“A single vote, when the parties remain divided, will intensify the confrontation between the States parties, dampen the atmosphere of cooperation and undermine the authority and long-term interests of the OPCW. In addition, just now in his statement, the representative of the United States launched groundless accusations against China, which is completely unacceptable. The United States representative used the term “responsible nations” several times in his statement. That is a great term. We would hope that, before using that term, the United States would reflect on what it has been doing and saying for some time now on the international stage and on whether it is a responsible nation. “The Investigation and Identification Team has been mired in controversy since its establishment. The so-called decision requiring the Syrian Government to resolve all outstanding matters and issues within a time limit has not received unanimous support. All parties need to take a responsible approach and step up dialogue and consultation to seek consensus, instead of creating greater division or even using the OPCW as a political tool to suppress or target a country’s Government. China urges the Director General of the OPCW and the Technical Secretariat to facilitate greater dialogue and consultation among States parties and maintain the tradition of consensus-based decision-making.”

“Last month, due to objections by some members, the Council failed to invite the former OPCW Director General, Mr. Bustani, to deliver a briefing (see S/PV.8764). That is really disappointing. At that time, some members argued that Mr. Bustani had left the OPCW years ago, that he was not familiar with the Syrian chemical-weapons dossier and that, if anyone were to be invited, it should be the current Director General, Mr. Arias. But what we find hard to understand is that those same members are now against inviting Mr. Arias to attend the Council’s video-teleconference this month as a briefer. We call upon the relevant members to keep their positions consistent, refrain from double standards or imposing their position on others and to take an open and inclusive attitude to the diverging views arising in the Council’s deliberations.”

“For some time now, a number of independent experts have questioned the OPCW’s report on the alleged use of chemical weapons. These questions are purely technical, and I hope that the OPCW will devote attention to them and provide professional, science-based and convincing answers. In the face of so many doubtful points, China is against jumping to any conclusions, or even taking hasty actions. Such an approach would not only be detrimental to the implementation of resolution 2118 (2013) but would also damage the trust between the Syrian parties and affect the political settlement of the Syrian issue. Thirdly, discussions on the Syrian chemical-weapons issue should be open, transparent and inclusive so as to avoid any politicization.”

First, all parties should encourage the Organization for the Prohibition of Chemical Weapons (OPCW) to maintain good communication and cooperation with the Syrian Government. According to the latest report of the OPCW, between 22 September and 3 October the Syrian Government held the twenty-third round of technical consultations with the Technical Secretariat, during which all issues regarding the initial declaration were discussed. Before that, the Syrian Government also provided supplementary materials on some unresolved matters. Syria, in its monthly report to the Executive Council, indicated its willingness to keep in touch with and maintain cooperation with the Technical Secretariat.”

Those efforts and that progress should be fully recognized. We encourage the United Nations to strengthen its dialogue with the Syrian Government and local authorities so as to increase the efficiency and effectiveness of cross-line operations, simplify procedures in cross- border operations and make relentless efforts to meet the humanitarian needs of the Syrian people. Fourthly, we call for the immediate lifting of unilateral coercive measures against Syria.”

I also listened to the statement by Ms. Meliza Haradinaj-Stublla. In July and September, Serbia and Kosovo held several rounds of dialogue, facilitated by the European Union (EU), focusing on the issues of missing persons and economic cooperation, marking the official resumption of the dialogue between the two parties after two years. On 4 September, the two sides signed an agreement on the normalization of economic relations and agreed to build roads and railways connecting the two sides. It is an important step forward.”

This will not help with the resolution of the Syrian chemical-weapons issue. It will also undercut the mutual confidence among the Syrian parties and adversely affect the momentum towards finding a political solution to the Syrian question. Meanwhile, the Director General of the OPCW and the Technical Secretariat should push for enhanced dialogue and consultation among the States parties to the Chemical Weapons Convention and observe the tradition of basing decisions on consensus. Pushing for a vote when there are big differences among the parties would aggravate the confrontation among the States parties, undermine the atmosphere of cooperation and damage the authority and long-term interests of the OPCW.”

It is hoped that the OPCW will pay attention to the information and views shared by the three experts and give a professional, scientific and convincing response. “According to the OPCW’s latest monthly report (S/2020/961, annex), the Syrian Government recently provided information on 8 of the 22 outstanding issues and made two amendments to its initial declaration. The OPCW, the United Nations Office for Project Services and the Syrian Government have extended their tripartite cooperation agreement by six months. These positive developments deserve recognition. China understands Syria’s concern over the deterioration of related samples in the OPCW’s laboratory. It is hoped that the Technical Secretariat will properly resolve this issue with Syria through, inter alia, continued technical meetings. The question of chemical weapons is one of great importance.”

At least the representative of the United Kingdom, after expressing his disagreements, stated his position on the question of chemical weapons in Syria. If countries come here to attack other countries rather than discuss the issue at hand, how can we talk about solidarity in the work of the Council? How else can the Council play a role? “Instead, you made a decision as President to immediately put to a vote whether Mr. Bustani should be allowed to brief the Council. The President of the Security Council has the right to rule on procedural matters, and China respects that. China did so in order to maintain the authority of the President and to save time to allow the Council to expeditiously proceed with its meetings as normal. I hope that other delegations, in future Council deliberations, will also show respect and cooperation in their attitude, openness and inclusiveness with regard to other issues and maintain consistency in their positions before and after. The flagrant hypocrisy on the part of the representative of Germany and others is truly astounding. Just now, the Chinese delegation suggested to you, Mr. President, that the challenge posed by the United Kingdom be put to a vote, but you did not listen to our view.”

“Why should it be possible that some people can be invited as briefers but not Mr. Bustani? His expertise and representativeness are totally beyond dispute. I would hope that our colleague from the United Kingdom and others can, with regard to the issues on the Council’s agenda, listen to different views and keep an open mind on the issues under discussion. What I think is that they simply do not want to listen to differing views. They say that they are objective and fair, but that is simply not the case. As we said earlier, in accordance with rule 39, we have invited other civil society representatives, non-governmental organizations and experts to brief Security Council members whose professionalism and representativeness were absolutely no match for Mr. Bustani. However, in those instances no objections have been raised so that the work of the Council might proceed. “Mr. Geng Shuang (China) (spoke in Chinese): I note my failure to understand the proposal raised by the representative of the United Kingdom, on behalf of some members of the Council, concerning Mr. Bustani, former Director General of the Organization for the Prohibition of Chemical Weapons (OPCW), who has rich experience, unique insights and knowledge of the working methods and procedures of the OPCW. Mr. Bustani is very knowledgeable about the chemical weapon issue and is well suited to be a briefer. His briefing would bring unique value to this meeting. If I am not mistaken, at previous Council meetings where speakers have been invited to give briefings in accordance with rule 39 of the Council’s provisional rules of procedure, some have not been nearly as professional or representative as Mr. Bustani.”

“As a special political mission, BINUH, established a year ago, has made some efforts in promoting dialogue between the Haitian government and the opposition. However, there has been little progress. There is no external solution to the problems in Haiti. Unless all parties in Haiti truly demonstrate their political will, it would be impossible to break the deadlock. We therefore recommend the Security Council consider the future United Nations presence in Haiti in the light of the development of the situation, to make an assessment and take onboard the previous experiences and lessons learned.”

“China sympathizes with the Haitian people about this unfortunate historical experience and has always called on the international community to scale up its assistance to Haiti. Over the past 10 years, Haiti has received billions of dollars in aid, but there has been no fundamental improvement in the lives of the Haitian people. The main donors to Haiti should pay earnest attention to the needs and priorities of Haiti and invest funds in the areas that are most urgent for the Haitian people, particularly the areas of poverty reduction and economic and social development. The Haitian Government should also use its aid in a rational and effective manner and continuously improve the effectiveness of the aid it receives. The mandate of the United Nations Integrated Office in Haiti (BINUH) will expire on 15 October.”

“At the same time, the Haitian authorities and various domestic factions must put the interests of the people first, abandon personal interests, put aside their differences and commit themselves to inclusive dialogue and extensive consultation in order to reach a political solution. Haiti will hold a presidential election next year. Election preparations must be in compliance with Haiti's Constitution and laws and on the basis of broad consensus among various parties to ensure the legitimacy and credibility of the election. Haiti, the first country in Latin America to achieve independence, was once under foreign occupation and control for decades. Its national resources were plundered for far too long. Its people were plunged into misery and suffering.”

“However, it is regrettable that the Haitian Government’s governance capabilities are severely inadequate and that corruption has persisted despite repeated prohibitions. According to the Secretary-General’s report (S/2020/944), certain Government authorities have committed abuses. It is reported that some Haitian police officers took to the streets to protest over low salaries, and even exchanged fire with police officers on duty. The Haitian Government must effectively improve its governance capabilities, shoulder its own responsibilities and meet the people’s expectations.”

“China thanks Special Representative Meagher La Lime for her briefing. Since the previous meeting on this issue in the Security Council in June (see S/2020/568), Haiti has been mired in a prolonged political impasse and continued constitutional crisis, with a deteriorating security situation that put its people in danger. The situation of women is a matter of particular concern. The economic reality is grim, and the coronavirus disease further aggravates the already difficult livelihoods of Haitians. The political, economic and social crises that Haiti is facing show no signs of lessening. To defuse the crises and achieve stability and development, Haiti ultimately has to rely on its own efforts, and the Haitian authorities bear the primary responsibility.”
