That is not only a sure way to achieve gender equality, but also an inherent requirement for achieving the Sustainable Development Goals. In Rwanda, Juncao technology from China has helped many women farmers become entrepreneurs. In Solomon Islands, the provision of fishing boats and the construction of farmers markets — both part of Chinese aid programmes — has given local women new opportunities to generate income and create wealth. In Nepal, rural women have not only received poverty alleviation loans from China, but have also diversified their income revenues and improved their social status with their skills. Those examples fully illustrate that development is the master key to resolving all problems and the fundamental way to improve the status of women.

  3. Secretary-General Guterres once said that women leaders are essential to peace and progress for all. We sincerely salute the women who have stepped forward in conflict areas. We fully acknowledge their active participation in mediation efforts and situations in which their personal safety is jeopardized. In recent years, the Secretariat has launched a number of positive initiatives to increase the percentage of women senior officials and heads of mission, which China commends. We call on the international community to further incorporate the gender perspective into all stages of peace processes, give full play to the unique advantages women bring to the table and remove unnecessary obstacles to women’s equal participation in mediation and negotiation efforts, thereby granting them greater decision-making power.

  4. In Africa and Latin America, terrorism, armed conflict and gun violence have victimized women and children in particular. We call on the international community to show a greater sense of urgency, expeditiously promote the political settlement of relevant hotspot conflict issues, ensure that women are protected from violence, enhance their sense of security, and create a peaceful and tranquil environment for their development. In that connection, the Security Council in particular should perform its duty to take responsible and meaningful collective action to address the current crisis in Palestine and Israel, and promote a cessation of hostilities so as to create conditions for the effective protection of civilians, including women. Secondly, we must commit ourselves to putting gender equality into practice.

Against the current backdrop of multiple global conflicts, a review of the implementation of resolution 1325 (2000) will help us to keep in mind the important mission of protecting women’s rights and interests and promoting women’s participation so that women can play a greater role in the maintenance of international peace and security. I would like to share with colleagues the following four observations. First, we must commit ourselves to preventing and resolving conflicts in a comprehensive manner. The most recent report of the Secretary-General (S/2023/725) notes that the deterioration of the global security situation is a major impediment to the realization of gender equality. In the Middle East, renewed fighting has led to the deaths of more than 7,000 people, most of whom are women and children.

We thank Secretary-General Guterres and the briefers for their briefings. There are sayings in China that “women hold up half the sky” and that “women are just as competent as men”. More than 20 years ago, the Security Council unanimously adopted resolution 1325 (2000), making it clear that women’s full, equal and meaningful participation is essential to advancing peace and security.

  7. The Kosovo authorities should work to effectively ensure respect for UNMIK personnel and premises, guarantee their security and facilitate the smooth operation of the Mission. More than two decades ago, Kosovo went through a tragic war, while more than 100 years ago events in the Balkans changed the course of history. We should never allow such tragedies to be repeated. The world is already in chaos, and Kosovo should not add to it. The international community should work together to maintain security and stability in Kosovo and peace and security in the Balkans, promote the peaceful coexistence of the two communities and strengthened dialogue and engagement between them, and contribute to reaching a political settlement of the relevant issues.

  8. The establishment of the community of Serb municipalities is an important component of the Brussels Agreement. The Kosovo authorities should uphold their commitments effectively by fulfilling their obligations as soon as possible and taking practical action to remove obstacles to the process of dialogue between the two sides. Fourthly, the United Nations Interim Administration Mission in Kosovo (UNMIK) plays an important role in stabilizing the situation in Kosovo and promoting national reconciliation. The United Nations and the Security Council should remain seized of and maintain input on the issue, ensure that UNMIK is delivering fully on its mandate and support Special Representative Ziadeh in the conduct of her work.

Municipal institutions lacking Serb representation are not conducive to the harmonious coexistence of the various ethnic groups and do not serve the fundamental interests or meet the development needs of the local people. We call on the Kosovo authorities to take positive measures to reduce ethnic tensions and effectively respect and guarantee the legitimate rights of all communities. Thirdly, since the beginning of this year, Serbia and Kosovo have held a number of high-level meetings, with the facilitation of the European Union (EU), to discuss the political settlement of the Kosovo issue. We look forward to seeing results from that engagement and discussion as soon as possible, and China appreciates the mediation efforts of the EU in that regard.

  10. First, for some time now, the situation in northern Kosovo has remained volatile, with a high incidence of violent security incidents, which is cause for deep concern. We oppose the unilateral actions of the Kosovo authorities, which have raised tensions and worsened the confrontation, and call on them to get back on the right track, that of dialogue and consultation. The NATO Kosovo Force should ensure that it respects the sovereignty and territorial integrity of the country concerned and acts in a way that is genuinely conducive to regional peace and stability. Secondly, unity and mutual trust among the communities in Kosovo have always been fragile.

  11. Mr. Geng Shuang (China) (spoke in Chinese): I welcome the presence at today’s meeting of Her Excellency Ms. Ana Brnabić, Prime Minister of Serbia, and her statement on Serbia’s position. I also listened carefully to Special Representative of the Secretary-General Ziadeh’s briefing and Ms. Osmani- Sadriu’s remarks. China’s position on the issue of Kosovo is consistent and clear. We support the parties concerned in reaching a mutually acceptable solution to the issue within the framework of resolution 1244 (1999), through dialogue and consultation. Serbia’s sovereignty, independence and territorial integrity should be fully respected in that process, and there should be no double standards on that important issue. In connection with the briefing we just heard, I would like to highlight four points.

As championed by China, the resolution we just adopted once again calls on all the parties in Haiti to swiftly reach the broadest possible consensus on the arrangements for a political transition and to formulate a timetable and road map for holding free, fair and credible elections. We call on all parties and groups in Haiti to put aside their selfish interests, live up to their responsibility and commitment, proceed based on their country and people’s fundamental interests and act with the highest sense of urgency in conducting political consultations to bridge differences.

The resolution requires the Sanctions Committee to consider updating the designated list as soon as possible in view of the Panel’s report, and that should be done without delay, as the Council’s reputation and authority are at stake. A full year after the adoption of resolution 2653 (2022), the fact that only one person is on the designated list needs to change as soon as possible. We urge the Sanctions Committee to speed up its work, fulfil the resolution’s requirements and monitor the efforts to ensure that the sanctions are comprehensively and effectively implemented. Targeted sanctions and security support are only part of the solution to the Haitian issue, which lies ultimately in advancing a Haitian-led, Haitian- owned political process.

Recently, multiple Haiti-related resolutions adopted by the Council have mentioned the issue of gang sanctions, testifying to the Council’s strong consensus and firm determination to crack down on guns and mitigate the woes in Haiti. We hope that the relevant measures can be implemented concretely and play a role in deterring gun violence, protecting the Haitian people and restoring peace to Haiti. The resolution stresses that every country should take all necessary measures to prevent illegal flows of small arms and light weapons into Haiti. We hope that all countries, especially regional States, will take concrete action to implement the resolution’s requirements and cut off the gangs’ sources of weapons.

Mr. Geng Shuang (China) (spoke in Chinese): In October 2022, at China’s initiative and with its strong backing, the Security Council unanimously adopted resolution 2653 (2022), imposing targeted sanctions on Haitian gangs, thus putting into practice our common cause — to curb violent gun crimes and improve the security situation in Haiti. China appreciates Gabon’s conscientious performance of its duties as Chair of the Security Council Committee established pursuant to resolution 2653 (2022), concerning Haiti, over the past year, and acknowledges the work of the Sanctions Committee and the Panel of Experts. Gangs are still rampant in Haiti, and the Haitian people are still living in misery. Just now, the Security Council unanimously adopted resolution 2700 (2023), renewing the sanctions on Haiti for one year. China welcomes that adoption.

China will continue to stand on the side of peace and dialogue, strengthen dialogue and exchanges with all parties, build synergy within the international community aimed at promoting peace and dialogue and play a positive and constructive role in working for a political settlement of the Ukrainian crisis. Before I conclude, I would like to point out that the world we live in is witnessing a confluence of change and chaos accompanied by a great deal of turbulence and unrest. From Asia to Africa, from Ukraine to the Middle East, we are seeing growing numbers of conflicts and skirmishes. The underlying reasons for that deserve serious reflection.

We call on all relevant parties to the Ukrainian crisis to take a responsible attitude, pay greater attention and make every effort to prevent the risk of the proliferation of weapons and ammunition, especially to prevent them from falling into the hands of terrorists or non-State actors and to prevent new unrest in a wider geographical area which would result in more displacement and the loss of more innocent lives. Like many countries that are hoping to see peace, China has repeatedly stressed that dialogue and negotiation are the fundamental ways to stop the fighting and restore peace.

  20. Mr. Geng Shuang (China) (spoke in Chinese): I thank the two briefers for their briefings. With the Ukrainian crisis dragging on, the situation on the ground is still tense and the spillover effect continues to spread. A large number of weapons and ammunition continue to flow into the battlefield. The variety and scope of such weapons are expanding, and the weapons are also becoming more lethal. That has exacerbated the cruelty, danger and unpredictability of ground warfare, making the hope for a ceasefire and an end to the war even more remote. In his briefing to the Security Council, the representative of the Secretariat repeatedly mentioned that a flood of weapons and ammunition into conflict areas may lead to a risk of proliferation and that strict control measures should be adopted.

  21. We hope that the Mission will coordinate closely with the Colombian Government and participate in the monitoring and verification of the ceasefire, in accordance with resolution 2694 (2023). We also support the Security Council in positively considering further expansion of the Mission’s mandate when the conditions are in place. China supports the Government of Colombia in continuing to increase the deployment of security forces in former conflict areas where effective control is lacking and in strengthening the protection of former combatants, women, children and ethnic minorities. China hopes that the local elections will proceed smoothly and safely in October. This month the Security Council will make a decision on the mandate renewal of the United Nations Verification Mission in Colombia. We appreciate the important contribution made by the Mission, under the leadership of Special Representative of the Secretary- General Ruiz Massieu, in support of the implementation of the Final Agreement for Ending the Conflict and Building a Stable and Lasting Peace and the Colombian Government’s efforts to advance the vision of total peace.

The Government and the Estado Mayor Central Fuerzas Armadas Revolucionarias de Colombia-Ejército del Pueblo have announced a suspension of hostilities and confrontation and their intention to start formal ceasefire talks in the near future. China hopes that the two sides can agree on a ceasefire arrangement as soon as possible. Colombia’s peace process has underscored the need to increase people’s confidence through security governance. As highlighted in the Secretary-General’s report (S/2023/701), strengthening the State’s presence across the country and protecting vulnerable groups are vital to the implementation of the peace agreement and to advancing dialogue and negotiation with armed groups.

  24. To that end, China hopes to see continued assistance from the United Nations country team and the PBC, among other entities, along with international regional partners. Colombia’s peace process sets an example for resolving differences, disputes and conflicts through dialogue and negotiation. China welcomes the fact that the Government of Colombia and the Ejército de Liberación Nacional have continued to implement the ceasefire agreement and have advanced the peace talks, and hopes that the two sides can achieve further positive results at the fifth round of the peace talks, to be held in Mexico in November.

We support the Secretary-General’s request in accordance with resolution 2682 (2023) for an independent strategic assessment of UNAMI and for recommendations on streamlining and optimizing UNAMI’s mandate and rationalizing its allocation of personnel and resources. On that basis, the Council should also carefully study the medium- and long- term prospects of UNAMI so as to better adapt to the developments on the ground and respond to the needs of the country concerned.

The development of good-neighbourly and friendly relations between Iraq and Kuwait is in the common interest of both countries. We hope that the two countries will resolve the issues through dialogue and consultation on the basis of international law and the purposes and principles of the Charter of the United Nations. China supports Iraq and Kuwait in continuing their joint work towards further progress in the search for missing Kuwaiti nationals and property. The United Nations Investigative Team to Promote Accountability for Crimes Committed by Da’esh/Islamic State in Iraq and the Levant should fully implement the relevant Council resolutions in a timely and comprehensive manner, transfer the gathered evidence to Iraq, finish strong in the last mile of its mandate and complete its historic mission of supporting Iraq in holding terrorists accountable. Peace in Iraq cannot be achieved without a stable regional environment. In recent times, Iraq has protested, on many occasions, against unilateral military operations conducted by foreign countries in its territory. We urge the relevant countries to truly respect Iraq’s sovereignty, independence and territorial integrity.

  30. Strengthening unity, reconciliation and development among all Iraqi parties is in the fundamental interests of the Iraqi people. Last month, a devastating accidental fire in Nineveh, Iraq, led to heavy casualties. I would like to take this opportunity to convey my sincere condolences to the representative of Iraq and, through him, to the bereaved families and the injured. Since the beginning of the year, the Iraqi Government has been promoting economic reform, creating job opportunities, cracking down on corruption and actively improving public services. It has successfully adopted its national budget and made remarkable progress in all its efforts, which China commends.

  34. Mr. Geng Shuang (China) (spoke in Chinese): I thank Under-Secretary-General DiCarlo and Assistant Secretary-General Msuya for their briefings. As we have learned from the briefings, a serious attack took place in a village in Kharkiv last week, causing heavy civilian casualties, which China finds concerning. The protection of civilians should be a paramount priority under all circumstances. In previous deliberations on this matter in the Security Council, China has repeatedly called on the parties to the conflict to exercise calm and restraint, respect international humanitarian law, strictly abide by the principles of necessity, distinction and proportionality, and make every effort to ensure the safety of civilians and civilian infrastructure. Today we reiterate those calls once again.

All parties must strive to maintain the current positive momentum, create a sound atmosphere for healthy interactions between Syria and the United Nations and make greater efforts to resume and scale up cross-line assistance as soon as possible. The relevant donors should honour in earnest their commitments to ensure that humanitarian activities throughout Syria receive adequate and non-discriminatory funding. At the same time, the international community should support the Syrian Government’s capacity-building in humanitarian relief, expand the scope of humanitarian activities in Syria, increase investments in early recovery and support its pursuit of autonomous and sustainable economic and social development. The negative impact of unilateral sanctions on Syria’s humanitarian situation cannot be ignored or denied.

We support the Syrian Government in taking necessary measures to combat terrorism and maintain national security and stability and welcome the positive progress in counter-terrorism campaigns led by the Government. China opposes the attempts by external forces to interfere in Syria’s internal affairs and undermine security and stability. We also oppose the illegal military presence and unlawful military operations in Syria, as well as the unlawful exploitation of its natural resources. Since July, we have seen new progress in humanitarian assistance to Syria. On 19 September, cross-border assistance through the Bab Al-Hawa crossing was fully resumed, marking the full operationalization of the new cross-border humanitarian assistance arrangement thanks to the joint efforts of the United Nations and Syrian Government.

China supports and welcomes Syria’s return to the League of Arab States and supports Arab countries’ endeavour to seek strength through unity and to give fresh impetus to the resolution of the Syrian issue. We welcome the agreement of the Arab contact group on Syria to convene within the year a new round of meetings of the Syrian Constitutional Committee. We look forward to positive progress from the meetings. Countries outside the region should fully respect to the will of the countries of the regioand their people and create an external environment that is conducive to communication and consultation among the relevant parties.

We sincerely wish the Palestinian athletes great success in showcasing their sportsmanship and in kindling hope. In conclusion, I wish to reiterate China’s firm support for the establishment of an independent and fully sovereign State of Palestine based on the 1967 borders, with East Jerusalem as its capital, and for Palestine to become a full-fledged Member of the United Nations.   41. China condemns all violence against civilians in the occupied Palestinian territory, opposes all acts of provocation and incitement and calls on Palestine and Israel to break the cycle of violence and achieve common security through dialogue and cooperation. We urge the occupying Power to fulfil its obligations under international law, to relax and remove unreasonable restrictions on the movement of Palestinian goods and land use and to lift the blockade of the Gaza Strip as soon as possible. The international community should continue to increase development and humanitarian assistance to Palestine and to support Palestine in meeting its economic and livelihood needs. As we speak, a 100-strong Palestinian delegation is competing in 16 events of the Asian Games being held in Hangzhou, China.

  42. We once again urge the cessation of all settlement activities, unilateral actions aimed at changing the status quo in the occupied Palestinian territories and escalations of settler violence. And we call on the parties concerned to return to the right track of the two-State solution. Religious and holy sites are places in which believers are deeply invested emotionally, and as such efforts should be made to effectively preserve their historical status quo in Jerusalem and to respect the Jordan’s custodianship over them. Thirdly, it is important to ensure economic development and people’s livelihood and to break the cycle of violence. The 50-year-long occupation has severely hindered Palestinian economic and social development, and the recurrent violence and conflicts continue to exacerbate the suffering of the Palestinian people.

I would like to reiterate China’s support for convening a larger and more authoritative and influential international peace conference in order to create the conditions necessary for resuming peace talks. We hope that the Council will fulfil its responsibilities under the Charter of the United Nations and earnestly uphold the principles of fairness and justice. We also support the Council in sending a mission to visit Palestine and Israel as soon as possible. Secondly, the international rule of law must be upheld and settlement activities must cease. The continued expansion of settlements encroaches on Palestinian land, usurps Palestinian resources and contracts the living space of the Palestinian people, all of which actions are in violation of international law and the provisions of resolution 2334 (2016).

  44. And the two-State solution remains mere words whose foundation has been increasingly eroded, with the window of opportunity for achieving peace closing at a seemingly faster pace. Currently, only firm political will, effective diplomatic action and decisive collective efforts can put the Middle East peace process back on track. China calls for a higher priority to be given to the question of Palestine on the international agenda and for more meaningful action to be taken to realize the two-State solution on the basis of the relevant United Nations resolutions, the Arab Peace Initiative and other international consensual measures. At the general debate last week, President Abbas reiterated once again his call on the United Nations to convene an international peace conference, and China echoes his call to that end.

An overview of the statements made at the events conclusively demonstrates that a comprehensive, just and lasting settlement of the question of Palestine, a peaceful coexistence between the two States of Palestine and Israel and the shared development of the Arab and Israeli peoples are the common aspirations of all countries and peoples advocating for peace and justice. With regard to the most recent developments, I would like to make three points. First, we should redouble our efforts to promote peace and advance the two-State solution. This year marks the thirtieth anniversary of the signing of the Oslo Accords. Regrettably, 30 years later the occupied Palestinian territories remain entrenched in conflict and turmoil.

  46. Mr. Geng Shuang (China) (spoke in Chinese): I thank Special Coordinator Wennesland for his briefing. The question of Palestine lies at the heart of the Middle East problem. At the recently concluded general debate of the General Assembly at its seventy-eighth session, the repeated references that were made to the issue reflect the international community’s general interest in, and deep concern about, the current Palestinian-Israeli situation. The high-level week of the General Assembly also featured a number of meetings and discussions on the Middle East.

  47. Russia is one of the main parties involved in the explosion, and we therefore call on the countries concerned to communicate actively and cooperate with Russia rather than simply ignoring it. Any attempts to politicize the investigation can only create suspicion and cause more speculation. On the Nord Stream issue, the international community, including the Security Council, should refrain from applying double standards. We hope to see the truth uncovered and the perpetrators brought to justice as soon as possible. We also hope the Secretariat will provide more useful information and that the Council will remain seized of the matter.

  48. The countries concerned in the national investigations have been conducting them for some time, but results remain elusive. The longer the delay, the more difficult it will be to collect evidence and uncover the truth, the more doubts and speculation the issue will provoke and the less credible the results of the investigation will be. We hope that the countries concerned will proactively respond to the international community’s concerns with a heightened sense of urgency, announce progress updates of the investigations in a timely manner and with a responsible attitude to regional security and development, and ensure that their conclusions are objective, impartial, authoritative and able to stand the test of time.

  49. Mr. Geng Shuang (China) (spoke in Chinese): Today marks the first anniversary of the explosion of the Nord Stream 1 and 2 pipelines. The incident has continued to be a major focus of attention from the international community since it happened, and many Security Council members, including China, have repeatedly called for an objective, impartial and professional investigation aimed at finding out the truth as soon as possible. Regrettably, there is so far still no clear and authoritative conclusion on the matter. The Nord Stream explosion has implications for the safety of transnational infrastructure and has had a negative impact on the global energy supply, the marine environment and the safety of maritime shipping.

We support the two countries in continuing to build mutual trust through the mediation of relevant parties to meet each other halfway and properly resolve the disputes between them in accordance with recognized international law and norms governing international relations. China supports all diplomatic efforts that will help to achieve that goal and will also play a constructive role to that end.
