“On 9 December, China, Afghanistan and the five Central Asian countries held a video- teleconference at the level of deputy foreign ministers on trade and connectivity to build a new platform for regional cooperation, which will help to promote regional economic recovery and maintain regional stability and prosperity. China appreciates UNAMA’s initiative to establish a working group with the participation of the Embassies of six neighbouring countries in Afghanistan so as to promote regional cooperation and connectivity. That is in line with China’s thinking. “China supports the renewal of the mandate of the Analytical Support and Sanctions Monitoring Team pursuant to resolutions 1526 (2004) and 2253 (2015), concerning ISIL (Da’esh), Al-Qaida and the Taliban and associated individuals and entities. Currently, the level of violence in Afghanistan remains relentless. According to the report of the Secretary-General (S/2020/1182), the number of violent incidents in October this year was the highest since 2007. The international community should continue to support the Afghan security forces in strengthening capacity-building, combating terrorism, protecting civilians and improving the security situation. China calls on all parties in Afghanistan to respond positively to the Secretary-General’s call for a global ceasefire and immediately stop the hostilities and violence.”

“China believes that Afghan’s future arrangements should be broadly representative and inclusive so that all Afghan parties, ethnic groups and religious sects can participate equally and share State power. The international community should fully respect the will of the Afghan people and ensure that the negotiation process is Afghan-led and Afghan-owned. “We have provided Syria with assistance worth approximately $130 million through bilateral and multilateral channels and stand ready to continue to help and support the Syrian people. Last month, China and four other members of the Security Council co-hosted an Arria Formula meeting on unilateral coercive measures. The Secretary General of the Syrian Red Crescent, Mr. Erksoussi, gave a briefing at the meeting. According to S/2020/1257 him, unilateral coercive measures, especially the economic blockade, have severely hindered the resumption of work and production, the provision of medical supplies and humanitarian operations in Syria, resulting in an ever-larger number of people in need of humanitarian assistance, among whom women, children, internally displaced persons and other vulnerable groups suffer the most.”

“The Syrian Government has the right to defend the country’s sovereignty, in-dependence, unity and territorial integrity. The international community cannot stand idly by while terrorists find chances to wreak havoc. The international community should strengthen cooperation, adopt uniform standards and resolutely combat the scourge, in accordance with international law and Security Council resolutions. As noted by Under-Secretary-General Lowcock, the Syrian people are facing very harsh conditions. “China thanks President Agius and Prosecutor Brammertz for their briefings on the recent work of the International Residual Mechanism for Criminal Tribunals. Under the leadership of President Agius, the staff of the Mechanism have made every effort to overcome the impacts of the coronavirus disease. Since August, in-court proceedings have resumed and judicial activities have been well conducted. China commends the Mechanism for its efforts. During the reporting period, the Mechanism officially commenced pre-trial proceedings against Mr. Kabuga, one of the main suspects in the Rwandan genocide of 1994. That shows the resolve of the Mechanism to combat impunity and its efforts to advance the proceedings without delay. China commends the efforts of all parties, especially those of the Office of the Prosecutor.”

“Thirdly, all States parties should help to bring the issue of accountability for the use of chemical weapons back within the framework of the CWC and should safeguard the authority and integrity of the Convention. Some nations have weaponized the OPCW in order to undermine and suppress other countries, substituting votes for dialogue, which has led to deep divisions among OPCW States parties. The working methods of the Investigation and Identification Team, which was established by those countries, are opaque, and its reports do not reflect the integrity of the chain of custody, meaning they are highly controversial. Pending a solution to those problems, at the ninety-fourth session of the Executive Council those countries once again pushed for a vote on a draft decision concerning the Syrian chemical-weapons issue.”

“Many independent experts have raised doubts about this from a technical standpoint and highlighted contradictions in the reports, to which the OPCW should provide professional, science-based and convincing responses. China opposes jumping to conclusions or even rushing into action at a time when many question marks still remain. Certain members of the Security Council simply refuse to listen to divergent views and are determined to apply pressure and place attribution. They want to label anyone with a view different from their own as undermining the authority of the OPCW. Such conduct is irresponsible, unconstructive and politically motivated.”

“The statement made by the delegation of the United Kingdom fully exposes its double standards on counter-terrorism, which are neither responsible nor constructive. I would like to remind the representative of the United Kingdom of three facts. First Xinjiang province enjoys political stability, economic growth and social harmony, and its people are safe and at peace. Not a single act of terrorism has occurred in the province for quite some time. The human rights situation of people of all ethnic groups in Xinjiang continues to improve. Secondly, during the deliberations on 6 October on issues related to the Third Committee of the General Assembly at its seventy-fifth session, the representatives of approximately 50 countries opposed the attacks on China by a certain country and supported China’s measures in Xinjiang.”

We hope that the Committee will remain steadfast in performing its duties to ensure that next year’s comprehensive review of resolution 1540 (2004) is open, transparent and inclusive. “China supports the Committee in continuing to abide by the mandate of Security Council resolutions, while comprehensively advancing the implementation of resolution 1540 (2004), strengthening international non-proliferation cooperation and capacity-building and focusing on meeting the international assistance needs of developing countries. Last month, China adopted an export control law and a biosafety law. In October last year, China and the 1540 Committee jointly organized the third Non-Proliferation Points of Contact Training Course in the Asia-Pacific Region. China has taken concrete actions to continuously improve its own non-proliferation and export control regime. We have contributed to strengthening the capacity- building of countries in the Asia-Pacific region.”

“We hope that, with regard to such issues as listing, exemptions and delisting, the Committee will strictly abide by the relevant Security Council resolutions as well as the guidelines for the conduct of its work, and uphold the principles of objectivity, impartiality and professionalism, based on solid evidence and broad consensus, so as to safeguard the authority and effectiveness of the sanctions regime. The Counter-Terrorism Committee (CTC) is mandated by the relevant Security Council resolutions to track new terrorism threats and trends and provide technical assistance to the relevant countries.
