Parties to the conflict should refrain from attacking civilians and civilian facilities, ensure the normal operation of key public services such as energy, health care and education, protect victims of conflict and respect the basic rights of prisoners of war. All parties to the conflict should remain rational, exercise maximum restraint and avoid actions that endanger the safety and security of nuclear facilities in order to minimize the risk of accidents. China supports the International Atomic Energy Agency (IAEA) in fulfilling its safeguards functions and playing an active role in promoting the safety and security of nuclear facilities. China will donate €200,000 to the Ukrainian nuclear safety and security technical assistance project through the IAEA.

  3. Mr. Geng Shuang (China) (spoke in Chinese): I thank Under-Secretary-General Griffiths for his briefing. The Ukrainian crisis has dragged on, is expanding and is becoming more complex. The humanitarian situation continues to deteriorate, and the prospect of peace remains elusive. China is deeply concerned. There are no winners in conflict and war, and bloody confrontations will only exacerbate suffering. We call on all relevant parties to truly put the people at the centre, step up actions and spare no effort to mitigate the humanitarian consequences of the conflict, while simultaneously redoubling efforts to de-escalate the situation and cease hostilities as quickly as possible. In that connection, I would like to make several remarks. First, the basic norms of international humanitarian law must be strictly observed.

  4. That outcome is uplifting news for today’s world, fraught with uncertainties and instability. It has injected a positive element into the peace, stability, solidarity and cooperation landscape of the region. We hope it can also create conducive conditions for improving the situation in Yemen. The Beijing dialogue was a success story of diplomacy. It was a victory for peace and a small showcase of the Global Security Initiative in action, an initiative proposed by President Xi Jinping. China calls on all parties concerned to uphold the overriding goal of political settlement, put the interests of the Yemeni people first, fully demonstrate their political will and move proactively and positively in the same direction. The international community must make efforts to create a favourable atmosphere in that regard. China commends Saudi Arabia, Oman and other Arab countries of the Gulf for their mediation efforts and fully acknowledges Special Envoy Grundberg’s work in that regard. We are keen for countries with influence on the Yemeni situation to contribute constructively to that end.   6. We call on the international community to scale up humanitarian and development input in Yemen in order to guarantee adequate funding for United Nations operations in the country. China also calls on the parties concerned to lift unnecessary restrictions on the Organization’s humanitarian operations. The risks posed by the FSO SAFER oil tanker affect the economic, humanitarian, security and environmental sectors and must be addressed without delay. China welcomes the announcement by the United Nations Development Programme that a replacement tanker has been found. We look forward to an early start of crude oil transfer. Dialogue and negotiations are the only realistic way to resolve the Yemeni issue.

  7. Recently in Geneva, the two parties began talks on a prisoner exchange, brokered by Special Envoy Grundberg. China commends such talks and hopes the dialogue can yield positive outcomes and add to the enabling conditions for rebuilding trust and positive interaction. The humanitarian situation in Yemen remains dire. The eight-year conflict has claimed nearly 400,000 lives, caused at least 13,000 casualties among women and children and forced more than 5 million people into displacement. Just when the Yemeni people are in urgent need of food, health care and infrastructure, many of the Organization’s assistance programmes in the country are facing the risk of shutdown owing to insufficient funding. We welcome the United Nations high-level humanitarian pledging conference on Yemen.

I also welcome the presence of the representative of Yemen at this meeting. Currently, the security situation in Yemen remains fragile. It has been more than five months since the truce ended. There have been sporadic exchanges of fire in some areas of the country. We call on the parties to the conflict to remain calm, exercise restraint and refrain from any action that may undermine mutual trust and ignite tensions.

  9. With human society having developed to the point at which it is today, we should be mature enough to be able to listen to different voices and embrace different ideas and civilizations. The world is big enough for all countries to grow and achieve progress together. We believe that humans are wise and capable enough to overcome many such phobias, find a way to get along with one another through dialogue instead of confrontations and embrace inclusiveness instead of exclusion. Together, we can build a new paradigm for international relations based on mutual respect, fairness, justice and win-win cooperation. China is ready to spare no effort in cooperation with all other countries to achieve that goal.

  10. I would like to take this opportunity to point out that for some time now, politicians in a certain country seem to have contracted the condition of Sinophobia. They are full of prejudice and paranoia about China, peddling anxieties and instigating tensions. Such Sinophobia constitutes a misunderstanding of China, as well as a strategic misjudgment and political manipulation. Any policy towards China that is dominated by such a phobia of China will only harden the zero-sum game mentality, perpetuate the policy of containment and suppression, and lead to conflicts and confrontations. The world has already been thrown into chaos by the Ukraine crisis. Does it want to create another crisis to change the world beyond recognition?

  11. Regrettably, however, there are many phobias against a number of countries, religions and races in the world today. Some of them stem from a sense of civilizational superiority and a narrow historical outlook, while others are the products of geopolitical clashes and ideological confrontations. Such phobias often become the logical premise and policy pretext through which certain countries create imaginary enemies, concoct threat theories, pursue containment and suppression, and provoke divisions and confrontation. Driven by such phobias, which are in any case misguided, differences are magnified artificially, and disagreements are exaggerated to the extent that common interests are neglected and tensions are reinforced and perpetuated. As a result, the world is dragged into the quagmire of conflicts and disputes.

China recently issued a paper containing its position on the political settlement of the Ukraine crisis, which includes 12 proposals, including proposals on respecting sovereignty, ceasing hostilities, resuming peace talks and stopping unilateral sanctions, among other things. On that basis, we are ready to continue to play a constructive role in pushing for a political solution to the Ukraine crisis. Engraved on the stone wall in front of the UNESCO Headquarters is a statement in several languages that reads “Since wars begin in the minds of men, it is in the minds of men that the defence of peace must be constructed”. To stop wars, we must eliminate estrangement, prejudice and hatred, and sow the seeds of peace, solidarity and friendship in people’s hearts.

  13. Mr. Geng Shuang (China) (spoke in Chinese): The briefers have just shared their views about the phenomenon of Russophobia and its relationship to the Ukraine crisis. The Ukraine crisis has been dragging on for more than a year since its outbreak. The increasingly protracted and expanding nature of the conflict is deeply worrying. Since day one, China has emphasized that dialogue and negotiations are the only feasible way to resolve the crisis. The international community should stay on the correct course by promoting peace talks and supporting Russia and Ukraine in resuming dialogue as soon as possible and without any preconditions in order to ease and de-escalate the situation, and help the parties to the conflict to swiftly open the door to a political settlement of the crisis and jointly maintain peace in Europe.

The United States and other countries concerned should immediately return the assets of the Central Bank of Afghanistan to the Afghan people so that the women and children of Afghanistan can benefit from them, instead of making various excuses to delay their handover. China is concerned about the recently enacted bans on access to education and work that target Afghan women and about their potential impact on the basic rights and interests of Afghan women, as well as on the humanitarian situation in the country. We hope that the interim Government of Afghanistan will take concrete actions to guarantee women’s education and employment. Where the international community is concerned, mutual respect and effective engagement are prerequisites for exerting influence and finding solutions to problems.

Unilateral sanctions have seriously undermined Afghanistan’s economic foundations and have exacerbated the humanitarian situation on the ground, becoming a huge drag on the survival and development of local women and children. They should be lifted immediately. Afghanistan’s $7 billion in overseas assets belong to its people and should be used for their benefit. Last month, the United States District Court for the Southern District of New York ruled that the United States has no right to divert Afghanistan’s overseas assets for other uses, in yet another demonstration that the freezing of Afghan assets is unjustified and illegal.

  18. Their very survival is at stake. This year, 28.3 million Afghans — two thirds of the country’s population — will require humanitarian assistance. According to recent news reports, developed donor countries are considering cutting back on international aid to Afghanistan, which is a worrisome development. In the current circumstances, humanitarian assistance to Afghanistan must not be reduced, let alone stopped. Developed donor countries should maintain humanitarian aid to Afghanistan and explore more direct and effective ways to ensure that such resources are actually invested in the Afghan people, especially women and girls. The rights and interests of Afghan women and children cannot be protected without the lifting of external constraints.

Afghanistan should further develop its domestic markets, restore economic growth, expand connectivity, deepen regional cooperation, promote alternative agricultural cultivation and continue to increase people’s income so that they can live happy lives and the root causes of turmoil and instability can be eliminated. That is the only way to ensure that Afghan refugees and displaced persons will be able to return to their homeland and that women and girls can truly enjoy peace and dignity as soon as possible. Protecting the rights and interests of Afghan women and girls goes hand in hand with assistance from the international community. The Secretary- General’s report (S/2023/151) indicates that the Afghan humanitarian situation is worsening, with countless women and children lacking access to food and warm clothing.

The international community should follow those developments closely, take a zero-tolerance approach to combating all forms of terrorism and urge the Taliban to take resolute and robust measures to prevent the build-up of terrorist forces in Afghanistan and effectively ensure the safety and security of the Afghan people, as well as foreign citizens in Afghanistan. Economic and social development is key to safeguarding the rights and interests of Afghan women and girls. The Afghan economy showed positive signs in the past year, and its fiscal revenues have increased considerably, which is encouraging.

On this special day, as we consider the situation in Afghanistan, we cannot help turning our attention to Afghan women. They are a vulnerable segment of Afghan society and the victims worst affected by the country’s many years of war and turmoil. They are in urgent need of global attention and assistance. Afghan women yearn for a peaceful and tranquil homeland and a future full of hope. They should be well integrated into Afghanistan’s economy and society and become important drivers and primary beneficiaries of the national peace and reconstruction process. And their rights and interests should be effectively protected in that process.

We urge all political parties and factions in Haiti to engage in broad dialogue and consultations in order to reach an early consensus on the political process and arrangements for the transition period and to come up with a clear and feasible timetable. Two months ago, the Haitian Government, pursuant to resolution 2645 (2022), updated the Council on its domestic political process. Given the ongoing political stalemate in Haiti, the Security Council should continue to ask the Haitian Government to provide updates on relevant developments. The Council could also consider engaging and conducting dialogues with the representative political factions in Haiti, including through Arria Formula meetings, in order to encourage them to work together to advance an inclusive political process.

  26. Equally indispensable are the support and cooperation of neighbouring countries and the relevant organizations. We see that some countries of the region have recently announced new measures to control arms exports to Haiti, and we expect those measures to achieve positive results. Since the assassination of former President Moïse, in July 2021, the Haitian Government, Parliament and judiciary have been paralysed, and presidential elections and the constitutional referendum have been postponed repeatedly. The people of Haiti cannot wait indefinitely. The state of anarchy caused by the shutdown of State institutions must end as soon as possible.

China supports Gabon in fulfilling its duties as Chair of the Sanctions Committee established pursuant to resolution 2653 (2022) and hopes to see the Committee and its panel of experts become operational promptly, carry out their work as mandated with urgency, in particular by reviewing and updating the sanctions list and monitoring implementation of the sanctions measures so that the sanctions regime will effectively produce the expected effect of deterring gangsters and curbing violent crimes. The security situation in Haiti remains dire, with no signs of any significant let-up in gang violence. China has stressed on many occasions that preventing gangs from illegally acquiring weapons is essential to improving Haiti’s security situation. The Haitian authorities must earnestly assume their responsibilities in this regard.

This year we pushed for three urgent Security Council deliberations thereon and were the first to propose sanctions against the gangs and their supporters that undermine peace and security in the country, request that the Secretary-General submit recommendations on how to help the Haitian National Police combat gangs, and ask the Haitian Government to update the Security Council on its political process. Thanks to the joint efforts of Council members, the Security Council unanimously adopted resolution 2653 (2022) in October this year, imposing sanctions measures, including a travel ban, an assets freeze and an arms embargo against the Haitian gangs, and translating into action the consensus on curbing gang violence and crimes with a view to protecting the Haitian people and restoring security and social order in the country.

I welcome the presence of the Foreign Ministers of Haiti and the Dominican Republic as well as the Permanent Representative of Canada at today’s meeting. I also listened attentively to the statement by Mr. Ives. In 2022, a year that is drawing to a close, Haiti has seen continuing political stalemate, with still-rampant gangs, a resurgence of cholera, severe food and energy shortages, and growing violence against women and children. The Haitian people are struggling in ever deeper agony and despair. China attaches great importance to the situation in Haiti.

The Special Rapporteur on the negative impact of the unilateral coercive measures on the enjoyment of human rights stated explicitly in her report (A/HRC/51/33) that such measures have exacerbated the humanitarian crisis in Syria. The Secretary-General also stated in his report (S/2022/933) that unilateral sanctions have impeded humanitarian work with regard to procurement and payments. Once again, China calls on the countries concerned to lift their unilateral coercive measures against Syria without delay.

  31. In the past five months, funding for such projects has improved, but is still far behind in meeting the needs of the Syrian people. China urges all donors to put the well- being of the entire Syrian population first, provide sufficient financial support with no strings attached to early-recovery projects and ensure their even-handed delivery across Syria. Given that explosive remnants of war have taken a heavy toll on the normal life and work of the Syrian people, we hope that the relevant operations will be incorporated into the early-recovery programme without delay. Unilateral sanctions and their excessive enforcement run counter to the efforts of the Council and the international community to improve humanitarian access and increase humanitarian resources in Syria.

  32. It has played its part in easing Syria’s humanitarian situation. Relevant United Nations agencies have also contributed to its implementation. However, its comprehensive and effective implementation is still some way off. Cross- border aid was an interim arrangement in response to special circumstances. Eventually, it has to transition to cross-line aid in a gradual and orderly way. The international community must advance cross-line aid with the same vigour afforded to cross-border aid. Priority must be given to the assurances of supplies and funding for cross-line aid, in close coordination with all parties, especially the party in de facto control of north-western Syria so that it can become the primary channel of humanitarian relief for Syria. Early-recovery projects can help cultivate endogenous drivers for Syria’s development.

  33. At the end of the day, a proper settlement of the Syrian issue can be achieved only through political means. The sooner a political solution materializes, the earlier the people’s suffering will be alleviated. Resolution 2254 (2015) represents the international consensus on the Syrian political process and must be fully implemented. We welcome Special Envoy Pedersen and his team engaging extensively with all parties on implementing the resolution. We hope that the Constitutional Committee will reconvene as soon as possible on the basis of the Syrian-led and -owned principle. We support the Special Envoy’s step-for-step approach and encourage him to continue to enhance communication with all parties on confidence-building measures towards an early agreement. Resolution 2642 (2022) will expire in January.

For some time now, the security situation in Syria has been turbulent. Türkiye has repeatedly pounded northern Syria with air strikes and artillery shelling and continues to threaten to launch ground actions. Israel has frequently attacked targets within Syrian territory. Syria is a sovereign State. Any military operations on its soil without the consent of the Syrian Government, whatever the pretext, constitute a violation of its sovereignty and territorial integrity. We call on Türkiye and Israel to immediately cease cross- border attacks and find solutions through dialogue and consultation. The illegal presence of foreign troops on Syrian territory must also end.

  35. Armenia and Azerbaijan are close neighbours, and achieving shared security and development through cooperation is in the fundamental interests of both countries. In recent years, Armenia, Azerbaijan and Russia have issued four trilateral statements, making arrangements on the cessation of hostilities, economic and transportation cooperation and border issues, respectively, demonstrating the political will of the two countries to resolve disputes through political and diplomatic means. We encourage Armenia and Azerbaijan, on the basis of those four trilateral statements and with the good offices of Russia and other parties concerned, to meet each other half way and properly resolve disputes between the two countries based on universally recognized international law and norms governing international relations.

China has taken note of the recent letters from Armenia to the President of the Security Council (S/2022/688) and from Azerbaijan to the Secretary- General (S/2022/885) on the situation in Lachin corridor and expresses concern over the current situation and its humanitarian impact. We believe the relevant disputes surrounding the Lachin corridor should be resolved through dialogue and consultations. Russia has done a lot of work to this end with positive progress, which China welcomes. We hope that, with the good offices of Russia and other parties concerned, the disputes between Armenia and Azerbaijan over the Lachin corridor will be resolved as soon as possible.

Linking the Iranian nuclear issue with others, such as the domestic situation in Iran, will only lead to an impasse in negotiations and ultimately undo the gains made through diplomatic efforts. Fourthly, we must properly address regional security issues. In April, President Xi Jinping of China proposed a global security initiative advocating the vision of common, comprehensive, cooperative and sustainable security and the building of a balanced, effective and sustainable security architecture. The initiative provides useful inspiration for promoting the resolution of hotspot issues in the Middle East, including the Iranian nuclear issue.

Pushing for the adoption of a resolution by the International Atomic Energy Agency Board of Governors to put pressure on Iran will only exacerbate differences, undermine mutual trust and cast a shadow over the negotiations. The facts have demonstrated time and again that exerting pressure on Iran is not helpful. All parties should bear in mind long-term interests and the big picture and avoid any action that could escalate the situation and disrupt the negotiation process. We hope that the parties concerned, including the Secretariat, will accurately interpret Council resolutions and documents, prudently handle issues such as Iran’s space launch and so-called transfer of unmanned aerial vehicle systems, and avoid influencing negotiations on resuming compliance.

China calls on the United States to uphold its commitment under the agreement, lift all unilateral sanctions, cease attempts to impose long- distance jurisdiction against Iran and third parties and stop the threat of the use of force against Iran. China also would like to emphasize that the relevant parties to the JCPOA should fulfil their non-proliferation responsibilities and avoid any nuclear cooperation that contravenes the principles and purposes of the Treaty on the Non-Proliferation of Nuclear Weapons and leads to the proliferation of weapons-grade nuclear materials. That will serve as a guiding example for negotiations and resuming compliance. Thirdly, we must create an enabling atmosphere for negotiations.

  42. Dialogue and negotiation have always remained the only correct approach to resolve the Iranian nuclear issue. The parties concerned should cherish the hard-won gains of the negotiations over the past two years, demonstrate diplomatic wisdom, make political decisions and remove obstacles on the way. China welcomes Iran’s recent flexible position on the outstanding issues and hopes that the United States and the other relevant parties will seize that opportunity and meet Iran halfway to move the negotiations forward. Secondly, we must uphold the basic principles of fairness and justice. As the party that caused the Iranian nuclear crisis, the United States should be aware of its own responsibilities and take the lead in adopting concrete steps.

  43. Regrettably, however, since August, the negotiations on a return to compliance have stalled yet again, making the future of the Iranian nuclear issue uncertain. At a time when the global security situation generally is complex and perilous, the international nuclear non-proliferation regime is also facing challenges and geopolitical factors are increasingly prominent. China therefore calls on all the parties concerned to demonstrate a greater sense of urgency, live up to their responsibilities, intensify dialogue and engagement and strive to reach an agreement on outstanding issues as soon as possible, with a view to restoring the integrity of the comprehensive agreement and ensuring its effective implementation. I would like to touch upon four points. First, we must stay the charted course towards political settlement.

  44. Mr. Geng Shuang (China) (spoke in Chinese): I thank Under-Secretary-General DiCarlo, Mr. Gonzato and Ambassador Mythen for their briefings. The Joint Comprehensive Plan of Action (JCPOA), endorsed by several Security Council resolutions, is a major achievement of multilateral diplomacy. It is a model for resolving disputes through dialogue and negotiation, a key pillar of the international nuclear non-proliferation regime and a buttress for peace and stability in the Middle East. The previous United States Administration’s unilateral withdrawal from the JCPOA and launch of a maximum pressure campaign against Iran triggered the Iranian nuclear crisis. Following the current Administration’s decision to return to the agreement, the parties conducted multiple rounds of negotiations, with positive progress.

  45. The 5+5 Joint Military Commission has an irreplaceable role in implementing the ceasefire agreement. The Libyan parties should continue to strengthen their communication through the Commission to avoid miscalculation. All foreign combatants and mercenaries in Libya should be withdrawn from the country as soon as possible in a balanced and orderly manner, in accordance with the will of the Libyan people. In that process, all parties concerned should strengthen coordination with neighbouring countries to avoid increasing regional security risks.

China supports the promotion of the strategic vision of national reconciliation by all parties in Libya, welcomes the upcoming national reconciliation conference and encourages the African Union and other regional organizations to give full play to their advantages in the field of reconciliation and to provide active support to the Libyan reconciliation process so as to lay a solid foundation for Libya to achieve long- term peace and stability. According to the report of the Secretary-General (S/2022/932), the ceasefire in Libya is generally holding, but the security situation is tense and fragile, which is of concern to China. The Libyan issue cannot be solved by military means. We call upon all parties in Libya to adhere to the general direction of a political settlement, exercise maximum restraint and maintain the hard-won peace.

We call upon the international community to implement the Libyan-led and Libyan-owned principle, respect Libya’s sovereignty and territorial integrity, actively support the good offices of the United Nations and avoid imposing external solutions. The national reconciliation of Libyan parties and their harmonious coexistence will help to create a propitious environment for the Libyan political process and help to resolve the deep-rooted antagonisms of Libya’s years of turmoil.

  48. The status quo is therefore unsustainable. China hopes that all parties in Libya will put the interests of the country and its people first, avoid any actions that might complicate the situation and restart the dialogue and negotiation process as soon as possible under the good offices of the Special Representative of the Secretary-General. The top priority remains to reach agreement on the constitutional basis for the elections as soon as possible, to hold the elections in order to overcome the political division Libya is facing, and to create a political environment conducive to Libya’s national development and reconstruction. The United Nations is the main channel for good offices on Libya. Special Representative Bathily has recently done a great deal of work to restart the political process in Libya, which China appreciates.

I welcome the presence of the Permanent Representative of Libya to today’s meeting. It has been nearly a year since the postponement of Libya’s elections, which were planned for 24 December 2021. During this period, the Libyan parties have been disputing the legitimacy of the Government, security incidents have occurred one after another, and there has been little progress on the important work related to the long-term stability of Libya, such as disarmament, demobilization and reintegration and the reunification of State institutions.
