“Resolution 2334 (2016) clearly states that settlement activities in the occupied Palestinian territory are in breach of international law. For some time, Israel has continued to demolish Palestinian homes, evict Palestinians and expand settlements. Violence against Palestinian civilians has also intensified. China urges Israel to earnestly implement the relevant Security Council resolutions and return to the path of the two- State solution and the Arab Peace Initiative. In his statement at the just-concluded general debate of the seventy-sixth session of the General Assembly (see A/76/PV.12), President Abbas expressed his readiness to work on the delineation of borders and on solving final-status issues. At the end of August, Palestine and Israel also engaged in high-level contact.”

“We commend Qatar for its cooperation with the United Nations in providing relief to the people of Gaza and support the United Nations Relief and Works Agency for Palestine Refugees in the Near East in its work to improve the humanitarian situation in Palestine. Press statement SC/14527, issued by the President of the Security Council in May, called for reconstruction and recovery in Gaza. Israel has the responsibility to open relevant crossings in Gaza, remove obstacles to the entry of humanitarian aid and reconstruction material and fully lift the blockade on Gaza as soon as possible. The issue of settlements is a major one that bears heavily on final-status negotiations for Palestine and the prospects for the realization of the two-State solution.”

Four months after the last round of conflict in Gaza, the situation in the occupied Palestinian territory remains turbulent. China calls on all parties concerned, in particular Israel, to exercise restraint and cease hostile acts, with immediate effect, to avoid an escalation of the situation. “China supports the full implementation of resolution 2254 (2015) and the advancement of a Syrian-owned and Syrian-led political process. Just now Special Envoy Pedersen brought us the good news of the launch of the sixth round of the work of the Constitutional Committee, which will start soon. We hope this sixth round of the Committee’s work will begin as soon as possible, while it stays independent and free from external interference. We also hope that its work will be productive. At the same time, we have realized that the Syrian political process cannot operate in a vacuum. If there is a serious lack of mutual trust among parties, it is hard for the Constitutional Committee to make substantive progress. While schemes for regime change are still in place, the work by Special Envoy Pedersen is bound to be difficult.”

I listened carefully to the briefing by Ms. Rouba Mhaissen. The Syrian crisis has dragged on for 10 years, causing over 500,000 deaths and the displacement of over 10 million people. An early end to the Syrian crisis is the shared expectation of the international community and the Syrian people. Regrettably, today, after the Syrian crisis has entered a second decade, the country still faces unabated violence and terrorist activities, increasing humanitarian needs and deep suffering for its people. All of these aspects highlight the necessity and urgency of a political solution to the Syrian crisis.”

“The Security Council has an obligation to step up the monitoring of the cross-border humanitarian assistance mechanism in order to ensure that it is neutral and transparent and that it remain true to its humanitarian nature. It must be made clear that the cross-border mechanism is a special arrangement, made under specific circumstances, while the cross-line mechanism should be the main channel for humanitarian assistance to Syria. China supports the World Health Organization in its ongoing efforts to conduct humanitarian operations in the north of Syria through the cross-line mechanism. The World Food Programme’s first cross-line delivery of humanitarian supplies from Aleppo to Idlib marks a major breakthrough in humanitarian relief operations in Syria.”

Resolving the Yemeni issue is in the common interests of the countries of the region. “The Taliban in Afghanistan have announced the formation of an interim Government as a necessary step towards restoring order and commencing post-war reconstruction. According to the Afghan Taliban, the interim Government was set up to restore social and economic order as soon as possible. We hope that the Taliban will learn lessons from history, honour its commitments, unite all ethnic groups and factions, build a broad-based and inclusive political architecture, pursue moderate and prudent domestic and foreign policies, protect the rights of women and children, resolutely combat terrorist forces in all their forms and manifestations, and develop friendly and cooperative relations with other countries, not least their neighbours. Today Afghanistan stands at a crossroads of historic import.”

And for 20 years, the Afghan people have been denied development and dignity and have been teetering between poverty and instability. Only history can do justice to what has happened in Afghanistan over the past 20 years. However, the recent abrupt changes in Afghanistan remind us once again that military interventions and power politics cannot achieve popularity, and foreign models and democratic transformations are hard pressed to gain a foothold. “All States parties should safeguard the authority and integrity of the investigation. The handling of the incidents of the alleged use of chemical weapons must be in strict compliance with the provisions of the Convention and the verification annex and follow the principles of objectivity, impartiality and professionalism. Based on that position, China maintains that the establishment of the Investigation and Identification Team is beyond the authorization provided by the Convention. We have always had concerns about its working methods, procedures and staff composition. It should be conducted objectively and fairly. Today I do not want to speak at length. I would like to highlight two points. First, it is imperative to maintain dialogue and cooperation to resolve the Syrian chemical weapons issue. China has noted the most recent monthly report of the Organization for the Prohibition of Chemical Weapons (OPCW) (S/2021/764, annex). “That terrorist attack once again proved that the war in Afghanistan did not achieve the goal of eliminating terrorist forces in Afghanistan. The hasty withdrawal of foreign troops is likely to have provided opportunities for various terrorist organizations to make a comeback. We hope that the security of Kabul airport can be guaranteed, that the evacuation of the relevant personnel can proceed smoothly and that all parties concerned can strengthen their coordination so as to jointly prevent fresh terrorist attacks. Afghanistan must never again become the source of or a hotbed of terrorism. That is the bottom line that the country must adhere to in any future political settlement. It is hoped that the Taliban will honestly fulfil its commitments and completely cut off ties with all terrorist organizations.”

The international community should provide Afghanistan with urgently needed assistance with respect to the economy, livelihoods and humanitarian needs in order to help the new authorities preserve the normal functioning of Government institutions as well as public order and stability, address the issues of currency depreciation and price increases, and embark on the path of peaceful reconstruction as soon as possible. China has always attached great importance to Afghanistan’s fight against terrorism. We strongly condemn the recent terrorist attack in Kabul.”

“They have left an immense catastrophe in their wake in Afghanistan - one that they created - shifting the blame and responsibility to neighbouring countries and the Security Council. The actions of foreign troops in Afghanistan over the past 20 years, including the criminal activities carried out by the United States and Australian forces involving the indiscriminate killing of civilians, must not be glossed over and must continue to be investigated. The United States’ recent retaliatory attack on the Islamic State resulted in the deaths of innocent civilians. We call on the United States to refrain from indiscriminately attacking or bombing civilian- populated areas in Afghanistan.”

“The countries concerned should learn lessons from this; truly respect the sovereignty, independence and territorial integrity of Afghanistan; and genuinely respect the right of the Afghan people to determine their own future. It is hoped that the countries concerned will effectively change their wrong-minded practice of imposing their own will on others and put an end to the hegemonic practice of imposing pressures and sanctions or even using force at every turn. Those countries should be responsible for what they have done in the past 20 years and fulfil their commitments to the peaceful rebuilding of Afghanistan. They cannot claim to care about the Afghan people’s welfare while imposing unilateral sanctions or claim to support accelerated economic and social development in the country while seizing and freezing Afghans’ overseas assets.”

“China has serious doubts about the necessity and urgency of the adoption of resolution 2593 (2021) and about the balance of its content. Nonetheless, China still participated constructively in the consultations and put forward important and reasonable amendments together with Russia. Unfortunately, our amendments were not fully adopted. China has always been opposed to a sponsor’s imposing or forcibly pushing a draft resolution. Based on the aforementioned considerations, China abstained in the voting on the resolution. The recent chaos in Afghanistan is directly related to the hasty and disorderly withdrawal of foreign troops. We hope that the countries concerned will realize that the withdrawal does not mean an end of their responsibility but the beginning of a process of reflection and correction.”

“Mr. Geng Shuang (China) (spoke in Chinese): The domestic situation in Afghanistan has undergone fundamental changes. In the light of the developments on the ground, the Security Council has held intensive consultations with the aim of finding an effective solution that would help Afghanistan restore peace, stability and order, in line with the general expectations of the international community. At the same time, given the fragile and sensitive situation in the country as well as the many looming uncertainties, any action taken by the Security Council should help ease rather than intensify tensions and conflict, so that Afghanistan can make a smooth transition rather than relapse into turmoil. The countries concerned circulated the draft resolution last Friday evening, demanding that action be taken on Monday.”

“China calls for enhancing the authority of the Palestinian National Authority, supports intra-Palestinian unity and reconciliation and encourages Palestine and Israel to resume peace talks based on the two-State solution. Palestinian and Israeli negotiators are welcome to conduct direct talks in China. China also calls for the holding of a United Nations- led international peace conference that brings together the permanent members of the Security Council and all stakeholders in the Middle East peace process. As a sincere friend of the Palestinian people, China supports Palestine’s just calls for fighting for its national rights and the establishment of a fully sovereign and independent Palestinian State based on his 1967 borders with East Jerusalem as its capital.”

“We will also provide 200,000 doses of COVID-19 vaccine to UNRWA. The frequent conflicts between Palestine and Israel are largely due to the fact that the Middle East peace process has deviated from the right track, that relevant United Nations resolutions have not been effectively implemented and Palestine’s right to statehood has been repeatedly violated. That proves once again that a lasting settlement of the Palestine-Israel question lies in the two-State solution. During a visit to the Middle East last month, the State Councilor and Minister for Foreign Affairs of the People’s Republic of China, Wang Yi, put forward three ideas on implementing the two-State solution with a view to breaking the current impasse and translating the consensus on the two-State solution into concrete action.”

“China welcomes Qatar’s cooperation with the United Nations to provide relief to the people of Gaza. We urge Israel to open relevant entry points, lift the blockade and siege on Gaza as soon as possible and provide access for humanitarian assistance and reconstruction materials rather than setting up obstacles. China has been following closely the humanitarian situation in Palestine and has provided concrete support to the Palestinian people’s fight against the pandemic. In March, the Chinese Government donated 100,000 doses of COVID-19 vaccine to Palestine and will donate another 1 million doses in the near future. In addition, China will partner with Egypt to provide the Palestinians in Gaza with 500,000 doses of COVID-19 vaccine supplied from an Egypt-based vaccine field facility, jointly built by the two countries.”
