The Syrian conflict has entered its ninth year and brought unprecedented suffering to the entire country. The Chinese side deeply sympathizes with the Syrian people for such suffering. The international community should continue to intensify its efforts to promote the political process in Syria, strive to achieve peace as soon as possible, help the Syrian people return to and rebuild their homeland and resume their lives in peace. The Syrian Golan is internationally recognized as an occupied territory. The Security Council has adopted several resolutions calling for Israel's withdrawal from Syrian Golan. China opposes any unilateral action to change that status quo and does not wish to see any further escalation of regional tensions. Development is the key to achieving peace. In mid-April China hosted the second China-Arab States Forum on Reform and Development. Recently, China also successfully hosted the second Belt and Road Forum for International Cooperation.

We welcome the financial support to Palestine reaffirmed at the recent Foreign Ministers meeting ofthe League ofArab States. The parties concerned should avoid any action or rhetoric that may exacerbate the situation or any move that may undermine trust so as to create the necessary conditions for the resumption of dialogue. The parties with influence in the Middle East should play a constructive role and refrain from any unilateral action that could further escalate the tension in the region.   9. I would like to highlight the following points. First, we must preserve the two-State solution and resolve the root cause of the Palestinian-Israeli conflict. Based on the Arab Peace Initiative, the principle ofland for peace and the relevant Security Council resolutions, the international community should work to resolve the question of Palestine with a view to establishing a fully sovereign State of Palestine based on the 1967 borders with East Jerusalem as the capital. Any new initiative should be in line with the above-mentioned international parameters. There are complex and intertwined hotspot issues in the Middle East with ongoing conflicts and confrontations. The developing situation is cause for increased concern. The question of Palestine is at the core of the Middle East issue and is fundamental to the region. It is the common responsibility of the international community to safeguard the legitimate rights and interests of Palestinian people. The current situation in Palestine remains dire, with the ongoing construction of settlements, the Palestinian-Israeli peace talks at an impasse and a grave humanitarian crisis. China is deeply concerned about the situation.

That was a positive exercise that helped deepen our understanding of the positions of the various parties and aligned the 2140 Committee's agenda with the overarching goal of a political settlement of the Yemeni issue. China was represented on the Committee's mission to support strengthened dialogue between the Committee and the parties concerned. In order to settle the Yemeni issue, there is no alternative to a political solution. The parties concerned should uphold Yemen's sovereignty, independence, unity and territorial integrity, and support a broadly inclusive political solution, to be achieved through dialogue and negotiations, based on the relevant Security Council resolutions, the Arab Gulf Cooperation Council Initiative, its Implementation Mechanism and the outcome of the comprehensive National Dialogue Conference.

The international community should increase humanitarian assistance to Yemen, honour its pledges and provide targeted financial and in-kind support, including food and medicine, to help the country respond to famine, the cholera outbreak, displacement and other challenges. The work of the United Nations humanitarian agencies on the ground should be supported with humanitarian access, while ensuring the safety of humanitarian workers. The humanitarian needs of women, children and other vulnerable groups should figure prominently on the agenda, and support should be provided to Yemen to improve its economy so that it can meet the basic needs of its people. The Committee established pursuant to resolution 2140 (2014) recently visited countries in the region to engage meaningfully with the countries concerned.

  23. The various parties in Yemen are currently sharply divided. The foundation for establishing mutual trust remains far from solid. The road ahead leading towards a political settlement remains long. In the long-term, resuming political peace talks remains imperative to finding a holistic solution to the issue of Yemen. The United Nations should continue to work as the main mediator. The Security Council should remain united, fully consider and respect the views of the countries concerned and of those in the region, continue to provide political support for dialogue and negotiations among the Yemeni parties and urge the countries of the region to maintain their constructive assistance to that end. With regard to the issue of redeployment in particular, they should step up cooperation with the United Nations, resolve differences through dialogue and operationalize concrete arrangements. Consultations should continue on prisoner exchanges and the issue of Taiz, and efforts should be made to reach a workable arrangement as soon as possible, while continuously enhancing mutual trust.   25. The humanitarian situation is dire, and the country is confronted with multiple economic and social challenges. However, the desire remains for all the Yemeni parties to promote the implementation of the agreements in search of a political solution. The United Nations mediation efforts have not let up for one moment, thereby achieving a measure of success over the past several months. It is incumbent upon the international community to remain seized of the issue of Yemen with greater input. Continued patience is needed, and we must not lose confidence. In China's View, work should be focused on the following areas on the path ahead. First, we must continue to push for the implementation of the Stockholm Agreement, which did not come about easily. It is an important starting point for Yemen's journey from conflict to peace.

At present, the ceasefire is generally holding in Al-Hudaydah and surrounding areas, but the security situation is fragile and there has been limited progress in the implementation of the agreements. The conflict in Yemen has been going on for many years, and the security landscape gives us no cause for optimism.

  27. China is working not only to expand the participation of Chinese female peacekeepers but also to help other countries in that regard. In recent years the Chinese Minister of Defence and UN-Women have jointly organized international training seminars for female peacekeeping officers in Beijing to help increase women's participation in peacekeeping operations. Together with the broader international community, we will continue to actively participate in United Nations peacekeeping operations in order to make a greater contribution to world peace.

Developed countries should increase their participation in United Nations peacekeeping and demonstrate their support for women's participation with genuine action. The Secretariat should increase its cooperation with TCCs and develop targeted training plans to help TCCs strengthen the relevant capacity-building. China supports the Action for Peacekeeping initiative of Secretary-General Guterres. China is a major supporter of, and participant in, peacekeeping. We are also a main TCC and financial contributor to eight mission areas with Chinese peacekeepers, of which Chinese female peacekeepers serve in six, including in South Sudan, the Democratic Republic of the Congo and Mali.

Conditions must be created to facilitate broader women's participation in peacekeeping. The international community should strengthen communication to increase support for women's participation in peacekeeping. Attention should be given to the national conditions and situations in troop-contributing countries (TCCs) so as to gradually increase women's participation in peacekeeping.   30. Nevertheless, in my small and humble way, I wish to carry forward the aspiration for peace". It is with that same aspiration that over the past 30 years close to 1,000 Chinese female peacekeepers have left for mission areas, without hesitation, to implement the mandate for peace. The main goal of United Nations peacekeeping is to promote political settlement to conflicts and achieve early peace and stability in mission areas. Therefore, all our activities must serve that main goal. Strengthening the effectiveness of United Nations peacekeeping requires joint efforts from the Security Council, the Secretariat, the troop- and police-contributing countries and host countries. The corresponding efforts should be guided by the Charter of the United Nations and the basic principles of peacekeeping.

In South Sudan, more than 10 female soldiers of the Chinese infantry battalion perform tasks such as security, long-distance patrols and joint search. They also impart knowledge on hygiene and on preventing epidemics in local communities. They engage with school children and actively conduct civil-military cooperation. A local orphan boy named James still remembers, even today, that the name of the helpful Chinese female peacekeeper is Yian. In Haiti, a Chinese female police officer was tragically killed in the line of duty, leaving a 4-year-old child and an elderly parent. In her diary, she wrote, "In this vast world, I may be as insignificant as a feather.

  32. I have a few photos to share with members. The first one is of doctors in the Democratic Republic of the Congo, working and fulfilling the mission's mandate. The second photo is of female police officers in Liberia. The third photo shows female medical workers treating patients in Libya. There are several moving examples and stories in that regard. In the Democratic Republic of the Congo, at the Chinese level 2 peacekeeping hospital there are three Chinese female peacekeepers on their second tour in the country. In the eyes of fellow peacekeepers and the local people, they are truly like angels. They have treated fellow peacekeepers in urgent need of care late at night. They provide humanitarian assistance to local women and children.

Since its inception 71 years ago, United Nations peacekeeping has played an important role in the maintenance of international peace and security. Female peacekeepers have always played an active role. They serve in various mission areas, conducting patrols, standing guard and treating patients. They bring hope for peace to local people, in particular women and children. I would like to pay tribute all of the women in United Nations peacekeeping. Chinese women have never been absent from United Nations peacekeeping.

To help the Venezuelan people overcome their temporary difficulties, China has decided to provide emergency aid consisting ofcivilian goods to Venezuela; the relevant supplies are on their way to Venezuela in batches. On 29 March, the first batch of medicines and medical supplies was delivered to the Venezuelan Government. China's assistance to Venezuela is in keeping with its long-held principles on foreign aid. It is intended to help the Venezuelan people overcome the negative impacts of external interference and sanctions, with no political conditions attached. China will continue its cooperation with Venezuela, based on the principles of mutual respect, equality, mutual benefit and common development, for the greater well- being of the two peoples.

  42. On the issue of a Middle East zone free of nuclear weapons and other weapons of mass destruction, the United Nations will hold a meeting later this year to discuss relevant issues. All parties should actively cooperate to facilitate the smooth conduct of the meeting, thereby creating conditions for the successful holding of the 2020 Review Conference. As the coordinator of the cooperation process among the Permanent Five, China hosted a formal conference among the five nuclear-weapon States in Beijing in January. The Beijing conference sent a clear political message on the importance of upholding the NPT regime. The five nuclear-weapon States committed to jointly safeguarding the NPT regime, comprehensively and fully implementing the Treaty, promoting its universality and working to make the 2020 Review Conference a success.

  43. Thirdly, States should strengthen dialogue and consultation and safeguard the Treaty regime. The authority, effectiveness and universality of the Treaty must be strengthened and not undermined. In nuclear disarmament principles such as maintaining global strategic stability, undiminished security for all and a step-by-step process must be followed. The regional hotspot nuclear issues should be resolved peacefully and by political and diplomatic means on the basis of respect for international law. All parties should actively encourage and promote cooperation on the peaceful use of nuclear energy and make it a hallmark of the current round of the Treaty review process.

China calls on Russia and the United States to continue to resolve their differences through negotiations and consultations, return to compliance with the obligations under the Intermediate-Range Nuclear Forces Treaty as soon as possible and explore extending the existing treaty between the United States of America and the Russian Federation on nuclear disarmament. Secondly, States must adhere to international rules and uphold the multilateral arms control regime. The international community should firmly support multilateralism and the internationally recognized principle of promoting the three pillars of the NPT in a balanced manner and work together to preserve the authority of the United Nations and the Conference on Disarmament in Geneva in the area of multilateral arms control.

Under those new circumstances the international community should uphold the concept of a community of shared future for humankind, be mindful of the bigger picture of maintaining international peace and security, show political wisdom, strengthen unity and cooperation and jointly steer the 2020 Review Conference towards a pragmatic outcome. First, States should shoulder their responsibility effectively and maintain global strategic stability. Nuclear-weapon States should abandon the Cold War mentality and zero-sum concept, discard the nuclear deterrence policy based on the pre-emptive use of nuclear weapons and diminish the role played by nuclear weapons in their national security policies so as to effectively reduce the risk of nuclear war.

The tenth Review Conference of the Parties to the NPT will be held in 2020 on the occasion of the fiftieth anniversary of the Treaty's entry into force and the twenty-fifth anniversary of its indefinite extension. Security Council members recall the achievements of the Treaty and reaffirm their strong support for it at this historic moment of great importance in terms of safeguarding the NPT regime and promoting global security governance. The tenth round of the Treaty review process has now reached a critical stage. However, the overall situation does not give reason for much optimism. Differences in the area of nuclear disarmament are heightened. Unilateralism and double standards with regard to non-proliferation are prevalent. The multilateral arms control regime and order are being undermined.

I would also like to thank Mrs. Nakamitsu, High Representative for Disarmament Affairs, and Mr. Amaro, Director General of the International Atomic Energy Agency, for their briefings. The Treaty on the Non-Proliferation of Nuclear Weapons (NPT) is the cornerstone of the international nuclear disarmament and nuclear non-proliferation regime. Since its adoption 50 years ago, the Treaty has provided an important institutional guarantee for avoiding nuclear war, preventing nuclear proliferation and promoting nuclear energy for the benefit of humankind. It has played an important role in maintaining international peace and security.

In the event of attacks, threats or acts of violence against medical personnel and facilities in armed conflict, the countries concerned should conduct investigations with a view to bringing the perpetrators to justice in accordance with the law. The international community should provide support and assistance on a basis of full consultations with the countries concerned. As an important participant in and contributor to the international humanitarian law regime, China has played an active role in international humanitarian relief efforts led by the United Nations and has scaled up its assistance every year to the extent it is able. We have continually formulated and refined the relevant regulations in the various mechanisms for implementing the provisions of international humanitarian law.

  50. Fourthly, the Governments of the States concerned and the parties to a conflict have a duty to protect the safety and security of medical personnel and facilities. Medical personnel and humanitarian workers who risk their lives to deliver life-saving goods and services are the people who make humanitarian operations possible, and the Governments concerned should take effective measures to strengthen their protection of such personnel and facilities. All the parties to a conflict should abide by international humanitarian law and fulfil their obligations to protect medical personnel and facilities.
