  1. Both parties should turn the fight against the pandemic into an important opportunity to strengthen unity and cooperation and achieve peaceful coexistence. According to the report (S/2021/332) of the Secretary- General, with the political turmoil, pandemic prevention and control was relaxed, leading to sharp increase in infections. When Serbia provided vaccines to an area in Kosovo inhabited by Kosovo Serbs, the Kosovo authorities reacted strongly, which came as a surprise. The international community should make sure that vaccines are fairly distributed and that vaccine gaps are eliminated. It should also make sure that there are no man-made obstacles to vaccination. We should reach as many people as possible without any barriers. Vaccines are important for people’s lives and health.

  2. Due to the political turmoil in Kosovo, dialogue between the two sides has been stalled since December of last year. China looks forward to the resumption of dialogue as soon as possible and appreciates the willingness on the part of Serbia for the talks. The results of the previous dialogue must also be implemented. Kosovo should follow the Brussels agreement and make effective efforts as early as possible to promote the establishing of the association/ community of Serb-majority municipalities. As the coordinator of the Serbia-Kosovo relationship, the European Union should play a facilitating role in that regard. Strengthening unity among ethnic groups is the only way to achieve peace and stability in Kosovo. The coronavirus disease pandemic poses a threat to the health of people of all ethnic groups on both sides.

  3. I wish to thank Special Representative Tanin for his briefing and to welcome Serbian Foreign Minister Selaković, whom I thank for his presence and statement at today’s meeting. I listened very carefully to Ms. Gërvalla-Schwarz’s remarks. The Kosovo issue is essential to peace and stability in the Balkans and to Europe as a whole. It is important that Serbia and Kosovo work within the framework of the resolution 1244 (1999) to find a solution acceptable to both parties through dialogue and consultation. In this process, Serbia’s sovereignty, independence and territorial integrity should be fully respected. Over the past six months, relations between Serbia and Kosovo have been stable in general. Progress has been made in energy transmission and border management. China welcomes this positive development.

  4. The OPCW and the Syrian Government are still continuing their cooperation in an effort to resolve issues relating to the declaration. In that context, forcing the Conference of the States Parties to take actions in haste will only make the States parties even more divided and the work of the OPCW more politicized. That will further undermine the authority and effectiveness of the international architecture on the prohibition of chemical weapons and harm the common interests of the international community. China is deeply concerned. The investigation and handling of the alleged use of chemical weapons in Syria must be brought back to the framework of the CWC. It is our hope that the OPCW will go back to its tradition of making decisions by consensus.

  5. From 7 to 25 February, the Syrian Government and the Declaration Assessment Team (DAT) held the twenty-fourth round of technical consultations. With the assistance of Syria, the DAT visited three relevant facilities that had been declared by Syria and conducted two interviews. On 9 March, Syria sent a note verbal to the Technical Secretariat providing further information on the pending issues. Those interactions deserve recognition. The Technical Secretariat must handle Syria’s initial declaration on chemical weapons in an objective and impartial manner, enhance coordination with Syria and refrain from the practice of double standards and politicization. At present, the international community is facing sharp differences over the investigations on the alleged use of chemical weapons in Syria.

Regarding the questions from relevant parties, the Technical Secretariat shall provide professional, scientific and convincing responses with a view to ensuring that investigation results stand the test of time and facts. The working methods and procedures of the IIT shall be in full compliance with the provisions of CWC. The chain of evidence must be complete and closed. China objects to jumping to conclusions amid doubts. States parties and the international community must strengthen supervision over the work of the Technical Secretariat. China commends the Syrian Government for its active cooperation with the Technical Secretariat and encourages both parties to continue their communication and cooperation to resolve the pending issues.

  7. I thank Mrs. Nakamitsu for her briefing. China is consistently opposed to the use of chemical weapons by any country, organization or individual under any circumstances and for any purposes. We hope that the Organization for the Prohibition of Chemical Weapons (OPCW) will investigate and deal with the alleged use of chemical weapons by working under the principles of independence, objectivity and impartiality and strictly within the framework of the Chemical Weapons Convention (CWC). On the chemical weapons issue in Syria, a series of reports issued by the Fact-Finding Mission and the Investigation and Identification Team (IIT) are still subject to different views.

China was a pioneer in training national points of contact and — with the Committee — organized three training workshops for national points of contact in the Asia-Pacific.   10. More targeted international cooperation is needed to support developing countries in building non-proliferation capacities. Efforts should be made to ensure an open, inclusive and transparent comprehensive review process, in which all countries, especially developing countries, can participate and have a say. China firmly opposes the proliferation of WMDs and their means of delivery. China has always fulfilled its international non-proliferation obligations and taken concrete actions to contribute to strengthening the non-proliferation regime at the national, regional and international levels. China’s export control law entered into effect in December.

  11. Countries should bolster Government monitoring and cooperate with international partners to effectively prevent non-State actors from abusing new technologies for proliferation activities. At the same time, we must not sacrifice scientific and technological progress for the sake of achieving non- proliferation goals. Fourthly, we must promote the implementation of resolution 1540 (2004) through the comprehensive review, which should enable the Committee to fairly evaluate each country’s implementation of the resolution. While fully respecting each country’s sovereignty, the Committee should objectively assess evolving proliferation risks and support each nation’s efforts to develop priority goals and areas for implementation, in accordance with its international obligations and specific conditions.

The international community should further enhance the universality of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), the Biological Weapons Convention (BWC) and the Chemical Weapons Convention so as to ensure their comprehensive, effective and balanced implementation. The tenth NPT Review Conference, the ninth BWC Review Conference and the comprehensive review of resolution 1540 (2004) should be used as opportunities to strengthen these treaties and mechanisms. Thirdly, we must consider the proliferation risks associated with emerging technologies. New technologies such as artificial intelligence, 3D printing, gene editing and synthetic biology can be used for the proliferation of WMDs and their means of delivery.

All parties should be guided by the shared vision of common, comprehensive, cooperative and sustainable global security, accommodate the legitimate concerns of all countries, eliminate the root causes of proliferation and seek common security. China appreciates the efforts made by the Chair, the Group of Experts and the Secretariat, and hopes that all parties will continue to improve their communication and cooperation in a constructive manner for the success of the Committee’s work this year. The proliferation of weapons of mass destruction (WMDs) and their means of delivery puts international peace and security at stake and poses a common challenge to the international community. Resolution 1540 (2004) was the first Council resolution dedicated to non-proliferation and is an important part of the international non-proliferation regime. Over the past 70 years, we have deepened international consensus on non-proliferation and made steady progress in advancing the non-proliferation regime and building cooperation in this area.

China congratulates Ambassador de la Fuente Ramírez, Chair of the Security Council Committee established pursuant to resolution 1540 (2004), on assuming this important post, and welcomes his briefing to the Council on the work of the Committee. Since last year, the 1540 Committee has actively adjusted its work model to minimize the impact of the coronavirus disease (COVID-19) pandemic.   19. The United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) has made a positive contribution to improve the humanitarian conditions of Palestinian refugees. The international community needs to deliver on its commitments as soon as possible, consolidate its political support for UNRWA and effectively ease the Agency’s financial stress. In the aftermath of the outbreak of the COVID-19 pandemic, China dispatched a team of medical experts to Palestine, donated multiple batches of anti-pandemic supplies and, through UNRWA, provided anti-pandemic assistance to Palestinian refugees. China donated COVID-19 vaccines, which will be delivered to Palestine soon.

A proper solution to this problem will greatly enhance mutual trust between the two sides and help the Middle East peace process break out of its vicious circle and get into a phase of virtuous interaction. China calls on Israel to act on resolution 2334 (2016), stop settlement activities in the occupied Palestinian territory and take measures to prevent violence against civilians. At the same time, Israel’s rights to survival and legitimate security concerns need to be fully respected and guaranteed. Thirdly, Palestine is faced with prominent challenges in survival and development, which have been exacerbated by the coronavirus disease (COVID-19) pandemic.   21. At the same time, the international community should continue to focus on the root causes of the Palestinian-Israeli conflict and speed up the political process. Secondly, this year marks the fifth anniversary of the adoption of resolution 2334 (2016). This resolution responds to the legitimate concerns of the Palestinian people and reflects the general demands of the international community. Regrettably, five years on, settlements in the occupied Palestinian territory continue to expand in size and the number of Palestinian houses being demolished keeps growing, while the Council resolution has yet to be implemented effectively. Israelis and Palestinians living side by side in peace and security is the only option. The issue of settlements is a key item of the final-status negotiations on the question of Palestine.

  22. The Quartet reaffirmed the general direction of two-State solution, sending out encouraging signals. Building on that, we need to amplify the voice of countries of the region, mobilize international support and forge synergy to promote talks for peace. We must uphold the authority of the United Nations and the Security Council and maximize the role of relevant mechanisms. China supports President Abbas’s initiative to convene an international conference on peace in the Middle East and supports the establishment of an expanded multilateral mechanism for peace. We welcome the second round of national dialogue between Palestinian factions and hope that the dialogue will help enhance Palestinian unity, ensure the smooth holding of elections and better protect and promote the interests of the Palestinian people.

  23. I thank Special Coordinator Wennesland for his briefing. After an extended period of impasse and setbacks, the Middle East peace process is finally showing positive signs. The international community should seize the opportunity, stay the course for the two-State solution and, on the basis of international parameters underpinned by the relevant United Nations resolutions and the principle of land for peace, strive to facilitate the resumption of the dialogue and negotiation process. I wish to highlight the following three points. First, major parties have recently frequently interacted on the Palestinian- Israeli question. The emergency meeting of the Foreign Ministers of the League of Arab States demonstrated the unity of Arab States on the Palestinian question.

  24. Resolving the Yemen issue requires a favourable regional security environment. China has proposed an initiative for a multilateral dialogue platform in the Gulf region. Other countries have put forward similar ideas. China hopes that those ideas can be put into practice through joint efforts so as to promote a regional peace process. We hope that, on the premise of respecting Yemen’s sovereignty, independence, unity and territorial integrity, relevant countries can utilize their advantages to positively influence the parties in Yemen so as to contribute to a political settlement of the Yemen issue.

  25. I look forward to seeing it play an important role in mobilizing global resources and strengthening coordination among humanitarian agencies. Yemen highly relies on imports for its food security. Parties should ensure operations at commercial ports. Parties with actual control inside Yemen should comply with international humanitarian law and provide safe and unimpeded humanitarian access so as to create conditions for the protection of civilians, in particular women, children and other vulnerable groups. On the matter of the FSO SAFER oil tanker, China urges the Houthis to expeditiously grant access to the United Nations technical team for inspection and repairs so as to prevent a catastrophic accident. Fourthly, regional security cooperation should be strengthened to help ease the tension.

The mounting food security crisis is heartbreaking. China welcomes the Secretary-General’s announcement of the creation of a high-level task force on preventing famine.

  27. Launching military offensives and provoking hostilities now are the most unconscionable things to do. China expresses its concern over the escalation in the clashes in Ma’rib, condemns attacks against Saudi civilians and civilian infrastructure and calls for the immediate cessation of hostilities and violence, so as to create the necessary conditions for a political settlement of the Yemen issue. Secondly, political commitments should be honoured and political negotiations advanced. Despite difficulties and setbacks, there should be no deviation from the pursuit of a political settlement to the Yemen issue. Parties to the conflict should break free of the vicious cycle of going back and forth between the battlefield and the negotiating table. They should implement past agreements, build mutual trust and make new gains.

Their briefings show us that Yemen still faces complex and grave political security and humanitarian challenges. The international community should strengthen unity and pull together for an early and comprehensive solution to the Yemen issue. First, military clashes and all hostilities must be immediately stopped. The protracted conflict in Yemen has caused huge losses for all parties and untold suffering for its people. Facts have repeatedly proven that military means cannot resolve the problem. Instead, war can lead only to disasters. Since last year, the United Nations has vigorously striven for the implementation of the global ceasefire initiative.

  30. There are worrisome new trends in the activities of the Islamic State in Iraq and the Levant terrorist group. Many Council members are concerned about terrorist activities in Syria and their spillover risks. The international community should support the Syrian Government’s efforts to protect its national security and combat terrorist forces in Syria. Advancing the Syrian political process and restoring peace and tranquillity to Syria requires all Syrian parties and the international community to strengthen dialogue, build consensus and work together. Sanctions and pressure will only lead to strong backlash and confrontation, intensify and prolong the conflict, exacerbate the suffering of the Syrian people and will not help solve the fundamental problems.

The Permanent Representative of Syria sent a letter to the President of the Security Council to express his concerns in that regard. China calls on all parties concerned to respect Syria’s sovereignty, independence and territorial integrity, and to avoid exacerbating the situation in Syria. The international community should be committed to promoting unity and tolerance for Syrian society and should reject all intentions and actions to isolate the country. China welcomes the establishment of a tripartite coordination mechanism for Syria by Russia, Qatar and Turkey, and commends the Arab countries concerned for their positive consideration of Syria’s return to the League of Arab States. We hope that this positive momentum will yield concrete results and create synergies with the mediation efforts of the United Nations. The international community should encourage the countries of the region to strengthen dialogue and cooperation, instead of engaging in threats or obstructive behaviour. Secondly, we must ensure compliance with the purposes and principles of the Charter of the United Nations.   33. We call on all parties in Syria to maintain communication with the Special Envoy, engage in extensive political dialogue on the basis of existing consensus and make progress at an early date. The Constitutional Committee must remain independent in discharging its functions, adhere to the principle of a Syrian-led and-owned process and be free from outside interference. All parties to the Syrian crisis should actively respond to the Secretary-General’s global ceasefire appeal, stabilize the security situation in Syria and create the necessary conditions for political settlement. In addition, humanitarian and reconstruction assistance to Syria should not be linked to the political process, as doing so would violate the principles of humanity, neutrality, impartiality and independence, and would undermine mutual trust among the parties.

  34. I thank Special Envoy Pedersen and Mr. Duhaime for their briefings. The Syrian crisis has lasted a full decade. Over the past 10 years, Syria has suffered from illegal invasion, external occupation, terrorism and unilateral sanctions. National development has nearly stagnated and people’s lives are miserable. The Security Council should actively promote an early end to the Syrian crisis and alleviate the suffering of the Syrian people. Today, I would like to make three points. First, we must continue to pursue a political settlement. China supports Special Envoy Pedersen’s ongoing efforts to ensure the implementation of resolution 2254 (2015) and advance the work of the Syrian Constitutional Committee.

  35. For some time, the Syrian Government has actively collaborated with the OPCW. The two sides have cooperated and communicated openly and, in principle, agreed to extend their cooperation agreement for an additional six months. From 7 to 25 February, the two sides held the twenty-fourth round of technical consultations. The international community should acknowledge the constructive attitude of the Syrian Government and encourage the OPCW and the Syrian Government to continue their dialogue and consultations and to work together to resolve all outstanding issues.

  36. On various occasions, the Syrian Government has provided information about terrorist organizations and armed groups fabricating incidents of chemical-weapons use. The Technical Secretariat should duly consider such information and include it in its monthly reports. Thirdly, political motives must play no part in resolving the Syrian chemical weapons issue. In the past few years, some countries have repeatedly pushed the OPCW to take action despite the lack of conclusive evidence, numerous reservations about its reports and huge differences among parties. Decisions forced through in this way are often controversial and hard to implement. They have eroded mutual trust among the States Parties and hampered the resolution of this issue. Fourthly, we must rely on dialogue and cooperation to resolve the Syrian chemical weapons issue.

  37. Investigations regarding the alleged use of chemical weapons should be science-based and comply with all the relevant rules and standards. The reliability of the sources of information, the integrity of the chain of evidence and the soundness of the analysis all affect the credibility and authority of any resulting report. States parties have the right to challenge the investigation reports. As such, in order to convince people of its findings, the OPCW Technical Secretariat should present conclusive evidence. Secondly, there cannot be double standards if we are to resolve the Syrian chemical weapons issue. The Technical Secretariat must not selectively gather intelligence and information on the alleged use of chemical weapons by parties.

As a sincere friend of the Palestinian people, China firmly endorses the legitimate demands of Palestine and supports the establishment of an independent State of Palestine with full sovereignty, on the basis of the 1967 borders and with East Jerusalem as its capital. This month, through UNRWA, anti-pandemic supplies donated by China have been officially distributed to the 141 health-care centres located in Palestine, Jordan, Lebanon and Syria. The international community must work together to support and ensure the smooth holding of the elections, with a view to strengthening intra-Palestinian unity and safeguarding and promoting the interests of the Palestinian people. The coronavirus disease (COVID-19) pandemic has severely affected socioeconomic development in Palestine. The international community must continue its assistance to Palestine in combating the pandemic, growing the economy and improving livelihoods. At the ministerial meeting of the League of Arab States on 8 February, Foreign Ministers of members of the League emphasized the core nature of Palestinian statehood and reaffirmed their common position on the two-State solution and the Arab Peace Initiative. This reflects the spirit of unity and justice of Arab States, for which China expresses its appreciation. Thirdly, stronger support must be given to boost unity and development in Palestine. The general elections this year represent an important political agenda there. Two weeks ago, Palestinian political parties successfully held a dialogue in Cairo at which they agreed on election arrangements, thus making a major stride in intra-Palestinian reconciliation. China welcomes such results and commends Egypt for the positive role it is playing.

  42. The international community must explore and establish a multilateral mechanism with broad participation so as to generate robust synergy in promoting peace talks. Parties that have major influence on Palestine and Israel must uphold an objective and impartial standard and sincerely strive to help the two parties narrow their differences and build mutual trust. The Security Council should play its due role by working actively towards relaunching Palestinian-Israeli dialogue on an equal footing. China supports the early holding of an international conference on peace in the Middle East, which is an initiative promoted by President Abbas.

China calls upon Israel to end its settlement activities in the occupied Palestinian territories, stop the demolition of Palestinian homes and the destruction of Palestinian property, and take measures to prevent violence against civilians. That having been said, Israel’s right to survival and its legitimate security concerns must also be fully respected and guaranteed. Secondly, international synergy in promoting peace talks must be forged. Currently, new changes are on the horizon for the Middle East. The international community must seize this opportunity, act with a greater sense of urgency and conduct a new round of diplomatic efforts in order to vigorously make progress in the Middle East peace process. An effort that is conducive to the political settlement of this question will have China’s active participation and support.

  44. Independent statehood is a national right of the Palestinian people that cannot be denied. The two-State solution is a bottom line of international justice that cannot be compromised. The relevant United Nations resolutions and the principle of land for peace, inter alia, are the basic tenets that cannot be deviated from in resolving Palestinian-Israeli conflict. On that basis, the international community must join hands to seek an early solution. For some time now, the issue of settlement activities has been fermenting, severely weakening the prospects for a two-State solution. All actions that undermine mutual trust must cease immediately, and resolution 2334 (2016) must be implemented in earnest.

  45. I thank Special Coordinator Wennesland and the youth representatives of Palestine and Israel for their briefings. The question of Palestine has remained unresolved for over 70 years. In the occupied Palestinian territories, one generation after another of young people have suffered deeply from conflict, violence, historical grievances and poverty. The international community is obligated to show courage in honouring commitments, demonstrate conscience in upholding justice and find a comprehensive, just and lasting solution to this question at an early date, thus giving young people a peaceful home and a bright future. In this context, I would like to stress three points on this question. First, we must continue moving in the right direction, namely, towards a two- State solution.

We are concerned at the incidents that led to civilian casualties, especially casualties among children, who are the future of Syria, and whose lives, nutrition and education must be safeguarded with utmost effort, so that they can survive, thrive and grow up to become a vital force in building their country. It is imperative that the international community work together to help extricate Syria from the mire of war and safeguard the basic livelihoods of the Syrian people, especially women and children. The humanitarian issue must not be politicized by attaching political strings to humanitarian aid or by instrumentalizing such aid to exert pressure.

  47. Early this month, China announced an aid package of 150,000 doses of vaccine, 20 ventilators and the first shipment of 750 tons of rice. These aid supplies will be arriving in good time. Where we can ensure it, our assistance and support to the Syrian people shall continue. It warrants underlining that eradicating terrorism once and for all is the only hope that Syria has of returning to normality. This is the sine qua non of improving the economic and humanitarian situation in the country. It behoves the international community to support serious counter-terrorism operations that are in line with international law and the relevant resolutions of the Security Council, with a view to maintaining the country’s security and stability. China takes the accounts given by the briefers earlier very seriously.

  48. China calls on the United Nations and the international community at large to ramp up humanitarian assistance to Syria with stronger cooperation with its Government. While continuing the cross-border humanitarian operations and making the best use of Bab Al-Hawa crossing point, efforts should be made to make more cross-line deliveries and steadily scale up this modus operandi. We are pleased to know that last year the World Health Organization delivered large quantities of medical supplies to the north-east of the country, with six road convoys and 13 air convoys from within the Syrian territory and that, on a monthly basis, the World Food Programme has provided millions of civilians with food aid through cross- line deliveries. Through bilateral and multilateral channels, China has provided Syria with $130 million in aid.

China calls on the international community to provide more humanitarian, development and reconstruction assistance to support the Syrian Government in responding to the pandemic, revitalizing the economy and providing livelihood assurances. A holistic approach is in order, so the conditions the Syrian people find themselves in can be improved, and that includes emergency assistance to deliver food and medicines, such basic services as water and electricity, and sufficient supplies to stabilize the market. I wish to underscore once again that unilateral sanctions and an unlawful blockade have been seriously undermining Syria’s ability to mobilize resources, develop its economy and launch its reconstruction. It is nothing short of a noose around the collective neck of the Syrian people. It must be undone and undone without delay.

I would like to take this opportunity to welcome the new Permanent Representative of the Syrian Arab Republic to the United Nations, Mr. Bassam Sabbagh. The past two months have witnessed the continued depreciation of the Syrian pound, food prices soaring to the highest level since 2013 and crippling shortages in the reserves of oil and other essential commodities. The coronavirus disease pandemic and natural disasters have conspired to exacerbate the humanitarian plight in Syria. The country’s dire economic and humanitarian situation leaves us deeply worried.
