Over the past 30 years, the Security Council successfully deployed the United Nations Mission in Haiti, the United Nations Support Mission in Haiti, the United Nations Stabilization Mission in Haiti, the United Nations Mission for Justice Support in Haiti, and now BINUH. The total cost of those operations has reached nearly $8 billion. In addition, various agencies of the United Nations system and international donors and partners have throughout devoted enormous effort to helping Haiti restore stability, achieve development and protect human rights. The accumulated investment is a staggering amount. It pains us to see that all those investments seem not to have been cherished and used wisely, and neither have they yielded the desired results. I would like to stress again that there is no external solution to the Haitian problem.

China appreciates the dedication and contributions of the United Nations to helping the Haitian people and supports the United Nations Integrated Office in Haiti (BINUH) in its continued mediation efforts to promote political dialogue in Haiti and the successful holding of elections. At the same time, years of experience and lessons have shown that, unless all political parties in Haiti assume their responsibilities, demonstrate political will and work together for national stability and development, any external efforts and help will be of no avail. Since the 1990s, the United Nations has invested huge resources in helping Haiti out of crisis.

China supports the call of the Secretary-General and strongly urges all political parties in Haiti to put the interests of the country and the people first, abandon self-interest, take up their responsibilities, listen carefully to the views of people of all walks of life and promote the constitutional referendum and elections based on broad political consensus and through dialogue and consultations, so as to create the conditions for the swift restoration of the country’s political stability and the achievement of security and development. They should not once again let the Haitians down or fail the expectation and help of the international community.

  5. Politicians have done nothing at all. Corruption and abuse of power persist in defiance of their prohibition, and national governance has almost failed. This year is a crucial one for Haiti. The Secretary-General describes it in his report (S/2021/133) as a watershed moment for Haiti. The constitutional referendum to be held in April and the subsequent parliamentary presidential and local elections will, to a large extent, shape the development of the Haitian political situation in the future and fate of the Haitian people.

I listened carefully to the presentations by the representatives of Haitian civil society, and as I will to that of the President of Haiti. Political gridlock continues in Haiti. The security situation is deteriorating. The coronavirus disease pandemic is complicated by economic and social difficulties. Rising violent crime is intertwined with social unrest. This has brought tremendous suffering to the people. Haiti is still trapped in multiple political, economic social and humanitarian crises. The Haitian people seem to have lost hope for the future. The Haitian Government and leaders should be held primarily responsible for such hopelessness and even despair. For a long time, Haitian political parties have engaged in endless feuds.

In accordance with the economic and technological cooperation agreement signed between China and Yemen, China will provide an additional ¥100 million-worth of assistance to Yemen as our contribution to alleviating the humanitarian crisis. Thirdly, regarding the issue of sanctions, China appreciates the work done by Ambassador King and supports the Security Council Committee established pursuant to resolution 2140 (2014) and its Panel of Experts in effectively carrying out their work within the mandate authorized by the Security Council so as to make positive contributions to the political settlement of the Yemeni issue.

  8. The international community must increase assistance to Yemen. The United Nations system must efficiently organize humanitarian operations. All parties to the conflict must ensure safe and unhindered humanitarian access. As the high-level pledging conference will be held next month, China wishes the conference a success. The issue of the FSO SAFER tanker requires high attention. We deeply regret that, to date, the United Nations technical team has not been able to go on site, and we urge the Houthis to cooperate with the United Nations to implement the agreement on tanker maintenance as soon as possible in order to prevent catastrophic accidents. China has been providing assistance to help Yemen prevent famine and fight COVID-19. Food assistance provided by China has reached most of the governorates in Yemen.

  9. China welcomes the Special Envoy’s recent visit to Iran and hopes that the exchanges between them will bring about positive impact on the political settlement. Chinese State Councillor and Foreign Minister Wang Yi has proposed a multilateral platform for dialogue in the Gulf region. China is ready to increase consultations with countries that have similar ideas to advance the forging of new consensus on maintaining peace and stability in the region. Secondly, regarding the humanitarian situation in Yemen, the briefings we have just heard once again brought home the severity of the economic and humanitarian situation in Yemen. The Yemeni people are suffering from multiple challenges, including risk of famine, the coronavirus disease (COVID-19), oil shortages and currency depreciation.

China appreciates the recent shuttle diplomacy carried out by the Special Envoy and hopes all parties can seize the positive momentum to meet each other halfway and create conditions to achieve lasting peace in Yemen. We welcome the move of the United States to revoke its decision to designate the Houthis as a terrorist group and its appointment of a Special Envoy to promote the political process in Yemen. We hope that the United States will adopt more measures conducive to the peace process in Yemen and commit itself to maintaining peace and stability in the Gulf region. The solutions to the issues in the Gulf region require joint efforts by regional countries and the playing of a constructive role by key countries.

  11. We support the Panel of Experts of the Security Council Committee established pursuant to resolution 2140 (2014) in conducting an investigation into the matter, within its mandate. The escalation of conflict in northern Yemen has caused civilian casualties and undermined mutual trust between the two sides, threatening the political mediation efforts. We urge all parties to the conflict to heed the ceasefire appeal of the Secretary-General, put down their weapons, exercise restraint and refrain from any actions that may increase tension, so as to create a safe environment for the peace process. China opposes any attempt targeting civilians and civilian facilities, including the attack on Saudi Arabia’s Abha International Airport.

  12. I wish to thank the Special Envoy, Mr. Griffiths, the Under-Secretary-General, Mr. Lowcock, and the Chair of the Sanctions Committee, Ambassador King, for their briefings. I would like to make comments on three aspects. First, with regard to the political situation in Yemen, since its return to Aden more than a month ago, the Yemeni Government has tried its best to govern and provide services for people’s livelihood, under very difficult circumstances. China highly appreciates its efforts. We expect the new joint Government to accelerate its internal integration, smoothly carry out its work and get ready for participating in the comprehensive political process. China condemns the attack on the Aden airport on the day the Cabinet of Yemeni Government arrived.

  13. We immediately dispatched a team of experts to train medical professionals for the country, built a testing laboratory and donated epidemic-prevention supplies. In January of this year, humanitarian aid supplies such as ambulances and generators were delivered to Iraq. Some 50,000 doses of COVID-19 vaccine will be donated to Iraq in the near future. China will continue to work with the international community to help the people and the Government of Iraq cope with difficulties and challenges and achieve peace, stability and development at an early date.

  14. We have noticed that the Iraqi Government is making efforts to strengthen the prevention and control of the pandemic and is taking multiple measures to stabilize the economy. The international community should actively fulfil its commitments, continue to provide assistance to Iraq, support the reconstruction of key infrastructure, promote economic diversification, enhance public-service capacity and improve the situation of vulnerable groups, including internally displaced persons. Over the years, China has provided vigorous support for Iraq’s reconstruction and development through pragmatic cooperation in various forms. Since the outbreak of the COVID-19 pandemic, we have stood firmly with the people and the Government of Iraq.

We agree with Secretary-General Guterres in his report that all the parties concerned should adhere to the principle of good- neighbourliness and friendship, jointly tackle cross-border challenges and effectively respect the territorial sovereignty of the countries concerned. Any military action on Iraqi territory must obtain the consent of the Iraqi Government. China welcomes the close cooperation between Iraq and Kuwait on the issue of missing persons and property and hopes that progress will continue to be made in relevant efforts. Thirdly, the international community should help Iraq fight the coronavirus disease (COVID-19) pandemic, develop the country’s economy and improve people’s livelihoods. For a while now, low oil prices and the spread of the pandemic have posed daunting challenges to the reconstruction and development of Iraq.

The international community should continue to support Iraq in dealing with the threat of terrorism and crack down on the remnants of such terrorist organizations as the Islamic State in Iraq and the Levant. It should assist Iraq in solving the problem of foreign terrorist fighters and consolidating the hard- won achievements in countering terrorism. It is essential to actively support Iraq in holding terrorists accountable, fully respect Iraqi judicial sovereignty and avoid double standards on counter-terrorism issues. We support the further improvement of the relationship between the federal Government and the Kurdistan Regional Government, which should continue their communication and dialogue on revenue sharing and budget allocation in the joint pursuit of sustainable solutions. China condemns the rocket attack that occurred near Erbil International Airport yesterday, and we oppose any actions that aggravate tensions in Iraq. Secondly, the international community should support Iraq in consolidating its counter-terrorism achievements and safeguarding national security. China resolutely opposes all forms of terrorism and strongly condemns the suicide-bombing attack in Baghdad on 21 January.

As a token of support, China donated remote video-conferencing systems and office computers to the Independent High Electoral Commission of Iraq at the beginning of this month to support the preparations for the elections. Recently, Iraq once again wrote to the President of the Security Council with regard to election assistance (see S/2021/135, annex). In the light of the United Nations practice on electoral assistance, members of the Council should consider political, security, legal and budgetary factors, among others, and carefully study and discuss Iraq’s request. Enhancing unity and solidarity among the parties in Iraq, achieving inclusiveness and reconciliation and accelerating integration and development are not only in the fundamental interests of the Iraqi people, but also conducive to regional peace and stability.

  19. In connection with the report of the Secretary-General (S/2021/120) and the briefing by the Special Representative of the Secretary-General, I would like to make the following observations. First, the international community should create a favourable atmosphere for Iraq’s political process and national reconciliation. Holding early elections is Iraq’s most important political agenda this year. It is also an important step in Iraq’s transition. We commend Iraq’s finalization of the relevant legislation and its active advancement of electoral preparations. We hope that the elections will be held smoothly so as to achieve the vision of the Iraqi people.

China calls on all parties concerned to implement the agreement in earnest, remain committed to the direction of the political settlement, seek a comprehensive solution to the crisis through dialogue and consultations, promote peace, stability and development in Ukraine, strive for a harmonious relationship among all ethnic groups in Ukraine and promote peaceful coexistence between Ukraine and the countries of the region. China has consistently held an objective and impartial stance on the Ukrainian crisis. We respect the sovereignty and territorial integrity of all countries, including Ukraine. We oppose any external interference in Ukraine’s internal affairs. We have always believed that military solutions offer no way out. Dialogue and negotiation are the only way to resolve a crisis.

Signed in February 2015 and endorsed by the Security Council, the Minsk II agreements have played a vital role in the political mediation of the Ukrainian crisis. Tomorrow will mark the sixth anniversary of the signing of the agreements. Regrettably, many provisions thereof have yet to be implemented, and there has been no fundamental progress in the political settlement of the Ukrainian crisis.

In conclusion, I would like to reiterate that we must address both the symptoms and root causes of terrorism and integrate political, economic, judicial, social and other measures with a view to eradicating the root causes of terrorism and extremism. Promoting the effective implementation of the 2030 Agenda for Sustainable Development is essential to our global counter-terrorism efforts.

  24. The Council should develop a political stance and legal framework for addressing the issue as soon as possible, so as to facilitate repatriation to the countries of origin. In that regard, China welcomes the positive measures taken by United Nations agencies, such as the United Nations Regional Centre for Preventive Diplomacy for Central Asia, to assist countries affected in repatriating foreign terrorist fighters and their families, especially women and children stranded in Iraq and Syria.   25. We must be highly vigilant against terrorist forces that incite and advocate terrorist activities by taking advantage of the opportunities or loopholes presented by the pandemic. The Internet is an important battlefield in the fight against terrorism. Terrorist organizations such as ISIL continue their illegal online activities unchecked, such as spreading extremist ideologies, inciting terrorism, recruiting and funding for terrorism. The international community must strengthen cooperation and not let the Internet become a safe haven for terrorists. The protracted issue of former ISIL associates poses a serious humanitarian and security challenge. All parties should take up their responsibilities under international law.

In order to fully promote the central role of the United Nations, the United Nations Office of Counter-Terrorism and the Counter-Terrorism Committee Executive Directorate should continue to support the efforts of Member States to protect civilians, combat the financing of terrorism, monitor their borders, promote counter-terrorism and deradicalization campaigns and assist them in fully implementing the relevant Council resolutions, as well as the United Nations Global Counter-Terrorism Strategy. In the context of the ongoing COVID-19 pandemic and in the face of the evolving terrorism challenge, the international community should have new, flexible and effective tools.

This year marks the twentieth anniversary of the adoption of resolution 1373 (2001) and the establishment of the Security Council Committee established pursuant to resolution 1373 (2001), concerning counter-terrorism, as well as the fifteenth anniversary of the adoption of the United Nations Global Counter-Terrorism Strategy. Looking back at global counter-terrorism cooperation, we must recognize that it is necessary to completely root out terrorist organizations, including ISIL, and that all countries should adhere to multilateralism, strengthen international cooperation and build the broadest possible united front against terrorism. Terrorism is the common enemy of humankind, and there are no good or bad terrorists. We must abandon double standards in the fight against terrorism.

  28. China thanks Under-Secretary-General Voronkov and Executive Director Coninsx for their briefings and welcomes the report submitted by Secretary-General Guterres (S/2021/98). According to the Secretary-General’s report, the Islamic State in Iraq and the Levant (ISIL) has not given up its attempt to regroup in Iraq and Syria and may increase its operational capacity worldwide this year, thus posing a greater threat to international peace and security. Even during the coronavirus disease (COVID-19) pandemic, terrorists in the conflict zones of Africa, Afghanistan and other areas are still moving around and orchestrating attacks. The international fight against terrorism has a long way to go.

Having noted that Syria has repeatedly expressed its willingness to cooperate with the Technical Secretariat, China recognizes Syria’s constructive attitude and encourages both sides to continue to resolve outstanding issues through dialogue and communication. Nevertheless, in past Council deliberations, some Council members have shown little interest, regrettably, in the technical details of the alleged use of chemical weapons or in the integrity or conclusiveness of the chain of evidence in the investigation reports. Instead, they are keen to discuss the means and measures of accountability, proceeding from the presumption of guilt. This seems rather impatient. The discussions in the Council must be based on scientific analysis substantiated by facts and must not be rushed in the absence of hard evidence in the face of serious differences among the parties.

  31. I wish to take this opportunity to reiterate that China is firmly opposed to the use of chemical weapons by any State, organization or individual, under any circumstance and for any purpose. The OPCW’s investigation and attribution of the alleged use of chemical weapons should be conducted strictly within the framework of the Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on Their Destruction, with full adherence to the principles of independence, impartiality and objectivity, and must respect facts and science. We hope that Council members will also reach consensus on these principles, as they are the basis for in-depth discussion and mutual trust.

For example, several Council members have repeatedly expressed their desire to know how the OPCW Technical Secretariat is handling information provided by the Government of Syria on incidents of chemical weapons fabricated by terrorist groups, and what progress has been made in that regard, as well as how the Technical Secretariat should respond to technical questions raised by Council members and independent experts regarding the content of the reports issued by the Investigation and Identification Team and the Fact- Finding Mission. The monthly report of the OPCW should reflect these elements, as requested by Council members and expected by the international community.

  33. I wish to thank Mrs. Nakamitsu for her briefing. The monthly consideration of the issue of Syrian chemical weapons highlights the importance that the Council attaches to this issue. But the monthly reports of the Organization for the Prohibition of Chemical Weapons (OPCW) often do not contain much new information. As mentioned in this month’s report (see S/2021/84), for example, the Syrian Government held the twenty-third round of technical consultations with the OPCW in order to close the case on three outstanding matters, all of which were contained in previous reports. At the same time, the concerns expressed and the questions raised by some Council members are not reflected in the report.

China will continue to stand on the right side of history, firmly uphold multilateralism and work with all the parties concerned to make unremitting efforts to promote a political and diplomatic settlement to the Iranian nuclear issue and safeguard peace and stability in the Gulf region. Based on the programme of work for the month and barring the unexpected, this is the last Security Council meeting for the year 2020. I would like to take this opportunity to bid farewell to the five departing non-permanent members: Belgium, the Dominican Republic, Germany, Indonesia and South Africa. I thank them for their efforts and contributions in advancing the work of the Security Council over the past two years. I hope that, after their tenure, they will continue, as always, to render support and cooperation.

Just now, Under-Secretary-General DiCarlo presented a few facts in her briefing, including Council members’ universal rejection of the United States push for the reinstatement of sanctions against Iran in disregard of the call of the international community, and Iran’s incomplete compliance with its obligations under the agreement, as well as the concerns of the Secretary-General about the current tension in the Gulf region. China hopes that the Secretary-General and the Secretariat will continue to promote and facilitate the diplomatic efforts of all parties and continue to play an important role in helping resolve the Iranian nuclear issue. China has always been committed to maintaining the authority of the Security Council resolution and the effectiveness of the JCPOA.

At the S/2020/1324 ministerial meeting of the Security Council on the situation in the Gulf region held on October 20 (see S/2020/1037), State Counselor and Foreign Minister Wang Yi proposed building up a multilateral dialogue platform for the region to launch an inclusive dialogue, discuss regional security issues and continuously build consensus by addressing the easier issues first, before moving on to the difficult ones. We are willing to link the Chinese initiative with similar ones from Russia and others, learn from each other and forge synergies.

  40. All parties should seize the opportunity to speed up engagement and consultations, strengthen diplomatic efforts and bring the JCPOA back on the right track as soon as possible. The most urgent task at the moment is for the United States to mend its ways, promptly rejoin the agreement unconditionally and return to full compliance. China understands that certain countries have concerns about issues such as regional security. Yet linking them directly to the JCPOA and demanding the reopening of negotiations on the agreement will create new obstacles and add new complications to resolving the dilemma over the Iranian nuclear issue.

All parties should maintain calm and show restraint, resolutely implement the JCPOA, resolve differences through dialogue and consultation under the framework of the Joint Commission and restore the balance of rights and obligations under the JCPOA. A virtual meeting of Foreign Ministers was successfully convened yesterday on the Iranian nuclear issue. The parties reaffirmed their commitment to safeguarding and ensuring the complete and effective implementation of the JCPOA and resolution 2231 (2015), recognizing the prospect of the United States rejoining the JCPOA and agreeing to make joint efforts to push for the swift return of the United States to the agreement. The ministerial meeting sent a strong, positive message to the world.

Faced with the unreasonable demands of the United States, the overwhelming majority of Council members adhered to an objective and fair stand, refused to endorse the United States position and did not recognize any legal, political or practical effects of its actions. The President of the Security Council also concluded to be in no position to take any action on the United States request. That represents a resounding rejection of bullying over fairness and justice, and of unilateralism for multilateralism. It reflects vividly the support of the international community for justice and multilateralism. At present, the situation regarding the Iranian nuclear issue is facing significant changes and new opportunities and challenges.

The unilateral withdrawal from the JCPOA by the United States of America, its continued maximum pressure on Iran and its action to undermine the efforts of parties to uphold the agreement are the root causes of the current predicament on the Iranian nuclear issue. Since the beginning of this year, the United States has openly pushed for the extension of the arms embargo against Iran in the Security Council, demanded the invocation of the snapback mechanism and unilaterally announced the reinstatement of sanctions against Iran. With disregard for the views of the international community, the United States staged several farces.

I thank Under-Secretary-General Rosemary DiCarlo; Ambassador Olof Skoog, Head of the Delegation of the European Union to the United Nations; and Ambassador Philippe Kridelka, Permanent Representative of Belgium to the United Nations, for their briefings. The Joint Comprehensive Plan of Action (JCPOA), on the Iranian nuclear issue, is an important achievement of multilateral diplomacy. Endorsed by the Security Council in resolution 2231 (2015), it is legally binding and should be effectively implemented. To preserve the JCPOA is to uphold multilateralism, maintain peace and stability in the Middle East, safeguard the international nuclear non-proliferation regime and the international order underpinned by international law.

For the eighth consecutive year, President Xi Jinping sent a message to the General Assembly on the annual observance, fully demonstrating China’s firm commitment to, and support for, the just cause of the Palestinian people and its sincere wish for peaceful development in the Middle East. China is ready to continue working with the international community in its unwavering effort to achieve a comprehensive, just and lasting solution to the Palestinian question at an early date.

At a time when UNRWA is under tremendous financial pressure, the world needs to honour its commitments and actively provide financial contributions to help the Agency overcome the current difficulties. Since the start of this year, China has provided numerous shipments of personal protective equipment and other anti-epidemic supplies to Palestine, sent a team of health experts and made significant donations to UNRWA. Recently, anti-epidemic supplies were provided by the Chinese Government to UNRWA-affiliated health institutions, and health kits were provided through UNRWA to Palestinian refugees in Palestine, Jordan, Lebanon and Syria. Earlier this month, the United Nations commemorated the International Day of Solidarity with the Palestinian People.

Any solution to the Palestinian question must take into account the voices of the countries of the region, especially Palestine, accommodate the concerns of all parties and not be imposed on any party. Given the current context, the international community must place the economic and humanitarian impacts of the coronavirus disease on Palestine high on its agenda. We applaud the tireless efforts of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) to improve the humanitarian situation in Palestine. General Assembly resolution 75/94, on the operations of UNRWA, was adopted with an overwhelming majority this month — an eloquent testimony to international recognition of the Agency’s work.

  48. With their homes gone, we have seen hundreds of children forced into displacement. We urge the relevant authorities to immediately lift the blockade on Gaza, cease demolishing Palestinian houses and destroying Palestinian property and stop acts of violence against civilians. As close neighbours that cannot physically move away from each other, Palestine and Israel must adhere to the strategic option of peace talks and relaunch dialogue on an equal footing without delay. We welcome the initiative of President Abbas to convene an international peace conference early next year. We commend the two parties for restarting civil and security cooperation and resuming the transfer of tax revenues. At the international level, we must all remain impartial and objective, working in good faith to advance the Middle East peace process.

  49. China notes with concern the continuation and significant expansion of settlement activities. According to the latest report of the Secretary-General (S/2020/1234), over the past four years, plans for more than 28,000 housing units have been approved, tenders have been announced for 12,000 units and the construction of approximately 6,000 units has started. We call on all the parties concerned to abide by United Nations resolutions, settle the final delineation of the Palestinian-Israeli borders through peaceful negotiations, refrain from unilateral actions that may exacerbate tensions, abandon the annexation plans and cease settlement activities. The past few months have seen increased demolitions of Palestinian houses and an escalation of violence against civilians.

  50. I would like to thank Special Coordinator Mladenov for his briefing. I would also like to use this opportunity to thank the Special Coordinator for his work over the past five years, especially in pursuit of a solution to the Palestinian question. I also wish him all the best in his new post. Four years after the adoption of resolution 2334 (2016), there has been no noticeable progress in its implementation. The situation in the occupied Palestinian territory continues to deteriorate and the Middle East peace process is stalled. That situation is deeply worrisome. The relevant United Nations resolutions, the principle of land for peace and the two-State solution, distilled from generations of wisdom and painstaking work, must be observed and implemented.
