“China supports African countries and peoples in their pursuit of peace, tranquillity, prosperity and development. We successfully convened the Beijing Summit of the Forum on China-Africa Cooperation in September. It was agreed that China and Africa should strengthen peace and security cooperation. Cooperation in the field of nuclear security was identified as one of the eight priority areas for cooperation between China and Africa. In addition, China supports Africa's implementation of the African Union's Agenda 2063 and its Silencing the Guns by 2020 initiative. China has also decided to establish a China-Africa peace and security cooperation fund with a View to supporting peace, security, stability and peacekeeping cooperation between China and Africa.”

“Countries of the region can cooperate in the areas of border control, information-sharing and countering the illicit trafficking of weapons, in particular small arms and light weapons. Thirdly, integrated policies should be in place. As a phenomenon that is closely linked to terrorism, human trafficking and resource plundering, mercenary activity has become an important factor that threatens peace and stability in Central Africa. Therefore, resources in various fields should be pooled in order to strengthen coordination and law enforcement so as to generate strong synergies in combating terrorist activities. The international community should support African countries in accelerating development, reducing poverty, eliminating the root causes of conflict and turmoil and stepping up socioeconomic development.”

At the same time, as the overall situation in Syria, particularly the security situation, continues to stabilize, a more favourable environment exists for improving the humanitarian situation on the ground. The question of Palestine is at the core and root of the Middle East issue. Its resolution is crucial to achieving peace and development in this region. At the moment, the conflict in the Gaza Strip continues. The West Bank is frequently attacked, and settlement activities are still going on, while Palestinian homes continue to be demolished. At the same time, we are seeing challenges to the possibility of a two-State solution.”

The Ebola epidemic in the country's north-east remains dire and requires the continued support of the international community for the work of the World Health Organization and the International Committee of the Red Cross in order to enable them to effectively respond to the outbreak and contain its further spread. “However, while the overall situation in Yemen is heading in a positive direction, challenges remain. Persistent crossfire continues in Al-Hudaydah governorate and the overall humanitarian situation across the country is still severe. The Yemeni parties agreed to reopen the Al-Hudaydah-Sana'a road, but the agreement has not yet been honoured. Impediments to humanitarian access remain. The parties concerned must implement the Stockholm Agreement and resolution 2451 (2018) in earnest and continue to work on the following three areas. We are pleased to note that the parties in Yemen have generally observed the ceasefire agreement, which has led to a lessening of hostilities in the past few days. The Redeployment Coordination Committee, which is led by the United Nations and includes all Yemeni parties, is working in an orderly fashion, with ongoing discussions on issues related to redeployment, such as the timetable, location and modalities of verification and supervision. Work has also begun on implementing the agreement on the exchange of prisoners and settling the situation in Taiz.”

“The Yemeni political process is entering a crucial stage. The Council should fully consider and respect the views of the countries concerned and of those of the region, and support the Yemen political process and the good offices of the United Nations. The international community should increase its humanitarian relief measures for Yemen and support the country in efforts to continue to improve the humanitarian conditions there and meet the basic needs of its population. We have taken only the first step in a 10,000-mile journey. The Stockholm agreement and resolution 2451 (2018) are just the beginning but not the end. In the next stage, the parties should focus on implementing the outcome of the Sweden peace talks and, on that basis, promote a sustainable and effective process of dialogue and negotiations.”

Relevant United Nations resolutions and international consensus should serve as the basis for finding a solution through negotiations that accommodate the interest of all parties. China firmly supports and promotes the Middle East peace process, the just cause of the Palestinian people to restore their legitimate national rights, and the establishment of an independent State of Palestine with full sovereignty based on the 1967 borders with East Jerusalem as its capital. “Secondly, there is a need to uphold the two-State solution and address the root cause of the Palestinian- Israeli conflict. The international community should adhere to the relevant United Nations resolutions, the principle of land for peace and the Arab Peace Initiative, and persevere in resolving the issue of Palestine in a comprehensive, just and lasting manner through negotiations. Resolution 2334 (2016) should be implemented in earnest. China hopes that the Secretary-General will submit a written report on the implementation of resolution 2334 (2016). Thirdly, there is a need to properly address the final status of Jerusalem. This issue is complex and sensitive and concerns the situation the future of the two-State solution and the peace and security of the region.”
