“Ukrainian men are being hunted and beaten, gymnasiums and clubs are being raided, and military recruiters are combing public transport and even storming residential buildings in search of more cannon fodder. According to accounts by Ukrainian military servicemen recently published by Western media, the average lifespan of recruits mobilized in such a manner on the front line is 48 hours. Meanwhile, military recruiters readily accept bribes from anyone who can still give them, and the children of Ukrainian officials and deputies are simply enjoying themselves abroad, sometimes not even bothering to pretend to be refugees. It comes as no surprise that, in those conditions, the fulfilment percentage of the military recruiters’ conscript recruitment plan in most regions of Ukraine does not even reach double digits.”

“The problem is not so much about the availability or lack of weapons and ammunition. As long ago as June 2022, Ukraine’s Foreign Minister Dmytro Kuleba, who has often spoken in this Chamber, promised that without Western weapons, Ukrainians would fight with shovels. However, the problem is that the Ukrainians, now that they have been deceived, no longer want to fight. The people now know about the pointlessness of sacrificing themselves to the meat grinder. They know that new recruits and even the disabled are being sent to the front lines without any training and without their consent. As we learned recently, even underage orphans are being conscripted. The whole country remembers Zelenskyy’s constant false promises that Ukrainians would not be forced to fight, and can now see what is really happening.”

“It is also worth reminding the Council of his lies about provocations such as those in Bucha and Kramatorsk, where the traces left by the Kyiv regime and its Western sponsors are visible to the naked eye. All of that has created widespread disappointment among Ukrainians, who have come to realize that Zelenskyy is driving the country off a cliff. Like a dying drug addict, the Ukrainian regime is now surviving exclusively on Western funding, which to a large extent is immediately plundered, and on Western supplies of arms, which are not having a significant impact on the battlefield. There are, after all, images of burning Western equipment all over the Internet. “The empty promises that it could defeat Russia, which were also militarily completely unachievable, were well supported by years of brainwashing by Russophobic and neo-Nazi Maidan-style propaganda and infatuated many young Ukrainians. Today the result is obvious to everyone — hundreds of thousands dead or maimed, economic devastation, rampant corruption and a brutal dictatorship. In order to maintain that dictatorship Zelenskyy has even gone so far as to cancel the presidential elections because his chances of re-election are too slim. To that we can add Zelenskyy’s lies about the numerous incidents in which civilian facilities were hit by Ukrainian air- defence systems deployed in residential areas and were then passed off as strikes by the Russian army.”

“He also promised to protect the rights of Russian-speaking citizens of Ukraine and their cultural and historical identity. But in fact once he was elected he forgot all about it. The war intensified and the Russian language and its speakers, who are a majority in Ukraine, are being persecuted and harassed in violation of Ukraine’s Constitution, of which the country’s President is obliged to be the guarantor. The second time he deceived Ukrainians was when he claimed that Ukraine would implement the Minsk agreements. It is clear to an overwhelming majority of the residents of Ukraine today that implementing it would have been by far the best solution for Ukraine, enabling it to preserve its inter-ethnic peace and territorial integrity as long as it behaved in a normal way for a democratic society.”

To describe the situation in Ukraine briefly, things are unfolding exactly as we have been predicting for months. Support for the anti-popular Ukrainian Government, which has sacrificed its people on the altar of Western geopolitical interests, has been rapidly declining and is now so tiny that Ukrainian media are embarrassed even to write about it. The main reason is that Zelenskyy, the head of the Kyiv junta, has deceived Ukrainians numerous times and continues to do so. The first was when he went to the polls in 2019 and defeated his rival by promising to stop the war in Donbas that his predecessors had unleashed in 2014.”

Most importantly, the outcome is an Israel that has been encouraged to activate a new phase of its military operation and is now also planning to flood tunnels in the enclave with sea water, which further threatens more monstrous humanitarian consequences. Yet again, American diplomacy is leaving scorched earth and destruction in its wake. As our experience shows, it is hard to expect common sense from the current United States Administration. We have no illusions on this front.”

“Failure to respect humanitarian law by one party to the conflict in no way exempts the other party to the conflict from complying with the obligations incumbent upon them. Moreover, article 51 of the Protocol Additional I to the Geneva Conventions expressly prohibits attacks against the civilian population or civilians by way of reprisals. At the same time, one can hardly expect a proper assessment by Western countries or the corrupt institutions under their control, such as the International Criminal Court (ICC). The ICC would never go against its patrons or allies, as it is designed to advance their political agendas. After all, neither the United States or the United Kingdom or other Western countries have been held accountable for their war crimes in Afghanistan, Iraq and Libya.”

“We would like to emphasize that the consequences of the contamination of groundwater — the only source of fresh water for the people of Gaza — will persist not for years, but for centuries. Together with the incessant indiscriminate bombardment and targeted attacks on civilians objects, aimed at instilling terror and panic among civilians, a systematic strategy to forcibly displace Palestinians is emerging. Its cannibalistic logic is simple — to make life in Gaza unbearable, even impossible, leaving the civilian population with a single choice: to leave their homes or to be killed. All humanitarian agencies unanimously say that this is not enough to meet even the basic needs of the thousands of civilians besieged in Gaza. If, in addition to the artificially created problems of drinking water from the tap, the groundwater is also contaminated, the situation will become truly catastrophic. Let us recall that, pursuant to the norms of international humanitarian law, specifically articles 23 and 59 of the Fourth Geneva Convention of 1949, the occupying Power bears a specific responsible to ensure that the civilian population has access to basic necessities.”

The southern part of the Strip, which had previously been subjected to regular strikes, has now been completely transformed into an active war zone. The biased Western media extols the ingenious tactical decisions of the Israeli army. It is not even questioning the potential consequences of pumping thousands of cubic meters of seawater, in other words, salt water, into the ground. We see a clear plan to demolish the already tenuous agricultural capacity of the Strip, since seawater would inevitably contaminate Gaza’s groundwater. I note that from the beginning of the escalation, Israel has prevented the normal supply of drinking water into Gaza. Most of the water supply has been cut off.”

“According to publicly accessible sources, the Israel Defense Forces has already established a system of pipes and pumps designed to inject seawater and is currently discussing with the United States the practical possibility of carrying out such a flooding — whether there is sufficient water, whether the topography of the tunnels will allow for such actions, and so on. Such a step, if taken, would constitute a blatant war crime. Such a flooding could be akin to an order of “no mercy” for anyone, and there may be civilians present in those tunnels. The likelihood of that is very high, for where else could they escape the indiscriminate bombardment of Gaza and the deliberate targeting of hospitals, schools, refugee camps and United Nations facilities?”

“Under pressure from the United States, which has threatened to block any other product, the absolute imperative for a ceasefire was replaced with a call addressed to no one in particular for unenforceable pauses, which, essentially, dovetailed with the Israeli approach of continuing military operations in the enclave. This was a huge step backwards from General Assembly resolution ES-10/21, which the overwhelming majority of States Members of the United Nations adopted on 27 October. Today the Council has a good opportunity to end this abnormal situation and do what the international community expects of it. That requires adopting draft resolution S/2023/970, submitted by the United Arab Emirates. I trust that all of our colleagues will summon the strength and courage to do so.”

We deeply regret that the Security Council, with its uniquely powerful instrument, under Chapter VII of the United Nations Charter, in all of this time failed to adopt any clear binding decision to demand — not call — the parties to end the violence.”

“There was indeed a humanitarian pause. However, it had nothing to do with resolution 2712 (2023). The pause, and the release of several dozen hostages and Palestinian prisoners, were the result of agreements that regional mediators made with Hamas and Israel, whose observance was of course monitored by no one. Nor did the humanitarian pause have any political significance — the parties took a break and achieved their tactical goals, after which Israel, with the active support of the United States, moved on to a new, even deadlier phase of its ground operation in Gaza. Let me cite some passages from yesterday’s letter from the Secretary-General: “Civilians throughout Gaza face grave danger... There is no effective protection of civilians. The health-care system in Gaza is collapsing. Hospitals have turned into battlegrounds...”

“We consider it extremely important to note that both the United Nations Secretariat, headed by the Secretary-General, and an overwhelming number of United Nations Member States are united in their desire to take decisive measures in order to put an end to the deaths and suffering of civilians in the Palestinian-Israeli conflict zone. It is no exaggeration to say that this is a moment of truth. That is particularly true when it comes to mechanisms for mutual legal assistance in criminal matters and extradition. We note an increased number of refusals to fulfil requests from law enforcement officers for legal assistance for purely political reasons. Such actions undermine the multilateral and multifaceted nature of countering crime under the auspices of the United Nations, and they convey a clear signal about the willingness of certain States to pursue their parochial agendas, even when that is fraught with risks of openly playing into the hands of international criminal syndicates.”

“As for the prospects for resuming the Black Sea Grain Initiative, we have expressed our position on many occasions. Owing to that project, we were deceived both by the Kyiv regime, which was using the Initiative to attack Russian targets from directly within humanitarian corridors, and by Western countries, which failed to comply with any part of the memorandum concluded between Russia and the United Nations and recognized as an integral part of the deal. Until it is complied with and we receive guarantees that the West and the Zelenskyy regime will properly fulfil the provisions of the Initiative, its resumption is out of the question.”

“According to expert estimates, in 2022 and 2023, almost 50 million tons of grain were exported from the supposedly starving Ukraine. Between January and August, food was sold for $14.6 billion, of which the main items were grain crops, including wheat and corn. I have a question: how does that trend line up with the assessments by our Western colleagues of a so-called new Holodomor in that country? It seems that if that were true, then Western countries would be the ones contributing to that Holodomor by pushing Kyiv to supply grain to rich and well-fed European Union countries. In this case, truckers from Eastern European countries that are blocking trucks carrying Ukrainian grain at the border and have apparently been fighting this Holodomor preventing food from going out of the supposedly starving country.”

“Given that these days mark the tenth anniversary of the protests of the Kyiv Maidan, after which Ukraine, thanks to the efforts of the United States and its allies, embarked on a fatal path that was not in line with its national interests, we are also holding, on 8 December, an informal Arria Formula meeting with the involvement of some of the participants in those tragic events. In conclusion, since a number of Western delegations today — as well as at a previous similar meeting — touched on the topic of the so-called grain deal and went as far as to accuse Russia of all but provoking a famine in Ukraine, I would like to make the following point: if the Ukrainians were really in such dire straits as Western countries try to portray them to be, Kyiv would probably not be exporting grain from the country in such huge quantities.”

“For example, for the past couple of weeks, almost everyone who is close to Zelenskyy has been warning the media that in Ukraine a brutal dictatorship is forming, there is rampant corruption, fatal military miscalculations are being made, and in general, things are going in the wrong direction. “Now it has already reached a point where it is running out of soldiers, whom the Zelenskyy regime has been ruthlessly throwing into the so-called meat grinder. For a long time now Ukrainians have been calling mobilization “death mobilization” — graveyard conscription. No one there wants to meet a certain and senseless death, to the extent that the average age of people mobilized is now approaching 50. And just the other day, as reported in Ukrainian media, the first batch of mobilized 17-year-old orphans at the Haimadatska Sich reserve training centre finished training. Apparently they were supposed to be used exclusively in the rear-guard areas of Kharkiv oblast, in the 103rd territorial defence brigade.”

“If we keep that obvious geopolitical context in view, we can see there is no question why, according to the recently reported testimony of Zelenskyy’s party comrade-in- arms David Arakhamia, Boris Johnson dissuaded the head of the Kyiv junta from making peace with Russia with the following remarkable words. “Let us just go to war.” And the chief EU diplomat, Mr. Borrell Fontelles, who proclaimed Europe a blooming garden and who came up with the idea of allocating money for the war from the so-called European Peace Fund, also said in April of last year that “[t]his war must be won on the battlefield.” And so Ukraine began to fight and promote delusional Western slogans about the need to inflict a strategic defeat on Russia.”

“As former German Chancellor Angela Merkel and former French President François Hollande admitted, they did not use the cover of the Minsk agreements to arm Ukraine for seven years and prepare it for war with Russia simply to enable our two brother peoples to live in peace and harmony again. Of course, the old colonial ways of doing things made themselves felt, and our African and Asian colleagues well remember how Europe’s former metropolises pitted neighbouring countries against each other and used artificial borders to split up entire peoples, fomenting and provoking wars and conflicts for decades. Nothing about their conduct during those times has essentially changed either in Africa or in Ukraine, which for years they have been preparing to play the role of pawn in their geopolitical struggle against Russia.”

“And many people are already openly admitting the obvious, which is that in order to avoid the coming collapse, all that the Kyiv regime had to do was to comply with the Minsk agreements and behave towards its own citizens like any normal State with claims to democracy — in other words, stop shelling and killing them and grant them the same rights to a national, cultural and historical identity as other citizens of Ukraine. “They therefore prefer to have us meet in the Security Council to discuss Ukraine, in order to promote anti-Russian invective, or Syria, in order to bandy about anti-Syrian narratives, which is what happens during the utterly pointless but regularly held Council meetings on the Syrian chemical dossier. The United States and its allies could not care less about Ukrainians, as was already evident in April of last year, when the then British Prime Minister Boris Johnson and the head of the United States’ Pentagon, Lloyd Austin, arrogantly convinced the head of the Kyiv regime not to sign a draft peace treaty with Russia that had already been initialled. Now Kyiv is frankly kicking itself as it realizes that Ukraine can no longer obtain such favourable conditions for peace.”
