“Thirdly, the international community should work in concert to promote and strengthen international humanitarian law. Governments bear the primary responsibility for protecting their own civilians, and the international community should provide constructive assistance only at the request of the countries concerned. All parties to a conflict should understand and abide by international humanitarian law, implement Council resolutions on the protection of civilians in armed conflict, fulfil their obligations to protect civilians and ensure humanitarian access. “It is therefore very important to ensure compliance with international humanitarian law, especially with regard to the protection of civilians in armed conflict. In that connection, the existing provisions of international humanitarian law, including the 1949 Geneva Conventions and their two Additional Protocols of 1977, are sufficient. The international community has maintained a strong focus on them and has abided by them. That said, the implementation of international humanitarian law is still fraught with multiple challenges, and today I would like to focus on the following points. First, we must stay committed to resolving disputes through peaceful means and addressing the protection of civilians at the source of the problems.”

Last year witnessed the successful conclusion of a general election in Mali and a peaceful transition of Government. The peace process in Mali has registered positive progress since President Keita began his new term in September. “Special attention should be given to regulating the Internet, so as to cut off terrorist organizations' use for their proliferation and cyberfinancing. China attaches great importance to preventing and combating the financing of terrorism, with enhanced regulatory mechanisms to combat money-laundering, financing for terrorism and tax evasion as important ways to participate in global governance and further open up our financial services. China has been deeply involved in the work of the FATF and the Eurasian Group on Combating Money Laundering and Financing of Terrorism (EAG). On 21 February, the plenary meeting of the FATF reviewed and approved China's fourth assessment report, thereby fully recognizing the sound basis of China's role in countering the financing of terrorism, as well as the favourable progress it has made in its work.”

“In order to prevent the shortcomings of any given country from resulting in an influx of external risks and thereby forming a gap, and to prevent any place from becoming a safe haven for terrorist financing, the international community should vigorously strengthen its provision of technical and capacity-building assistance to Member States, in a joint effort to respond to the threat of the financing of terrorism. Fourthly, standards should be unified in order to resolutely combat all forms of terrorism and its financing. Terrorism and its financing must be steadfastly fought against, no matter the location, pretext or target country. “After more than two weeks of negotiations, all parties to the conflict officially signed a Political Agreement for Peace and Reconciliation in the Central African Republic in Bangui on 6 February. China welcomes this progress. The peace agreement represents the political will of all parties to the conflict. It is also the result of a multi-stakeholder mediation process by the countries of the region, including the Sudan, as well as the African Union and the United Nations. It was not easy to achieve. The Central African Republic still faces difficult security, political and humanitarian situations, resulting in many practical difficulties in the implementation of the Agreement.”

“The Redeployment Coordination Committee, under the auspices of the United Nations and with the participation of all Yemeni parties, is conducting this work in an orderly fashion and arrived at a consensus on 17 February on arrangements for the first phase. The Yemeni parties are implementing the prisoner-exchange agreement and addressing the issue of the city of Taiz and the large-scale prisoner-exchange plan. China welcomes those positive developments. At the same time, as indicated by the representative of Kuwait, we see that there are challenges remaining. The practical difficulties in implementing the agreement cannot be underestimated. There is still fighting in Al-Hudaydah and its surrounding areas. The two parties still have differences on the release of prisoners and the issue of Taiz. The humanitarian situation in Yemen is dire.”

Resolution 1244 (1999) provides an important legal basis for resolving the Kosovo issue. “In accordance with the relevant Security Council resolutions, China has carried out escort operations in Somalia's coastal waters, actively participated in international cooperation against piracy in the Gulf of Guinea and provided assistance to coastal States in strengthening infrastructure and other capacity-building. China will continue to implement the Beijing action plan adopted at the Summit of the Forum on China- Africa Cooperation in September last year so as to strengthen our exchange and cooperation with African ports and support African countries in promoting port informatization. “We support the capacity-building of the Regional Centre for Maritime Security in Central Africa, the Regional Maritime Security Centre for West Africa and the Interregional Coordination Centre for Maritime Security in the Gulf of Guinea through increased funding and technological input and enhanced information-sharing so that the regional mechanisms can operate fully and effectively over the long term. Thirdly, it is necessary to mobilize resources to strengthen international cooperation. “The international community should take an active part in the construction, operation and maintenance of the ports and other facilities of the coastal States so that they can provide better service to ships in the areas of docking, supplies and maintenance and be better equipped to provide adequate logistical support. It is also necessary to help coastal States and areas, as well as countries of the region, to improve their operational capacity in joint law enforcement and monitoring. Secondly, regional and subregional organizations should have a greater role and a long-term mechanism should be put in place at the regional level.”
