  3. Unilateral sanctions seriously undermine the capacity of the targeted countries to respond to the pandemic and exacerbate the suffering of innocent civilians, especially women and children. We urge the relevant countries to immediately lift unilateral coercive measures out of consideration for humanitarian issues, in responding to the appeal of the Secretary-General and the international community. We encourage the Secretariat to assess the negative impact of unilateral coercive measures on targeted countries, and the Security Council to explore ways to tackle it based on the assessment. Fourthly, equal emphasis should be placed on ceasefires and containing the pandemic, and peace should be promoted through development. Conflict- affected countries are the weakest link in this fight.

To mitigate the pandemic’s impact on fragile countries and fragile S/2020/897 peoples, we should support the WHO in playing a leading role in the fight against COVID-19 and assist the WHO and the International Committee of the Red Cross and other agencies in conducting their work in conflict-affected countries. The Global Humanitarian Response Plan for COVID-19 still has a funding gap of $7.95 million. Substantive inputs from the international community are badly needed. To truly safeguard life and the health of peacekeepers, Member States and the Secretariat should fully implement resolution 2518 (2020). Thirdly, unilateral sanctions should be lifted to lessen the sufferings of affected peoples. The pandemic is a natural disaster, while unilateral sanctions are a human-made one.

  5. First, hostilities should be ceased to achieve lasting peace. Parties to conflicts should put aside animosity, lay down their arms and stop fighting immediately and unconditionally. In countries or regions where ceasefires have been reached, the Security Council, the Special Envoys of the Secretary-General and the relevant peacekeeping operations should seize the opportunity to push forward the political process and create conditions for reconciliation and lasting peace. Secondly, life should be put first and foremost, and humanitarian assistance increased.

  6. Nonetheless, we have to admit that challenges remain in implementing the resolution. Some ceasefire commitments are conditional. Some ceasefire deals have been seriously violated. Political progress remains slow following ceasefires in some places. Humanitarian assistance, which is badly needed in conflict-affected countries, still suffers from a huge funding gap. We are worried and concerned about such difficulties. Today the coronavirus disease (COVID-19) is still raging across the world, and some countries are seeing a rebound and even a looming second wave. Nothing is more important or urgent than combating the virus, containing the pandemic, saving lives and restoring peace. China calls on all parties to fully implement resolution 2532 (2020) in order to achieve a global ceasefire and step up efforts to fight against the pandemic.

The United Nations Multidimensional Integrated Stabilization Mission in Mali, the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo and the United Nations Mission in South Sudan, among others, provided medical materials and organized awareness-raising campaigns for host countries. Meanwhile, the ongoing efforts to protect peacekeepers’ health and safety, such as strengthening treatment facilities and raising the testing capacity, are also commendable. The WHO plays an indispensable role in combating the pandemic in conflict- affected countries. It helped Syria, Afghanistan, Iraq and South Sudan establish isolation and treatment facilities, provided medical supplies and conducted training for health workers. China highly appreciates and fully supports the WHO’s efforts.

We are encouraged by the progress, such as the sustained ceasefires in Columbia, the Sudan and South Sudan, the peace agreement initialled by the Sudanese transitional Government and the Sudan Revolutionary Front, the agreement between Hamas and Israel on de-escalation and the willingness of the relevant parties in Libya to stop fighting. All those positive developments have created windows of opportunity for advancing the relevant political processes. China also appreciates the measures taken by United Nations peacekeeping operations to support national authorities in containing the pandemic.

China recognizes the important work of the United Nations Investigative Team to Promote Accountability for Crimes Committed by Da’esh/ Islamic State in Iraq and the Levant (UNITAD) in collecting evidence and encourages UNITAD to ensure Iraq’s full access to the evidence so as to advance its national accountability efforts.   13. At the opening of the 2020 virtual counter-terrorism week last month, Secretary-General Guterres warned that terrorists are exploiting the COVID-19 pandemic to advance their objectives. He specifically mentioned that the terrorist force is continuing its efforts to reassert itself in Iraq and Syria. His call for vigilance is further vindicated by the recent increase in terrorist attacks in Iraq. We call on the international community to continue to support Iraq in consolidating the hard-won results of counter-terrorism and in addressing the issue of foreign terrorist fighters. We should also support Iraq in bringing terrorists to justice in accordance with its domestic laws and reject double standards and politicization in counter-terrorism.

  14. Iraq has repeatedly protested against the unilateral military actions of some countries on its territory. We reiterate that Iraq’s sovereignty and territorial integrity should always be respected. We join the Secretary-General in calling on the parties concerned to resolve issues that could escalate tensions in Iraq through peaceful means.   15. The international community has every reason to commend those efforts and to support Iraq’s pursuit of peace, development and a better future for its people. In that connection, I wish to highlight the following points. First, we should respect Iraq’s sovereignty, political independence and territorial integrity. As Iraq is planning to hold early elections in June 2021, the political process in the country is at a crucial stage. The international community should respect Iraq’s ownership of and leadership in all its endeavours. In giving a helping hand, the international community must listen first to the views of Iraq, respect its sovereignty and refrain from imposing solutions and interfering in its internal affairs. UNAMI should provide election assistance in accordance with the mandate entrusted to it by the relevant resolutions.

I thank Special Representative Hennis-Plasschaert for her informative briefing, and I would like to express our appreciation to her and all the staff of the United Nations Assistance Mission for Iraq (UNAMI) for their dedicated work. I also welcome the Permanent Representative of Iraq to this meeting. In May, the Security Council unanimously adopted resolution 2522 (2020), extending the mandate of UNAMI for one year. It was a clear message of support from the international community to Iraq for its stabilization, reconstruction and development efforts. At present, the Government and the people of Iraq, under the leadership of Prime Minister Al-Kadhimi, are working hard to address the economic challenges, advance the political process, fight terrorism and combat the coronavirus disease (COVID-19) pandemic.

  18. Anyone who is fair-minded can tell right from wrong. Since late 2018, more than 70 foreign delegations have visited Xinjiang. They have seen first-hand a stable, thriving and developing Xinjiang, and agree that counter-terrorism and de-radicalization efforts have made this possible. However, it is regrettable that the United States chooses to ignore basic facts and repeat its rhetoric and keep smearing and discrediting the counter-terrorism and deradicalization efforts in Xinjiang. We urge the United States to listen to the S/2020/836 international community, admit the facts, give up bigotry and double standards and stop using human rights as an excuse to interfere in China’s internal affairs. If the United States truly cares about human rights, it should do its own job first. Please protect the human rights of the American people.

  19. China is firmly opposed to politicization and double standards in counter-terrorism. The situation in Xinjiang is totally part of China’s internal affairs. It is not a religion issue or a human rights issue. Rather, it is about counter-terrorism and anti-extremism. Xinjiang has suffered deeply from terrorism and violent extremism in the past. To address the threat, Xinjiang has taken a series of preventive counter-terrorism and de-radicalization measures. This is consistent with Security Council resolutions, the United Nations Global Counter-Terrorism Strategy and the United Nations Plan of Action to Prevent Violent Extremism. These measures are widely supported by the people in Xinjiang and have yielded good results. Xinjiang has not seen a single terror incident in the past three years. Facts speak louder than words.

  20. We work closely with other Member States in sharing intelligence and combating terrorist financing, transnational organized crime and cyberterrorism. China will work with the international community to analyse in depth the impact of the COVID-19 pandemic on global terrorist activities, and will continue to have bilateral and multilateral exchanges and capacity-building cooperation with other countries, especially developing countries, including those in Africa. We will continue to provide political and financial support to United Nations counter- terrorism efforts for the maintenance of international peace and security.   22. We should attach great importance to the impact of COVID-19 on counter-terrorism and take timely measures to prevent terrorists from exploiting loopholes caused by the pandemic. Thirdly, it is important to enhance international judicial cooperation and adapt it to the new trends and features of terrorism.   24. We should comprehensively implement relevant Security Council and General Assembly resolutions and the United Nations Global Counter-Terrorism Strategy. During and after the COVID-19 pandemic, we need to further promote multilateralism and strengthen international cooperation in a joint effort to fight terrorism. Secondly, we must adopt integrated policies to address the root causes as well as the symptoms of terrorism to eradicate its breeding grounds. The international community should push for political settlement of hot-spot issues, resolve differences peacefully, assist Member States in poverty reduction and eradication and sustainable development and encourage dialogue among civilizations and religions. Facing the unprecedented challenges of the COVID-19 pandemic and the common enemy of terrorism, we must bear in mind that humankind is a community with a shared future, and we should strengthen cooperation to jointly address the threat facing us. First, international counter-terrorism cooperation should follow the purposes and principles of the Charter of the United Nations and continue to leverage the central coordinating role of the United Nations and the Security Council with unified standards. Although the pandemic appears to have temporarily reduced the risks of terrorist attacks, the socioeconomic fallout from the crisis has the potential to exacerbate conditions conducive to terrorism. It could feed into a vicious cycle of destabilization and violence and increase the mid- to long-term threat, which ISIL and other terrorist organizations are keen to explore and exploit. According to the report of the Secretary-General, amid the COVID-19 pandemic, the world is witnessing a surge in activities by terrorist organizations, such as ISIL, in Iraq and Syria to rebuild their global operation capability. Terrorists, including ISIL, are also infiltrating into North Africa, in particular Libya, worsening regional turbulence. ISIL has also announced that it may use the virus as a biological weapon to launch terrorist attacks.

We welcome the eleventh report of the Secretary-General on the threat posed by the Islamic State in Iraq and the Levant (ISIL) to international peace and security (S/2020/774). The coronavirus disease (COVID-19) pandemic has highlighted the profound changes the world is undergoing and the severe challenges humankind is facing. Inequalities within and among countries have been laid bare. The ignorance, anxiety, stigma and politicization that come with the pandemic have led to hatred and xenophobia, which have been aggravated and amplified by the popular use of social media.

Russia and Turkey have conducted regular joint patrols along the M4 highway in recent months, in accordance with the relevant agreement, which has helped to maintain the overall ceasefire in north-western Syria. With regard to the recent air strikes against Syrian Government-controlled areas, the party concerned is called upon to exercise restraint and take no more such actions. Thirdly, unilateral sanctions against Syria must be lifted immediately. Unilateral sanctions have seriously undermined the livelihoods of the Syrian people and caused great harm to innocent civilians, especially women and children.   31. We call on all parties to demonstrate political will and bridge their differences through dialogue and consultation, so that the meeting can go smoothly and achieve positive results. China appreciates the active support of Russia and other countries for the United Nations-led process through their own efforts. Secondly, the security situation in Syria should be substantially improved. There are still a large number of terrorists and extremists in the Idlib region, launching frequent attacks and harming civilians. All parties must stick to a unified standard and strengthen coordination in counter-terrorism actions. As Mr. Pedersen proposed, more effective, cooperative and targeted counter-terrorism actions must be in place to promote peace and stability in Syria and the region.

  32. The parties concerned should actively and pragmatically participate in and advance the inclusive political dialogue within the framework of the Constitutional Committee. We hope to see the parties concerned strive for an early solution that fits Syria’s national conditions and takes into account the legitimate concerns of both sides. The United Nations should play its role as the main channel for mediation towards a Syrian-led and Syrian-owned political process while the sovereignty, independence, unity and territorial integrity of Syria are safeguarded.   33. I would like to thank Special Envoy Pedersen for his briefing. We appreciate his relentless efforts and good offices in promoting the political process in Syria. The Syrian crisis has entered its tenth year. The prolonged conflict has caused tremendous suffering for the Syrian people. It is incumbent on the international community to stop the crisis and endeavour to find a fundamental solution as early as possible. It is China’s consistent position that the Syrian issue must be addressed in a holistic way, taking into account political, security, counter-terrorism, economic and humanitarian factors in an integrated manner. In the current situation, I would like to remark on four priorities. First, the political process must be accelerated. This is the only way to achieve lasting peace and stability in Syria.

At this critical time, the unilateral sanctions have further compromised the capacity of Syria to ensure access to food, essential health supplies and medical support in response to the coronavirus disease pandemic. These sanctions are inhumane and totally unacceptable. The international community must take actions to help the Syrian Government cope with these economic and humanitarian challenges. We urge relevant countries to respond actively to the appeals of the Secretary-General and his Special Envoy on immediately lifting unilateral sanctions.   37. The devaluation of Syrian currency and soaring food prices are exacerbating the grave humanitarian situation in Syria and further hurting the Syrian people across the country. The World Food Programme and the United Nations Food and Agriculture Organization have repeatedly sounded the alarm on food insecurity in Syria. The reasons behind the suffering of the Syrian people are self-evident. Years of economic blockade and illegal sanctions have worsened the socioeconomic and humanitarian situations in Syria, undermined the livelihoods of the Syrian people, and caused tremendous hardships for innocent civilians, in particular women and children.

  38. It could become a window of opportunity if the Syrian parties engage constructively with each other and with the United Nations Special Envoy under the Constitutional Committee framework. China welcomes the convening of the Astana virtual summit on 1 July and the joint statement released thereafter by Iran, Russia and Turkey. The joint statement contains many positive elements related to the situation in Syria, including standing against separatist agendas, opposing the illegal seizure and transfer of oil revenues that belong to Syria, and rejecting all unilateral sanctions. We hope the ceasefire appeals by Secretary-General and the Special Envoy will be accepted by all parties to the conflict so as to foster an enabling environment for negotiations. We are pleased to learn that the Constitutional Committee will hold its third round of consultations by the end of August, and we look forward to seeing more progress therein.

As almost all Governments whose national forces listed in the Secretary-General’s report have assumed formal commitments in this regard, it is time to fill the gap between commitments and implementation. The international community should step up its assistance to relevant countries for national capacity- building. In the meantime, national sovereignty, jurisdictional and legal systems and the principle of non-interference into other countries’ internal affairs must be fully respected. United Nations bodies — including the Security Council, the General Assembly, the Economic and Social Council and UN-Women — special representatives and envoys of the Secretary-General and United Nations missions on the ground should work within their respective mandates and intensify coordination to create synergy.

  42. Our response must tackle both immediate threats and long-term consequences and should be carried out in a coordinated and integrated manner. Thirdly, we need to join hands to eliminate sexual violence in conflict while respecting national sovereignty and ownership. Building on the existing normative and institutional framework, we must support actions on preventing and deterring sexual violence at national, regional and international levels. We must do our best to protect and assist survivors, always prioritizing their needs and rights, and hold the perpetrators accountable. To this end, the countries concerned bear the primary responsibility.

We also need to move faster on the empowerment of women, lift them out of poverty, increase their representation and leadership in decision-making and strengthen their role in implementing the Sustainable Development Goals. As the Secretary-General observed in his report, sexual violence in conflict does not occur in a vacuum; it is often linked with such factors as the resurgence of hostilities, a collapse of the rule of law, mass displacement, the rise of terrorism and violent extremism and so on. We need to adopt a holistic and comprehensive approach in combating sexual violence in conflict, while making sure that the proposed solutions take all aspects — economic, political, counter-terrorism, security and humanitarian — into consideration.

In this context, we reiterate our strong support for Secretary-General Guterres’ appeal for a global ceasefire and urge all parties to conflicts to heed this appeal and realize a general and immediate cessation of hostilities. Secondly, a holistic approach is needed to promote gender equality, advance women’s empowerment and address sexual violence in conflict. The spirit of the women and peace and security agenda is recognizing women not only as victims of war but as contributors to peace with strength and expertise. Gender equality and women’s empowerment are key to this transformation and for women to fulfil their potential. We need to intensify efforts on gender equality, remove structural disparities, eliminate discrimination and stereotypes and ensure women’s equal access to education, health care and decent work.

  45. The best and most effective way to protect women, girls and other vulnerable groups from sexual violence is to prevent conflicts from happening and to resolve those conflicts by peaceful means. The international community therefore needs to redouble its efforts aimed at preserving peace for development, promoting development for peace and addressing the root causes of armed conflicts. The Security Council should effectively implement its primary responsibility of maintaining international peace and security by promoting the peaceful settlement of disputes through dialogue, mediation and negotiation and by ensuring the timely and complete implementation of the resolutions it has adopted.

Women and girls are still bearing the brunt of wars, are suffering the most from terrorism and displacement and are at particular risk of sexual violence in conflict and post-conflict situations. China strongly condemns sexual violence in conflict, especially the use of sexual violence as a tactic of war and terror. Taking the opportunity afforded me today, I would like to highlight three points. First, all countries should work together to build a peaceful and prosperous world free from conflict. As the Secretary-General pointed out in his recent report (S/2020/487), the ultimate goal of the conflict-related sexual violence agenda is not war without sexual violence, but a world without war.

  47. China commends the German presidency for hosting this morning’s open debate. I thank Special Representative Pramila Patten and Special Envoy Angelina Jolie for their briefings. I also thank civil society representatives for their presentations. The year 2020 marks the twenty-fifth anniversary of the World Conference on Women, held in Beijing, and the twentieth anniversary of resolution 1325 (2000). It is an important moment to reflect upon and renew our commitment to gender equality and women’s empowerment, as well as to the women and peace and security agenda. Throughout the years, many actions have been taken to advance the development of women and girls across economic, social, political and peace and security domains. Meanwhile, gaps remain between words and actions and between ambition and reality.

We will also accelerate the construction of China-Africa Friendship Hospitals and pair Chinese hospitals with 30 African hospitals in order to help African countries improve their capacity for disease prevention and control. Finally, China will continue to support the work of the Special Representative and UNOWAS. We will work with UNOWAS and the international community to help the countries of the region combat COVID-19, maintain peace and stability and achieve sustainable development.

  49. We also contributed ¥300 million in aid for counter-terrorism operations in the Sahel and the G-5 Sahel Force. Ever since the outbreak of COVID-19, China has been providing assistance to Africa. We have delivered medical supplies to more than 50 African countries, including countries of the region, and have sent medical teams to Burkina Faso and Côte d’Ivoire. China will follow through on the commitments made by President Xi Jinping at the China-Africa Summit on Solidarity against COVID-19, held last month. We will start, ahead of schedule, the construction of the Africa Centres for Disease Control and Prevention headquarters later this year.

  50. China commends the important role played by the Multinational Joint Task Force and the Joint Force of the Group of Five for the Sahel (G-5 Sahel). More support is needed to build the capacities of the countries of the region to more effectively combat terrorism and transnational organized crime. The international community should provide more humanitarian assistance to the region and ensure its timely delivery to the most vulnerable groups. As a good friend and a good partner, China is a strong supporter of peace and stability in the region. We are committed to helping the region eliminate poverty, improving people’s well-being and promoting development. We support a number of peace and security programmes in the region through the China-United Nations Peace and Development Trust Fund.
