  2. China supports the continued effective implementation of the Black Sea Grain Initiative and the memorandum of understanding on the export of Russian food and fertilizer. Peace is the fundamental solution to the humanitarian crisis in Ukraine and the only way to achieve long-term peace and stability in Ukraine and the region at large. No matter how great the difficulties and challenges, the door to a political settlement must not be closed. The process of diplomatic negotiations cannot be stalled, and the efforts to stop the war and promote talks must not slow down. The events of the past eight months have proved that sanctions and pressure, bloc confrontation and political isolation are not effective ways to resolve the crisis.

In the era of globalization, the implementation of all-round, indiscriminate sanctions will serve only to accelerate the spread of the crisis, raise the prices of commodities on international markets, destabilize the global industrial supply chain and leave every country in the world, not least developing countries, exposed to its deleterious effects. The international community should unite and work together to ensure the uninterrupted operation of the global food, energy and financial markets and remove political obstacles to international economic and trade cooperation.   4. The nearly eight months of intense conflict have led to a severe shortage of supplies in many places. The delivery of basic public services, such as water, electricity, heating and medical care, is now challenging. As winter approaches, millions of people, especially women, children and other vulnerable groups, must rely on humanitarian aid to survive. China appreciates the efforts of international humanitarian agencies and Ukraine’s neighbours to mitigate the humanitarian crisis. We call on the international community to continue to assist Ukraine based on the principles of humanity, neutrality, impartiality and independence, and to help its neighbours share the burden of resettling everyone affected by the conflict. Thirdly, we must make every effort to contain the spillover effects of the conflict.

  5. First, we must comply effectively with international humanitarian law. International humanitarian law is a code of conduct by which all parties to a conflict must abide. Civilians and civilian facilities should be fully protected, and all the parties should facilitate the evacuation of people and the provision of humanitarian relief. Nuclear power plants, energy pipelines, bridges and other critical infrastructure are vital to public safety and social stability and should not be the target of malicious attacks. All the parties involved should exercise maximum restraint, avoid words and actions that exacerbate confrontation and result in miscalculations and work to prevent the conflict from escalating and becoming more dangerous. Secondly, we must make constant efforts to step up humanitarian assistance.

Mr. Geng Shuang (China) (spoke in Chinese): In recent months we have seen a continuing intensification of the conflict on the ground in Ukraine, an ongoing deterioration of the humanitarian situation and ever bleaker prospects for peace, which China finds extremely worrisome. The nearly eight-month crisis has taken a heavy toll on ordinary people, put the world, especially developing countries, under tremendous strain and exposed global economic development to severe shocks. We must prevent the conflict from becoming more protracted and complicated, make every effort to mitigate its humanitarian consequences, contain its spillover effects and work together tirelessly to promote de-escalation, a swift ceasefire and the cessation of hostilities. Today I want to emphasize three key points.

We also hope that resolution 2653 (2022) will send a clear signal to the Haitian people that the Security Council has been paying attention to their suffering and will do its utmost to help them eradicate the scourge of gang violence and remove this crushing weight off their backs. Haiti is on the brink of collapse and is in dire need of the help of the international community. After the adoption of this resolution, the Council will continue to monitor developments in Haiti. We hope that resolution 2653 (2022) will send a clear signal to the criminal gangs in Haiti, urging them to immediately cease their misdeeds, stop harming the people and desist from chipping away at Haiti’s economic, social and security foundations. We hope that this resolution will send a clear signal to Haitian political factions, requiring them to immediately stop colluding with criminal actors, stop partisan fighting, put the interests of the country and the people first and reach a consensus on the nation’s political structure and transitional arrangements as soon as possible.

  9. China has always called for caution on the use or threat of use of sanctions in international relations, regardless of the circumstances. However, considering the urgency of the current situation in Haiti and the call of its people, China was the first in the Council to propose targeted sanctions against Haitian criminal gangs. Our proposal was quickly echoed by other Security Council members and countries of the region. We commend the United States and Mexico, as co-penholders, for preparing the resolution and for seeking the views of others in the process in order to continuously improve the text. We also commend other Council members for their serious and responsible manner during the consultations and for working jointly to enable this resolution to be adopted on the basis of consensus.

  10. Mr. Geng Shuang (China) (spoke in Chinese): On Monday, we discussed the situation in Haiti in this Chamber (see S/PV.9153). The members of the Security Council expressed their deep concern that Haiti is deeply engulfed in multiple political, security and humanitarian crises. They stressed the need for a political solution to ease the people’s suffering and unanimously called for robust action to crack down on criminal gangs in the country. Just now, the Security Council unanimously adopted resolution 2653 (2022), imposing sanctions on Haitian criminal gangs, with travel bans, assets freezes and arms embargoes, translating the Council’s consensus on curbing gang violence, protecting the Haitian people and restoring security and social order in Haiti into practical actions. China welcomes that.

  12. Unilateral sanctions are seriously undermining the economic foundations of Afghanistan, Syria, Cuba, Venezuela and other countries. They are heavy shackles that are impeding local women’s survival and development, and they should be lifted immediately. As the host country of the Fourth World Conference on Women, China has always advocated for gender equality, supported the women and peace and security agenda and contributed to the international cause of women’s development. We worked with UNESCO to create the UNESCO Prize for Girls’ and Women’s Education, which to date has provided support to 14 organizations in Zimbabwe, Tanzania, Jamaica and other countries.

  13. Work, education and training can help them change their lives. The current global food crisis is intensifying. The international community should speed up its response and provide emergency assistance to vulnerable groups such as women in developing countries. We hope that all the parties concerned in the Ukraine issue will promote dialogue and consultation, fully implement the Black Sea Grain Initiative and ensure that more grain is shipped to developing countries. At the same time, we need to take a long- term approach to supporting women’s economic empowerment and helping more women earn their own living. Since last winter China has imported 1,600 tons of Afghan pine nuts via an air corridor, helping Afghan women, who make up half of the industry’s labour force, to generate income and lift themselves out of poverty.

  14. The Council should invest further energy and resources in Africa in resolving conflicts and supporting reconstruction there so that every African woman can benefit from the peace dividend. Today Haiti is known as the most dangerous place in the western hemisphere. Gang violence has continued to escalate, and the maiming of women and children is even more appalling. The international community should impose targeted sanctions on Haitian gangs, crack down on violent crime and provide a safe living environment for women and children. Fourthly, it is necessary to carry out development for peace so that women can gain the power of self- reliance. A lack of resilience is rooted in a lack of development. Poverty, hunger and leaving school at an early age make women vulnerable and helpless.

China hopes that Afghan women will see their fundamental rights and interests protected and that they will be organically reintegrated into the country’s economic and social life and become an important force in the process of peaceful national reconstruction. Thirdly, we must endeavour to ensure the protection of women so that they can enjoy peace and stability. The international community has made great efforts to protect women in conflict areas and has achieved some progress, but there is still a long way to go. Terrorism, combined with armed conflict, is rampant in regions such as the Sahel, and women and children suffer the most. The Security Council should place Africa higher on its agenda and should not let other problems reduce its attention to African issues.

  16. In major peace processes throughout the world over the past 30 years, only 13 percent of negotiators and 6 percent of moderators and agreement signatories have been women. That situation should be improved as soon as possible. Every country should take action to eliminate all forms of discrimination, give women more opportunities to participate in the political process and ensure their equal and effective participation in national governance. The international community should also actively support women’s participation in United Nations peacekeeping operations and give full play to women’s unique advantages in protecting vulnerable groups and engaging in community outreach. Today many of our colleagues have mentioned the plight of Afghan women.

We must come up with concrete actions to uphold justice and deliver on our commitments with a view to promoting a comprehensive, just and lasting settlement of the Palestinian question without delay, restoring belated justice for Palestinian women and ensuring that girls in Gaza can believe in peace and see hope. Secondly, we must follow through on gender equality in order to give women more opportunities to participate. The participation of women in the peace process is not only an absolute requirement for women’s empowerment and gender equality but also an important condition for achieving lasting peace in conflict zones. The international community has an untold historical debt to women in that regard.

  18. Behind strength and resilience lies hope for the future. Where there is hope there is direction. Where there is hope there is strength. Women and families in conflict zones are often devastated and suffer a multitude of hardships. Achieving fairness and justice is the only way to help women believe that they have a future worth looking forward to, and that it is a beautiful one. The question of Palestine has dragged on for more than 70 years. Without a solution, generations of Palestinian women have seen their hair go from black to white. A Palestinian girl in Gaza aged 12 today has already witnessed five armed conflicts since the day she was born. The international community should wait no longer.

  19. Mr. Geng Shuang (China) (spoke in Chinese): China commends Gabon for convening today’s important meeting, and I would like to thank all of the briefers for their statements. Resolution 1325 (2000) ignited the international community’s heightened attention to the special situation of women in conflict, redefined the relationship between women and peace and security and greatly enhanced the agency and participation of women in the field of peace and security. It was a milestone. Strengthening the resilience of women in conflict zones is an inherent part of the women and peace and security agenda, and China commends Gabon for making it the theme of today’s meeting. I would like to share four points on that theme. First, we must put fairness and justice into practice in order to give women hope for their future.

Under the leadership of Special Representative Rugwabiza, MINUSCA has strengthened communication and coordination with the Government of the Central African Republic and proactively responded to security threats. The implementation of the status-of-forces agreement has continued to improve, and the Mission has made progress in discharging its duties. The relevant practices are worth replicating elsewhere. China will continue to support the work of the Mission and the Special Representative, and we hope that they will play a greater role in promoting the peace process in the Central African Republic.

  21. Local elections and the disarmament, demobilization and reintegration process also require considerable financial resources. The current peace in the country is hard-won, and the support of the international community cannot diminish. The relevant countries and international organizations should resume aid as soon as possible to help the Central African Republic address its economic and humanitarian difficulties. The international community should increase investment in the development of the Central African Republic, help enhance its endogenous development momentum, turn resource advantages into development benefits and break the vicious cycle of poverty-induced chaos and chaos-induced relapse into poverty.

International partners and the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA) should provide constructive support for the implementation of that policy and strategy, help the country to strengthen its capacity to independently maintain stability and respect its right to engage in security cooperation. Security Council sanctions still have an impact on the security capabilities of the Central African Republic and should therefore be completely lifted. Thirdly, we should enhance efforts to build peace. The Central African Republic faces financial constraints, energy and food shortages and a grave economic and livelihood situation. Sixty per cent of the country’s population needs humanitarian assistance.

In providing assistance to the Central African Republic peace process, the international community should respect the sovereignty and ownership of the Central African Republic and support its people in independently choosing a development path that suits their national conditions. Secondly, we should strengthen security capacity- building. In recent years, with the active deployment of security forces by the Central African Government, the security situation throughout the country has continued to improve and the scope of the activities of armed groups has continued to shrink. Facts have shown that only by establishing a professional, efficient and strong security sector can we effectively deal with the security threats. The Government of the Central African Republic has been actively implementing the outcomes of the republican dialogue, demonstrating a positive attitude in the dialogue with armed groups, promoting comprehensive disarmament and striving to revitalize the peace process. China welcomes that. We appreciate the positive role played by Rwanda, Angola and other countries of the region, and we support the efforts of the International Conference on the Great Lakes Region to strengthen communication and coordination with the Government of the Central African Republic and jointly implement the peace agreement road map in the light of the priorities and needs of the country.

  27. The presence of the United Nations is a strong guarantee towards the settlement of the Kosovo issue, which is sensitive and complex. In recent years, there have been persistent tensions, which have also escalated, posing a potential risk to European security. Under such circumstances, the Security Council should sustain its focus and attention on the Kosovo issue. The Special Representative of the Secretary-General and United Nations Interim Administration Mission in Kosovo (UNMIK) should continue to work actively in accordance with resolution 1244 (1999), effectively carry out its mandates and play a constructive role in maintaining regional stability, promoting national reconciliation and facilitating dialogue between the two sides. China’s position on the Kosovo issue has been consistent and clear.

  28. In accordance with the provisions of the Brussels Agreement, Kosovo should advance the establishment of an association of Serb municipalities. Harmonious coexistence of all ethnic groups is a fundamental prerequisite for achieving stability in Kosovo. For many years now, the unity and mutual trust of all communities in the Kosovo region have been in a fragile state. Recently there have been a number of incidents targeting ethnic minorities and their places of worship in Kosovo, including thefts and attacks. China hopes the Kosovo authorities will take effective measures to prevent the recurrence of such incidents so as to guarantee the security and legitimate rights and interests of all ethnic groups in Kosovo, including Serbs.

We call upon both sides, and the Kosovo authorities in particular, to exercise restraint, actively cooperate with the good offices of the EU, bearing in mind the overall interest of maintaining security and stability in Europe, and refrain from once again taking unilateral actions. Dialogue and consultation are the right way to address the Kosovo issue. We are pleased to see that the August meeting in Brussels this year between Serbia and Kosovo produced positive results. Under the auspices of the EU, the Serbian and Kosovo sides arrived at a road map for the implementation of the energy agreement. China encourages both sides to continue to engage with each other pragmatically and constructively and to implement the outcomes of the previous negotiations.

  30. China welcomes this development, and, in particular, China commends the constructive attitude demonstrated by Serbia. At present, the issue of licence plates is still pending. Pristina’s demand is that the conversion of licence plates be complete by the end of this month. This may once again trigger protests and even clashes and aggravate tensions between the two sides. Such a situation must be avoided. We support the two sides engaging with each other through the mediation under the auspices of the European Union (EU) in order to continue consultations on the licence-plate issue.

I have listened carefully to the briefings by the Special Representative Ziadeh and Ms. Gërvalla-Schwarz. Since June 2022, the Kosovo authorities have taken unilateral actions on such issues as identity documents and vehicle licence plates, which has led to a severe escalation in tensions in northern Kosovo, disrupting the process of normalizing relations between Kosovo and Serbia and affecting security and stability in the Balkans and South-East Europe. China expresses its concern. Under the good offices of the relevant parties, the two sides have finally reached an agreement on the issue of identity documents.

The United Nations work in Haiti over the past 30 years has proved that a rapid solution brought from outside will result in only temporary results, with no lasting impact Without a strong desire, a sense of common purpose and collaboration among all sectors of Haitian society, outside advocacy and efforts will ultimately not be of much help. After all, the key to resolving the Haitian issue is in the hands of the Haitian people themselves. The international community should take the long view by supporting Haitian people in their search for a comprehensive, home-grown solution based on their own unique situation.

At a time when the Haitian Government lacks legitimacy and is unable to govern, will sending such a rapid-reaction force to Haiti be met with the understanding, support and cooperation of the parties in Haiti, or will it face resistance from, or even trigger violent confrontation among, the population? We need to carefully consider such issues in an integrated manner. Since the 1990s, the United Nations has deployed successive missions, including the International Civilian Mission in Haiti, the United Nations Mission in Haiti, the United Nations Stabilization Mission in Haiti, the United Nations Mission for Justice Support in Haiti and now BINUH. Sadly, none of those missions achieved their intended objective.

We must prevent gang members from using potential loopholes to evade sanctions, on the one hand, and, on the other, avert a situation where implementation is only superficial and merely becomes a formality with no real impact. The Secretary-General’s recent proposal to support Haiti in improving its security situation deserves to be studied carefully. China is ready to hold an in-depth exchange of views with others. We have taken note of the recent call by the Haitian Prime Minister for a special force to be sent to Haiti. We have also taken note of the immediate opposition from some political parties and groups to the presence of a foreign armed force in Haiti.

  35. China supports targeted sanctions, including a travel ban, an assets freeze and an arms embargo, inter alia, on gang members and their supporters. We hope that those measures will be robust and effective and that they will truly make a difference in deterring gang violence, cracking down on violent crime and cutting off the supply of funding and weapons to criminal gangs. We hope that the co-penholders will listen to Member States and take our views into account, continuously improve the draft resolution and fine-tune all the provisions with a view to ensuring that the sanctions are robust and address the core of the problem.

We welcome the readiness expressed by the members of the Caribbean Community to facilitate the Haitian political process and help the country emerge from the political stalemate as soon as possible. Eradicating the scourge of gang violence is both a starting point for any improvement in the current situation and a prerequisite for a solution in the country. Council members and the Secretary-General have a clear understanding and a strong consensus in that regard. Resolution 2645 (2022), adopted by the Security Council in July, indicated that the Council was ready to take mandatory measures against gang members and their supporters. Last week, the co-penholders on Haiti, the United States and Mexico, circulated a draft resolution on imposing sanctions on criminal gangs, for which we express our appreciation.

  37. We express our deep sympathy to the Haitian people, especially women and children, for their dire misery, caused by the current chaos. The political parties in Haiti, ignoring its people’s suffering, are still engaged in fighting over party and personal interests. That is more than disappointing. All Haitian political parties and factions should demonstrate a sense of responsibility and duty by strengthening dialogue and coming together to reach an agreement on a political framework and transitional arrangement to help break the current political impasse and restore constitutional order. The United Nations Integrated Office in Haiti (BINUH) must take concrete actions to urge and encourage Haitian political parties and groups to bridge their differences through dialogue and consultation and develop a road map for the political process.

The Secretary-General’s report (S/2022/761) submitted last week and today’s briefing by the Special Representative both describe an unprecedented crisis in Haiti. The level of chaos, complexities and difficulties may very well be beyond our imagining. China cares deeply about the worsening humanitarian situation and the recent cholera outbreak in Haiti. We express our profound concern over the inability and inaction of the Government, while gang violence is directed against civilians with impunity.

China supports the Gulf Cooperation Council’s initiative on the issue of Yemen, and we encourage the countries with influence on the situation in Yemen to continue to provide constructive assistance towards de-escalating the situation, restoring the truce and achieving a political settlement. The humanitarian crisis in Yemen persists, and the United Nations humanitarian operations are severely underfunded. Dozens of operations have been curtailed or terminated due to the lack of funding. Yemen cannot be forgotten by the international community. We call for the allocation of adequate funding to be guaranteed for United Nations assistance operations in Yemen. Fund- raising for the first phase of the action plan regarding the FSO SAFER oil tanker were completed. That is encouraging news.

On 5 October, the President of the Security Council issued a press statement (SC/15054) that called on the Yemeni parties, in particular the Houthis, to return to constructive engagement in the negotiations under the auspices of the United Nations. We hope that that appeal can be implemented and that the parties concerned can return to the negotiating table as soon as possible so as to properly resolve their differences through dialogue and consultation and strive to reach a new truce agreement at an early date.

  42. The top priority now is to maintain the current security situation, which is relatively stable. China calls on the parties concerned to put the interests of the Yemeni people first, exercise restraint, act prudently, refrain from any unilateral actions and provocative language that may escalate the situation and leave enough space for the political process. Any attack on civilians and civilian infrastructure should be condemned. At this critical moment, all parties in Yemen should maintain communication and avoid miscalculation. Dialogue and consultation are the only way to resolve the Yemeni issue. The Special Envoy is working tirelessly and conducting good offices to help to restore the truce.

  43. Mr. Geng Shuang (China) (spoke in Chinese): I thank Special Envoy Grundberg and Assistant Secretary-General Msuya for their briefings. China firmly supports their work. I also welcome the Permanent Representatives of Yemen and Saudi Arabia to today’s meeting. The six-month truce brought a glimmer of hope to Yemen. The people of Yemen and the international community in general expect that the truce will be extended and gradually expanded into a comprehensive political process. Regrettably, despite the intensive efforts of the Special Envoy, the Yemeni Government and countries of the region, such as Saudi Arabia and Oman, that goal has not yet been achieved. We do not want to see a restart of the war in Yemen, and we are deeply concerned about the evolving situation on the ground.

Under the leadership of Special Representative Ruiz Massieu, the United Nations Verification Mission in Colombia has played an active role in promoting the implementation of the Colombian peace agreement, which China fully recognizes. We support the extension of the Verification Mission’s mandate and are willing to work with the other members of the Security Council to push for the provision of more targeted assistance to Colombia’s peace process by the Verification Mission. China stands ready to work with the international community, on the basis of respecting Colombia’s ownership, to support Colombia’s ongoing efforts for new achievements on the path to comprehensive peace, stability and development.

  45. We must also continue to promote the substitution of illicit crops and focus on resolving the root causes of the drug epidemic. In that regard, agencies such as the Peacebuilding Commission, the United Nations Office on Drugs and Crime and the United Nations Development Programme should provide more support. As Secretary-General Guterres said, the Colombian peace process is taking root. At the same time, Colombia cannot build peace without the robust assistance of the international community. We welcome and support the improvement of relations between Colombia and neighbouring countries, and we hope that regional countries and regional organizations will make greater contributions to consolidating the momentum for peace and promoting economic and social development in Colombia.

It is therefore imperative to improve Colombia’s security governance capabilities, bolster the presence of security forces in former conflict areas where the Government lacks effective control and crack down on violence and organized criminal activity by armed groups. It is also vital to protect vulnerable groups such as women, children and Afro-Colombian communities, while actively promoting the integration of former combatants into society by helping them to find employment opportunities and encouraging their participation in productive projects, providing technical support and training to that end. We must expedite reforms in all socioeconomic fields, address poverty, social injustice and underdevelopment in rural areas and leave no one behind.

We believe that with the support of the United Nations and the relevant guarantor countries, the two parties will reach a permanent ceasefire and a political settlement through negotiations aimed at creating more favourable conditions for Colombia to realize comprehensive and lasting peace as soon as possible. We also hope that the other armed groups will return to a path of peaceful dialogue without delay. The comprehensive implementation of the peace agreement is key to eradicating violence and achieving peaceful development, and an integrated approach to policy implementation is needed to ensure a continued flow of inputs.

  48. We support the Colombian Government in its efforts to promote dialogue and reconciliation, foster economic and social development and pursue national peace and stability. We expect all the parties in Colombia to unite as one to meet the challenges in the peace process and continue to consolidate and expand on their hard-won peace gains. Dialogue is an effective way to resolve differences and settle disputes. China welcomes the Colombian Government’s commitment to ending the conflict through dialogue and appreciates the announcement by the Government and the Ejercito de Liberación Nacional regarding a resumption of peace talks.

I also welcome the Colombian Foreign Minister and the Chair of the Peacebuilding Commission to this meeting. I thank Special Representative Ruiz Massieu for his briefing. I also listened carefully to the statement by the civil-society representative. Since President Petro Urrego took office in August, the new Colombian Government has actively promoted the implementation of the Final Agreement for Ending the Conflict and Building a Stable and Lasting Peace and has set forth the concept of “total peace”, demonstrating its firm determination to achieve lasting peace and stability in the country, which China commends.

  50. Lopsided emphasis on sanctions at the expense of political efforts and relentless pressure will not help ease the situation. They are not the right approach. Thirdly, I would like to stress that dialogue and consultation are the only way to solve the Korean peninsula issue. We urge the parties concerned to demonstrate sincerity and take actions to create conditions to resume dialogue. We also call upon the countries concerned to meet each other halfway, address the legitimate and reasonable concerns of all the parties in a balanced manner and promote a political solution of the issue. China is ready to make further contributions in that regard.
