  1. Cooperation with autonomous peace operations in Africa should be an integral part of United Nations peace operations in a broad sense. The two sides have accumulated a wealth of experience in that regard. The African Union-United Nations Hybrid Operation in Darfur, which has played an important role in restoring peace and stability in the area, has been successfully withdrawn. In Somalia, the multi-stakeholder model, in which the African Union provides the troops, the United Nations the logistical support and the European Union the funding, has generally worked well and has helped to improve the security situation. The United Nations and the African Union should further strengthen their communication and consultation, resolve the legal and resource-specific challenges in their cooperation creatively and play to each other’s strengths.

  2. That is the best way to combat misinformation about missions. The United Nations Organization Stabilization Mission in the Democratic Republic of the Congo has recently been communicating with the various sectors of the Democratic Republic of the Congo through multiple channels, which deserves full recognition. Thirdly, we must strengthen partnerships and mobilize all States and stakeholders to advance peacekeeping operations. In recent years, regional and subregional organizations have rapidly increased their willingness and capacity to maintain peace and security in various regions, in particular in Africa. The need for autonomous peace operations in Africa continues to rise and the Sahel is a prime example.

In resolution 2650 (2022), adopted in August, on extending the mandate of the United Nations Interim Force in Lebanon (see S/PV.9121), some Council members included language that weakened the coordination between the Force and Lebanon, which is not conducive to consolidating mutual trust with Lebanon. Human rights issues have often been a complicating factor in missions’ relationships with host countries, particularly in Mali and South Sudan. Missions with human rights mandates should fact-check with the State concerned when reporting on a human rights situation and seek its consent when investigating human rights violations. The United Nations should strengthen strategic communications with host Governments and peoples in order to promote their understanding of and support for a mission’s mandate and the way it works.

Relationships between some missions and the countries concerned have been a serious problem for some time, so much so that peacekeepers have even paid the ultimate price in the Democratic Republic of the Congo and the Abyei region, which is extremely distressing. Strengthening cooperation with host countries has always been an important part of peacekeeping reform and should be given greater priority in future. In performing their duties, missions should listen to the views of the countries involved, take their concerns into account and seek their support.

In August, the Security Council adopted a presidential statement on capacity- building in Africa drafted by China (S/PRST/2022/6), requesting that the Secretary-General submit a report within one year to assess peacekeeping mission mandates and make recommendations for adjusting them or formulating exit strategies. We hope that the Council will take this opportunity to streamline and optimize the mandates of peacekeeping operations so that missions can focus on fulfilling their core tasks. Secondly, we must eliminate the trust deficit and rebuild good cooperative relations with the countries concerned.

  6. Some of the new mandates are designed to respond to changing dynamics and some to meet the legitimate needs of the countries concerned. Others, however, have arisen out of reasons of so-called political correctness, and some may even risk becoming tools for exerting pressure on the countries concerned. The unchecked expansion of mandates interferes with the Council’s core mission, strains peacekeeping resources and raises excessive expectations for missions. Some mandates exceed missions’ capacity, interfere in the internal affairs of host countries and undermine the mutual trust between the two.

To respond to these evolving situations, peacekeeping operations need to constantly improve, better position themselves, strengthen their weak areas and do a better job of serving Member States and the wider international community. China would like to highlight the following four points regarding the performance of peacekeeping operations over the past year. First, we must strengthen the overarching structure of peacekeeping operations in order to serve the central task of maintaining peace and security. Peacekeeping mandates have continued to grow over the decades, expanding from the traditional monitoring of ceasefires to the protection of civilians, from the area of traditional security to the humanitarian and human rights fronts, and in some cases to the areas of natural resources and sanctions.

Nearly 90,000 peacekeepers have braved hardships and dangers in fulfilling their duties and carrying out their mission under the banner of the United Nations, bringing peace and stability to conflict areas and highlighting peace and hope in the world. I would like to take this opportunity to pay tribute to all the Blue Helmets and express my sincere gratitude to the troop- and police-contributing countries. The world is entering a period of turbulent change and instability. Factors promoting destabilization and uncertainty are on the rise and international and regional peace and security have been increasingly challenged. In those circumstances, the important role of peacekeeping operations, as well as Member States’ expectations of them, is growing more prominent.

Thirdly, the crisis in Ukraine shows that only by adhering to the purposes and principles of the United Nations Charter can we enjoy peace and development, and any deviation from that will bring about only conflict and anxiety. As the legal cornerstone of today’s international order, the United Nations Charter is irreplaceable in its role and unshakable in its status. Compliance with the purposes and principles of the United Nations Charter should be consistent, with words matching deeds, instead of saying one thing while doing another, not to mention double standards or selective application. While a certain country has repeatedly emphasized the principle of sovereignty over the issue of Ukraine, it has incessantly challenged the sovereignty of China over Taiwan and even deliberately created tensions in the Taiwan Strait.

At a time when the international community is in dire need of unity and cooperation to overcome the difficulties together, it is extremely irresponsible and dangerous to cling to the Cold War mentality and bloc politics, promote decoupling, erect barriers and politicize, instrumentalize and weaponize economic and trade exchanges in order to coerce other countries to take sides and deliberately create division and confrontation. The international community should be highly alert to that counter-current and resist it together. We must not let the crisis of Ukraine trigger a new Cold War. We must not repeat the mistakes of history. We must not let humankind experience once again the unbearable scourge of war.

Putting one’s own security above that of others, attempting to strengthen military blocs, establishing absolute superiority and even shaping the surrounding environment of other countries according to their own standards will lead only to conflict and confrontation, divide the international community and make themselves less secure. Secondly, the Ukraine crisis shows that the evolution of changes not seen in a century is accelerating and our world is facing increasing instability and uncertainty under the intertwined impact of war and the pandemic. We undertook our efforts in a responsible way to mitigate the spillover effect of the crisis and alleviate its impact on the global industrial chain and supply chain. We will continue to play an active, constructive role in stabilizing international trade and the world economic order. The international community should see the signing and implementation of the two agreements from the humanitarian perspective, reject politicization, create a favourable environment for the follow-up implementation of the agreements and provide solid guarantees. Since the outbreak of the Ukraine crisis last February, China has been taking an objective and impartial approach and proceeding from a historical perspective and the merit of the issue itself. China has been standing on the side of peace and of humanitarian efforts, calling for a ceasefire to stop the fighting, facilitating a cool-off period, actively promoting peace talks and providing humanitarian assistance. China has put forward a six-point initiative and the international food security cooperation initiative to ease the humanitarian crisis in Ukraine.

  17. We also hope that the two parties will continue to maintain dialogue and communication, strive for an early return to diplomatic negotiations and achieve a ceasefire as soon as possible. The issue of grain shipping is very complex. It is quite common to encounter difficulties of one kind or another in implementing an agreement. The parties concerned should adhere to their political will, uphold the spirit of cooperation, strengthen communication and coordination and properly address the challenges so that they can jointly promote the implementation of the agreements, get it off to a good start and push it forward continuously.

Currently, a Joint Coordination Centre, with the participation of the four parties, has been established, and the preparation is progressing smoothly for the first shipment of grain out of Ukraine. That brings hope for easing the food shortage and the suffering of the poor in developing countries and for alleviating the global food crisis. China welcomes that. China commends Secretary- General Guterres and all the parties concerned for the positive role they played. The signing of the two agreements shows that, as long as we do not relent in our efforts, there is still room for the parties to resolve problems through consultation. In a world affected by wars and sanctions, the impediment to the exportation of food and fertilizer from Ukraine and Russia is not only posing a challenge to global food security and aggravating the plight of vulnerable developing countries, but it is also making it more difficult for the international community to achieve the 2030 Agenda for Sustainable Development and promote a stable recovery in the world’s economy. We are pleased to see that last week in Istanbul, with the joint efforts of the relevant parties concerned, Russia, Ukraine, Türkiye and the United Nations signed an agreement on shipping grain out of Ukraine and that Russia and the United Nations signed an agreement on the export of Russian food and fertilizers.

Iraq’s stands at a location of strategic importance. The country has diverse ethnicities and religions. It should become a booster for regional cooperation instead of an arena for geopolitical competition. China strongly condemns the attack in Iraq’s Dohuk governorate on 20 July. We deeply mourn the victims and express our condolences to the Government of Iraq and to the bereaved families. We wish a speedy recovery to the wounded. We support the press statement issued by the Security Council on the matter (SC/14980). Iraq has set up a special committee to investigate this attack. We call on all parties concerned to actively cooperate with Iraq on this investigation in order to find out the facts as soon as possible and ensure accountability.

Countries with influence on Palestine and Israel should shoulder their dual responsibility, uphold an objective and impartial position and play their part in promoting the swift resumption of peace talks between the two sides. The Council should take more active and vigorous actions on the Palestinian question and work with the League of Arab States, the Organization of Islamic Cooperation and other organizations to bring about broader and more effective efforts to promote peace. China calls for a larger, more authoritative and more influential international peace conference, in which the permanent members of the Council and all stakeholders in the Middle East peace process are invited to participate in exploring effective ways and means to find a political solution to the Palestinian question.

  29. The international community should attach equal importance to the security concerns of both Palestine and Israel. As the occupying Power, Israel should fulfil its obligations under international humanitarian law by ensuring the safety of civilians in the occupied territories. We once again urge Israel to thoroughly investigate the killing of female journalist Shireen Abu Akleh, and the findings should stand the test of time and history in order to bring about justice for the victim. Thirdly, there should be no delay in advancing the two-State solution. The Palestinian question has dragged on for more than 70 years. Piecemeal crisis management is no substitute for a comprehensive and impartial solution. The international community should work earnestly to promote the Middle East peace process.

According to statistics recently released by the Office for the Coordination of Humanitarian Affairs, 63 Palestinians have been killed and more than 6,000 injured in operations by Israeli security forces so far this year. The Secretary-General’s report on children and armed conflict (S/2022/493) noted that last year Israeli security forces killed 78 Palestinian children and maimed 982. Attacks on Israeli civilians that result in casualties also occur from time to time. The security of Israel and Palestine is interdependent and indivisible. The two sides should uphold a common, comprehensive, cooperative and sustainable security concept and find a way to live side by side and in peace. Seeking absolute security by using one’s advantageous position can lead only to a greater security dilemma.

  31. First, there should be no more delays in reversing the situation on the ground. Israel continues to expand its settlement activities in the occupied territories, with more than 300 settlements built and more than 700,000 settlers moved in so far, which is further shrinking the Palestinian people’s living space and undermining the contiguity of the occupied Palestinian territory and the prospects for an independent and sovereign Palestinian State. We urge Israel to abide by international law, implement resolution 2334 (2016) and immediately stop all settlement activities. Secondly, we cannot defer achieving common security. Violent incidents in the occupied territory have continued one after another since the beginning of this year, and the clashes in Gaza are worrisome.

  32. Mr. Geng Shuang (China) (spoke in Chinese): I thank Deputy Special Coordinator Hastings for her briefing and welcome the presence of the representatives of Palestine and Israel at this meeting. The Middle East peace process remains at an impasse. The relevant United Nations resolutions have gone unimplemented for many years, and the legitimate rights of the Palestinian people continue to be violated, further exacerbating their predicament, which is of great concern to China. The question of Palestine is at the heart of Middle East issues affecting regional peace and security and should not be marginalized, much less forgotten. The international community should fully acknowledge the severity of the situation and take immediate, concrete action to put a settlement of the Palestinian issue back on track as soon as possible.

The peace process in Colombia has made remarkable progress, yet the people of the country still need robust assistance from the United Nations and the international community in their journey to build peace.   34. The former combatants’ social reintegration and their enjoyment of peace and development dividends is crucial to the realization of lasting peace. We appreciate the efforts of the Colombian Government and the National Reintegration Council in providing support to former combatants in terms of housing, employment and land distribution. We hope that the elections will be held without incident and that all parties concerned will continue to work hard after the election to consolidate the hard-won gains of peace and jointly address the difficulties and challenges in the implementation of the agreement in a continued effort to comprehensively move the peace process forward. We note with concern that the frequent clashes between illegal armed groups vying for territorial control in some parts of Colombia not only seriously threaten the safety of the local people but also disrupt the peace process.   36. China welcomes the positive progress achieved in the Colombian peace process and highly commends the efforts made by all parties in Colombia to implement the peace agreement. Colombia will hold legislative and presidential elections in March and May this year, respectively. The relevant political parties and presidential candidates have included the further implementation of the peace agreement in their campaign platforms. The Communist Party has endorsed 41 legislative candidates, including former combatants. China supports Colombia in advancing preparations for the elections in an orderly manner.

I also listened attentively to the statement made by the civil- society representative. Last November, Colombia solemnly commemorated the fifth anniversary of the signing of the Final Agreement for Ending the Conflict and Building a Stable and Lasting Peace. The agreement put an end to the more-than-half-a-century-old conflict in Colombia. Not only is it of great significance to peace and stability in Colombia and Latin America as a whole, but it also exemplifies efforts to resolve conflicts and rebuild peace through dialogue and negotiation.

At present, Palestine is in a deep economic and financial crisis, the humanitarian situation is worrisome and the people are living under difficult circumstances. In 2021, Jewish settlement in the West Bank continued to expand, and the number of demolished Palestinian homes was the highest since 2016. Settlement activities in the occupied territories violate international law. We urge Israel to stop demolishing Palestinian homes, expelling Palestinians and expanding settlements and to create conditions for the development of Palestinian communities in the West Bank. We are equally concerned about Israel’s recent announcement that it will invest more than $300 million in settlement construction in the Golan. The international community recognizes Syria’s sovereignty over the Golan. China urges Israel to stop settlement activities that could cause tensions.

  44. Last year saw continued unrest in the occupied Palestinian territory, with 324 Palestinians killed in hostilities and violence. There were also civilian casualties on the Israeli side. Since the new year, the situation on the ground has continued to be tense and worrisome. We call on all parties concerned to keep calm, exercise restraint, refrain from hostilities and violence and consolidate the ceasefire in Gaza. As the occupying Power, Israel must fulfil its obligations under international law, guarantee the safety of the people in the occupied territories, investigate violence against Palestinian civilians and maintain the historically established status quo of the holy sites in Jerusalem. Meanwhile, Israel’s legitimate security concerns must be respected.

  45. Mr. Geng Shuang (China) (spoke in Chinese): I welcome you, Minister Huitfeldt, and thank you for presiding over today’s meeting. I thank Special Coordinator Wennesland for his briefing. I also listened carefully to the briefings delivered by the two representatives of EcoPeace Middle East. This year marks the seventy-fifth year that the question of Palestine has been on the United Nations agenda. We hope that the new year brings new hope to the Palestinian people. The international community should act with a stronger sense of urgency by taking vigorous actions to promote an early, comprehensive, just and lasting settlement of the Palestinian issue. First, violence and hostilities must be stopped and tensions eased.

  47. However, long-term stability and security in Darfur can be achieved only by way of a reconciliation. The Juba Peace Agreement has made clear provisions for that, which include achieving legal justice, fighting impunity and establishing a truth and reconciliation commission. Since the country is currently facing multiple challenges, it should come as no surprise that the implementation of the Agreement is encountering difficulties. The international community should therefore remain patient while it provides constructive assistance to the Sudan in order to implement the Agreement. China has been watching closely as the ICC addresses the Sudan dossier and takes note of the Prosecutor’s thirty-fourth report and the work done by Prosecutor Khan since he took office.

  48. Mr. Geng Shuang (China) (spoke in Chinese): I thank Prosecutor Karim Khan for his briefing and welcome the presence of the representative of the Sudan at today’s meeting. With the signing of the Juba Peace Agreement, Darfur entered into a new stage of peacebuilding. China encourages all signatories to continue the implementation of the Peace Agreement and calls upon Darfuri factions that have yet to sign the Agreement to join the peace process as soon as possible. The recent intercommunal violence in Darfur underscores the fact that the security situation in the region remains daunting. The international community should support the Sudan in security capacity-building to enable it to shoulder the primary responsibility of protecting civilians in Darfur.

  49. The elections are a matter of peace and stability for South Sudan, and the international community must fully respect the country’s ownership in this respect. During the reporting period, there was a significant reduction in violations of the status-of-forces agreement, which is ample proof that enhanced engagement and communication between United Nations missions and their host countries helps to create conditions that enable missions to implement their mandates. In conclusion, I would like to reiterate that the Security Council should assess, on the basis of facts, how South Sudan has been implementing the benchmarks necessary for adjusting the sanctions measures, lift sanctions against South Sudan as soon as possible and help its Government strengthen capacity- building in its security sector.

Xi Jinping unveiled nine projects to be implemented with Africa in such areas as health, poverty reduction, trade and investment, which we believe will lend fresh impetus to the development of South Sudan and other African countries. China calls on the countries concerned to lift their unilateral coercive measures against South Sudan without delay. The United Nations Mission in South Sudan (UNMISS), led by Special Representative Haysom, has done a huge amount of work to help implement the agreement and to protect civilians. In accordance with the statement by the President of the Security Council S/PRST/2021/20, the Secretary-General is requested to establish an Integrated Electoral Assistance Team for South Sudan’s 2023 elections, which will be led by UNMISS.
