  1. Those are positive developments that, I think, everyone around the House would welcome as such. We must never be complacent, however, and should recognise the scale of the problem we face. Some 20% of individuals in Northern Ireland live in absolute poverty before housing costs. That includes 23% of children, 18% of pensioners and 19% of the working population.

I think that people welcome that approach and welcome not only the fact that the Government have focused on outcomes, which are vital when dealing with issues around poverty, but that there has been an increased opportunity for people throughout the country to have their say on what they would like to see in the Programme for Government. <BR /> <BR />In 2014-15, the average weekly household income increased by 3% from the previous year to £420 per week or £21,900 per year. The percentage of people in Northern Ireland in absolute poverty decreased by 1% in the previous year. There has been a decrease in the percentage of persons of pensioner age in relative poverty in 2014-15 from the height of 30% in 2008-09.

I say to the SDLP and the Ulster Unionists that it is a shame that they lacked the faith in themselves to put their hand to the wheel, join us in government and make a contribution in government to tackling the problems that she mentioned in her speech. <BR /> <BR />The Programme for Government (PFG) is operating in a new way from previous Programmes for Government. The draft framework was published and that gave people an opportunity to have their say on what they think should be in the final PFG. The final PFG has been put out for consultation and that is reflective, I believe, of the different approach — the outcomes-based approach — that we have considered in the House.

If anywhere meets the criteria for a residents' parking scheme, it is that part of the town.   19. I am grateful to the Member for giving way. I served as a councillor for Balmoral. Prior to that, the councillor for Balmoral was Alderman Tom Ekin. Tom Ekin, who has significant business interests in Sandy Row, worked very closely with people from a paramilitary background to help them to transition. He was pictured with them. He made a positive contribution to the community. Some of those people have since been named in newspapers and their reputations maligned.

The reason why I wanted him to give way was that — you mentioned the re-imaging of communities run by the Housing Executive — when people from the Alliance Party get on their high horse about people being in pictures with others who are accused of paramilitary associations, perhaps they would like to google some of the re-imaging projects that have operated throughout the city of Belfast.

  23. I do not have time. I am sorry; I would. <BR /> <BR />Lots of people find it very frustrating. People want more flexibility in the system, and that is what our motion calls for. Even though the fines went up, the parking problems persist. It is having a damaging impact on the city centre by discouraging people from going there. I have spoken to traders who have said that. I never thought that I would see charity shops on Royal Avenue, but that is what Belfast city centre has been reduced to. We need to take action in this area not only to protect our vital city centre trade but to give people a fair shake.

In a fortnight's time, it would also help those in Sandy Row to park and go into the office of their local DUP Assembly Member and have a conversation for half an hour and then leave without the risk of being fined by a parking enforcement officer. <BR /> <BR />The fact is that the appeal process, which the Minister referenced, is a joke. I would be interested to hear in raw numbers and percentage terms the number of appeals that are upheld. During the debate, I referenced a case that I dealt with in which a care worker visiting an elderly man was fined because part of her car was on a double yellow line. She was fined even though she was in a house administering medication to an elderly person. It is the total inflexibility of the system that lots of people —

  26. The Member has made his point and eliminated the chance for me to make a few of mine. I am grateful to him for that contribution. <BR /> <BR />As my colleague William Humphrey said, Belfast city centre is vital, so Belfast City Council is able to provide all the services that it does to all the people throughout the city. At present, our arterial routes — I think particularly of the Lisburn Road — are being damaged because of the excessive zeal being shown by parking enforcement officers. If you speak to traders on the Lisburn Road, they will tell you that that is the case. <BR /> <BR />People would welcome the idea of the first 30 minutes of parking being free. It would allow them, in the case of, say, the Lisburn Road, to park, visit one or two shops and then get back in their car and get out.

  30. Having listened to the debate, I think that it is unfortunate that so many Members appear to have missed the point of the wording of the motion. It clearly calls for a review. It does not prejudge the outcome of that review; it calls for a review. <BR /> <BR />Parking is an enormous issue in South Belfast. I think particularly of the communities that I represent in the city centre area in Sandy Row, Donegall Pass and the Market, where people are tortured as a consequence of people using their neighbourhood as a car park. Various Members have told us that there has been a reduction in illegal parking: I have to say to the House and the Minister that that is not the experience of the people living in the Market, Sandy Row or Donegall Pass.

  31. Will the Member agree that one of the things that really frustrates people about the system is its total inflexibility? For example, I was dealing with a constituent whose care worker was fined because her car was parked where it should not be while she was in his house administering medication to his wife.

Does the Member agree that one of the reasons why people question the integrity of the system, if not the people implementing it, is that in certain parts of Northern Ireland your chances of being hit with a fine are considerably higher than in others? The Lisburn Road has become something of a golden goose for the redcoats.

  34. I thank Mr Humphrey for giving way. The Member referred to the situation with the redcoats on Sandy Row. The actual problem is that the redcoats do not go into the likes of the housing estate off Sandy Row and instead spend all their time on the arterial route. We see that on the Lisburn Road as well. The consequence of their focusing on arterial routes is that people who want to stop there and spend their money in the shops are discouraged from so doing.

  44. The proposal from the Opposition shows a lack of ambition. I am glad that the Government are going further than the Opposition hoped, and I therefore welcome the chance to discuss that. <BR /> <BR />Mention was made in the debate of outcomes-based accountability. I welcome the shift to outcomes-based Government, as it is a positive route to go down. I think that, as a Government, we should be judged at the end of our five years on whether we met the targets that we set. I am happy that our target for house-building is an ambitious one that goes further than the Opposition suggested. I hope that, at the end of our five-year term, we will have delivered on it, and people will be able to look at our record, like a report card, and see that we met that target.

It is unfortunate that some of the broad agreement — Mr Agnew referenced this — on these issues and on the need for action in these areas has been drowned out by some of the contributions in the debate, but perhaps all will be well when we get back into the Committee and have further discussions on the issues. I think, sitting on the Communities Committee as I do, that there is agreement across all parties on the need for action in these areas. If there is a bit of knockabout in here, that is the nature of the game, and people will see it for what it is. <BR /> <BR />I agree with the Minister: the notion that a motion tabled by the Opposition would, in some way, direct a Minister to change his housing target is laughable. I think that they know that; when they stand up and say those things, I think that they know that.

  46. Like the Member for North Belfast, I agree that a home is a fundamental right. Stable and secure communities, families and societies are reliant on a supply of housing that is of a high standard. A recent survey showed that 40% of housing on the mainland was insufficient in the quality of housing provided. I do not think that the figure is comparable for Northern Ireland. There is a huge problem not only in the need for new builds but in the need for improvement and adaptation of existing properties. <BR /> <BR />House-building is important. An important and simple question to ask in the debate is this: is it better to build 9,600 social units or 8,800 social units? If the answer is that it is better to build 9,600 than it is to build 8,800, Members should support the amendment that we have tabled.

  47. I would like to associate myself with the comments the Minister made regarding the contributions from the Member for North Down Mr Agnew and the Member for East Belfast Mrs Long. Whilst I did not agree with everything that both of them said, I thought that they were measured and sensible contributions that had useful ideas in them. <BR /> <BR />Like the Minister, I spent a long time in local government — 11 years, in fact. Like him, I have long experience of dealing with constituents who have encountered all sorts of difficulties, whether presenting as homeless or seeking improvements or adaptations to their properties. All of us, if we are doing our job properly, have had experience of that: constituents who are plagued with damp-ridden properties and people who have been waiting for a long time to get into housing.

Will the Member also appreciate that, as I recall, people in the Village area had been fighting for many, many years to get redevelopment and proper housing, and, at the time when the SDLP Minister was in place, they were told that there was no funding for that, but the same Minister was able to find funding to keep a big wheel at the side of the City Hall?

  50. I appreciate the Member giving way. He is absolutely right: we do need to build more social and affordable housing. It is important to put on the record that, in the period 2007-2011, 9,192 new units of social and affordable housing were commenced. In the period 2011-16, that figure was 12,359. That directly contradicts the answer that the lady from North Belfast gave me a few moments ago.
