustained stability and improvement on the ground. The stakeholders that have influence over the parties must make sure that the demilitarized zones function effectively. The international community should work together to fight terrorists and prevent terrorist groups from staging a comeback. It is necessary to respect and maintain the sovereignty, independence, unity and territorial integrity of Syria and create a favourable environment for the political process to take hold.

  15. Political negotiations are the only way out to reach a political and durable solution in Syria. While maintaining the United Nations as the main channel of good offices, the international community should continue to promote an inclusive Syrian-led and Syrian- owned process on the basis of the relevant Security Council resolutions, including resolution 2254 (2015). The focus should now be on the following three areas. First, efforts must be stepped up to form a representative constitutional committee that is acceptable to all parties. A balanced approach is required to accommodate the legitimate concerns of the Syrian Government, so as to start an effective and sustained political process.

  16. I shall now make a statement in my capacity as the representative of China. First, I thank Special Envoy De Mistura for his briefing. I express my appreciation to the Special Envoy for his unremitting efforts to promote a political solution to the Syrian question. Recently, there has been positive momentum in the political arena. The leaders of Russia, Turkey, Germany and France held the Istanbul meeting aimed at promoting the political process, while Special Envoy De Mistura has continued his efforts to establish the constitutional committee. The eleventh meeting of the Astana process will also be held soon. The memorandum on stabilizing the de-escalation zones in Idlib has generally been implemented, which is conducive to creating favourable conditions for a political settlement. However, challenges remain in Syria.

They should uphold the principle of respect for diverse histories, maintaining justice and fairness, implementing international consensus and achieving peaceful coexistence and, based on the relevant United Nations resolutions and international consensus, work to reach a negotiated solution that accommodates the interests of all. I want to reiterate that China has always been committed to advancing the Middle East peace process, supporting the just cause of the Palestinian people to exercise their legitimate national rights and the establishment of an independent and fully sovereign Palestinian State, based on the 1967 borders, with East Jerusalem as its capital. The international community should step up its support for the United Nations Relief and Works Agency for Palestine Refugees in the Near East.

  21. The international community and the Security Council should embrace an elevated sense of urgency and responsibility by launching a new round of efforts to promote peace. All parties that have significant influence with regard to the Middle East issue should play a constructive role in exploring new mediation mechanisms and breaking the impasse facing Palestinian-Israeli peace talks sooner rather than later. Thirdly, the final status of Jerusalem is key to advancing the Middle East peace process. That issue is as complex as it is sensitive, and it concerns the future of a two-State solution, as well as regional peace and tranquillity. All the parties should be cautious when dealing with related issues, refraining from imposing solutions lest they trigger new confrontations.

  22. I would like to highlight the following points. First, a two-State solution is fundamental to resolving the Palestinian-Israeli conflict. The international community should step up its mediation efforts, while adhering to the relevant United Nations resolutions, the principle of land for peace and the Arab Peace Initiative. All the parties concerned should work to effectively implement resolution 2334 (2016), stop all settlement activities in the occupied territories, cease the demolition of Palestinian houses and the destruction of Palestinian property, and take measures to prevent violence against civilians. Secondly, promoting a resumption of the Palestinian- Israeli peace talks is a shared goal of the work of the international community.

Based on the interests of preserving their peoples' safety and maintaining peace and stability in the region, all the parties should exercise restraint in order to avoid the escalation of tensions. China has consistently advocated for resolving the Palestinian-Israeli dispute through peaceful negotiations, and we oppose any violence that exacerbates tensions or targets civilians. The Security Council and the relevant parties must focus on the long term and strive to create the conditions necessary for promoting stability and resuming dialogue. The international community should ramp up its sense of urgency, fully implement the relevant General Assembly resolutions and protect Palestinian civilians in ajoint effort to bring the Palestinian issue back to the negotiation track in order to reach a settlement.

  24. On behalf of the members of the Council, I welcome King Carl XVI Gustaf and Queen Silvia of Sweden to the Security Council. I shall now make a statement in my capacity as the representative of China. I thank Special Coordinator Mladenov for his briefing. China has been closely following the current tensions in Gaza, and is deeply concerned and distressed about the escalation of the Israeli-Palestinian conflict in the Gaza Strip and the resulting casualties. The use of force, and of efforts to halt violence with violence, does not help to solve problems. China appreciates the mediation efforts of Egypt and the United Nations and calls on both sides of the conflict to meet halfway, end their military actions and work to effectively promote the easing of tensions.

The international community should increase humanitarian assistance and assist in a targeted way by providing goods such as food and medication as well as funding support to alleviate the suffering of the Yemeni people. The international community should also support Yemen in its efforts to improve its economy, stabilize prices, ensure safe, timely and unhindered humanitarian access and meet the basic needs of the Yemeni people. We welcome the indefinite postponement by the Yemeni Government of restrictions on certain imports. China will continue to work with the international community to jointly and expeditiously bring the issue of Yemen back on the track to seeking a political settlement so as to achieve peace, security and stability in Yemen as soon as possible. The Security Council and the relevant parties remain united and continue to support the mediation efforts of the Special Envoy, including intensified efforts to promote peace and dialogue and to nudge parties in Yemen to put aside their differences with a view to starting a new round of peace talks in Sweden as soon as possible. We urge parties in Yemen to work closely with Special Envoy Griffiths to return to the track of dialogue as soon as possible and to sustain their participation in negotiation. We call on the international community and countries in the region to continue their constructive assistance to that end. The deteriorating humanitarian situation in Yemen has attracted the close attention of the region and the world at large.

Thanks to the joint efforts of the Special Envoy and the relevant parties, progress has been made on such issues as the release of prisoners and the evacuation of the injured, thereby creating conditions for dialogue. The Special Envoy has conducted intensive shuttle diplomacy. Closely engaged with the relevant parties on this matter, he has encouraged them to meet each other halfway and to return to the negotiating table. The Special Envoy is working to advance a framework for political negotiation, and China appreciates his efforts.

  30. We are truly saddened by the suffering of the Yemeni people, and we express our concern about the situation in Yemen. Yemen's problems can be resolved only politically. Military means cannot achieve lasting peace. The international community should safeguard Yemen's sovereignty, independence, unity and territorial integrity, support the mediation efforts of the United Nations and arrive at an inclusive solution through dialogue and negotiation, based on resolution 2216 (2015), the Gulf Cooperation Council Initiative and its implementation mechanism, and the outcome documents of Yemen's National Dialogue Conference. We welcome the recent efforts of the international community and Special Envoy Griffiths to advance the peace process in Yemen.

I highly appreciate their unrelenting efforts to restore peace and stability and improve the humanitarian situation in Yemen. I also wish to thank Ms. Rasha Jarhum for her briefing. At present, the political security and humanitarian situation remains grave in Yemen. The recent escalation in the armed conflict in the country has not only led to civilian casualties, but also destroyed roads, hospitals and other infrastructure. Moreover, it has hampered humanitarian assistance and further increased the risk of famine and the spread of cholera.

Support should be given to all the relevant parties in Mali in order to expedite the implementation of the Agreement on Peace and Reconciliation in Mali and seriously address the spillover effect on the Sahel ofissues outside the region, such as the Libyan crisis, in order to minimize their negative impact. Thirdly, we must adopt a comprehensive approach to tackle the root causes of conflict. The international community should support the Secretary-General in implementing the United Nations integrated strategy for the Sahel and the United Nations Support Plan for the Sahel. It should also support the priority investment plan developed by the Sahel countries and, in the light of the real needs of the countries and populations in the region, help the Sahel to achieve sustainable development and to enjoy the dividends of peace.

  35. We hope that the Joint Force will resume operations as soon as possible. Secondly, we must promote a political settlement of the regional hotspot issues. The security situation is closely linked to the peace process. On the basis of respect for the sovereignty of the countries concerned, the international community should actively support the countries of the region in taking forward the peace process and promoting national reconciliation so as to continue to work towards the continued de-escalation of the relevant hotspot issues and to resolve them, thereby creating conditions conducive to lasting security and stability in the Sahel region.

I would like to begin by thanking Under-Secretary- General Lacroix, Permanent Secretary Sidikou, High Representative Buyoya and Deputy Secretary-General Serrano for their briefings. I would like to make four points. First, we must continue to support the Joint Force of the Group of Five for the Sahel (G-5 Sahel), which faces real difficulties, including the worsening regional security and inadequate operational capabilities, equipment and training, as well as funding shortages. As an important mechanism for the countries in the region to respond to the security challenges independently, the Joint Force represents a significant contribution to peace and security in Africa and the world in general. It requires the continuing support of the international community.

The United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic has played an important role in maintaining peace and stability in the Central African Republic, and China supports the renewal of its mandate. At the same time, the efforts of the relevant parties of the international community to promote peace and security in the country must be recognized and acknowledged and the legitimate concerns of all the parties, particularly the Central African Republic, given full attention and taken into account.

It is in the fundamental interests of all of the ethnic groups in Kosovo to achieve reconciliation and common development, which in turn will contribute to peace, stability and prosperity in the Balkans. It is hoped that all parties concerned will put the well-being of the people first, protect the legitimate rights and interests of all ethnic groups, promote socioeconomic development and avoid words or actions that might lead to escalating tensions. While the Council should remain seized with the Kosovo issue, the international community should play a constructive role in promoting a proper solution. We hope that UNMIK will maintain its coordination with the European Union Rule of Law Mission in Kosovo, the Kosovo Force and others in a joint effort to improve the situation in Kosovo and promote the due settlement of the Kosovo issue.

All parties should, in accordance with the purposes and principles of the Charter of the United Nations and within the framework of the relevant resolutions, reach a solution that is acceptable to all through dialogue and negotiation. China respects Serbia's sovereignty and territorial integrity, understands Serbia's legitimate concerns on the Kosovo issue and appreciates Serbia's efforts to seek a political solution to the Kosovo issue. China welcomes the commitments made by Belgrade and Pristina to promoting the normalization of bilateral relations through dialogue and consultation. We also welcome the constructive efforts of both parties to implement the agreements already reached, gradually build mutual trust and continue to create conditions conducive to reaching a comprehensive and lasting solution.

  48. I shall now make a statement in my capacity as the representative of China. China thanks Mr. Zahir Tanin, Special Representative of the Secretary-General and Head of the United Nations Interim Administration Mission in Kosovo (UNMIK), for his briefing. We support the Special Representative in leading UNMIK's implementation of its mandate. I also welcome the presence of Mr. Ivica Dacie, First Deputy Prime Minister and Minister for Foreign Affairs of the Republic of Serbia, at this meeting and thank him for his briefing. I also take note of the statement delivered by Ms. Citaku. At present, the security situation in Kosovo is stable on the whole, but it still faces some complexities. Resolution 1244 (1999) is an important legal basis for resolving the Kosovo issue.
