“Over the years, the EU has done a great deal of useful work in neutralizing tensions and differences between various parties, promoting the resolution of conflicts and relevant regional hotspot issues and implementing Security Council resolutions. China acknowledges the EU’s efforts towards the resumption of compliance with the Joint Comprehensive Plan of Action. We hope that the EU will continue to play a coordinating role and work with all parties concerned to help bring about an expeditious political solution to the Iranian nuclear issue. No country can stay out of harm’s way by looking after only its own interests and no country can fight the challenges of our time alone, making multilateralism imperative. President Agius briefed us earlier on the friction between the Mechanism and the Serbian Government in relation to the relevant case. Pursuant to Security Council resolutions, the Mechanism is a small, temporary and efficient structure, whose functions and size will diminish over time. China hopes that the Mechanism will carry out its activities as mandated by Council resolutions. In particular, we hope that judicial proceedings will be conducted and completed in accordance with the timelines set out in the report. In the process, the Mechanism should rationalize its use of budgetary resources and prioritize judicial activities. I would also like to express our condolences on the tragic passing of Judge Kam. Due to the impact of the coronavirus disease pandemic, the International Residual Mechanism for Criminal Tribunals has faced many challenges in conducting its work. Under the leadership of President Agius, the Mechanism has overcome difficulties by adopting remote working methods, resuming in-court hearings and convening online plenary meetings, among other means, to ensure the timely and efficient conclusion of judicial proceedings, while enhancing interbranch coordination and boosting staff morale. Progress has been achieved.”

“Regional countries, especially those affected by conflict, are facing greater medium- to long-term impacts from the pandemic and difficulty in gaining access to vaccines, and thus a more daunting post- recovery challenge. The Security Council held a high- level open debate on the theme of addressing the root causes of conflict while promoting post-pandemic recovery (S/2021/490) and adopted a presidential statement (S/PRST/2021/10). The international community should, in accordance with the consensus reached at that meeting, step up its support for fighting the pandemic, post-pandemic recovery, trade, investment, food security and poverty reduction, and ensure that resources are channelled to where there is the most urgent need among the African parties, so as to eliminate the root causes of conflict.”

“The security situation in the Central African Republic has improved. The parties should continue to implement the peace agreement and maintain long-term peace and stability. In turn, the Security Council should remove without delay its arms embargo on the country. Secondly, we should support countries of the region in strengthening unity and cooperation. Boko Haram and the Lord’s Resistance Army are still active, which poses a grave threat to the political, economic and humanitarian situations of the countries of the region. In addition, Central Africa must also deal with other challenges, including piracy in the Gulf of Guinea, climate change and food security.”

“Some countries have forced votes at the OPCW, including a vote at the twenty-fifth Conference of the States Parties, held in April, which led to a decision supported by less than half of the States Parties to suspend Syria’s right to vote and stand for election. Half of the members of the Security Council did not support that decision, which speaks volumes about the controversial nature of that decision. China expresses its deep concern at the high degree of politicization of the OPCW’s work and the deep division of the States parties. Maintaining the authority and effectiveness of the Convention and bringing the OPCW’s work back on to the right track as soon as possible is the common responsibility of all States parties. It is also the only viable way to resolve the Syrian chemical-weapons issue.”

“The report covers the activities of the Investigation and Identification Team (IIT), the ninety-fourth session of the Executive Council and the actions taken at the twenty-fifth Conference of the States Parties. It must be pointed out that those actions are highly controversial and have significantly deviated from the right track of resolving the Syrian chemical-weapons issue. The Convention authorizes only fact-finding investigations into the alleged use of chemical weapons and does not authorize the identification of perpetrators. The establishment of the IIT overstepped the authorization of the Convention and was replete with political motives and inconsistent with the technical nature of the OPCW.”

“Mr. Geng Shuang (China) (spoke in Chinese): I thank High Representative Nakamitsu and Director- General Arias for their respective briefings. The latest monthly report submitted by the Organization for the Prohibition of Chemical Weapons (OPCW) (see S/2021/514) states that the Technical Secretariat conducted a seventh round of inspections of the Syrian Scientific Studies and Research Centre in November last year and found no chemicals or related activities that violated the provisions of the Chemical Weapons convention. The report also indicates that the Technical Secretariat is in communication with Syria on the timing of the next round of consultations. We hope that the two sides will finalize the relevant arrangements as soon as possible and continue to resolve outstanding issues through dialogue and consultation.”

“We have read the sixth report submitted by Special Adviser Karim Khan (S/2021/419), and I welcome the results of the investigation into the attacks against the Yazidi community and the attack on the Tikrit Air Academy. We hope that these developments will bring comfort to survivors, including Ms. Murad. UNITAD has collected a large amount of evidence of crimes committed by ISIL. Only its timely transfer to the Government of Iraq can translate it into the tangible results of holding terrorists accountable, thereby achieving the intended objectives of resolution 2379 (2017). We hope that UNITAD will hand over the evidence to the Iraqi side in a timely and complete manner, in accordance with the relevant Council resolutions. Terrorism is the common enemy of humankind.”

“The complex humanitarian challenges facing Syria today are highlighted by soaring food prices, oil shortages and the spread of the coronavirus disease (COVID-19). United Nations agencies need to scale up food aid and help Syria maintain its agro-infrastructure, such as water and power supplies. China supports the United Nations in providing vaccines to Syria through the COVID-19 Vaccine Global Access Facility, and China’s shipment of COVID-19 vaccines arrived in the Syrian capital, Damascus, on 24 April. Hopefully, the timely injection of vaccination will help curb the spread of the pandemic in Syria. Impacted by unilateral sanctions and economic blockades, Syria is suffering from a severe shortage of oil, and many gas stations have been forced to shut down because of low fuel supplies.”

First, we are worried about the intensification of violence in some parts of Colombia, which has lasted for some time. We call on all parties to strengthen security capacity-building and to continue to improve the security situation. “It is pressing to solve the FSO SAFER oil tanker issue. We call on the Houthis to maintain communication with the United Nations Office for Project Services, confirm the relevant logistical arrangements within the prescribed time frame and assist the technical team to board the ship for inspections and repairs as soon as possible, so as to avoid economic, humanitarian and marine environmental disasters. Over the years, China has provided a large amount of food assistance to Yemen and signed agreements on economic and technical cooperation with the Yemeni Government. We will continue to provide rice and medical supplies to Yemen as part of our contribution to alleviating the suffering of the Yemeni people.”

“China calls on countries of the region to strengthen dialogue and continuously improve the regional security environment,so as to create favourable conditions for the restoration of peace in Yemen. To solve the Yemeni issue, priority must be given to humanitarian needs. The international community must increase humanitarian assistance to Yemen, and donors must pay their pledges as soon as possible. All parties to the conflict must ensure safe and unimpeded humanitarian access to ensure that humanitarian supplies smoothly arrive in the hands of those in need. They should also ensure access to food, oil and other imported commodities. China notes that the Yemeni Government has approved entry for four oil tankers into the port of al-Hudaydah and hopes that can alleviate the local energy shortage.”

A resolution of the Yemeni issue must rely on the political and diplomatic means. Positive developments in resolving hard issues such as Libya and the Sudan in recent years have shown that, with the strong will from all parties, the mediation by the United Nations and support from the international community, we can find a solution that takes into account the concerns of all parties, no matter how complex or difficult an issue might be. China appreciates the unremitting efforts of the United Nations in advancing the peace process in Yemen and carrying out humanitarian relief operations. Recently, Saudi Arabia put forward a peace initiative on the Yemeni issue. Oman has stepped up efforts to promote peace talks. The meeting of high officials in the P5+4 format was recently held in Berlin. The momentum for a political solution to the Yemeni issue has been strengthened. “At the same time, I wish to reiterate that the goal of the Security Council discussions on the Kosovo issue is to increase mutual trust between the two sides and promote a solution to the Kosovo issue within the framework of resolution 1244 (1999) as soon as possible.
