  1. There is a need to comprehensively implement relevant Security Council and General Assembly resolutions, adopt a long-term perspective and jointly promote the resumption oftalks. In that regard, I would like to make the following observations. First, there is a need to remain united and consistent and renew our efforts to promote peace talks. All parties should meet each other halfway, avoid any action or rhetoric that would aggravate the situation and refrain from any unilateral action that would undermine trust in order to create the conditions necessary for the resumption of dialogue. Parties that can bring influence to bear on the question of the Middle East should play a constructive role and explore new mediation mechanisms to break the deadlock in Palestinian-Israeli talks as soon as possible.

China urges all parties to bear in mind the safety and security of the people of the region and the imperative ofpeace and stability by exercising restraint to avoid an escalation of the situation. The Security Council should adopt a long-term perspective and make every effort to create the conditions necessary for stabilizing the situation and resuming dialogue. Relevant parties should cease all settlement activities in the occupied territories, lift the blockade of Gaza as soon as possible, and take measures to prevent violence against civilians. The international community should create increase its support to the United Nations Relief and Works Agency for Palestine Refugees in the Near East, including support for countries hosting refugees.

Mr. Ma Zhaoxu (China) (spoke in Chinese): I would like to express my deep gratitude to my colleagues who will be leaving the Council and thank them for their outstanding contribution to the work in the Council. I thank Special Coordinator Mladenov for his briefing. At present, hotspot issues in the Middle East are complicated and intertwined. Conflicts and confrontations are ongoing and the evolution of the situation is worrying. The issue of Palestine is the root cause of the Middle East problem and touches on the long-term peace, stability and development of the region. The current security and humanitarian situation in the West Bank and the Gaza Strip is grim, which is not conducive to regional stability and the peace process. China expresses its concern in that regard. Fighting violence with violence will solve no problem.

  4. Tolerance, reconciliation and harmonious coexistence among all ethnic groups in Kosovo are in line with the fundamental interests and development needs of all the populations. We hope all the parties concerned will put the well-being of the people first, protect the legitimate rights and interests of all ethnic groups, promote their economic and social development and jointly safeguard peace, stability and prosperity in the Balkans. The Security Council should remain seized of the Kosovo issue and encourage the parties concerned to engage in genuine dialogue in good faith so we can continue to play a constructive role in the search for a proper solution to the Kosovo issue.

  5. The parties concerned should refrain from any rhetoric or action that could complicate or escalate the situation and should create enabling conditions for a lasting solution to the Kosovo issue. China respects Serbia's sovereignty and territorial integrity, understands Serbia's legitimate concerns about the Kosovo issue and commends Serbia's efforts to find a political solution to the matter. China hopes that the parties concerned will continue their pragmatic, constructive dialogue, remain firmly committed to a political solution, implement the agreements reached, gradually enhance mutual trust, meet each other halfway and continue to build consensus with an eye to a lasting solution that is acceptable to all parties.

Mr. Ma Zhaoxu (China) (spoke in Chinese): First of all, I would like to welcome the presence of the President of Serbia, Mr. Aleksandar Vucie, who is in attendance and has spoken at this meeting. I thank the Under-Secretary-General for Peacekeeping Operations, Mr. Jean-Pierre Lacroix, for his briefing. I also carefully listened to the statement by Mr. Hashim Thaci. China has been closely following the Kosovo issue and has noted the complex dynamics at play in Kosovo's current security situation. Resolution 1244 (1999) is an important legal basis for settling the Kosovo issue. It is China's consistent position that the parties reaching a mutually acceptable solution through dialogue within the framework of the relevant Council resolutions is the best approach to a solution to the Kosovo issue.

We will continue to use the China-Afghanistan-Pakistan Foreign Ministers' dialogue and the quadrilateral coordination group on the Afghan peace and reconciliation process - which consists of China, Afghanistan, Pakistan and the United States - the Shanghai Cooperation Organization-Afghanistan Contact Group and other multilateral mechanisms to provide support and assistance to Afghanistan in the relevant areas. China will continue to work with Afghanistan to actively implement the memorandum of understanding on jointly advancing the Belt and Road Initiative, facilitating its trade relations with other countries in the region and building its infrastructure, connectivity and socioeconomic development so as to contribute to the security, stability, development and prosperity of Afghanistan and the region as a whole.

The three sides reached a broad consensus and reaffirmed their joint commitment to realizing a comprehensive and inclusive political settlement as soon as possible, strengthening the momentum of improvement in the relationship between Afghanistan and Pakistan, facilitating practical cooperation and connectivity by advancing the Belt and Road Initiative, expanding its cooperation on counter-terrorism and jointly promoting regional security, stability and development. During the dialogue, the three sides also signed a memorandum of understanding on countering terrorism and issued a joint statement on the tripartite dialogue. In order to help the millions of people who have been affected by drought in Afghanistan, China recently provided Afghanistan with more than ¥60 million in humanitarian assistance.

The international community should continue to help the Government and the people of Afghanistan improve their livelihoods, and should respect the Afghan people's independent choice of political system and development path. Regarding development, I would like to respond to my colleague from Kuwait, who made a reference in his statement to a Chinese proverb. China has another saying - that development is of paramount importance, and it is indeed of paramount importance to Afghanistan as well. As a traditionally friendly neighbour of Afghanistan, China has always given support to its political process and its reconstruction and development. As Ambassador Saikal said, the second dialogue between the Foreign Ministers of China, Afghanistan and Pakistan was held in Kabul on 15 December with great success.

  10. The Government ofAfghanistan recently again called for unconditional talks with the Taliban and reorganized its negotiating team. The international community should support an inclusive political process that is Afghan-led and -owned, back the Government's efforts to promote peace talks; encourage the Taliban to return to the negotiating table as soon as possible and give support to the Kabul process, the Moscow format and other international mechanisms with a view to making further progress. Fourthly, we must help Afghanistan achieve self- driven development. The investment and business environments in Afghanistan improved in 2018. We hope that all the country's political parties will work together to advance its development in accordance with Afghanistan's National Peace and Development Framework and national priority programme.

  11. In the first nine months of this year, fighting inside Afghanistan resulted in a record number of civilian casualties. Statistics from the United Nations Office on Drugs and Crime also show that drug production in the country remains high. The international community should strengthen its coordination and cooperation with a view to effectively implementing the various Security Council resolutions related to these issues, and should support the work of the relevant subsidiary bodies, such as the Committee established pursuant to resolution 1988 (2011). It should also continue to support the Afghan national security forces in building their capacity to respond effectively to threats such as terrorism, transnational crime and drug trafficking. Thirdly, Afghanistan needs help in advancing the reconciliation process.

As preparations for next year's presidential elections are under way, we hope that the country's Independent Election Commission can learn lessons and draw on its experiences in the parliamentary elections to strengthen the arrangements for the presidential elections. All stakeholders across the political spectrum in Afghanistan should strengthen their unity, consider the maintenance of national political stability a shared responsibility and resolve their differences through dialogue. Secondly, the international community must help Afghanistan improve its security environment. The outbreak of violence on 20 October, the day of the parliamentary elections, claimed many lives and ended up becoming the deadliest day of the year.

  13. In the wake of the parliamentary elections in October, the political process in the country has entered a new phase. Afghanistan's National Unity Government is committed to promoting socioeconomic development and maintaining peace and security. The Ministerial Conference on Afghanistan held in Geneva in November adopted a j oint communique and the Geneva Mutual Accountability Framework, reaffirming the international community's steadfast support to the country in all areas. The international community should now honour its commitment in earnest and continue to aid Afghanistan in the following four areas. First, Afghanistan must be helped to maintain its political stability. While the parliamentary elections were held in October, the results have not yet been announced.

  17. The Council should continue to lend political support to the intra-Yemeni peace talks and urge regional countries to continue to provide constructive assistance to that end. The international community should increase its humanitarian assistance and provide targeted support, including food, medical and financial assistance. Yemen should receive support in improving its economic situation, stabilizing prices and ensuring the safe, timely and unhindered humanitarian access to meet the basic needs of the Yemeni population. There is no alternative to the political track in striving to resolve the Yemeni issue. There is no military solution that can secure lasting peace.

  18. Secondly, we must build on the Sweden consultations and facilitate a sustainable and effective dialogue in the negotiations process. The Yemeni parties should continue their consultations on the opening of Sana'a airport to commercial flights and the payment of salaries to Yemen's public-sector staff. The parties should agree at a practicable agreement as soon as possible and build greater mutual trust. We look forward to the parties in Yemen reaching an agreement on a framework document for political negotiations at the end of January to implement a ceasefire across the whole of Yemen and establish a comprehensive package, including political and security arrangements. Thirdly, the United Nations must continue to play a leading role in mediation and good offices.

Efforts should be made to push the Yemeni parties to implement an immediate ceasefire in Al-Hudaydah governorate within the agreed time frame, complete the redeployment of the respective forces as scheduled, implement the prisoner exchange agreement and seek solutions to the Taiz issue. By fully exercising the United Nations oversight function in the port of Al-Hudaydah and taking advantage of the favourable external conditions, including the ceasefire agreement and redeployment of troops, the United Nations should work to ensure safe, swift and unhindered access to Yemen for commercial and humanitarian supplies to be delivered as soon as possible to the Yemeni population, effectively reduce the risk of famine and provide the injured and sick with much-needed treatment.

  20. The problems are chronic and deep-rooted and defy an easy fix, while the broader context remains fragile. Secondly, a ceasefire has yet to be achieved across the whole of Yemen. We cannot afford to underestimate the risk of further military friction or conflict escalation. Thirdly, major differences remain between the intra-Yemeni parties and the foundations of confidence are still shaky. It is particularly important to avoid misunderstandings and accidents. As the situation currently stands, we believe that the international community should rise to action on three fronts. First, we must ensure the implementation in good faith of the consultations in Sweden.

  21. The Swedish consultations therefore mark a good start and their significance is threefold. First, the ceasefire in Al-Hudaydah governorate was achieved ahead of schedule, which will help to prevent any further deterioration of the Yemeni economy or humanitarian situation. Secondly, the event has the potential to become a key turning point in the situation in Yemen, as well as the starting point for a new political process that will help the parties in Yemen to build mutual trust. Thirdly, it brings hope to the people of Yemen and the international community as a whole. It is inspiring and boosts morale. Having said all of that, the challenges now confronting the political efforts to resolve the Yemeni issue are also threefold, to say the least. First, Yemen's national security and economic woes have been snowballing for many years.

  22. The Kingdom of Sweden hosted the consultations and members of the group of 19 attended the event, making important contributions to the overall success of the consultations. The Yemeni parties made important decisions in the interest of their country's future and the well-being of the Yemeni people, thereby ending the impasse, which we welcome. We are pleased to note the important outcomes of the consultations in Sweden, namely, the agreement on a ceasefire in Al-Hudaydah, a mutual understanding on Taiz and an executive mechanism on activating aprisoner exchange agreement. More significantly, the Yemeni parties agreed to host the next round of consultations, scheduled for the end of January, to discuss a framework document to facilitate further political negotiations in Yemen.

Their efforts to restore peace and stability in Yemen and improve the humanitarian situation in the country are highly appreciated. China welcomes the important progress achieved in the intra-Yemeni talks in Sweden. The United Nations and Special Envoy Griffiths overcame all manner of difficulties and worked with the Yemeni parties with great perseverance. Secretary-General Guterres went to Sweden in person to lend his support to the consultations and push for breakthroughs in the Yemeni issue, which China applauds.

The international community should firmly support the role of the United Nations as the main channel of mediation and push the Syrian parties to come to a solution that addresses the concerns of all parties through negotiations, based on the principle that the process should be Syrian-led and Syrian-owned and in accordance with Council resolution 2254 (2015). Only by so doing can we truly ease the humanitarian woes facing Syria once and for all, leading to a comprehensive, just and proper settlement of the Syrian issue.

It is incumbent upon the international community to further increase its assistance - financial and in kind - to the Syrian people and intensify support for the host countries of Syrian refugees, including Lebanon, Jordan and Turkey. At the same time, the international community should step up its efforts to improve the humanitarian condition of returning Syrian refugees and internally displaced persons and create supportive conditions, whereby they can live and work happily in peace. Part of this process is the reconstruction of infrastructure. The current situation in Syria is offering a window of opportunity for the political settlement process.

  26. The projections of the Office of the United Nations High Commissioner for Refugees put this number at a quarter of a million in 2019. The number of internally displaced persons returning to their homes has also steadily increased. The restoration or reconstruction of housing and of water, electricity, medical and educational facilities is a basic requirement, and the removal of mines and other explosive remnants of war is now a top priority. In view of the current situation, the Syrian parties should put the greater good of national destiny and people's well-being first, respect the relevant Council resolutions, resolve differences through dialogue and consultation, work together to keep Syria stable, prevent an escalation ofconflict, and continue to create enabling conditions to ease the country's humanitarian situation.

  27. Secondly, the security situation in Syria is stable on the whole. Conflict has eased throughout the country, which provides a more favourable environment for improving the humanitarian situation. Although the implementation of the memorandum on the stabilization of the situation in the Idlib de-escalation zone has encountered some obstacles, the implementation process is by and large under way. The Astana dialogue at the end of November continues to play an important role in the continued improvement of the Syrian situation and in consolidating the cessation of hostilities and violence. Thirdly, Syria's humanitarian assistance needs have recently changed. As the situation in some parts of Syria improves, the number of Syrian refugees returning from neighbouring countries such as Jordan and Lebanon is on the rise.

  28. We are of the view that members of the Council should continue to engage on that in order to maximize consensus. I would like to thank Under-Secretary-General Mark Lowcock for his briefing. I also commend the efforts of the United Nations and other actors concerned to improve the humanitarian situation in Syria. China would like to share its perspective on the current humanitarian situation in Syria, First, the humanitarian situation in Syria on the whole remains grim. Many years of conflict have left Syria with a large number of people in need of assistance, crumbling infrastructure, food insecurity and a lack of medical care and medicines. The situation in northern and eastern Syria remains fragile. Civilian casualties persist, as does the risk of a deterioration of the humanitarian situation.

  29. Actions in that regard should be place under the oversight of the United Nations, throughout the process, with greater transparency. Due attention should be accorded to better coordination with the Syrian Government and practical measures should be put in place to prevent aid supplies from falling into the hands of terrorist groups. China commends Kuwait and Sweden in their roles as co-penholders for taking on board proposals from Member States regarding, inter alia, facilitating the return of Syrian refugees, improving humanitarian operations and adjusting the frequency of the reports of the Secretary-General over the course of the consultations on the resolution. Nevertheless, some legitimate concerns raised by members of the Council, including China, were not fully taken on board. There was still room for improvement.

  30. Mr. Ma Zhaoxu (China) (spoke in Chinese): China abstained in the voting on resolution 2449 (2018), on renewing the measures for cross-border humanitarian assistance to Syria. China is of the view that the international community's humanitarian operations in Syria should abide by the principles that guide United Nations humanitarian work, as well as the relevant provisions of international law, and scrupulously observe the principles of neutrality, impartiality and non-politicization, while ensuring that all areas in Syria and all the populations in need receive timely assistance. Cross-border humanitarian assistance is a special modality in response to a set of specific circumstances. It must fully respect the sovereignty, independence, unity and territorial integrity of Syria and proceed in strict compliance with Council resolutions.

Mr. Ma Zhaoxu (China) (spoke in Chinese): The United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic has played an important role in maintaining peace and stability in the Central African Republic, and China supports the extension of its mandate. Meanwhile, the efforts of the relevant parties within the international community to achieve peace and security in the Central African Republic should be recognized and positively acknowledged. The legitimate concerns of all parties, particularly the Central African Republic, should be fully heeded and taken seriously by the penholders. Resolution 2448 (2018) should serve to foster Council consensus, maintain Council unity and send a positive signal from the international community in support of the Government of the Central African Republic.

China has always advocated for a political and diplomatic solution to the Iranian nuclear issue and remains committed to consolidating the international nuclear non-proliferation regime and the maintenance of international and regional peace and stability. China will continue to uphold the principles of impartiality and objectivity with a firm sense of responsibility and work with the international community in its tireless efforts to uphold the JCPOA.

  34. In the current circumstances, the parties should exercise caution in dealing with Iran's missile launches and accurately interpret resolution 2231 (2015). On several occasions, Iran has stated that it is committed to fully complying with its obligations under the JCPOA, that it has no intention of developing nuclear weapons and that its missiles are not designed to be capable of delivering nuclear weapons. Such a stance deserves attention. China commends Ambassador Van Oosterom, in his role as Facilitator, and his team for their efforts in facilitating the 2231 format. China has taken note of the recent report of the Joint Commission to the Security Council on the status of the Procurement Working Group's decisions and on any implementation issues (see S/2018/1070) and will continue to participate in its work.

The report of the Secretary-General (S/2018/ 1089) emphasizes the need for all parties to adhere to multilateralism, cooperate in responding to challenges and work together to preserve the JCPOA. It supports the initiatives of the parties to the JCPOA to protect the freedom to pursue legitimate business with Iran, in accordance with resolution 2231 (2015), and calls on all parties to support the procurement channel. China expresses its appreciation for those elements. At the same time, China also believes that the report of the Secretary-General should be balanced and objective, comprehensively reflect the implementation of resolution 2231 (2015) and fully address Iran's legitimate concerns. The Secretariat needs to act strictly in accordance with its mandate and functions so as to avoid including unverified elements in the report.

  36. China appreciates Iran's efforts to implement resolution 2231 (2015) and the JCPOA. We hope that Iran can continue its implementation and that the other parties to the agreement will continue to honour their commitments as well. China deplores the fact that the United States has withdrawn from the JCPOA and made a decision to reimpose sanctions. It calls on all parties to work to find the right solution to the difficulties in maintaining normal economic and trade cooperation with Iran. We believe that all parties concerned must bear the overall long-term interests in mind, adhere to multilateralism, uphold multilateral agreements, fulfil their responsibilities and obligations and facilitate the implementation of resolution 2231 (2015) and the JCPOA.

Despite the significant changes that have occurred in the international situation in the past six months, the current parties to the JCPOA, given their sense of responsibility, have continued to focus on implementing the agreement while maintaining normal economic and trade cooperation with Iran, and have received broad support from the international community. The International Atomic Energy Agency has confirmed Iran's compliance with its nuclear- related commitments under the JCPOA 13 consecutive times. The coordination between the Council and the procurement channel is functioning normally. Practice has shown that the JCPOA is an effective agreement and should be fully and effectively implemented. The implementation of the JCPOA is now at a critical juncture.

  38. Mr. Ma Zhaoxu (China) (spoke in Chinese): I would first like to thank Under-Secretary-General DiCarlo and Ambassador van Oosterom for their briefings. I welcome Secretary of State Pompeo to the Security Council today. The Joint Comprehensive Plan of Action (J CPOA), as a multilateral agreement endorsed by the Security Council, has the effect of international law, and as an important achievement of multilateralism is in the common interest of the international community. It has played a significant role in upholding the international nuclear-non-proliferation regime and maintaining peace and stability in the Middle East. It also serves as a model for addressing international and regional hotspot issues by political and diplomatic means.

China will continue to actively support the United Nations cooperation with the AU and other regional and subregional organizations through a combination of channels, including direct donations and the China- United Nations Peace and Development Trust Fund. Last but not least, I would like to reiterate that as a staunch and consistent supporter of multilateralism. China stands ready to work with the rest of the international community to help foster closer cooperation between the United Nations and regional and subregional organizations, with a View to reinforcing and enhancing the international collective security mechanism and to maintaining international peace and stability. During China's presidency of the Council in November, China convened two open debates - one on strengthening multilateralism (see S/PV.8395) and the other on strengthening peacekeeping operations in Africa (see S/PV.8407) - to promote greater support from the United Nations and the international community at large for the African Union and other regional and subregional organizations. As the second-largest contributor to the United Nations peacekeeping budget, I would like to underscore once again, in no uncertain terms, that China unequivocally supports the use of United Nations peacekeeping contributions to provide stable, predictable and sustainable funding for AU peace operations and supports the adoption of a draft resolution by the Council to that end. We are keen for the Council to reach consensus promptly.

In 2017, the United Nations and the African Union signed the Joint Framework for an Enhanced Partnership in Peace and Security, under which there has been an expansion of the areas of cooperation between the two organizations as well as improved levels of cooperation. That sets an example for cooperation between the United Nations and regional and subregional organizations. It is also the best exercise in implementing the provisions of Chapter VIII of the Charter of the United Nations and harnessing the advantages of regional organizations. China supports the strengthened cooperation between the United Nations and the African Union and subregional organizations in Africa and has made active efforts to that end.

  42. Coordination should be strengthened to enable complementarity of comparative advantages, while avoiding overlap, and to bring the best out of each other, rather than inhibit each other. A true synergy will emerge from such an approach. Recent years have seen remarkable progress in the cooperation between the United Nations, on the one hand, and the African Union and subregional organizations in Africa, on the other, which has culminated in the successful resolution of issues concerning cote d'Ivoire, Sierra Leone and Liberia. The peacekeeping mechanisms of the United Nations in the African region have played an important and irreplaceable role in some hotspots, including Somalia, the Democratic Republic of the Congo and the Central African Republic.

Just recently, thanks to collaboration among the African Union (AU), the Intergovernmental Authority on Development and regional countries, the South Sudanese parties signed a new revitalized peace agreement and significant progress was achieved in the relations of the countries of the Horn of Africa. That is a case in point. Thirdly, we must fully leverage the United Nations advantages to lend more support to regional and subregional organizations. The United Nations should make better use of the mechanisms, resources and capabilities at its disposal to give regional and subregional organizations more assistance for training, institutional development, logistical support and funding.

  44. Regional and subregional organizations and regional countries have the benefit of more intimate knowledge of the history, culture and realities of their own region. They are uniquely positioned to address regional topical issues, and their role is irreplaceable. The international community would be well advised to fully respect the sovereignty, independence and territorial integrity of the countries concerned and support the role of regional and subregional organizations and regional countries in leading mediation efforts. There is ample proof of the effectiveness of that approach.

All parties should actively encourage regional countries to subscribe to the philosophy that cooperation should yield win-win results, both bilaterally and multilaterally - that is, one party must consider another's interests when pursuing one's own interests and promote common development while seeking one's own development. They should uphold the vision of common, comprehensive, cooperative and sustainable security; encourage all efforts to find solutions through dialogue, good offices, mediation and other peaceful means; and enhance mutual understanding and trust. Secondly, we must fully leverage the unique role of regional and subregional organizations, as well as regional countries, in tackling topical issues concerning a given region.

In the context of those new circumstances, threats and challenges, how are we to further strengthen cooperation between the United Nations and regional and subregional organizations, within the framework of the Charter of the United Nations, for better conflict prevention and resolution and more effective post- conflict reconstruction? The answer lies in a range of imperatives. Please allow me to elaborate. First, we must continue to strengthen multilateralism and hold fast to the notions of mutually beneficial cooperation and common development. The United Nations is an emblem of multilateralism. Strengthened cooperation between the United Nations and regional and subregional organizations is an important part of supporting multilateralism.

In recent years, the United Nations has steadily strengthened its cooperation with regional and subregional organizations, which has significantly contributed to the prevention and resolution of conflicts, peacebuilding and the maintenance of regional and global stability. Meanwhile, non-traditional security threats and risks, such as terrorism and transnational organized crime, are on the rise. Some countries and regional and subregional organizations are faced with inadequate security and governance capabilities, as well as an acute lack of funding. Much remains to be done on their long journey towards lasting peace and development.

Our thanks also go to Secretary-General Guterres, Mr. Moussa Faki Mahamat, Chairperson of the African Union Commission, and Mr. Jean-Claude Kassi Brou, President ofthe Economic Community of West African States Commission, for their briefings. As we look around the world today, we see complexities that are in a state of flux. We are confronted with a range of challenges that are intertwined, many of which have spilled beyond the borders of a given country, or for that matter, a given region.   50. It is the largest hydropower station in West Africa and has generated thousands of job opportunities for the local community. China will continue to take concrete actions to support Cote d'Ivoire and other African countries in their reconstruction and development endeavours. Before I conclude, I would like to recall that the first President of Cote d'Ivoire, Felix Houphouet- Boigny, once said that the dream of humankind should go beyond simply having a home to live in or a piece of bread to fill one's stomach. He said that Africa should strive to realize the dream of building a greater human family.
