As a sincere friend of the Palestinian people, China firmly supports the just demands of the Palestinian people and all efforts to resolve the Palestinian issue. We urge the relevant parties to earnestly implement resolution 2334 (2016), cease all settlement activities in the occupied territories, stop the demolition of Palestinian homes and the destruction of Palestinian property and refrain from acts of violence against civilians. At the same time, the relevant parties should fulfil their obligations under international law, ensure the coverage of basic services and humanitarian assistance to those in need in the occupied territories and fully lift the blockade on the Gaza Strip. The coronavirus disease pandemic has had a severe impact on the economic and social development of Palestine. Israel and Palestine should resolve their differences, strengthen cooperation and spare no efforts in fighting the pandemic and saving lives.

We note that the implementation of the plan has been suspended, and hope that the party concerned will respond to the Secretary-General’s appeal by abandoning the annexation plan and returning to the track of dialogue and negotiations on an equal footing. In addition, recently the situation in the Gaza Strip has remained tense. It is hoped that all the parties concerned will respond to the Secretary-General’s global ceasefire appeal by sincerely observing the ceasefire agreement reached at the end of August and refrain from taking actions that exacerbate the situation. Thirdly, on a people-centred approach, according to the United Nations, the number of Palestinian homes demolished between March and August this year reached a four-year record, with hundreds of people displaced.

  4. China wishes to place on record its appreciation and looks forward to prompt and positive progress in intra-Palestinian reconciliation and the relevant political processes. Secondly, with regard to abiding by the international consensus, the relevant United Nations resolutions, the principle of land for peace, the Arab Peace Initiative and the two-State solution are important foundational agreements for resolving the Palestinian issue that must be upheld in order to achieve peace in the Middle East. The plan to annex parts of the occupied Palestinian territory, if implemented, would be a serious violation of international law and United Nations resolutions and would undermine the two-State solution. China is therefore seriously concerned.

All parties should attach importance to it and make the necessary efforts to create favourable conditions for the political settlement of the Palestinian issue. The Security Council should listen to the voice of the Palestinian people and countries of the region, strengthen communication and coordination with all parties in the international community and play its part through ongoing efforts to promote the Middle East peace process and the settlement of the Palestinian issue. First, with regard to strengthening political support, the question of Palestine is at the core of the Middle East issue and should remain high on the international agenda. In his address to the General Assembly last week, President Abbas called on Secretary-General Guterres to join the Quartet and the members of the Security Council in convening an international conference early next year to discuss a genuine peace process.

  9. Unilateral sanctions will not solve problems; rather, they only impose suffering on the people. Unilateral sanctions make it more difficult for the Syrian people, who have already suffered immensely from the conflict, to fulfil their livelihoods. In the light of the coronavirus disease (COVID-19) pandemic, unilateral sanctions have severely weakened Syria’s economic foundation and capacity for mobilization and hindered the Syrian people’s access to medical supplies and services. Vulnerable groups, including women, children and internally displaced persons, bear the brunt of the impact of COVID-19. China once again urges certain countries to respond to the Secretary-General’s appeal, heed the call of the vast majority of States Members of the United Nations and immediately lift the illegal sanctions against Syria.

  10. The main threats to Syria’s security lie in foreign occupation and terrorist activities. Foreign occupation violates international law and causes instability and unrest in the country and in the region as a whole. Terrorists are exploiting the pandemic and aggravating security risks in many parts of the country. It is Syria’s right to defend its sovereignty and territorial integrity, combat terrorism and safeguard its national security. The international community should adopt uniform standards in counter-terrorism, in accordance with international law and Security Council resolutions, and support the efforts made by the Syrian Government. To promote the political process and restore peace and stability in Syria, the relevant parties and the international community must enhance dialogue, build consensus and improve collaboration.

Only by adhering to the principle of a Syrian-led and Syrian-owned process and by respecting the sovereignty, independence, unity and territorial integrity of Syria, can we achieve a lasting peace in the country. The international community applauds the Secretary-General’s appeal for a global ceasefire. It is hoped that all parties in Syria will heed this appeal and seize the window of opportunity afforded by it to enhance mutual trust and stabilize the security situation at an early date. Since March, the situation on the ground has been, by and large, calm. The Astana process has played an important role in settling ceasefire arrangements. China appreciates and supports the Special Envoy’s efforts aimed at promoting the implementation of Security Council resolutions and advancing the Syrian political process. China welcomes the third round of meetings of the small body of the Syrian Constitutional Committee, which were held in Geneva in late August. We are pleased to note the areas of commonalities agreed by the two sides and their political will to participate in the next session. We hope the parties concerned will maintain close contact with the Special Envoy and cooperate with him to advance the political dialogue on the basis of existing consensus, so as to achieve positive progress as soon as possible. Meanwhile, the work of the Syrian Constitutional Committee must remain independent and free from foreign interference.

The Food and Agriculture Organization of the United Nations (FAO), the World Food Programme and other international agencies have a key role in that regard, and we should support them. As the largest developing country, China takes food security as a governance priority. In response to COVID-19 challenges, China launched a nationwide campaign to prevent food waste. We also work closely with the FAO and are actively engaged in international cooperation, thus contributing to the stability of the global food supply. In addition, we are helping other developing countries tackle the COVID-19 pandemic and locust infestations through information-sharing and technical assistance.

  15. Food prices are being pushed up by unstable supply chains and market panic. Cross-border travel restrictions are resulting in labour shortages in some areas, thus disrupting the seasonal production cycle. The combination of all these challenges could aggravate food insecurity and exacerbate the humanitarian crisis in affected countries and regions. Under these circumstances, the international community should strengthen its cooperation in fighting COVID-19, build back the economy and minimize the impact of the pandemic on food security. We should ensure the stability of global food industrial and supply chains by resuming production, while taking all the necessary epidemic-related preventive measures.

  16. This year kicks off the decade of action to deliver the Sustainable Development Goals. We must focus on areas of common concern for developing countries, such as food, agriculture and poverty reduction. More resources should be mobilized to support developing countries through funding, technology and capacity-building in order to achieve better economic and social development and create the necessary conditions for food security. Development should always be at the centre of international cooperation, and the default critical solution for the settlement of conflict. The coronavirus disease (COVID-19) continues to spread across the world. The trade restrictions imposed during the pandemic are hindering food transportation and interfering with global food industrial and supply chains.

China supports the Secretary-General’s appeal for a global ceasefire and calls for all relevant parties to ensure the full implementation of resolution 2532 (2020), comply with international humanitarian law, agree to a ceasefire and cease all violence. The Council should undertake its primary responsibility of maintaining international peace and security. It should work for the political settlement of disputes through peaceful and diplomatic means in order to maintain peace and stability in affected regions. It should make every effort to guarantee humanitarian access and strive to mitigate humanitarian disasters, including conflict-induced food insecurity. We should promote sustainable development and food security so as to address the root causes of conflict.

  18. Obstruction and damage to humanitarian operations and facilities result in food crises, in which large numbers of civilians suffer malnutrition and famine. Meanwhile, food crises always lead to rising discontent and provide breeding grounds for violence and extremism, thus exacerbating volatilities and conflicts. Food insecurity in conflict areas not only impacts international and regional peace and security but also the national development and livelihoods of people in affected countries. The Security Council should continue to play an important role in finding a solution to this problem and breaking the vicious cycle of conflict, violence and food insecurity. We should promote the political settlement of conflicts and do our best to reduce food security risks in conflict areas.

  19. I thank Under-Secretary-General Lowcock, Director-General Qu Dongyu and Executive Director Beasley for their briefings. I also thank the Secretariat for the update it provided on food security risks with regard to resolution 2417 (2018). According to the update, in the Democratic Republic of the Congo, Yemen, north-east Nigeria and South Sudan the food crisis remains dire, affecting millions of people. The grave humanitarian situation in those countries deserves serious international attention. As a matter of fact, the situation in those countries represents only a small fraction of conflict-induced food insecurity problems worldwide. Armed conflicts and violence pose a serious threat to food production infrastructure, force people to leave their homes and cause labour shortages.

  20. China supports the Afghan Government in its continued fight against the coronavirus disease, and endorses the effective measures taken to ensure the safety and health of UNAMA personnel. Integration, regional cooperation and connectivity are the only way to strengthen the Afghan economy and improve people’s livelihoods. In accordance with its mandate, UNAMA should continue to promote regional cooperation and interconnectivity, support peaceful reconstruction in Afghanistan, strengthen coordination and cooperation with regional partners and help Afghanistan tackle long-term problems, such as poverty and narcotics. We hope that both parties can seize this opportunity, demonstrate good faith, find an effective political solution to the Afghan issue as soon as possible and reach a broad and inclusive future arrangement. The withdrawal of foreign military forces should be carried out in a responsible and orderly manner so as to ensure a smooth transition of the situation in Afghanistan and avert the emergence of a security vacuum in the country, which would exacerbate insecurity and have a spillover effect on neighbouring countries. UNAMA and the Secretariat need to remain seized of this matter and report to the Council in a timely manner. All parties should continue to fight terrorism in Afghanistan with determination and prevent the use of Afghan territory for terrorist activities, while strictly adhering to uniform standards throughout the process.

Mr. Geng Shuang (China) (spoke in Chinese): The Security Council has unanimously adopted resolution 2543 (2020), renewing the mandate of the United Nations Assistance Mission in Afghanistan (UNAMA), which China very much welcomes. As Afghanistan’s close neighbour, China supports UNAMA in carrying out its mandated work and sincerely hopes that the war and violence in Afghanistan will come to an end and the country will soon achieve development and prosperity. With intra-Afghan negotiations recently launched, a major breakthrough was made in the Afghan peace process. China calls for the parties to the peace talks to adhere to the basic principles of Afghan leadership and ownership.

China’s proposal to mandate UNSMIL to assist Libya in advancing in the implementation of the 2030 Agenda for Sustainable Development and the proposal of other members to offer ceasefire-monitoring arrangements should be agreed on by the parties concerned. Neither of these issues has been duly reflected in the resolution. As a result, China had no choice but to abstain in the voting. We hope that, at the next consultations on the draft resolution on UNSMIL mandate renewal, the opinions of all parties will be heeded more fully and their concerns better accommodated in order to strive to reach consensus. Last but not least, I would like to reiterate that China will continue to play a constructive role in achieving lasting peace and sustainable development in Libya at an early date.

  25. Mr. Geng Shuang (China) (spoke in Chinese): The situation in Libya has seen positive momentum recently. However, the overall situation remains delicate and fragile. At this critical moment, China, together with others in the international community, supports the United Nations Support Mission in Libya (UNSMIL) in pursuing the implementation of its mandate. China thanks the United Kingdom for its efforts as penholder in facilitating the renewal of the UNSMIL mandate. Regrettably, however, issues relating to human rights, gender and ceasefire monitoring, inter alia, were not properly resolved in the resolution, which is why there is still room for improvement.

  26. China has provided several batches of supplies to Yemen to help the country with its COVID-19 response and is willing to continue to support and assist the Government and the people of Yemen. With regard to access to the FSO SAFER oil tanker, we have not seen any real progress yet, which is disheartening. The engine room was flooded again recently. The Council should urge all the relevant parties to take concrete actions to ensure that the United Nations technical team can carry out a safety assessment and the repair of the tanker as soon as possible.

People in Yemen are faced with a violent conflict, economic crisis, the coronavirus disease (COVID-19), floods, locusts, plague and many other challenges, and are quite mired in a major humanitarian disaster. The international community must help the country to make great efforts to improve its humanitarian situation, with a special focus on vulnerable groups, including women, children and the disabled. Donor countries should honour their commitments as soon as possible. The parties to the conflict should facilitate the humanitarian actions undertaken by United Nations agencies and ensure access so as to save lives. The United Nations should also facilitate forward-looking measures by parties that have active control of the country’s regions to fight against the pandemic.

China hopes that the Special Envoy and the International Committee for the Red Cross will accelerate the consultations with the Yemeni Government and the Houthis on the exchange of prisoners in order to realize a large-scale prisoner exchange. Fourthly, countries of the region and regional organizations should play a constructive role, out of the realization that peace, stability, development and prosperity in Yemen are in the overall interests of the countries of the region. We would like to encourage these countries to exert positive influences on all the parties to the conflict and promote negotiation and peace. With regard to the humanitarian situation in the country, every briefing by Under-Secretary-General Lowcock leaves us with a heavy heart.

  29. We urge the parties to heed the ceasefire initiative of the Secretary-General and his Special Envoy and stop the use of force so as to create conditions for the political process. Secondly, the United Nations should hold in-depth consultations with the parties and showcase the benefits of negotiations and a truce through a detailed agreement so as to encourage all the parties to sit down and have a true negotiation. All the parties should consider the interests of the Yemeni people as their priorities and coordinate with the Special Envoy, while being flexible and making the right choices.   30. The parties to the conflict have complicated, intertwined differences and often move back and forth between the battlefield and the negotiating table. Mutual trust is seriously lacking, and the comprehensive political process stalls time and again. China believes that no matter what difficulties and setbacks there are, the overall direction of solving the Yemeni issue politically should remain unchanged, and the sovereignty, unity and independence and territorial integrity of the country should be respected and maintained. To achieve a breakthrough in the political process, all parties should make joint efforts. First, all parties to the conflict in Yemen should embrace a ceasefire and refrain from violence. At present, several areas in the north and south of Yemen have seen escalation in military actions.

Thanks to the mediation of the United Nations and other countries in the region, the parties to the conflict in Yemen conducted talks and negotiations and achieved the Stockholm Agreement and, subsequently, the Riyadh agreement. The Security Council has adopted relevant resolutions and deployed the United Nations Mission to Support the Hodeidah Agreement to monitor the ceasefire on the ground. Special Envoy Griffiths has proposed a new peace initiative and is actively conducting good offices. At the same time, we need to recognize that the implementation of the existing agreements is not yet satisfactory. The Stockholm Agreement is at a stalemate, and the implementation of the Riyadh agreement has been erratic.

Facts have proved time and again that military means will not solve the country’s problems; wars lead only to tragedy. The international community has never given up its efforts to solve the Yemeni issue politically.

The theme of this important event highlights our collective commitment to multilateralism.   34. The AU’s independent peace missions, as a good example of the African solution for African questions, provide important support to the United Nations peacekeeping operations. The United Nations should therefore provide them with sustained and predictable funding. In September 2016, the Secretary-General briefed the Security Council on recommendations to strengthen cooperation between the United Nations and African Union. This recommendation should be fully implemented. President Xi Jinping of China announced at the 2015 United Nations Peacekeeping Summit that China would continue to support Africa in its efforts to build an African standing army and rapid crisis response forces. All these commitments have been honoured.China will, to the best of its abilities, continue to contribute to the peace and security in Africa.

The Security Council, the Secretariat, financial contributors, TCCs and PCCs should strengthen their communication and carry out in-depth discussions through existing mechanisms, such as TCC and PCC meetings and Security Council peacekeeping working groups, in order to create synergy for peacekeeping reforms. The United Nations should work more with the African Union (AU), the Association of Southeast Asian Nations, the Shanghai Cooperation Organization and other regional organizations. The United Nations can support these organizations, which in turn can do the same for the United Nations. Instead of seeking a dominant role in this process, each organization should use its strengths and work together to maximize the effectiveness of peacekeeping operations.

China suggests that the Secretariat appoint a full-time consultant to coordinate and implement safety issues for peacekeepers, which will help achieve tangible progress in a relatively short period of time. As one of the leading countries for the subject of personnel safety in the A4P initiative, China has helped other TCCs and PCCs with training and worked with other countries to explore feasible ways to improve the safety of peacekeepers. Fourthly, it is imperative to strengthen partnership in peacekeeping operations. A strong partnership can effectively channel resources in different fields, strengthen cooperation between the United Nations and regional organizations and expand the influence of peacekeeping operations.

  37. Thirdly, we have to ensure the safety of personnel in peacekeeping operations. Peacekeeping operations rely on people for their execution. The current operations are facing increasingly complex and dangerous environments, especially in regions such as Mali and Central Africa, where peacekeepers are confronted with acute security challenges. While peacekeeping operations are by no means zero-risk, we have a responsibility to minimize the safety risk and avoid any casualties and sacrifices that could have been prevented. To this end, Member States and the Secretariat should actively implement resolution 2518 (2020) to help missions strengthen their capabilities for early-warning and provide better equipment and medical conditions for peacekeepers by establishing an expressway for medical evacuations of peacekeepers.

  38. It is necessary to take into consideration situations in different mission areas and the actual circumstances of each TCC and PCC. It is also important to know that it is unrealistic to evaluate performance without considering the level of resources available to troops. It is also unfair to the peacekeepers who have made tremendous contributions. Providing sufficient resources for peacekeeping operations and ensuring their efficient use are critical to success in peacekeeping. Cutting resources for peacekeeping operations purely for financial reasons will hinder their performance, weaken their effectiveness and even pose new risks. That is why, at the recent Security Council meeting to extend the mandate of UNIFIL, China stressed that the resources should not be cut without careful considerations.

The Security Council has already laid out exit arrangements and timetables for the African Union- United Nations Hybrid Operation in Darfur, according to which withdrawal should be undertaken in an orderly manner, as planned, in order to create conditions for the Sudan’s peacekeeping and transition. Secondly, we need to improve the performance of peacekeeping operations. It is our common goal and the joint responsibility of the Secretariat, the mission, S/2020/911 financial contributors, police-contributing countries (PCCs) and troop-contributing countries (TCCs). We believe that the performance evaluation system must be developed based on the specific situations on the ground, and evaluation of the performance of each mission, peacekeeping operation and peacekeeper must be done accordingly and appropriately.

The mandate, whether it is comprehensive, limited or targeted, should take into consideration the need to advance the peace process and the expectations of the Governments and the people of the countries concerned, rather than the will of external forces. Legal reform, the protection of civilians and the promotion of human rights are all tools that serve the political process. They should not replace the political process itself. Peacekeeping operations should strive to lay a foundation for the long- lasting peace and stability of the countries involved so that they can achieve self- reliance and continued development as soon as possible. A clear and feasible exit strategy is also an integral part of the entire plan of peacekeeping.

  41. In this connection, I wish to make four observations on how to maintain the positive momentum for peacekeeping operation reforms and facilitate further implementation of the A4P initiative. First, we must prioritize the mandate of peacekeeping operations. It is important to adhere to political means for peaceful resolution of disputes as one of the most essential principles of the United Nations Charter. Peacekeeping operations must always be carried out bearing in mind the fundamental goal of political settlement and the scope of mandate and key tasks of peacekeeping operations must be adjusted based on the developments on the ground.

  42. At this very moment, United Nations peacekeepers are working alongside the people in their mission areas to fight the pandemic. Many peacekeepers have extended their mission periods and suspended their rotations. In mission areas such as Mali and South Sudan, some peacekeeping soldiers have been infected with COVID-19 and some have even lost their lives. We extend our deepest condolences to their families. This is a very difficult time for every peacekeeper. United Nations Member States stand in solidarity and support with the Secretariat in its efforts to organize a proper response to the negative impact of COVID-19 on peacekeeping operations so that the implementation of the A4P initiative will continue. The briefing by Under-Secretary-General Lacroix is extremely important.

  43. I wish to thank Under-Secretary-General Lacroix for his briefing. I wish to take this opportunity to pay tribute to the more than 80,000 United Nations peacekeepers deployed in 13 mission areas, and commend them for their courage, sacrifice and contribution. United Nations peacekeeping operations are an important creation for the maintenance of international peace and security. It has been two years since Secretary- General Guterres first proposed the Action for Peacekeeping (A4P) initiative, and it is now at a critical stage of full implementation. The sudden outbreak of the coronavirus disease (COVID-19), however, has brought huge uncertainty to conflict-affected countries and had a serious impact on United Nations peacekeeping operations.

  44. The international community should join hands to maintain the professionalism, objectiveness and impartiality of the OPCW and reject any attempts at politicization. As a CWC State party, China firmly opposes the use of chemical weapons for any purpose by any country, organization or individual, under any circumstance. Finally, I have two questions for Mrs. Nakamitsu. First, the latest report of the OPCW briefly mentions the technical meeting held on 20 July between the Technical Secretariat and the Syrian Government. We would like to know the agenda of that meeting and its outcome. Secondly, what role can the Technical Secretariat and the Director-General play to help the OPCW return to its consensus-based decision-making practice?

  45. Pushing for a vote while there is still significant divergence only causes confrontation and undermines cooperation. That is harmful to the OPCW’s authority, operation and long-term interests. Unfortunately, such practices have been used several times in the OPCW. Many countries, including China, are seriously concerned. With regard to the decision to establish the Investigation and Identification Team and the recent decision taken at the ninety-fourth session of the Executive Council, China’s position is firm and clear. I would like to emphasize that the OPCW should strictly comply with the provisions of the Chemical Weapons Convention (CWC) in the conduct of its work instead of being used as a geopolitical tool by certain States parties.

  46. Rushing to conclusions is not conducive to closing the Syrian chemical-weapons dossier and could even undermine mutual trust among the Syrian parties, thus harming the political process. The Syrian Permanent Mission to the United Nations has submitted a number of letters to the President of the Council offering information and expressing concern. We call on the OPCW and the international community to give attention to and respond to those letters. The OPCW should endeavour to strengthen mutual trust among States parties and maintain the tradition of taking decisions based on consensus. Questions and different opinions should be encouraged instead of neglected. All parties should engage in dialogue and consultation to reach agreement.

  47. I thank Mrs. Izumi Nakamitsu, High Representative for Disarmament Affairs, for her briefing. China welcomes the fact that the Syrian Government and the Organization for the Prohibition of Chemical Weapons (OPCW) have maintained communication and cooperation through letters and video-teleconferences. The two sides, continuing their engagement at the technical level, held a secure video-teleconference on 20 July. We call on the OPCW and the Syrian Government to continue that engagement and to resolve pending issues through cooperation. The chemical-weapons issue is of great concern to all. China objects to the hasty conclusions drawn and the accusations levelled, in the absence of solid evidence, concerning the alleged use of chemical weapons.

President Xi Jinping announced at the World Health Assembly in May that a COVID-19 vaccine, when developed and deployed in China and available, will be made a global public good and shared with other countries through various channels.During this pandemic, no one is safe until everyone is safe. To make the vaccines accessible to everyone is the only way to realize universal health. We should stick to win-win concepts rather than zero-sum mentalities. Vaccines should not be stockpiled or monopolized. They should not be used to benefit oneself at the expense of others and cannot be used as political tools. We hope to see countries cooperate with each other to advance vaccine development and production and make vaccines accessible and affordable to all.

To promote international cooperation and support the global fight against the pandemic, China has sent 34 medical expert teams to 32 countries, provided 283 batches of anti-epidemic supplies to 150 countries and four international organizations and exported medical supplies to more than 200 countries. Last week, at the Group of Twenty Foreign Ministers meeting, China launched an initiative to facilitate cross-border flow of people and goods and proposed an international mechanism on mutual recognition of COVID-related health certification. We look forward to forming and implementing these schemes and are ready to contribute to the revitalization of world economy.
