“The hype created in the Security Council regarding the human rights situation in the Democratic People’s Republic of Korea is an attempt to divert attention, shirk responsibility and exert pressure. It will not help to resolve the issue and will only do more harm. What the countries concerned should really do is demonstrate political will and take practical action to respond to the reasonable concerns of the Democratic People’s Republic of Korea, making efforts to create conditions conducive to a resumption of talks. In conclusion, I would like to reiterate that China remains committed to the maintenance of peace and stability, the denuclearization of the Korean peninsula and the settlement of disputes through dialogue and consultations.”

“It is irresponsible, unconstructive and an abuse of the Council’s power. If the countries concerned are genuinely concerned about the regional peace and stability and the welfare of the people of the Democratic People’s Republic of Korea, they should take concrete action and make concrete proposals to promote mutual trust and resume talks. They should support adjusting provisions regarding the sanctions against the Democratic People’s Republic of Korea, especially in the area of people’s livelihoods, and immediately lift the unilateral coercive measures that have led to a deterioration of the human rights situation in the country. The question of the Korean peninsula has continued to this day as a remnant of the Cold War. It is essentially a political and security issue.”

“The Council should focus on fulfilling its responsibility under the Charter, striving to promote the peaceful settlement of disputes, resolve geopolitical confrontations and deal with the major and urgent issues that threaten international peace and security. The situation on the Korean peninsula has remained tense and confrontations have intensified for some time now. All the parties should exercise calm and restraint, make greater efforts to achieve peace and stability and refrain from provocative and escalatory words and deeds. At this complex and sensitive time, the Council should play a constructive role in resuming dialogue and easing tensions. Pushing it to consider the human rights situation in the Democratic People’s Republic of Korea will not help to ease the situation but will rather escalate it.”

Health-care, infrastructure and other humanitarian needs are also dire. The Yemeni currency recently depreciated sharply, and inflation has been on the rise, making people’s lives increasingly difficult. We call on the international community to increase its humanitarian development aid for Yemen and welcome the economic assistance provided by Saudi Arabia and other countries. The news that the head of the World Food Programme’s office in Taiz governorate was shot and killed is harrowing. The security of humanitarian workers should be effectively guaranteed.”

China calls on Council members to remain united and on countries with influence vis-à-vis the Yemeni situation to play a constructive role in order to jointly arrive at tangible results in the political process in Yemen as soon as possible. Secondly, we must monitor closely the security situation. Taiz, Marib and other locations have repeatedly seen sporadic armed conflicts. The security situation in Yemen remains fragile. Against that backdrop, all parties to the conflict should remain calm, show restraint, avoid any action that could prevent mutual trust or increase tensions and avoid all measures that could hamper diplomatic or mediation efforts or complicate the political process.”

“A number of United Nations missions, within the remit of their mandates, have supported security sector capacity-building in the host countries through, among other things, specialized training and joint patrols, with positive results. That is commendable. Security Council sanctions have seriously hampered the ability of some African countries to fulfil their protection-of-civilians responsibility. Those sanctions should be lifted as soon as possible. The international community should intensify its partnership with Africa and support African countries in steadily improving their capacity for peacekeeping operations, owned and led by the countries themselves. Fourthly, additional resources and efforts should be invested to keep peacekeepers safe and secure. In recent years, we have seen a steady rise in security risks to peacekeepers.”

“In recent years, the unbridled proliferation of peacekeeping operations mandates has further aggravated the pre-existing strain on resources and capacity, impinging on missions’ ability to properly implement their protection-of- civilians mandate. The Secretary-General will issue a report next month on peacekeeping operations mandate assessments and recommendations. We look forward to the report providing helpful input to inform the Council’s future decisions. Thirdly, it is necessary for stakeholders to work in synergy across various dimensions. “The vulnerabilities of special groups, including women and children, should be taken into full account, and the protection afforded to them should be more robust and tailored. We cannot rely on a military approach alone. To effectively implement the protection-of- civilians mandate, peacekeeping operations must increase their focus on engagement and dialogue so as to create a secure environment. We commend the establishment of the UNIFIL-led tripartite mechanism for communication with the Lebanese and Israeli armed forces. Secondly, the protection-of-civilians mandate is part of the overall framework and should be considered as such. The mandate should be planned in conjunction with the missions’ other mandates and implemented in a balanced manner. All mandates serve one purpose — to help bring about a political solution.”

“In recent years, in the context of the evolving international security landscape, hot-button issues at the regional level have been rapidly emerging, and new circumstances, tasks and challenges loom large for the protection-of-civilians mandate of peacekeeping operations. In that regard, I would like to make four points. First, the protection-of-civilians function should be effectively implemented through a combination of measures. We convey our condolences on the demise, earlier today, of a Ghanaian peacekeeper of the United Nations Interim Force in Lebanon (UNIFIL) in the line of duty. The protection of civilians is one of the important mandates of United Nations peacekeeping operations. For decades, thousands of peacekeepers have built and shored up lines of defence to protect lives with their flesh and blood in their areas of operations, in which the flames of war and conflict rage with punishing frequency and intensity. They have watered the flowers of peace with the sweat of their toil and brought calm and hope to populations in conflict areas.”

It is especially important not to take any action that might endanger the Zaporizhzhya nuclear power plant. All efforts should be made to prevent nuclear disasters. Secondly, alleviating the food crisis and containing any spillover effect is an imperative that concerns us all. The Black Sea Grain Initiative and the memorandum of understanding on facilitating exports of Russian food products and fertilizers are important in terms of stabilizing global food prices, maintaining global food security and, in particular, improving the food supply to the most vulnerable countries.”

When handled inappropriately, they will likely aggravate tensions, fuel animosity and even lead to confrontation. “Once the United Nations Multidimensional Integrated Stabilization Mission in Mali has completed its withdrawal, the international community should not scale back its support for Mali and regional countries in the fight against terrorism but should rather provide more support in terms of equipment, logistics and funding. Thirdly, against the backdrop of a changing international landscape, West Africa and the Sahel are receiving less external aid and facing more difficulties in accessing foreign credit. The international community, especially the international financial institutions, should not allow other crises to lead them to reduce their aid and investment in the region. “The Ukrainian crisis is a major manifestation of conflicting security concerns in Europe and presents many lessons that deserve profound reflection and thought. It has once again shown that pursuing absolute security, inciting confrontation between blocs and expanding military alliances reflect outdated ways of thinking and are dangerous practices that can only bring turmoil and anxiety to Europe and indeed the whole world. The key to an ultimate solution to the crisis is to uphold a common, comprehensive, cooperative and sustainable conception of security and promote the construction of a balanced, effective and sustainable European security architecture. Secondly, we must control the spillover effects of the crisis. The world economy’s recovery in the wake of the pandemic has been sluggish.”

“No matter how long the crisis lasts, it should eventually be solved by political means. For some time now, rational voices supporting a resumption of talks have grown ever stronger. Developing countries from Asia, Africa and Latin America have all put forward peace proposals. While their content may differ, they all reflect a strong desire to resolve the crisis politically. Both parties to the conflict should work together to meet each other halfway in order to explore solutions that accommodate each other’s concerns, correspond to the realities in the region and help to bridge differences. The international community should work together to create the necessary conditions for a ceasefire and an atmosphere favourable to peace talks.”

“Mr. Geng Shuang (China) (spoke in Chinese): Since the Ukrainian crisis began, it has become increasingly protracted, expanded and complex, involving ever more cruelty, danger and unpredictability. The international community should be working together to prevent the situation from spiralling out of control and to achieve a ceasefire and an end to the fighting as soon as possible, with a view to promoting a political settlement of the issue. I have four points to make. First, we must step up efforts to promote peace talks. The developments on the battlefield show that the Ukrainian crisis cannot be solved by military means, and a continuation of the conflict will only inflict more suffering on civilians and may even lead to unpredictable and irreparable situations.”

“We support Special Representative Patten’s call for bridging the gender digital divide and advocate for using digital technology to enhance the protection of women in conflict-related areas and amplify women’s active role, participation and transformative power in the work of ensuring peace and security. The issue of women and armed conflict is one of the 12 priorities identified in the Beijing Declaration and Platform for Action. As the host country of the Fourth World Conference on Women, China has always been an advocate for gender equality, a protector of women’s rights and a practitioner of women’s empowerment. We have deployed many women peacekeepers to United Nations peacekeeping operations, bringing hope to people in conflict areas, especially women and girls.”

“In addition to a peace-focused approach, the international community should also view and address the issue from the perspective of women’s empowerment and sustainable development. Efforts should be made to eliminate gender discrimination and differentiated treatment, as well as to address the livelihood challenges and development gaps that women face. Digital and information technologies are important means for empowering women and critical tools for delivering early warnings of conflicts, victim assistance and investigation and accountability. However, the lack of reliable, accessible and affordable digital infrastructure is a common challenge for women in conflict-affected areas. We welcome the focus of this year’s International Day for the Elimination of Sexual Violence in Conflict on the technology and digital divide.”

“If we cannot effectively punish the crimes that have already been committed, it will be difficult to deter and prevent new violations. The international community must strengthen the spirit of the rule of law and implement the requirements for combating sexual violence in conflict so that perpetrators can be held accountable and justice can be achieved for their victims. The countries concerned bear the primary responsibility for the prevention and elimination of sexual violence and the protection of their own women and children.”
