In accordance with the Declaration of Shared Commitments on United Nations Peacekeeping Operations, the Secretariat, the host States, troop- and police-contributing countries and financial contributors should effectively honour their commitments, shoulder their respective responsibilities, provide comprehensive training and secure sufficient resources to ensure that every member of the United Nations police has the skills and equipment needed for mandate-implementation and self-defence. The ultimate purpose of a performance assessment is also to improve capabilities. The Comprehensive Planning and Performance Assessment System is being rolled out in all peacekeeping operations. On the basis of the assessment, we hope that targeted measures will be taken to address weaknesses and shortcomings.

  2. In Haiti for nearly three decades, the United Nations has made significant efforts in that regard. However, as the host Government has not shouldered its responsibility, those efforts have failed for some time to achieve the desired results. The international community should learn from past lessons and conduct more robust training for the Haitian National Police to assist them in effectively fulfilling their responsibilities and progressively addressing the problem of local gangsterism. Secondly, it is essential to strengthen capacity- building.

China hopes that the police component of the United Nations Multidimensional Integrated Stabilization Mission in Mali will continue to assist with the implementation of the Agreement on Peace and Reconciliation in Mali in restoring the Malian Government State authority in the central region of the country. The police component of the United Nations Interim Security Force for Abyei has made outstanding contributions to the maintenance of local public order. Efforts on the part of the Sudan and South Sudan should continue to promote the establishment of a joint police service in Abyei. The ultimate goal of the work of United Nations police is to prepare its local counterpart to resume policing responsibilities, rather than acting as a substitute.

Over the past decades, the role of United Nations police in United Nations peacekeeping operations has gained more and more prominence, and its place in the United Nations peace and security architecture has become increasingly important. Currently, the international security situation is more complex and security threats are much more diverse. The United Nations should therefore make better use of its police components. In that regard, I would like to make the following points. First, it is important to have the positioning right. The Secretary-General’s Action for Peacekeeping initiative makes political solutions to hotspot issues a top priority. When designing the police mandates of peacekeeping operations, it is always necessary to bear that point in mind and to see it reflected throughout its actual work.

Since the outbreak of the coronavirus disease (COVID-19), we have donated multiple batches of medical supplies to the country, organized virtual exchanges between medical experts of the two countries and exported and donated COVID-19 vaccines to Bosnia and Herzegovina.   8. China calls on the international community to take an impartial, balanced and prudent approach, fully take into account the views of all parties and avoid imposing external solutions. With regard to the issue of the High Representative, views differ among the parties in Bosnia and Herzegovina over the High Representative system. China reiterates that, according to the Dayton Peace Agreement, the Security Council has a clear role to play in the appointment of the High Representative. That has long been an established practice and should be fully respected. The system of the High Representative and the Bonn powers thereof were special arrangements of a particular time. The international community should provide help to Bosnia and Herzegovina in ways that adapt to the evolving situation.

  9. Mr. Geng Shuang (China) (spoke in Chinese): For some time now, Bosnia and Herzegovina has been facing growing challenges. The election law reform is beset with difficulties. The formation of a new Government shows little progress, and the parties increasingly disagree over national governance models. China is of the view that the issues facing Bosnia and Herzegovina should ultimately be resolved by its people. We encourage all parties in Bosnia and Herzegovina to put the interests of the country and its people first, step up dialogue and consultations, accommodate each other’s concerns, fully implement the spirit and letter of the Dayton Peace Agreement and, in the context of the Constitution, properly address relevant differences, promote the country’s development and achieve national reconciliation.

  10. Syria recently cooperated with Egypt, Jordan and Lebanon with regard to natural gas. We encourage the countries of the region to step up interaction and mutual assistance to jointly improve the regional economic and humanitarian situation. It must be pointed out that unilateral sanctions have exacerbated the economic and humanitarian crises in Syria and run contrary to the efforts of the international community. They must therefore be lifted immediately.

  11. China appreciates the large-scale humanitarian relief operations carried out by the World Food Programme (WFP), the World Health Organization, UNICEF and other agencies throughout Syria. On 31 August, WFP delivered cross-line humanitarian assistance from Aleppo to Idlib for the first time. That was a major breakthrough. We hope that all the parties concerned will work together to develop a plan for inter-agency cross-line operations in the north-west. China welcomes the fact that the United Nations Development Programme, the Office of the United Nations High Commissioner for Refugees and other agencies have actively carried out early-recovery and livelihood projects in Syria, repaired infrastructure, cleaned up debris and provided training and job opportunities for the Syrian people.

Since Turkey illegally invaded north-east Syria, it has repeatedly cut off the water supply from the Allouk water station, affecting hundreds of thousands of civilians and creating enormous difficulties for the United Nations humanitarian relief work in the area. China urges Turkey to comply with international law, including international humanitarian law, protect civilians, maintain infrastructure operations and guarantee humanitarian access for the United Nations. Syria’s humanitarian needs will increase further as winter approaches. The international community must pay equal attention to humanitarian assistance and economic reconstruction and use a multi-pronged approach to help the Syrian people cope with multiple challenges.

  13. The Security Council should send a consistent and clear message to the terrorist forces in Syria and reject double standards. The humanitarian situation in Syria described by Under-Secretary-General Griffiths is of deep concern. The economic crisis has affected Syrian society in every aspect. Food and oil prices have soared, while people’s income has continued to fall sharply. The coronavirus disease pandemic remains a serious issue, while vaccines are in short supply. Water levels in the Euphrates River have dropped, while operations at the Allouk water station have been frequently disrupted, making it difficult to sustain water and power supplies and agricultural irrigation.

All parties in Syria and those who have influence over it should take practical measures to effectively implement a Syrian-led and Syrian-owned process based on areas of consensus such as counter-terrorism, actively cooperate, gradually build mutual trust to create the conditions necessary for the political process, substantively support the work of the Special Envoy and jointly promote the implementation of resolution 2254 (2015). Last week saw a terrorist attack in Damascus that led to casualties. China strongly condemns the attack and extends its condolences to the families of the victims and its sympathy to those who were injured. China opposes terrorism in all its forms and manifestations and supports the Syrian Government’s counter-terrorism efforts. Terrorism is a scourge for humankind.

While Syria continues to suffer from foreign occupation, unilateral sanctions and terrorism; while there is a grave lack of mutual political trust among all parties in Syria; and while the future and destiny of the country are not entirely in the hands of the Syrian people, it comes as no surprise that the Constitutional Committee has encountered difficulties and delays in its work. Following the Committee’s session, the Special Envoy said to the press that all parties in Syria needed to reach an understanding on how to advance drafting the constitution. We call on all parties to remain constructively engaged with the Special Envoy in that regard.

  17. The role of the United Nations Interim Administration Mission in Kosovo (UNMIK) remains very important. China commends the work of UNMIK, under the leadership of Special Representative Tanin, and supports UNMIK in playing a major role, in accordance with its mandate, in maintaining Kosovo’s peace and stability, responding to the coronavirus disease pandemic, promoting national reconciliation and facilitating the return of displaced persons. We support the provision of adequate resources to UNMIK for the implementation of its mandate.

  18. Inclusive reconciliation and harmonious coexistence among all ethnic groups in Kosovo is in the fundamental interests of all ethnicities and would meet their development needs as well. Since the beginning of this year, incidents of discrimination, attacks and harassment targeting ethnic minorities in Kosovo have been on the rise, and there is an increase in tension among ethnic groups. China hopes that relevant parties will take active and effective measures to protect the safety, legitimate rights and interests of Kosovo Serbs, promote national unity and lay a solid foundation for a final solution to the Kosovo issue. Recent developments in this situation show that the Kosovo issue remains a potential security risk in the Balkans and South-East Europe. The Security Council should maintain its attention on the Kosovo issue.

  19. We commend Serbia’s willingness to actively engage in dialogue and hope the international community can create a favourable environment. Resolution 1244 (1999) provides the political and legal basis for solving the Kosovo issue. Any actions or rhetoric that go beyond resolution 1244 (1999) might lead the dialogue between Serbia and Kosovo off the right track and delay a final solution to the Kosovo issue. The effective implementation of existing agreements can help the parties to build mutual trust and inject momentum into solving pending issues. Kosovo should uphold the Brussels Agreement and effectively promote the establishment of the association of Serb-majority municipalities at an early date.

  20. China is concerned about that. Dialogue and consultation are the only solution for the Kosovo issue. Unilateral actions are not conducive to peace and stability in Kosovo and the region, and neither are they in the interests of any side. That is the common consensus in the international community. China hopes the parties concerned will avoid taking such actions and make efforts to prevent similar incidents from happening in future. Since June, Serbia and Kosovo have conducted two rounds of high-level talks, facilitated by the European Union, which China welcomes. At the same time, we regret the fact that the high-level talks did not yield any results. China would like to encourage both sides to continue the dialogue.

I also listened to the statement by Ms. Osmani-Sadriu. China’s position on the Kosovo issue has been consistent. I would like to reiterate that we respect Serbia’s sovereignty and territorial integrity, understand Serbia’s legitimate concerns on the issue of Kosovo and commend it for its efforts to find a political solution to the Kosovo issue. We support both parties in working within the framework of resolution 1244 (1999) to find a solution acceptable to both parties through genuine dialogue and consultation. For some time, Kosovo’s continued unilateral actions have led to an escalation in tensions.

All those efforts will create a solid economic and social foundation for the long-term peace and stability of Colombia. The United Nations Verification Mission in Colombia has done a tremendous amount of work to support the implementation of the peace agreement. China commends the mission and supports the extension of its mandate. We hope that the mission will facilitate greater dialogue and consultation between the Colombian Government and former combatants to resolve differences and problems arising in the implementation of the peace agreement.

  24. We have noted that there is still a gap between the implementation of the peace agreement and the progress expected. Much more needs to be done in some parts of the country to improve the security situation, protect the safety and security of former combatants and allocate land to them. We hope that the Colombian Government and all parties will work together to maintain the current positive momentum, promote the implementation of the peace agreement in a balanced manner and boost the confidence and support of all sectors of society for the peace process. China supports Colombia in continuing its rural and land reforms and accelerating the reintegration of ex-combatants into society. Public services need to be further improved.

China welcomes the Colombian Government’s creation of special transitional electoral districts for peace, which gives historically excluded populations in conflict-affected regions the opportunity to participate in national elections for the first time. That is an important step forward in the implementation of the peace agreement, and we commend the efforts made by all Colombian parties in that regard. I look forward to the successful holding of congressional and presidential elections next year, which will create an enabling environment for the follow-up implementation of the peace agreement. The comprehensive implementation of the peace agreement is a complex and systematic undertaking. It requires the Colombian Government and all parties to make unremitting and sustained efforts to consolidate their hard-won achievements.

In the past five years since it was signed, the Final Agreement for Ending the Conflict and Building a Stable and Lasting Peace has been steadily implemented, thanks to the concerted the efforts of the Colombian Government and all parties. The peace process continues to be advanced and remarkable results have been achieved.

China welcomes the holding of the humanitarian pledging conference for Yemen that took place during the high-level week of the General Assembly last month and hopes that the donor countries will disburse their pledging as soon as possible to keep alive the United Nations humanitarian relief projects in Yemen. The international community has provided massive amounts of humanitarian supplies to Yemen, and all parties in Yemen should ensure humanitarian access and the delivery of humanitarian supplies to the people in need. All parties should also maintain the operation of ports to ensure that the import channels for food, oil and other commodities are open to meet the basic needs of the people.

  30. On 28 September, the Yemeni Prime Minister and other senior officials returned to Aden, which China welcomes. China supports the Yemeni Government’s active administration in Aden. All parties concerned should fully implement the Riyadh Agreement, uphold security and stability in Aden and create favourable conditions for the Government to take measures to improve the economy and people’s livelihoods. I hope that the Government of Yemen will make full use of the special drawing rights from the International Monetary Fund and the humanitarian assistance from the international community to stabilize the value of Yemen rial, reduce the cost of living for the population and ensure basic services. Mitigating the humanitarian crisis in Yemen is a shared task facing the international community.

  31. Mr. Geng Shuang (China) (spoke in Chinese): I attentively listened to the briefings. Recently, hostilities have escalated between the parties to the conflict in Yemen. China is deeply concerned about this and urges all parties to immediately commit to a ceasefire, stop the violence, and especially bring an early end to the fighting in Ma’rib. Lately, the Permanent Representative of Saudi Arabia contacted the President of the Council on two occasions to inform him of the attacks, first, on Abha airport, on 6 October, and, secondly, on King Abdul Aziz airport, on 8 October. China condemns all attacks on civilians and civilian installations and urges all parties to abide by international humanitarian law and protect vulnerable groups, especially women and children.

The international community should help the countries concerned to tackle poverty and backwardness, promote economic development, maintain social stability, achieve the 2030 Agenda for Sustainable Development and the Sustainable Development Goals and eliminate the triggers for trade in or use of small arms and light weapons. At the general debate of the seventy-sixth session of the General Assembly, China’s president, His Excellency Mr. Xi Jinping, put forward the Global Development Initiative, which provides an impetus to help countries recover from the pandemic, promotes stronger, greener and healthier global development and open a propitious space for international development cooperation (see A/76/PV.3, A/76/332, annex VI). All countries in the world are welcome to join this initiative.

  36. Thirdly, new technologies ought to be fully utilized. New materials and technologies make it easier to manufacture, design and move small arms and light weapons while adding to difficulties in tracing, supervising and regulating such weapons. Peace operations should capitalize on new technologies to pay close attention to the f low of small arms and light weapons in mission areas, effectively strengthening the early-warning and emergency-response capabilities of peacekeeping missions, striving to ensure the safety of peacekeepers and minimizing the risks resulting from the illegal f lows of small arms and light weapons. Fourthly, promoting development should be put on the agenda of work. Development is the master key to solving all problems.

Peace operations should perform their duties in strict accordance with their mandates and on the basis of respecting the sovereignty of the countries concerned and carefully listening to their wishes. They should provide capacity-building support to the countries concerned and help them to strengthen the control of small arms and light weapons. China attaches great importance to the Secretary-General’s report on small arms and light weapons (S/2021/839), supports the Secretary-General and the relevant United Nations agencies in continuing to work to that end and hopes that the Programme of Action on Small Arms and the International Instrument to Enable States to Identify and Trace, in a Timely and Reliable Manner, Illicit Small Arms and Light Weapons will be fully and effectively implemented.

In accordance with their own national conditions, countries should establish and improve laws and regulations, enhance the supervision and control of weapons and ammunition, strengthen border control, make every effort to prevent the f low of small arms and light weapons into illegal channels and effectively shoulder the responsibility of controlling the f low of small arms and light weapons within their borders. All countries should strictly implement the Security Council’s arms embargo resolutions, refrain from transferring or selling weapons to countries subject to Security Council arms embargoes and earnestly fulfil their international obligations. The illegal f low, excessive accumulation and wanton misuse of small arms and light weapons exacerbate armed conflicts, hinder sustainable development, bolster terrorism and transnational organized crime and threaten international peace and development. At the same time, the illegal f low of small arms and light weapons also makes it more difficult for peace operations to perform their duties, exacerbates the security risks in the mission areas of peace operations and threatens the personal safety of United Nations personnel. To address such issues, China wishes to state the following. First, the countries concerned should bear the primary responsibility.

In conclusion, I reiterate that China stands firm in opposing the use of chemical weapons by any country, organization or individual under any circumstance or for any purpose and hopes that our world will soon be free of all chemical weapons. I would like to underscore that the establishment of an Investigation and Identification Team (IIT) goes beyond the scope of the Chemical Weapons Convention and runs counter to the OPCW’s tradition of consensus. Many countries, including China, have expressed concerns that the working methods and procedures of the IIT have also failed to meet the requirements of the Convention and its annex on verification, thereby giving rise to multiple questions. We hope and the Technical Secretariat will adhere to its technical nature, uphold the spirit of impartiality, objectivity and independence in performing its duty and facilitate a return to the provisions of the framework of the Convention.

  42. The Syrian Government and the Technical Secretariat have different interpretations for multiple outstanding issues. The two sides should respect scientific facts, adhere to objectivity and impartiality, continue discussions, move towards each other and together strive for an early resolution of outstanding issues. A successful renewal of the tripartite agreement among the Syrian Government, the Technical Secretariat and the United Nations Office for Project Services has created good conditions for resolving outstanding issues. The Syrian Government remains engaged with the Technical Secretariat on the Declaration Assessment Team’s twenty-fifth round of consultations, which has run into difficulties owing to a visa issue. We hope that the two sides will resolve their differences in a constructive manner.

  43. Mr. Geng Shuang (China) (spoke in Chinese): I would like to thank Mrs. Izumi Nakamitsu for her briefing. During the general debate of the General Assembly in September, the Minister for Foreign Affairs and Expatriates of the Syrian Arab Republic, Mr. Fayssal Mekdad, said that his country firmly opposed the use of chemical weapons under any circumstance, by anyone, anywhere and anytime and that Syria was always ready to maintain cooperation with the Organization for the Prohibition of Chemical Weapons (OPCW) to resolve outstanding issues. China appreciates Syria’s reaffirmation of its commitment. China’s consistent position is that dialogue and cooperation is the right approach to the issue of Syrian chemical weapons and that excessive pressure can only be counterproductive.

China is ready to hold in-depth discussions with all parties about the renewal of the mandate of the United Nations Integrated Office in Haiti (BINUH) and the renewal of its mandate, including the mandate’s time frame and content, the relationship between the work of BINUH and the corresponding efforts of the United Nations country team in Haiti, as well as the relationship between BINUH and the Organization of American States, in order to jointly find a way to help Haiti to overcome the crisis and get on the right track. Finally, I would like to stress that, regardless of what the United Nations is doing, what matters most is for all the political parties in Haiti to reflect on the current problems and genuinely shoulder their responsibility to the country and its people.

In previous Council deliberations, the Chinese delegation has repeatedly stressed that there is no external solution to the Haitian dossier and that it is ultimately up to the Haitian people themselves to bring the country out of its current plight. The international community’s long-standing assistance model, which can be compared to a blood transfusion and oxygen supply to Haiti, has proven to be neither markedly effective nor sustainable. The Organization’s presence in Haiti should be improved and adjusted. We are ready to join the rest of the members of the Council members in addressing the systemic and structural impediments to peace and development in Haiti and to consider adopting a novel approach in order to help Haiti emerge from its plight.

  46. Politicians must divest themselves of any gang-related interests. Anyone associated with gang activities must be banned from politics and public office. In the face of natural and human-made disasters, many desperate Haitians had no choice but to flee their homes. Their basic rights have been undermined by their unfair treatment in foreign lands and their mass repatriation. China shares the concern expressed by the United Nations High Commissioner for Refugees. We hope that the human rights and dignity of Haitian migrants will be duly protected. In his latest report (S/2021/828), the Secretary- General notes that international aid efforts since 2010, which total some $14.7 billion to date, have yet to deliver the expected results.

China calls upon the international community to respond actively to the United Nations humanitarian emergency appeal, totalling about $187 million, and urges the Haitian Government to work closely with the United Nations system to ensure that supplies reach those most in need and in order to prevent waste and embezzlement. Thirdly, we must tackle the criminal gangs head-on. Gangs in Haiti are running amok, and they are capable of anything. Their egregious actions have generated chaos in society and have displaced 19,000 people since June alone. The Haitian Government should effectively build up the capacity of its police force and implement the national strategy for community violence reduction without delay in order to remove the tumour of gang violence as soon as possible.

  48. The repeated postponement of the constitutional referendum and presidential and parliamentary elections will only add to the uncertainty of the political situation in Haiti. We call on all parties in Haiti to act in the country’s best interests and in a spirit of mutual understanding and accommodation, while showing flexibility in order to move in the same direction and reach an agreement on the relevant arrangements without delay through broad political consultations so as to ensure the elections can take place as early as possible. Secondly, no effort can be spared when it comes to humanitarian assistance and post-disaster reconstruction. The earthquake and subsequent tropical storms in Haiti led to heavy casualties and property damage. An additional 650,000 people are in urgent need of humanitarian assistance.

  49. Its security and humanitarian crises have not improved in the slightest — in fact, it has been going from bad to worse. We express our deep sympathy for the tragic plight of the Haitian people. The Haitian Government and political leaders must act in the interests of the Haitian people and the country by desisting from engaging in a power struggle, discharging their responsibilities in good faith and taking measures to put the country on a proper track towards development. First, the political transition must be moved forward with a sense of urgency. Although Prime Minister Henry recently reached an agreement with some parties on the electoral timetable and pre-election political arrangements, some civil society groups and political parties in Haiti have divergent views on those issues. The two camps remain divided.

China thanks Special Representative La Lime for her briefing. She and her colleagues have been working tirelessly in a difficult situation, and we wish to pay them tribute. I also listened carefully to the statement made by the Haitian civil society representative. In the past four months, we have witnessed continued political volatility in Haiti.
