China also supports the United Nations and other relevant actors in their humanitarian relief operations for displaced civilians and their efforts to improve the humanitarian situation in the north-western part of the country. Since the beginning of the year, there has been a massive influx to the Al-Hol camp of civilians fleeing conflict in north-eastern Syria. The population of the camp has rapidly increased and the situation is very complex. The humanitarian response should be strengthened in the light of the camp's demographics and proper arrangements should be made for the resettlement of those in the camp. With regard to the Rukban camp the international community has proposed various solutions. Dialogue and consultations should be enhanced in order to reach an agreed solution as soon as possible.

The local terrorist groups not only violate the rights of civilians and humanitarian workers but also launch frequent attacks on Russian military bases and areas controlled by the Syrian Government, threatening the security and stability of Syria and the region. It will not be possible for the Syrian people to enjoy peace or to fully resolve the humanitarian problems faced by those in Idlib until the threat of terrorist organizations is eliminated. China supports the continued efforts of Russia and Turkey to implement the memorandum of understanding and to seek a comprehensive long-term solution through dialogue and consultations.

Thirdly, United Nations peacekeeping operations should effectively fulfil their responsibilities of protecting civilians in strict accordance with the mandates conferred upon them by the Council. The Council should consider in an integrated manner host countries' situations and needs in relation to peacekeeping missions' capacities and conditions, in order to establish clear, realistic and viable mandates.   8. The international community should provide constructive assistance in that regard, but must respect the sovereignty of the country concerned. The actions ofthe parties to a conflict are regulated by international law and Security Council resolutions. In situations where conflicts are unavoidable, the best possible efforts must be made to avoid injuring innocent civilians; prevent the abuse of force and actions taken in disregard of humanitarian consequences; and avoid the asymmetrical use of force and the use of high explosive weapons in densely populated areas. Gaining military advantages by attacking civilians must be strictly forbidden. Violations of international humanitarian law in armed conflict, such as threats or attacks against civilians, should be investigated and punished in accordance with law.

The international community should establish a concept of common, comprehensive, cooperative and sustainable security; build partnerships based on dialogue, friendship, non-confrontation and non-alignment; and create a world of lasting peace and universal security. We should be aware of our shared future for humankind; advocate for the global governance concept of neutral consultation, joint contribution and sharing; and strive to create a peaceful and stable international environment. Secondly, under international law and the relevant Security Council resolutions, national Governments and parties to the conflict in question must assume their responsibility for the protection of civilians. Preventing, reducing and resolving conflicts and settling disputes in a peaceful manner are the most effective means to achieve the protection of civilians. As the core of the collective security mechanism, the Security Council should earnestly fulfil its primary responsibility of maintaining international peace and security and resolving conflicts by promoting dialogue, consultation and political negotiations, so that civilians can be safe from the suffering caused by war. As one of the core items on the Council's agenda, the protection of civilians in armed conflict has been accorded great attention by the international community, and the Council has made positive progress in promoting the development of mechanisms and in ensuring progress on its implementation to a certain extent. Meanwhile, civilians still bear the brunt as victims of war and armed conflicts, accounting for the vast majority of casualties in conflicts. The international security situation remains grave. Armed conflicts persist in some regions, causing heavy civilian casualties. Pragmatic and effective measures should be taken to ensure the safety and security of civilians in conflict. This year coincides with the seventieth anniversary of the adoption of the 1949 Fourth Geneva Convention relative the protection of civilians in time of war, as well as the twentieth anniversary of the Security Council's adoption of resolution 1265 (1999), which put the protection ofcivilians in armed conflict on the Council's agenda.

We have noted that it has been working hard to improve the humanitarian situation of Palestinian refugees, safeguard their rights, alleviate the burden on their host countries, actively promote regional peace and stability and prevent the spread of terrorist and extremist ideologies in the refugee camps. China applauds such efforts. We call on the international community to lend greater support to UNRWA. We hope that the pledging conference to be held in June will be a success. Last year, China greatly increased its annual contribution to UNRWA, and we will continue to contribute to it financially.

Parties that have strong influence in the Middle East must play a constructive role and refrain from unilateral actions that could escalate tensions in the region. Intra-Palestinian reconciliation must be actively facilitated. In recent years the hotspot issues in the Middle East have triggered numerous humanitarian crises.   15. That is the only way to ensure a fair and durable solution that is broadly acceptable to the international community. Secondly, it is necessary to implement resolution 2334 (2016) effectively. The party concerned must immediately cease all settlement activities in the occupied territories, the demolition of Palestinian houses and the destruction of Palestinian property, and take measures to prevent violence against civilians. It is crucial to ensure that all legal actions or unilateral measures aimed at legitimizing settlements cease immediately and take practical measures to reverse their impact.   16. Safeguarding the legitimate rights and interests of the Palestinian people is a joint responsibility of the international community, and in that context I want to emphasize the following. First, we must adhere to the principle of a two- State solution in seeking a just and durable solution to the Palestinian-Israeli conflict. The international community should base its efforts on the Arab Peace Initiative, the principle of land for peace and the relevant Council resolutions with a view to facilitating a settlement of the question of Palestine and eventually establishing a State of Palestine with full sovereignty, based on the 1967 borders, and with East Jerusalem as its capital. They should always serve to reach a political solution to the problems at hand.   20. The international community should pay increased attention to Libya and work together to reach a solution to the Libyan issue as soon as possible. In that regard, I shall make the following four points. First, we must continue to seek a political solution. China has always believed that the Libyan issue must be settled through political means. We hope that the parties to the conflict in Libya will focus on the interests of the country and its people, respond to the calls of the international community, achieve a ceasefire as soon as possible, de-escalate tensions and return to the path leading to settlement through peaceful dialogue and consultation. The increasing number of refugees, migrants and displaced persons and the rise in terrorist activities are undermining the stability and development of Libya in the political, security, economic and social areas. They are also spilling over into other areas, such as the Sahel and the Mediterranean coastal region. China is extremely concerned about developments in Libya.

China therefore supports the decision by Indonesia, President of the Council for this month, to convene a meeting this afternoon. We regret the fact that the meeting cannot be held as scheduled. We hope that Council members will respect one another, maintain their solidarity and effectively implement and fulfil their obligation to maintain international peace and security.

In the long term, the international community should help Syria to restore its basic economic and social order and support the participation of its people in the development and building of their nation. Since the beginning of the Syrian crisis, China has provided the country with food, medical services, office supplies, public transportation, personnel training and other kinds of humanitarian assistance. We believe that in order to bring about genuine improvement in the situation in Syria, it is imperative to address both the symptoms and root causes of the problem. Here I would like to make the following three points. First, in accordance with resolution 2254 (2015), we should continue to promote a Syrian-led and -owned political process. China is closely monitoring the situation in north- western Syria. Last September, Russia and Turkey signed a memorandum of understanding reiterating their determination to combat terrorism in all its forms and manifestations, with a view to maintaining stability in north-western Syria. In the past few months, terrorist groups have tightened their grip on Idlib, and in the areas they control have threatened civilians' physical safety and launched frequent attacks on Russian military bases and Government-controlled areas, which have resulted in civilian casualties and seriously undermined regional security. The international community will not tolerate such reckless action on the part of terrorist forces.

  30. China has been actively implementing the China- Africa peace and security measures announced by Chinese President Xi Jinping at the Beijing Summit of the Forum on China-Africa Cooperation. Out of the assistance package to the AU, a total of 300 million yuan has been disbursed in order to support counter- terrorism actions in the Sahel and the development of the Joint Force. In addition, a further $1.5 million in cash assistance will be provided to the G-5 Sahel Permanent Secretariat. Clearly demonstrating China's resolute support for peace and security in Africa, such measures will play an important role in maintaining peace and security both in the Sahel and in Africa as a whole. China is ready to work with the international community to do its part in enabling the Sahel and the African continent to achieve stability and prosperity.

  33. It is imperative to focus on tackling problems beyond the region, such as the Libyan crisis, in order to mitigate their negative impact on the Sahel. Secondly, it necessary to step up support for the G-5 Sahel Joint Force. The countries of the G-5 Joint Force had to overcome many difficulties, such as the deteriorating security situation and the lack of operational capacity and equipment shortages, when it resumed operations earlier this year, thereby demonstrating the determination of the countries of the region to step up the development of the Joint Force. The international community should provide continuing support for the Joint Force. In accordance with the relevant agreements, the United Nations Multidimensional Integrated Stabilization Mission in Mali should continue to provide the Joint Force with a support package.

It is necessary to continue supporting the countries of the region, including the Group of Five for the Sahel (G-S Sahel), so that they can address regional security challenges in an independent manner. I wish to highlight the following priority areas. First, it is important to advance the political settlement of regional hot-button issues.   36. It must also pay particular attention to the humanitarian needs of vulnerable groups such as women and children. China has kept up its food aid to Yemen. Since mid-March this year, China has shipped 1,200 metric tons of rice to Yemen. Another shipment of 1,200 tons of rice will be arriving in Aden by the end of May. Last but not least, I would like to reiterate China's readiness to maintain, along with the rest of international community, its support for a political solution to the Yemeni issue and to continue to help the Yemeni people to the best of its ability.

The Council must remain united, push for the implementation of the Stockholm Agreement, respect the positions of the country concerned and other countries in the region, and lend political support to the intra-Yemeni dialogue and play a constructive role therein. The escalation of conflict in some parts of Yemen has led to the displacement of civilians. This is compounded by outbreaks of cholera, the threat of famine and the dire economic situation, which have brought the people of Yemen abysmal suffering. We are deeply concerned about by the dire situation in Yemen. The international community must step up its humanitarian assistance to Yemen, and the aid pledged must be disbursed so as to provide the support needed on the ground, both financial and in-kind, including food and medicine.

The international community should respect and preserve the sovereignty, independence, unity and territorial integrity of Yemen and support efforts to achieve a broadly inclusive political solution on the basis of the relevant Council resolutions, the Gulf Cooperation Council Initiative and its Implementation Mechanisms, and the outcome of the National Dialogue Conference. Since the Stockholm Agreement was signed five months ago, the Council adopted a resolution endorsing it, decided to deploy to Yemen the United Nations Mission to Support the Hodeidah Agreement and issued a number of press statements urging such implementation. The Security Council Committee established pursuant to resolution 2140 (2014) recently visited the countries of the region and held a useful dialogue with the parties concerned.

China supports the continued mediation and good offices of the United Nations on the Yemeni issue aimed at facilitating the implementation of the Stockholm Agreement and finding a political solution. In our view, the Yemeni parties should put the interests of the country and the people first, work towards the greater good that is regional peace and stability and push ahead with political dialogue and negotiation in a sustained and effective manner. The priority now is to carry on with the consultations and agree on the implementation of the Al-Hudaydah agreement and other concrete arrangements, including prisoner exchanges and the memorandum of understanding on Taiz. In the longer term, it is imperative to relaunch political talks in order to find a durable, holistic solution to the issue of Yemen.

China commends the tireless efforts of the United Nations and other humanitarian actors in advancing the political process in Yemen and alleviating the country's humanitarian situation. China welcomes the recent positive progress made in the redeployment of troops, commends the Yemeni parties for recommitting themselves to the Stockholm Agreement and supports the parties in their bid to agree, through consultations, on the next steps in the continued implementation of the redeployment plan.

  41. Since its inception, the China-United Nations Peace and Development Trust Fund has made peacekeeping capacity-building a priority. Since 2016, the Fund has supported more than 10 peacekeeping capacity- building projects, including training for formed police units, first aid and research on the safety and security of peacekeepers. The Fund gives priority to funding the peacekeeping capacity-building projects of African TCCs. In 2018, eight training sessions were conducted, benefiting more than 200 trainees. In 2019, the number of training sessions will be increased to 15. Last but not least, China wishes to reiterate that it will continue to contribute to United Nations peacekeeping capacity-building and honour its commitment to world peace with concrete actions.

In addition to our efforts, China has also been actively helping police-contributing countries that are developing countries in their capacity-building since 2015, through international workshops on peacekeeping, and by sending experts and trainers abroad to conduct training. China has helped other countries train more than 1,800 peacekeepers and has assisted countries in South- East Asia in training more than 200 mine-clearance personnel. China will continue to work actively on providing the AU with gratis military assistance worth $100 million and additional training worth $80 million to help Africa advance its African Standby Force and Rapid Reaction Force. It will continue to support Africa in its efforts to enhance its own peacekeeping capacity.

  43. Chinese peacekeepers are well-trained, well-equipped and disciplined. The Peacekeeping Centre of the Chinese Ministry of Defence and the Chinese Peacekeeping Police Training Centre provide high-quality predeployment training for Chinese peacekeepers. China fully implements the commitments made by President Xi Jinping in further supporting United Nations peacekeeping operations. A peacekeeping standby force of more than 8,000 troops and two peacekeeping standby police contingents have been established and have all passed United Nations assessments and completed registration in the United Nations Peacekeeping Capability Readiness System. They can be put into operation at any time.

It is imperative to prioritize and support the significant role of the AU and other regional and subregional organizations in maintaining peace and security in Africa and to assist the AU in its efforts for the early operationalization of the African Standby Force and Rapid Reaction Force. China, a permanent member of the Security Council, is a major troop-contributing country (TCC) and financial contributor to United Nations peacekeeping operations. It is a staunch supporter of and major participant in such operations. At present, more than 2,500 Chinese peacekeepers are implementing mandates in eight task areas, working in fields such as demining, medical services, engineering, transportation and security. China attaches great importance to the training and capacity-building of peacekeepers.

  45. It is necessary to carry out targeted training during deployment in the light of the situation in the task areas targeted in mission training. Based on its own advantages, the Secretariat can play a coordinating role between supply and demand in the area of peacekeeping capacity-building. Thirdly, it is essential to actively build partnerships for peacekeeping capacity-building. Bilateral, regional and international cooperation must be conducted in peacekeeping capacity-building.   46. TCCs are the major actors of peace operations and make important contributions to peacekeeping operations, and in doing so their troops sometimes make the ultimate sacrifice. The international community should pay attention to the actual needs of TCCs, in particular those from developing countries, enhance tcapacity-building in the area of peacekeeping and ensure the availability of targeted training and resources. Thorough and effective training and capacity-building should be conducted to continue improving the safety, security and performance of peacekeepers. Secondly, it is important to fully leverage the role of the Secretariat. The Secretariat should continue improving training policies for peacekeeping and provide updated training materials in a timely manner.

  49. Political negotiations are the only realistic way to resolve the Syrian issue in a lasting way. The Syrian must seek a solution that is acceptable to all parties through an inclusive political process based on the Syrian-owned and Syrian-led principle and the spirit of resolution 2254 (2015). Ultimately, the future of Syria must be decided by the Syrian people themselves. The sovereignty, independence, unity and territorial integrity of Syria must be upheld in moving the political settlement forward. China stands ready to enhance its communication and coordination with the relevant parties, including the United Nations, jointly advance the Syrian political process, vigorously improve the humanitarian situation in Syria and support the Syrian Government in conducting refugee returns and economic and social reconstruction.

  50. in keeping with the new trends and characteristics of the counter-terrorism landscape in some regions, the international community should strengthen coordination and cooperation and unify standards in fighting all terrorist organizations designated by the Security Council, consolidate the achievements of counter-terrorism and continuously improve the security environment in Syria. Thirdly, the Syrian parties must prioritize the future of the country and the fundamental interests of the people, meet each other half way and continue to resolve differences through dialogue and consultation. The international community should encourage and support the Syrian parties to build mutual trust through prisoner exchanges among other measures and continue to promote national reconciliation.
