We express our condolences and sympathy over the deaths and casualties resulting from the attack. This morning, the Security Council unanimously adopted resolution 2444 (2018), lifting the sanctions on Eritrea and extending the mandate of the Panel of Experts of the Committee established pursuant to resolution 751 (1992). “This is a clear demonstration of the firm commitment of the Government and the people of the Democratic Republic of the Congo to safeguarding national peace and stability with a Congolese-led approach and achieving a smooth transfer ofpower by holding peaceful elections. China commends the efforts of the Government and the Electoral Commission in that regard. “UNAMI has played an important role in supporting the Iraqi Government for an inclusive political dialogue and national reconciliation and reconstruction, and it is continuing to push for enhanced bilateral relations between Iraq and countries of the region, such as Kuwait, as well as the settlement of the remaining bilateral issues. The international community should jointly support UNAMI in carrying out its work according with its mandate. China supports any efforts conducive to the political settlement of the Iraqi issue and the fight against terrorism. “When sanctions are imposed on Libya, efforts should be made to prevent any negative effects on Libyan civilians and third countries. Neither the State of Libya's overall interests nor the people's normal livelihoods and humanitarian needs should be undermined. The Sanctions Committee should begin considering without delay how to properly respond to Libya's legitimate concerns about the continuing depreciation and losses incurred by its frozen assets. China supports any effort conducive to stabilizing Libya and promoting a political settlement of the Libyan issue, and we stand ready to continue to play a constructive role in restoring security and stability to Libya as soon as possible. “China supports Special Representative Salame's leadership of the United Nations Support Mission in Libya in its efforts to further implement the United Nations Action Plan for supporting Libya in advancing the drafting of its Constitution, revising the Libyan Political Agreement and making the right preparations for the presidential and parliamentary elections. We call on Libya's neighbours, as well as the African Union, the League of Arab States, the European Union and others, to intensify their coordination and cooperation with the United Nations in a joint effort to help Libya implement the Action Plan. “China supports Secretary-General Guterres' Action for Peacekeeping initiative and the Declaration of Shared Commitments on United Nations Peacekeeping Operations. We hope that synergy can be achieved in the implementation of the Declaration, on the one hand, and the Secretariat's peace and security architecture and management reform, on the other, with the aim of ensuring that all those endeavours contribute to improving the development of United Nations policing and United Nations peacekeeping as a whole. China is a significant contributor of police to United Nations peacekeeping operations. Since 2000, we have contributed more than 2,600 police officers to United Nations missions.”

“The United Nations Police should support host countries through measures such as systematic training and equipment transfer in order to ensure that they are capable of safeguarding their own security and stability and of achieving sustainable peace after peacekeeping operations have withdrawn. Thirdly, we must work constantly to improve the professionalism and capacity of the United Nations Police, who must strictly implement their selection criteria for personnel and equipment, strengthen management and performance evaluations, and improve operational efficiency so as to enhance their reputation and achieve better results. Priority must be given to the safety and security of United Nations police officers, and stronger protection measures and emergency medical response capacities are also needed.”

“Given the increasingly complex and daunting security challenges and operational environments we are seeing, we must strengthen United Nations policing. To that end, China would like to offer three recommendations. First, the United Nations Police should uphold the purposes and principles of the Charter of the United Nations and abide by the basic principles of United Nations peacekeeping - the consent of the parties, impartiality and refraining from the use of force except in self-defence or defence of the mandate. It is vital to fully respect host countries' sovereignty and aspirations, and to heed their views and the input of police-contributing countries regarding mandate adjustment, performance assessment and day-to- day management. “With regard to the adoption of the position on accountability for the use of chemical weapons at the fourth special session of the Conference of the States Parties to the Chemical Weapons Convention in June, China's position remains unchanged. We hope that the parties will work to bridge their differences through dialogue and consultations, and together cope with the threat posed by the use of chemical weapons. Finally, I want to underscore that the issue of chemical weapons in Syria is closely related to the political settlement of the Syrian question. At present, the parties to the Syrian question are engaged in intensive diplomatic efforts to advance the Syrian political process.”

“Meanwhile, all parties hope that the Mission will produce the final investigation report on the use of chemical weapons in the Douma area. We hope that the mission Will carry out its work in strict compliance with its mandate. China's position on chemical weapons is consistent and clear. We are firmly against the use of chemical weapons by any country, organization or individual, under any circumstances and for any purpose. The use of chemical weapons is not to be tolerated whenever or wherever it occurs. All alleged chemical weapons incidents must undergo comprehensive, objective and impartial investigations so as to draw conclusions, based on well-established evidence, that can withstand the test of facts and history and to bring to justice the perpetrators and parties responsible.”

“I shall now make a statement in my capacity as the representative of China. At the outset, I would like to thank High Representative Izumi Nakamitsu for her briefing. I have taken note of the report of the Organization on the Prohibition of Chemical Weapons (S/2018/97l, annex), transmitted recently to the Security Council by the Secretary-General. The OPCW has continued to engage with Syria on unresolved issues concerning the initial declaration of chemical weapons. China supports enhanced coordination between the two sides for a proper settlement of the issues at hand. We have taken note that the OPCW Fact-finding Mission in the Syrian Arab Republic is investigating five cases of alleged use of chemical weapons in Syria, and hope to see conclusions from the investigation at an early date.”
