“The Security Council and relevant international partners should support the efforts of regional bodies and strive to form synergy. China has repeatedly reiterated that the Sudan issue is highly complex and that a solution can be found only internally. When conducting good offices, the international community should uphold the principle of “Sudan-led and Sudan-owned”. Any external pressure or unilateral sanctions will only increase disagreement and competition and impede diplomatic mediation. Secondly, I also mentioned in my statement that there had been some more promising developments in the past, thanks to a demonstration of political commitment by all sides, commitment to diplomacy and the concrete actions taken. Finally, I must point out that, on one hand, the United States calls for denuclearization of the peninsula on the pretext of non-proliferation. On the other hand, it is upgrading its nuclear umbrella, cooperating with some other countries on nuclear submarines and transferring tons of weapons-grade enriched uranium to non-nuclear-weapon States, which is a typical example of double standards.”

“Just over a month ago, the United States and the Republic of Korea issued the Washington Declaration, expressing their intention to strengthen extended deterrence and even planning to send strategic nuclear submarines to the peninsula. The United States’ approach represents a disregard for the concerns of other countries and is totally driven by its geopolitical self-interest through which it is bent on exploiting the issue to create tension on the peninsula. China has repeatedly stated its position in previous Security Council deliberations, and on 24 February, China’s position on the political settlement of the crisis in Ukraine was issued, which specifically calls for keeping nuclear power plants safe and opposes armed attacks against nuclear power plants or other peaceful nuclear facilities. It is disconcerting that, despite repeated warnings and appeals from the international community, including China, military operations have continued to take place at the Zaporizhzhya nuclear power plant and the surrounding area.”

Israel must immediately cease attacks on all civilian facilities in Syria, including its airports. Energy supplies are bottlenecks that constrain humanitarian relief and economic recovery in Syria and should be advanced as a priority for early recovery. The organization of elections, financial management and the exploitation of natural resources are issues that should be decided by the Government and the people of South Sudan. However, the resolution we just voted on includes the so-called obstruction of free and fair elections in the listing criteria and interferes in South Sudan’s affairs on issues such as finance, anti-corruption and resource management. The international community should take an objective view of the difficulties and challenges that South Sudan is facing in improving its national governance and show it the necessary patience and encouragement.”

“Instead of lifting any of the sanctions, the penholder included more items on the embargo list in the early draft of the resolution, added criteria for listing, made accusations and put pressure on the South Sudanese authorities. That is unacceptable. During the consultations, the three African members of the Security Council (A3) proposed coming up with a list of exemptions from the arms embargo, which could have been a compromise solution to bridge the divide. However, the penholder stubbornly insisted on its own national position and put the draft resolution to a vote directly without fully discussing the A3’s proposal. China rejects that approach, which is not at all constructive and undermines the Council’s unity. China has always believed that the Security Council should handle the issue of sanctions prudently and responsibly.”

“The sanctions have a bearing on South Sudan’s long-term peace and stability and its peoples’ welfare, and the desire to see them lifted is shared by the countries of the region. Both the Intergovernmental Authority on Development, at its meeting in November of last year, and the African Union Peace and Security Council, at its meeting in February, issued communiqués calling for lifting the unreasonable arms embargo and other sanctions on South Sudan. Regrettably, the penholder of resolution 2683 (2023) ignored the many positive developments that South Sudan has registered on the sanctions benchmarks and disregarded the just calls of the countries concerned and the international community.”

For some time the sanctions imposed by the Security Council have seriously hampered South Sudan’s implementation of the Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan and its efforts to enhance its security capabilities, develop economic and trade ties and conduct humanitarian operations, and have been the subject of much controversy. As a result, China’s attitude to maintaining the Council’s sanctions against South Sudan has been one of caution, and we have repeatedly abstained in the voting on the resolutions extending them.”

The parties concerned are duty-bound to implement them and should not use them as bargaining chips. “In that regard, I would like to stress three points. First, the historical status quo of religious holy sites in Jerusalem must be respected and upheld. On 21 May, a senior Israeli security official entered the Al-Aqsa Mosque compound for a second time this year and reignited tensions. With regard to the issue of religious holy sites, Israel must stop its provocations, guarantee Muslim worshippers their right to worship, uphold the peace and tranquillity of religious holy sites and respect the custodianship of Jordan. Secondly, the illegal expansion of settlements on the occupied territories must stop. Settlement activities violate international law and resolution 2334 (2016). Since the beginning of the year, Israel has continued to advance unilateral measures on approving returns, building new settlements and legalizing settlements.”

This month, the occupied Palestinian territories, in particular the Gaza Strip, once again saw tensions. On 10 May, the Security Council held emergency consultations at the request of the United Arab Emirates, France and China. Through the mediation efforts of Egypt and other relevant countries, the parties concerned finally reached a ceasefire. However, it must be noted that the tensions and conflict between Palestine and Israel have reoccurred repeatedly over the past few years, and they have therefore fully shown that the long-stalled peace process and piecemeal crisis management are unsustainable and that there is no alternative to a comprehensive and just solution.”

“The international community should increase its humanitarian and development investment in Yemen to halt the continuing deterioration on the humanitarian front. The humanitarian operations of the United Nations in Yemen should be fully funded and the unreasonable restrictions on such operations lifted immediately. The replacement vessel for the FSO SAFER tanker is about to arrive at the port of Al-Hudaydah. China hopes that the crude-oil transfer operation will proceed as planned, and that budgeted funds will be raised and made available soon. The political settlement of the situation in Yemen cannot be considered apart from the regional dynamics. We are pleased to be seeing a tidal wave of reconciliation and hearing a clarion call for solidarity among countries in the Middle East.”

“China will continue to support his work. Relatively speaking, the security situation in Yemen has eased recently. However, sporadic exchanges of fire have still occurred in Taiz and other places, causing civilian casualties, and China is concerned about that. We urge all parties in Yemen to put the interests of the people first by staying on course to political solutions, abandoning military means and actively cooperating with the Special Envoy so that a comprehensive ceasefire can be achieved and a favourable environment created for the political process as early as possible. Yemen has one of the worst humanitarian situations of any country on the Council’s agenda. The recent stampede in Sana’a was heartbreaking.”

“Mr. Geng Shuang (China) (spoke in Chinese): I thank Special Envoy Grundberg and all the briefers for their updates. I also welcome the presence of the representative of Yemen at today’s meeting. For some time now, the relevant parties have been in close communication on the efforts to achieve a political settlement of the situation in Yemen and have continued to strive to end the suffering of the Yemeni people, which China appreciates. They should maintain the current momentum, step up dialogue and consultations, set reasonable expectations and demonstrate flexibility, as appropriate, so as to arrive at mutually acceptable solutions to the outstanding issues as soon as possible. Special Envoy Grundberg recently visited Aden and Sana’a as well as other countries in the region in an effort to promote the political process.”

“The Government of China will send a special representative on Eurasian affairs to visit Ukraine and other countries and continue to contribute to an early cessation of hostilities and a restoration of peace. There are no simple solutions to complex problems. The Ukraine crisis is the culmination of security tensions accumulated over a long time in Europe, and a final settlement of the crisis can be achieved only on the basis of cooperative security, common security and sustainable security. I hope that all the parties will reflect deeply on their joint efforts and work together for long-term peace and stability in Europe through dialogue and consultations. Today Mr. Osmani and many Council members mentioned the dispute between Armenia and Azerbaijan. China’s position on that issue has not changed.”

“Given the recent rising tensions on the battlefield, all parties should remain calm, exercise restraint, refrain from any actions that might further escalate tensions and confrontation and bring together the conditions conducive to a political settlement of the crisis. The international community should persist on the course of peace talks as the right way forward and help parties to the conflict to open the door to a political settlement of the crisis as soon as possible.
