We believe that any evidence or indications related to compliance issues concerning the Convention should receive the full attention of the international community and deserve thorough and purposeful responses and clarifications by the party concerned. The BWC clearly provides for how to address compliance concerns of its States parties, which in September held a formal consultative meeting under article V of the Convention and demonstrated the aspiration shared by all parties to use the BWC mechanism to clarify and resolve compliance issues. It also sharply revealed the need to show unity in dealing with security challenges against the backdrop of international conflicts. Regrettably, the series of questions raised by Russia at the meeting were not fully answered.

Mr. Geng Shuang (China) (spoke in Chinese): China voted in favour of draft resolution S/2022/821, submitted by the Russian Federation, in which article VI of the Biological Weapons Convention (BWC) is invoked requesting the Security Council to initiate an investigation into compliance violation. I would like to explain China’s position. Biosecurity knows no borders and has an impact on the common interests of all humankind. Since March, Russia has repeatedly lodged complaints with the Security Council with regard to the United States suspected biomilitary activities in Ukraine, about which China is gravely concerned.

  8. We urge the relevant countries to refrain from using unilateral sanctions and other means to interfere in the internal affairs of Bosnia and Herzegovina. Affected by both the pandemic and the external security environment, Bosnia and Herzegovina is facing serious difficulties and challenges in its economic and social development. The inflation rate remains high, foreign investment has dropped significantly and youth unemployment and population outflow have become very serious problems.   9. For some time now, the use of the Bonn Powers has become rather controversial in Bosnia and Herzegovina. China is concerned about this. The High Representative system and the Bonn Powers were a special arrangement out of a specific era. After all, Bosnia and Herzegovina is a sovereign country that needs to find a feasible path for independent and effective governance. We hope that the international community will act in a fair, balanced and prudent manner on Bosnia and Herzegovina, fully respect the opinions and concerns of all the parties and refrain from imposing external plans. China has always opposed unilateral sanctions not authorized by the Council and in violation of international law.

The post-election political situation remained stable. Relevant disputes were properly resolved within the legal framework. This demonstrates the capability, willingness and determination of the people of Bosnia and Herzegovina to maintain political stability and live in harmony. China appreciates and welcomes these developments. With the elections, the political situation in Bosnia and Herzegovina entered a new stage. China hopes that the parties in the country will maintain the current positive momentum, strengthen consultations, meet each other halfway and jointly promote the political agenda of the country.

  11. Lastly, I would like to emphasize that Africa is the continent with the most concentrated and striking refugee situations. China highly appreciates the kindness, tolerance, solidarity and resilience shown over a long period of time by refugee-hosting African countries. China calls on the UNHCR to continue to give priority to Africa, mobilize resources, provide support to African countries and lend a helping hand to African refugees at a time when they need the help the most.

At the same time, in order to increase assistance to Afghanistan, it is urgent to address the country’s frozen overseas assets as soon as possible and use them to help the Afghans out of their plight. With regard to those who entered Bangladesh from the Rakhine state of Myanmar to avoid chaos, we support Myanmar and Bangladesh in resolving the problem through friendly consultation. Since the beginning of the year, Myanmar and Bangladesh have communicated many times on repatriation. They are moving towards the goal of initial repatriation within the year. The international community should acknowledge and encourage this and support the UNHCR and other international relief agencies in continuing to provide humanitarian assistance. China will also continue to make an active effort to this end.

  13. At present, Lebanon and other countries neighbouring Syria are struggling to host and resettle refugees. The international community should continue to actively promote the political settlement of the Syrian issue, improve the humanitarian situation throughout Syria and promote an early return of Syrian refugees. The war in Afghanistan has displaced 11 million Afghans, with millions of Afghan refugees in the neighbouring countries of Pakistan and Iran alone. The international community should maintain constructive engagement with the Afghan interim administration, actively support the peaceful rebuilding and development of Afghanistan and create conditions for the return of refugees.

The international community must continue to provide funding to the United Nations Relief and Works Agency for Palestine Refugees in the Near East, increase assistance to Palestinian refugees, take concrete actions to promote a comprehensive, just and lasting solution to the Palestinian question, and put an end to the suffering of Palestinian refugees as soon as possible. The Syrian crisis has resulted in nearly 7 million Syrians crossing the border to become refugees. This has had a huge impact on the countries neighbouring Syria, including Lebanon and Jordan. This is the bitter fruit of external military intervention and imposed democratic transformation. The international community should reflect deeply on this to avoid the recurrence of such tragedies.

China commends the countries neighbouring Ukraine in hosting millions of refugees and calls on the international community to increase humanitarian assistance to relevant refugee groups so as to ensure that they are properly resettled. Peace is the fundamental solution to the problem of Ukrainian refugees. The international community should focus on promoting peace talks so that all relevant parties will resume such talks and end the fighting at an early date and achieve an earlier political solution to the crisis. The question of Palestine has dragged on for a long time. Millions of Palestinian refugees have been displaced and deprived of their future, with their homes occupied, their rights trampled on and their security threatened.

  16. It is necessary to support peacekeeping missions in providing assistance to such humanitarian agencies as the UNHCR in line with their mandates and within their capabilities. It is necessary to strengthen cooperation with such institutions as the Peacebuilding Commission, actively promote post-conflict rebuilding in conflict-affected areas and create favourable conditions for refugees to return to their homes. Regaining peace, returning home and rebuilding a homeland is the simple wish of every refugee. For many, however, this simple dream is far from being lived in reality. Refugees and displaced persons have continued to increase as a result of the crisis in Ukraine. The coming long winter will further aggravate their plight.

Developing countries have hosted 83 per cent of the world’s refugees, and developed countries should earnestly fulfil their aid commitments and help ease the pressure sustained by developing countries. It is necessary to adhere to the non-politicization principle in handling refugee affairs, resolutely put an end to using refugee status as a cover for terrorists and criminals, and safeguard the credibility of the refugee protection system. Armed conflicts are closely related to the issue of refugees. The Security Council should play an active role in alleviating the plight of refugees. It is necessary for the Council to properly fulfil the primary responsibility of maintaining international peace and security, promote the political settlement of hotspot issues and provide a peaceful environment for addressing the refugee problem.

  18. The coronavirus disease pandemic is not over yet, and global food, energy and financial markets fluctuate with great frequency. All of this exacerbates the severity and complexity of the refugee problem around the world. The total number of refugees and displaced persons worldwide exceeded 100 million for the first time in 2022. This is a record high. The growing humanitarian needs of this group of people, the severe lack of humanitarian funding for them and the fact that humanitarian agencies such as the UNHCR have been forced to lower relief standards are all of grave concern. The international community should continue to carry forward the humanitarian spirit, step up efforts to mobilize resources, strengthen multilateral and bilateral cooperation and strive to ensure that each and every refugee is protected.

Mr. President, I believe the Council will achieve every success under your leadership. I would also like to take this opportunity to congratulate Gabon for successively presiding over the Council during the month of October. I thank Mr. Grandi for his briefing. Under the leadership of the High Commissioner, the Office of the United Nations High Commissioner for Refugees (UNHCR) has overcome many challenges and done a great deal of work to alleviate the plight of refugees in many countries and regions. China commends this and will, as always, support the UNHCR and the work of the High Commissioner. At present, the international situation continues to be turbulent.

China has noted that Russia’s Foreign Minister Sergey Lavrov publicly stated to the media on 30 October that his country was ready to engage in dialogue with Western countries to ease the current tensions.   21. Compounded by conflict and sanctions, the negative spillover effects of the Ukrainian crisis have spread across the globe. Countries around the world have all felt their enormous impact, and vulnerable developing countries are in a particularly difficult situation. A prolonged, expanded and complicated conflict is in no one’s interest. We must work hard to overcome differences, fully pursue cooperation and make tangible efforts to manage the escalation of the crisis and prevent its spillover effects. Dialogue and negotiations are the only realistic way out of the Ukrainian crisis. A Cold War mindset, bloc politics, division and confrontation, isolation and suppression will not bring about peace.

Russia’s grain and fertilizer exports are equally important to the international market and the memorandum of understanding signed by Russia and the United Nations should be effectively implemented. As the Secretary- General has repeatedly pointed out, this year’s food crisis is primarily one of distribution caused by high food prices. However, if fertilizer exports do not recover, next year we will be facing a supply crisis caused by food shortages, which will be even more severe. The relevant countries must confront and eliminate the negative impact of all-out and indiscriminate sanctions on normal international trade, take concrete measures to remove the real obstacles to Russia’s export of its grain and fertilizer and completely abandon wrongful practices that politicize and weaponize economic and trade issues.

It is not easy to open a food export route in a war zone, which requires the parties concerned to maintain political input, strengthen communication and coordination, strictly implement the provisions of the agreement and jointly cope with the difficulties and challenges that may arise in its implementation. China notes Russia’s recent announcement of its decision to suspend its participation in the Black Sea Grain Initiative due to attacks on its Black Sea Fleet and civilian vessels in Sevastopol. China also notes the response of Ukraine, the United Nations and other relevant parties. We hope that the parties concerned will remain in communication, rebuild mutual trust and find a solution that addresses the concerns of all parties. We also hope that the Secretary-General will continue to play an active role in that regard.

  24. Mr. Geng Shuang (China) (spoke in Chinese): I thank Under-Secretary-General Griffiths and Secretary-General Grynspan for their briefings. The Black Sea Grain Initiative is an important food-export arrangement that was reached through repeated consultations between the United Nations, Russia and Ukraine. Since the signing of the agreement nearly four months ago, more than 9.5 million tons of Ukrainian food products have been shipped to other parts of the world by more than 400 ships, which has played a positive role in curbing the rise of global food prices. As Secretary-General Guterres said, the agreement is a beacon on the Black Sea — a ray of hope for millions of people hit by the food crisis.

ICAO should eliminate interference from political factors, fully listen to the views of relevant parties, seek to fully grasp the situation, treat the concerns of all parties equally, conduct independent, professional and serious analysis, and draw conclusions that can stand the test of time. China has always opposed unilateral sanctions that are not authorized by the Council and those that lack a basis in international law. Unilateral sanctions against Belarusian airlines and restrictions on and disruptions of the normal aviation order are detrimental to the healthy development of international civil aviation and should be lifted immediately. Just now, some members mentioned the domestic situation in Belarus. I would like to point out that the situation in Belarus is the internal affair of that country.

China maintained that the forced landing of the Ryanair flight in Belarus should be judged and handled in accordance with the purposes and principles of the Charter of the United Nations, international law and international norms based on facts and evidence without geopolitical considerations, without selectivity and without double standards. We also believe that ICAO, the specialized agency of the United Nations responsible for civil aviation affairs, should abide by the purposes and principles of the Chicago Convention and perform its duties strictly according to its mandate. At present, different parties have different views on the ICAO fact-finding report and have concerns about the source and authenticity of some key information in the report.

China noted that, on 27 July, Belarus submitted a position paper to the General Assembly at its seventy- sixth session (see A/76/909 annex), objecting to the final ICAO report on the forced landing of the Ryanair flight by Belarus. In the position paper, Belarus states that key information on which the conclusions of the final report were based is false and has not been verified with Belarus. Furthermore, the information provided by Belarus, the State in question, was not reflected in the ICAO fact-finding report.

In May last year, the Security Council discussed the forced landing of a Ryanair flight by Belarus under “Any other business” in internal consultations. Since then, the International Civil Aviation Organization (ICAO) has been responsible for the handling of that matter in accordance with the division of labour and its responsibility. Today, the Council is convening this debate to discuss that incident at the behest of a small number of members. Whether this is conducive to resolving the issue and whether it is an appropriate way for the Council to fulfil its primary responsibilities in the maintenance of international peace and security are debatable.

China welcomes the internal reconciliation agreement reached by the Palestinian political factions in Algiers this month and commends the positive role played by Algeria in that regard. We believe that it will be conducive to enhancing intra-Palestinian unity and promoting peace talks between the two sides. In conclusion, I wish to reiterate China’s support for the establishment of an independent State of Palestine that enjoys full sovereignty on the basis of the 1967 borders, with East Jerusalem as its capital, the peaceful coexistence of Palestine and Israel and the common development of the Arab and Jewish peoples.

The international community cannot replace a comprehensive and just solution with piecemeal crisis management, and neither can it make up for what is overdue on political and security fronts with limited economic and humanitarian measures. The international community should facilitate the resumption of peace talks between the two sides as soon as possible, steer the Middle East peace process back on track and seek a long-term settlement on the basis of the two-State solution. In that regard, the Security Council is duty-bound to take active and robust actions in order to support the efforts of Palestinian people to restore and exercise their inalienable rights, and it must live up to the expectations of generations of Palestinians of fairness and justice.

The continued expansion of settlement activities encroaches on Palestinian land, expropriates Palestinian resources and violates the Palestinian people’s right to self-determination, thereby making a contiguous, independent and sovereign Palestinian State even more elusive. We call on Israel to cease all settlement activities and to create conditions for the development of Palestinian communities in the West Bank, as called for in resolution 2334 (2016). Thirdly, the current situation has once again highlighted the urgency of advancing the two-State solution. The Palestinian question remains unresolved after more than 70 years, the flare-ups of violent conflicts, the deteriorating humanitarian situation and the spreading hopelessness are constant reminders that the status quo in the occupied Palestinian territory is unsustainable.

  34. Secondly, the current situation once again highlights the need to implement the international consensus. In the West Bank, more than 1,200 Palestinians in the Masafer Yatta area are at risk of eviction. Many who are reluctant to leave their homes, where they have lived for generations, are living in caves in difficult conditions. Eighteen per cent of Area C of the West Bank has been designated as military zone for training, with some 50 per cent more designated for other purposes, effectively closing it off to Palestinian construction, economic activity and development.

  35. Israel and Palestine will remain neighbours, with interdependent and indivisible security. We call on all parties concerned to exercise maximum restraint, refrain from any unilateral action that could lead to miscalculation or an escalation of tensions and make every effort to reverse the negative trends on the ground and to de-escalate the situation as soon as possible. The occupying Power should earnestly fulfil its obligations under international law to ensure the safety and security of the people in the occupied territory. The international community should attach equal importance to the security concerns of both Palestine and Israel and encourage both sides to find the greatest common ground through dialogue and cooperation in order to achieve common security. We support the efforts of Special Coordinator Wennesland to that end.

I wish to emphasize the following three points. First, the current situation has once again highlighted the importance of achieving common security. The recent period has seen a continuation of the volatile security situation in the occupied Palestinian territory. The search-and-arrest operations carried out by Israeli security forces in the West Bank have resulted in a large number of Palestinian casualties. At the same time, Israelis have also been killed in attacks. The escalating violence has given rise to fear and hatred and intensified conflict and turmoil, and the situation could spiral out of control. That development is deeply unsettling for China.

At Russia’s request, the States parties to the BWC held a formal consultative meeting on this matter in September. It is regrettable that the relevant party failed to answer and clarify fully the questions raised by Russia. The international community could consider invoking article VI of the Convention to facilitate the solution of the issue. The establishment of a verification mechanism is a necessary means to ensure the authority and effectiveness of the various treaties in the field of disarmament and arms control. The BWC should not be an exception or gap to be filled.

Military biological activities bear on international peace and security and the common interests of all humankind. As a country that suffered immensely from biological weapons during the Second World War, China always stands for the complete prohibition and thorough destruction of all weapons of mass destruction, including biological weapons, and firmly opposes the research, development, stockpiling or use of biological and chemical weapons by any country under any circumstances. All States parties should strictly observe the objectives and principles of the Biological Weapons Convention (BWC). The information and leads about biological military activities released by Russia deserve a corresponding response from the party concerned.

China has taken note of the letters to the Council from the delegations of Ukraine, Iran, Russia, France, the United Kingdom and other relevant parties on the transfer of drones, and we have also noted the differing interpretations of the Secretariat’s mandate as set out in presidential note S/2016/44.

The duties of the Secretariat staff should be of an exclusively international character and Member States should respect that and not seek to influence the Secretariat in the discharge of its responsibilities. Adherence to the relevant provisions of Article 100 of the Charter is an important guarantee of the Secretariat’s impartiality in carrying out its duties. The Secretariat should work within its mandate, strengthen its communication with Member States and aim to contribute to enhancing mutual trust and maintaining unity among Member States while handling differences of opinion among Member States in a fair and appropriate manner. Many speakers today have mentioned the implementation of resolution 2231 (2015). The resolution’s main content is its endorsement of the Joint Comprehensive Plan of Action (JCPOA).

  44. Mr. Geng Shuang (China) (spoke in Chinese): I thank Under-Secretary-General De Serpa Soares for his briefing. I understand that the theme of today’s meeting concerns the Secretariat’s performance of its duties, and I will address that issue first. The Charter of the United Nations establishes regulations for the Secretariat and its staff in the performance of their duties. According to Article 100 of the Charter, in the performance of their duties the Secretariat staff shall not seek or receive instructions from any Government or any other authority external to the Organization. They shall refrain from any action that might reflect on their position as international officials responsible only to the Organization.

  45. Fourthly, the sovereignty and territorial integrity of Syria must be safeguarded. Foreign military intervention is the major cause of the protracted Syrian crisis. Throughout the years, several countries have carried out military operations in Syria without the consent of the country’s Government, thereby undermining its security and stability, exacerbating the humanitarian situation and violating the country’s sovereignty and territorial integrity. Türkiye has carried out four military operations in Syria since 2016, and it recently stated that it would launch a new one there. The Syrian Government has repeatedly opposed and condemned such actions. China calls on Türkiye to earnestly respect Syria’s sovereignty and territorial integrity and engage in dialogue and cooperate with Syria to resolve the relevant issues.

  46. The recent and rapid spread of cholera in the country has resulted in a growing number of confirmed and suspected cases and deaths. China is deeply concerned about that. The fragile health system is a weak link in response efforts. The international community should actively support the recovery and development of Syria’s medical and health-care system and help the country overcome difficulties. The water shortage is the underlying cause of the outbreak. China calls on all parties concerned to make concerted efforts to swiftly ensure a stable supply of water throughout Syria and immediately stop the deliberate destruction of water-supply facilities. Unilateral sanctions have led to the serious deterioration of the humanitarian situation in Syria and offset the humanitarian efforts of the international community. They must end immediately.

  47. The projects to provide electricity, which are urgently needed by the Government, account for a considerable portion of them. China encourages the United Nations and the international community to continue to increase investment in early-recovery projects. Since the adoption of resolution 2642 (2022), there have been only three cross-line deliveries in north-western Syria, and their efficiency and scale continue to require improvement. In that regard, I would like to reiterate that cross- border assistance is only a temporary arrangement made under special circumstances. The transition to cross-line operations must be accelerated, and a clear timetable should be set for the final termination of cross-border delivery.

The international community should actively support the Syrian Government’s counter-terrorism efforts and, in accordance with international law and the relevant Council resolutions, should adopt uniform norms to jointly fight all terrorist organizations in Syria listed by the Council, completely cut off their sources of weapons, personnel and funding and cease abetting, shielding and using them for political purposes. Thirdly, efforts should be made to improve Syria’s humanitarian situation. Resolution 2642 (2022), which should be effectively implemented, provides comprehensive and balanced arrangements for improving the humanitarian situation in Syria. Over the past two months, a significantly larger number of early-recovery projects have been funded.

We hope that all parties concerned will remain constructively engaged with the Special Envoy, strive to effectively resolve the substantive differences concerning the session of the small body of the Constitutional Committee and actively respond to the Special Envoy’s step-for-step initiative to inject impetus into the early resumption of the political process in the country. Secondly, we must fight terrorist forces in Syria with resolve. Syria is faced by an increase in terrorist threats, and Security Council-listed terrorist groups have significantly expanded their control in the north- west part of the country. Terrorism is the common enemy of humankind.

With regard to report of the Secretary-General (S/2022/775) and the briefings we just heard, China would like to emphasize the following four points. First, we must continue to advance the Syrian- led and Syrian-owned political process. For a period of time, the Special Envoy and his team have travelled extensively to meet with all parties and make positive efforts to promote the political process in Syria, and China welcomes this.
