Tensions in the occupied Palestinian territory have escalated recently, casting a shadow over the ceasefire agreement reached three months ago. Israeli military forces have clashed with Palestinian demonstrators along the Gaza border on multiple occasions, resulting in many casualties, including dozens of children. Moreover, an arrest operation carried out by the Israeli security forces in the West Bank resulted in the death of several young Palestinians. Special Coordinator Wennesland has called for an investigation in that regard.

That is inconsistent with the consensus reflected in the United Nations Framework Convention on Climate Change, which calls on the developed countries to provide financial and technical support to the developing countries. One wonders if this might not be an attempt by the developed countries to shirk their responsibilities in the area of climate financing. The twenty-sixth session of the Conference of the Parties to the United Nations Framework Convention on Climate Change will take place in November, and China calls on the countries concerned to fully meet their obligations and implement their climate pledges. Furthermore, during consultations on the draft, even as members continued to have concerns on the text and were working hard to reach a consensus, the penholder hastened to put the draft to the vote.

  5. Mr. Geng Shuang (China) (spoke in Chinese): I would like to start by expressing my appreciation at seeing you, Sir, preside over this meeting. The situation in Somalia is at a critical juncture. Even as we speak, with the steady rollout of elections the international community is facing a major adjustment in its security arrangements in the country. The renewal of the mandate of the United Nations Assistance Mission in Somalia (UNSOM) will be by and large conducive to helping Somalia to achieve its political and security transition. Against that backdrop, China voted in favour of resolution 2592 (2021). However, at the same time China continues to have concerns on individual paragraphs. The text calls on UNSOM to work together with the international financial institutions and to battle climate change through financing for development.

The international community should translate its assistance commitment into action, effectively help Iraq rebuild its infrastructure, accelerate its socioeconomic development and reverse the plight of displaced persons and other vulnerable groups. Such assistance must not come with political strings attached. Control of the pandemic is a pressing task facing the Iraqi Government, which we commend for actively rolling out the vaccination programme. We call on the international community to provide more assistance to Iraq in its fight against COVID-19. After Iraq was hit by the pandemic, China was one of the first countries to come to its aid by providing supplies, helping to set up a polymerase chain-reaction testing lab, sending a team of health experts and supplying them with vaccines.

  8. China welcomes the joint work of Iraq and Kuwait on the issue of missing Kuwaitis and Kuwaiti property, as well as the progress achieved in that regard. Iraq has repeatedly protested against unilateral foreign military actions on its territory. We urge the parties concerned to respect Iraq’s sovereignty and territorial integrity in good faith and to put an end to any action that may endanger Iraq’s security and stability and aggravate regional tensions. Thirdly, the international community should continue to support Iraq in fighting the coronavirus disease (COVID-19) pandemic and speeding up its recovery and development. Iraq has borne the brunt of the war since 2003. Its people have suffered tremendously and are eager to rebuild their homeland.

  9. Since the beginning of this year, there has been a marked surge in terrorist attacks on Iraqi soil, causing extensive casualties and damage to its infrastructure. It is imperative to increase international support so as to help Iraq address the threat of terrorism, combat the remnants of terrorist groups and accelerate the repatriation of foreign terrorist fighters. In order to do so, the work of the United Nations Investigative Team to Promote Accountability for Crimes Committed by Da’esh/Islamic State in Iraq and the Levant needs to be further facilitated to support Iraq in bringing terrorists to justice in accordance with its domestic legislation. Good-neighbourly relations between Iraq and the countries of the region can bolster their collective efforts to address cross-border challenges.

  10. Two recent shipments of office supplies to Iraq’s Independent High Electoral Commission are but one example of our practical support of the country’s electoral preparations. Greater unity and cooperation among all Iraqi parties for more inclusive reconciliation and faster integration and development serves the fundamental interests of the Iraqi people. We support a better relationship between the federal Government of Iraq and the Kurdistan Regional Government of Iraq, as well as their enhanced coordination on the enactment of the 2021 federal budget law and finding inclusive solutions to issues of common concern. In May this year, the Security Council unanimously adopted resolution 2576 (2021), renewing the mandate of the United Nations Assistance Mission for Iraq (UNAMI) for one year. That embodies the resolve and commitment of the international community to Iraq’s peace, reconstruction and development. I wish to reiterate China’s support for the work of the Special Representative of the Secretary-General and UNAMI. In the light of the report of the Secretary- General (S/2021/700) and the briefing by the Special Representative of the Secretary-General, I have three points to make.

  13. Wang Yi, set forth China’s proposed four-point solution to the Syrian issue. He stressed that the principle of sovereignty and independence is inviolable; the humanitarian crisis must be alleviated without delay; the fight against terrorism must not slacken off; and the path leading towards inclusive reconciliation must be followed without deviation. This proposed solution has been well received by and has widely resonated in Syria and other countries in the region. The recent repeated disruptions to the operations of the Allouk water station have had a dire impact on the 460,000 people living in north-eastern Syria, for whom water is a basic necessity and resource for people’s livelihoods. Meanwhile, unilateral coercive measures remain in place, further exacerbating the humanitarian plight of the Syrian people. The international community should take action without delay to increase the delivery of aid to Syria, including food, medical supplies and vaccines. In the context of the implementation of resolution 2585 (2021), China urges all parties to the conflict in Syria to protect civilians and halt attacks against civilian facilities in earnest.

The international community should, in accordance with international law and the relevant Security Council resolutions, step up counter-terrorism cooperation and counter all Security Council-designated terrorist groups. There is no room for double standards. The Syrian Government has the right to lead efforts to combat terrorism on its own soil. This right must be respected. Any attempt to incite inter-ethnic divisions in the name of counter-terrorism must be rejected. The third imperative is to alleviate the humanitarian crisis in Syria, support the Syrian Government’s effort aimed at improving its people’s well-being and expedite reconstruction. Recently, instability and volatility have persisted in the north-western, north-eastern and southern parts of Syria with terrorist forces launching frequent attacks and armed group escalating confrontations, while operations by foreign troops in Syria and Israeli missile attacks against the country have further heightened tensions. China calls on all parties concerned to genuinely respect the sovereignty and territorial integrity of Syria and immediately end their unlawful invasion and occupation of and attacks against Syria.

The first imperative is to expedite the process leading towards inclusive dialogue so as to bridge the differences among the parties and find a political solution for lasting peace and stability in Syria. To that end, the international community should provide constructive assistance, and the United Nations should continue to work effectively as the main channel of mediation.   24. The Secretary-General recently appointed a new Special Envoy for Yemen of whom all parties have high expectations. We hope that Special Envoy Grundberg, upon assumption of his new function, will perform his duties objectively and impartially in accordance with his mandate, fully listen to the views of all parties, actively respond to the concerns of the international community to promote the implementation of Security Council resolutions, strive to achieve a comprehensive ceasefire at an early date and make progress in dialogues and peace talks. I welcome the presence of the Permanent Representative of Yemen at this meeting. No progress has been made in alleviating Yemen’s economic and humanitarian crisis or its political and security challenges. The Yemeni people, especially Yemeni children, are still suffering a great deal. All parties in Yemen and the international community must step up their efforts to find a way out of the current predicament. First, a comprehensive ceasefire must be achieved as soon as possible, and the peace process must be resumed at an early date. A military solution is not an option for Yemen; a political solution is the only way to overcome the crisis there.

  26. Several Council members said in their statements that they would like to see Afghanistan’s neighbours and countries of the region play a greater role. We have learned that such countries asked to participate in today’s meeting. It is regrettable that their requests were not granted. The United Nations Assistance Mission in Afghanistan has long played an important role in supporting the peaceful reconstruction of Afghanistan. Given the current situation on the ground, which is undergoing major changes, we hope that the Secretary- General will take the appropriate steps to ensure the safety of the Mission’s personnel. We also look forward to the Secretary-General’s timely presentation to the Security Council of practical and actionable recommendations on the future of the United Nations presence in Afghanistan.

The international community should also continue to help Afghanistan and its neighbours control the pandemic without delay. The current chaos in Afghanistan is directly related to the hasty withdrawal of foreign troops. The countries concerned should deliver on their good- faith commitment to supporting peace, reconciliation and reconstruction in Afghanistan and playing a constructive role in the issue of Afghanistan. Based on respect for Afghan ownership and the unwavering efforts of neighbouring countries in the political, security, development, humanitarian and counter- narcotics areas, constructive assistance to Afghanistan should be provided on a continuing basis.

China expects that those commitments will be fulfilled so as to ensure a smooth transition, curb terrorism in all its forms and criminal acts, and keep war and chaos at bay from the Afghan people so that they can rebuild their beautiful homeland. We hope that the Taliban will unite all parties and ethnic groups in Afghanistan to establish a broad and inclusive political structure commensurate with its national needs in order to lay the foundation for achieving lasting peace in the country.

I listened closely to the statement by the representative of Afghanistan. The situation in Afghanistan has undergone major changes. We respect the will and choices of the Afghan people. The war in Afghanistan has gone on for more than 40 years. Ending the war and achieving peace is not only the collective aspiration of more than 30 million Afghan people; it is also the shared hope of the international community and the countries of the region. Currently, the urgent task at hand is to restore, peace, stability and order as soon as possible in order to avoid senseless casualties and a large-scale flow of refugees to the greatest extent possible.

  35. He emphasized that the two-State solution enjoys international consensus and demonstrates equity and justice. It is also the only practical solution to the Palestinian question. China has put forward three ideas on bringing forth the two-State solution. First, the authority of the Palestinian Authority should be enhanced and it should be authorized to exercise sovereign functions in security, finance and other areas, so as to gain effective control over the autonomous and occupied territories. Secondly, the Palestinian factions should be supported in striving for greater unity, whereby they achieve internal reconciliation through consultation and dialogue and come to a unified position on talks for the settlement of the Palestinian question.

China will also partner with Egypt and use the vaccine-bottling factory in Egypt jointly established by the two countries to donate half a million doses of vaccines to the Palestinian people in Gaza. The Palestinian question is the root cause of the turbulence in the Middle East. The resolution of that question cannot be delayed indefinitely. China remains firmly committed to the just cause of the Palestinian people to gain national rights. We support the establishment of an independent State of Palestine that enjoys full sovereignty on the basis of the 1967 borders and with East Jerusalem as its capital. Recently, the State Councilor and Minister for Foreign Affairs, Wang Yi, had in-depth exchanges of views on the Palestinian question with the relevant countries during his visit to the Middle East.

We urge Israel to earnestly fulfil its obligations under international law, ensure the safety and rights of civilians in the occupied territories, facilitate access for humanitarian assistance and promptly and fully lift the blockade on the Gaza Strip. China has always been committed to the interests of the Palestinian people and has on multiple occasions provided emergency cash transfers, supplies to combat the coronavirus disease, vaccines and other humanitarian assistance. Earlier this month we transferred a donation of $1 million to the United Nations Relief and Works Agency for Palestine Refugees in the Near East to support its food aid programme in the Gaza Strip. China will continue to provide Palestine with much- needed assistance and donate 1 million additional doses of vaccines.

  38. Right before Eid al-Adha, the Israeli police clashed with the Muslim community near the Al-Aqsa mosque, which exacerbated tensions in East Jerusalem. China urges all parties to exercise maximum restraint and refrain from any action that might heighten tensions. Israel must earnestly comply with the relevant United Nations resolutions; stop demolishing Palestinian homes and evicting Palestinian inhabitants; discontinue its expansion of settlements; put an end to the violence, threats and provocations towards the Muslim community; and effectively maintain respect for the historical status quo of the holy sites in Jerusalem. The current humanitarian situation in Palestine is worrisome. The international community should scale up its assistance to the Palestinian people and support the Gaza Strip in resuming construction.

Mr. Geng Shuang (China) (spoke in Chinese): I would like to thank the Deputy Special Coordinator for the Middle East Peace Process, Ms. Hastings, and Ms. Oppenheimer for their briefings, both of which could help the Security Council understand the situation more comprehensively and give it fuller consideration. I would also like to welcome the participation of representatives from Palestine and Israel in today’s meeting. It has been two months since the last conflict in the Gaza Strip ended, yet the situation in the occupied Palestinian territory remains unstable. Unilateral actions by Israel are increasing, which is a matter of concern. In July alone, Israel demolished or confiscated dozens of Palestinian structures in communities in Humsa Al-Baqai’a and Ras Al-Tin, displacing more than 100 Palestinians, including children.

Mr. Geng Shuang (China) (spoke in Chinese): China regrets that draft resolution S/2021/667, confirming the support of the Security Council for the appropriate extension of the mandate of the High Representative for Bosnia and Herzegovina, was not adopted. That means that the candidate nominated by the relevant parties failed to receive the Council’s endorsement and therefore lacks legitimacy. I would like to stress that China has always respected the sovereignty, independence, national unity and territorial integrity of Bosnia and Herzegovina and believes that its people have the ability and wisdom to resolve their problems. The Office of the High Representative has become an anachronism.

  43. More than twenty-five years after the end of the war in Bosnia and Herzegovina, the situation in that country has undergone profound changes. In the new circumstances, a number of parties in Bosnia and Herzegovina have different views regarding the High Representative system. Maintaining that system and the Bonn powers is no longer in line with the actual needs of the State and the people of Bosnia and Herzegovina, and neither does it help the country exercise its sovereignty or achieve independence and autonomy. The international community should provide assistance to Bosnia and Herzegovina that is commensurate with developments on the ground.

Under the Dayton Peace Agreement, the Security Council plays an undeniable role in the appointment of the High Representative, a long-standing and established practice for which prior appointments have set precedents. To ignore that practice — or worse, to attempt to force through appointments by circumventing the Council — would set a deplorable new precedent and have a negative impact. To do so would be neither reasonable nor advisable. Secondly, on the issue of the position of the High Representative itself, as China has stressed on many occasions, the High Representative system and the powers emanating from the Bonn Peace Implementation Conference represent a special arrangement for a specific period.

First, with regard to the appointment of the High Representative for Bosnia and Herzegovina, the High Representative has an important bearing on the situation in Bosnia and Herzegovina. Whether or not the appointment procedures of the High Representative are just and reasonable puts at stake the legitimacy of the High Representative who is thereby selected, the authority of the Security Council on issues related to Bosnia and Herzegovina and the fundamental interests of the State and the people of Bosnia and Herzegovina. As such, this issue must receive the full attention of the international community, not least the Security Council.

China supports the discussion between the Colombian Government and the Fuerza Alternativa Revolucionaria del Común on the implementation of the peace agreement during the past five years and hopes that they will build on it to enhance the confidence in and support of the peacebuilding process. At the same time, the full implementation of the peace agreement is a long-term process. It is inevitable that there will be some twists and turns. The nationwide strikes and protests that have been taking place since April show that the situation in Colombia remains unstable and that the implementation of the final agreement still faces uncertainties.

Mr. Geng Shuang (China) (spoke in Chinese): China welcomes the presence of Vice-President and Foreign Minister of Colombia Ms. Marta Lucía Ramírez at today’s meeting and thanks Special Representative of the Secretary-General Ruiz Massieu for his briefing. We also listened carefully to the briefing by the civil society representative. This year marks the fifth anniversary of the signing of the Final Agreement for Ending the Conflict and Building a Stable and Lasting Peace. Thanks to the concerted efforts of the Colombian Government and the relevant parties and with the strong support of the United Nations and the international community, the peace agreement has been advancing in various areas, with positive progress made in its implementation.
