We carefully read the letter of the Secretary- General (S/2023/611) regarding the modalities for the drawdown the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA). We thank the United Nations Secretariat and MINUSMA staff for their efforts to implement the decisions of the Security Council in close coordination with Malian leadership. We note that the plan for the withdrawal of peacekeepers provided in the letter is indeed within the framework established by the provisions of resolution 2690 (2023), which we supported, guided by the fact that it took into account the main concerns of the Malian side.”

“We believe that the return of the Syrian Arab Republic to the Arab family and the mutual steps towards restoring relations with Türkiye contribute to the overall improvement of the situation in the Middle East and to swiftly overcoming the consequences of the Syrian crisis. “We believe that achieving sustainable stabilization in the Syrian Arab Republic is possible only through an end to the foreign military presence in violation of the country’s sovereignty and territorial integrity and the unconditional cessation of regular air strikes by the Israeli Air Force, the most recent of which hit the suburbs of Damascus shortly before today’s meeting — the twenty-second such attack since the beginning of this year. We support the Special Envoy’s proposal for holding such meetings in Oman. Progress on the Syrian political settlement track is also particularly necessary now because the tensions in the situation remain, with the main security threats for both Syria and the entire region continuing to be related to the persistence of large-scale hotbeds of terrorism. On 10 August, in Deir ez-Zor governorate in eastern Syria, Islamic State terrorists attacked a bus carrying Syrian Arab Republic soldiers. Several dozen people were killed and injured as a result of the attack.”

“We still see no alternative to advancing the political settlement process in Syria, led and implemented by the Syrians themselves with the assistance of the United Nations, in strict compliance with resolution 2254 (2015) and with respect for the sovereignty, independence, unity and territorial integrity of the country. “As stated by the President of Russia, Vladimir Putin, during the plenary session of the second Russia- Africa Summit on 28 July, it is important to achieve genuine national unity and to prevent Libya’s territory from becoming an arena for confrontation between third States. Russia understands the complexity of that process and will, in its turn, do its utmost to support constructive cooperation among all Libyan forces. The Libyan experience clearly shows that any separate initiatives including those that create different formats and round tables to support a resolution that do not include all influential international and regional players — and indeed, the representatives of Libya itself — will not achieve the desired result. “Earlier at the end of June, within the framework of the 6+6 joint committee, which was created at their initiative in the Moroccan city of Bouznika, a number of important agreements were reached. We call on all Libyan players to redouble their efforts and finally create suitable conditions for the organization of presidential and parliamentary elections in the foreseeable future. We believe that Libyans themselves should ultimately determine when and how to hold elections. In that regard, it is vital to focus efforts on providing them support in that endeavour, but not to take decisions for them. If the outcome of the national elections in Libya is not recognized by all key political forces, the country will not be able to avoid worsening destabilization and another round of violence.”

Unfortunately, for more than a decade now Libya has been unable to recover from the consequences of the military intervention of NATO countries, as a result of which its statehood was practically destroyed, its territorial integrity undermined and its economy ruined. “Against that backdrop, the Israeli Government reportedly has approved and financed a plan to preserve Israeli archaeological sites in Area C in the West Bank in order to “strengthen roots in Judea and Samaria”. Those plans are in direct violation of the Oslo Accords, as well as a number of international treaties on the protection of cultural property in the context of occupation. This year also risks becoming one of the bloodiest on record, with more than 200 Palestinians already killed, including women and minors, and thousands more wounded. The July Israeli operation in Jenin alone resulted in more than 140 casualties. Another new threat on the ground is the unprecedented spiral of violence against both Palestinian and Israeli civilians.”

“The greatest threats remain the unprecedented pace of Israeli settlement construction and the legalization of outposts in the occupied Palestinian territories, as well as violent Israeli military raids in the West Bank — in Nablus, Jericho and Jenin — as well as systematic violations of the status quo of the holy sites of Jerusalem, in particular through provocative visits by representatives of the Israeli leadership to the Al-Aqsa Mosque compound. This year, the Israeli authorities used a simplified procedure to approve plans to build more than 12,000 housing units, accompanied by the forced eviction of Palestinian families from their homes in East Jerusalem and Area C in the West Bank, including as a result of illegal actions by settlers.”

“The supply of Western weapons is not bringing peace any closer, as Western delegations claim, but they are the only thing keeping Zelenskyy’s regime afloat for now. However, no matter how hard they try, sooner or later the Ukrainian people, which has paid too high a price for the promotion of Western geopolitical interests, will start asking the right questions and will want to hold to account the true architects of this crisis. Many of them, as all are well aware, are represented in this Chamber, and today they will again repeat their unconvincing mantra that there is a need to continue military assistance to Ukraine as a “victim of aggression”. “The people of Ukraine are starting to understand more and clearly that the Kyiv regime is driving it down a suicidal path to serve the interests of Western countries. This understanding is growing stronger at all levels. One clear example is that, according to the Ukrainian media, approximately 60 per cent of diplomats have not returned from Ukrainian embassies abroad since the beginning of 2022. If we are to believe Ukrainian journalists, approximately 20 embassy staff were supposed to return from the United States last year, but only one did. The Ukrainian leadership cannot help but realize that its aggressive Russophobic policy has failed, yet Volodymyr Zelenskyy, who has driven his country into an impasse, has no other choice but to continue going to foreign summits and begging for aid.”

“That regime, which is covering up this disadvantageous trend, however, has announced the forced evacuation of 37 towns and villages, including Kupyansk. That is not surprising, as a substantial share of the local population express an affinity with Russia and would prefer to await the arrival of Russian troops. That said, Zelenskyy’s regime has not hesitated to take children away from their parents, who have been hiding them from Ukrainian patrols in basements. In Kupyansk alone, more than 500 children face that threat. We draw the attention of the United Nations and our colleagues on the Security Council to those numerous flagrant violations of international humanitarian law being committed by Ukraine. We have been documenting and consolidating them in order to find those responsible later.”

“Since our previous meeting (see S/PV.9390), we have seen an increase in the number of civilian sites struck by Ukrainian anti-aircraft missiles. We all remember how those hit the Transfiguration Cathedral in Odesa, and recently Ukrainian missile crewmen also burned down a supermarket there. Ukrainian social networks are calling upon citizens to beware of their national anti-aircraft systems deployed in residential areas in contravention of international humanitarian law. The Ukrainians understand very well that Russian high-precision weapon strikes on the facilities related to Ukrainian military capabilities in and of themselves pose no threat to the civilian population. Meanwhile, the Russian military are making substantial progress in the Kharkiv oblast and are preparing to liberate Kupyansk. The Kyiv regime.”

“That process is already well under way. I will give you just a few recent examples. Anatoliy Kilyushyk, the commander of a branch of the neo-Nazi Azov battalion, was recently sentenced to 25 years in prison. Azov soldiers Pavel Artemenko and Anton Rokanyuk, who shelled residential buildings in the Donetsk People’s Republic as their forces retreated last spring, were sentenced to 24 years in prison. Vitaliy Minenko, who had admitted to the murder of a civilian in Mariupol, was sentenced to 21 years in prison, while Ukrainian serviceman Vasily Shitrya, who killed four civilians in Mariupol, was sentenced to life imprisonment. Ukrainian marines Vladimir Pafitsevich and Yevgeny Vakhnenko have also been convicted and sentenced to 22 years in prison for the murder of a Mariupol resident.”

“In this very Chamber, our former partners from the United States have foamed at the mouth, denying that they developed biological weapons in laboratories on Ukrainian territory, and they blocked a Russian- initiated investigation into the matter in the context of the Biological and Toxin Weapons Convention. What will they say now that Robert Kennedy Jr., a Democrat candidate for president, has confirmed those facts? “The Kyiv regime has been carrying out daily strikes with cluster munitions against northern areas in Donetsk, where no military targets are located. Their only aim is to terrorize the civilian population — an act that is also expressly prohibited under international humanitarian law but that is fully in line with the tactics of the Kyiv regime, which has long since resorted to open terrorism. Moreover, cluster bombs do not afford any real military advantage, and Washington understands that very well. Unlike that of the United States, Russia’s position on the use of cluster munitions is consistent and hews fully to the norms and requirements of international humanitarian law.”

“That is why Laos and Cambodia asked Ukraine not to use those weapons, as those two countries had experienced first-hand the dire repercussions of their use in the context of United States aggression. Washington itself has for decades moralized about and branded as war criminals all those who have used those weapons. It seems that according to their own logic, Zelenskyy and his henchmen are war criminals, while Washington is directly aiding and abetting them, and it bears full responsibility for their past and future crimes. “The decision by London and Washington to deliver depleted uranium and cluster munitions has shocked not only the international community but even their NATO allies. The Polish media are already saying that radiation levels in the Western regions of Ukraine and Eastern provinces of Poland have increased following the destruction in May of depleted uranium munitions at a storage site in Khmelnytskyi. However, Britain and the United States do not care about continental Europe, just as they did not care about the consequences of the NATO bombardment of Yugoslavia with depleted uranium. Cluster munitions, if used in violation of international humanitarian law in civilian areas — which is what Kyiv is doing — pose a severe and long-term threat to civilians.”

“With chilling cynicism, Polish President Duda remarked the other day that “right now, Russian imperialism can be stopped cheaply, because American soldiers are not dying”, meaning that in London, Warsaw, Paris and Berlin the lives of Ukrainian soldiers, who are being sent into so-called human wave attacks, are considered to be cheaper than not just American lives but also expensive NATO military equipment. It does not get any more obscene than that. There is no doubt that in its proxy war with Russia to the last Ukrainian, the West is deliberately turning Ukraine into an uninhabitable testing site contaminated by radioactive elements and unexploded ordnance, which are inhumane.”

“By emptying out the military arsenals of their satellite States and promising them discounted Western military equipment in return, the United States military has cleared the market for the American military industrial complex’s products, so that they can sell those to their own partners, following the scheme that has been successfully used as far back as after the Second World War. And these new weapons are once again being paid for by Europe — not only with money, but also with its sovereignty. The independent defence policy that the European Union had once been so assiduously building for years has been completely subjugated to Washington’s interests, just as it was during the cold war. “Public opinion in Germany and France is also against supplying Taurus and SCALP cruise missiles to Ukrainian nationalists. Yet the Western authorities, despite their claims to “democracy”, are completely deaf to the calls of their own citizens. “It is Ukraine’s Western suppliers who are fully responsible for that and who are ignoring all of their obligations to track the end users of their weapons. But the Western political establishment has not been stopped by any of this. Last week, United States President Joe Biden asked Congress for more than $24 billion for Ukraine on top of the $113 billion already spent in official aid. That amounts to approximately $900 for every American family. Ordinary Americans, as polls by the American media itself have shown, are quite rightly asking why, given that the United States itself is facing acute socioeconomic problems, such colossal sums of money are not being spent on resolving them. Why should the American people pay out of their own pockets for the military ventures of the Democratic Party?”

“Even the West has been forced to admit that the only result of the Ukrainian counteroffensive is tens of thousands of dead Ukrainian soldiers and hundreds of destroyed units of expensive Western equipment. And as the entire world has seen, that equipment is not just hardly unique or invulnerable to Russian weapons but in many cases even inferior to Soviet equipment produced 50 years ago. The military training for troops and operational planning by the Armed Forces of Ukraine further reflect that sad state of affairs, as attested to by captured Ukrainian servicemen who were trained according to Western standards.”

His position is shared by many Europeans and Americans whose voices, however, are nowhere to be found in Western media. “This meeting is an instance of blatant hypocrisy on the part of the United States of America and its allies, which even as they speak about human rights in the Democratic People’s Republic of Korea continue to consistently oppress the North Korean people with inhumane unilateral sanctions. Today, we have not heard anything from United Nations representatives or our Western colleagues about how people are suffering as a result of those measures. “That is against the backdrop of the clearly expressed position of the Democratic People’s Republic of Korea and the lengthy history of the issue, which clearly indicates that there is no way to resolve the problems that exist, other than through dialogue and constructive interaction, taking into account the legitimate concerns and rights of all the States involved, including of course the Democratic People’s Republic of Korea. Recent events further confirm that refraining from provocative acts and returning to the negotiating table represent the only possible way to resolve any problems. “We have also heard dangerous warnings about the plans of Japan and the Republic of Korea to bolster nuclear cooperation with the United States, going as far as the possible deployment on their territories of American nuclear weapons and the development of their own arsenals. Russia has consistently opposed any military activity that would jeopardize the security of the Korean peninsula and the countries of North-East Asia. One of the main trends is the increasingly large-scale nature of the exercises they are carrying out and their increased military cooperation. Recently, the world also witnessed the appearance of a United States nuclear submarine off the Korean peninsula and United States-South Korea air drills involving United States fighter jets and strategic bombers. “Any attempt by the sponsors of today’s meeting to link human rights with threats to international peace and security is absolutely artificial. Moreover, attempts to introduce into the Security Council’s work issues that do not fall within its mandate divide its attention, politicize the discussion and thereby undermine the Council’s overall authority. It is clear that convening today’s meeting is nothing more than a cynical and hypocritical attempt by the United States and its allies to advance their own political agenda, step up pressure on Pyongyang, and divert attention from the reckless escalatory actions of Washington and its allies in the region. “We therefore wonder, Madam President, whether today’s meeting is another signature event of your presidency and if so, why was it not properly announced at the beginning of the month? If not, on what basis do the United States, Albania and Japan arrogate to themselves the right to steer discussions at the Security Council? Such actions are nothing more than a gross violation of established practice in the Council’s work. The steps taken are unjustified, serve purely propaganda-related purposes and contravene the mandate of the Security Council. As is well known, human rights issues are not part of that mandate. Those issues are discussed in the relevant forums, primarily at the Human Rights Council and the Third Committee of the General Assembly.”
