  2. As the occupying Power, Israel has an obligation to safeguard the humanitarian needs of the population of Gaza and to guarantee the safety of humanitarian workers in Gaza. It should be observed that the realization of a ceasefire remains the overriding prerequisite. Only a ceasefire can prevent greater casualties of civilians, including hostages; only a ceasefire can prevent the regional conflict from spiralling out of control and only a ceasefire can prevent the prospects for a political settlement from being completely destroyed. That is the reason why we voted in favour of Russia’s amendment. We regret that the amendment was vetoed.

  3. We hope that the monitoring mechanism newly provided for in the resolution will be put in place as soon as possible. We look forward to the Secretary-General’s timely reporting to the Council on the implementation of the resolution. The Council should stand ready to take further actions at any time to resolve the problems and difficulties encountered in the implementation of the resolution. The resolution reaffirms that all parties to the conflict must comply with their obligations under international law, including international humanitarian law. We urge Israel to immediately reverse its course, cease its indiscriminate military attacks and stop its collective punishment of the population of Gaza.

At the same time, given the urgency of the situation on the ground and given the humanitarian catastrophe in Gaza that is getting more dire by the day, the Council’s present action offers at least a glimmer of hope for more and faster delivery of humanitarian supplies to Gaza. Of course, whether that glimmer of hope can be truly felt by the people of Gaza in the midst of the disaster also depends on whether the resolution can be effectively implemented and whether the relevant provisions of the resolution can be carried out without compromise. We expect urgent actions to be taken pursuant to the Council resolution to expand humanitarian assistance to Gaza, including by making full use of the Kerem Shalom crossing and the opening of additional crossings to ensure the safe and unimpeded entry of sufficient humanitarian supplies into Gaza.

Over the past few days, in order to maximize consensus, the delegation of the United Arab Emirates made tireless efforts and resubmitted the draft resolution late last night. We welcome the adoption of resolution 2720 (2023), which was put to a vote just now. For reasons known to all, quite a number of adjustments on important aspects of the resolution have been made, and those adjustments are not consistent with the efforts we made and do not meet our expectations.

  6. We support streamlining and optimizing some of the United Nations peacekeeping operations to avoid the wasteful duplication of resources. China has long been a staunch supporter of addressing African issues with African solutions and has provided financial and material support through bilateral and multilateral channels to strengthen Africa’s autonomous peacekeeping capacity. China stands ready to work with all countries to continue to make greater contributions to maintaining peace and stability in Africa.

  7. Secondly, the protection of human rights is part of peacekeeping operations’ mandates, and we should not harbour preconceived or biased views of AU peace support operations. The Council’s future deliberations on financing AU peace support operations should not be linked to human rights issues. Thirdly, China advocates for strengthened cooperation between the AU and the United Nations on the issue of funding so that valuable resources can be used when they are most needed in Africa. Developed donor countries that have traditionally given in the past should not decrease their level of support. Funding for AU peace support operations should also be considered holistically in tandem with United Nations peacekeeping operations.

  8. That will help address the issue of funding, which has been a source of concern for African countries for many years, and will help deepen cooperation between the United Nations and the AU. I would like to highlight the following points. First, when we address the issue of financing AU peace support operations, it is important to embrace the fundamental principle of resolving African problems through African solutions. China proposed a number of views and recommendations during consultations, which have been constructively taken on board by the A3.   9. Mr. Dai Bing (China) (spoke in Chinese): China welcomes the unanimous adoption of resolution 2719 (2023), submitted by the three African members (A3) of the Security Council. China co-sponsored and voted in favour of it. Over the years, the African Union (AU) and African subregional organizations have been actively and independently carrying out peacekeeping operations and have made major contributions and sacrifices to maintain stability and silence the guns in Africa. The resolution supports the Security Council’s consideration, upon the request of the AU, of financing of AU peace support operations from United Nations assessed contributions on a case-by-case basis.

  10. At the same time, flooding in Libya has brought about a severe humanitarian crisis. The task of post- disaster reconstruction in many areas is arduous. China welcomes the efforts made by the Libyan authorities and all parties and calls on the international community to increase humanitarian assistance to Libya. The Libyan authorities have repeatedly expressed concerns about the freezing of their assets abroad. The Security Council should attach great importance to the issue and take positive steps to address Libya’s legitimate concerns.

  11. China calls on all parties to abide by the ceasefire agreement and implement the outcome of the 5+5 Joint Military Commission and safeguard the hard- won peace. External forces and mercenaries should withdraw from Libya as soon as possible in a stable and orderly manner. Recently, security incidents along the Libyan- Chadian border occur from time to time, and conflicts in the Sudan have impacted the situation in Libya. The Security Council should support stronger cooperation among regional countries in response to security challenges and maintain common security. China notes that, with the resumption of oil production in Libya, its economy is gradually stabilizing and growing with expected growth this year reaching 14 per cent, which deserves full recognition.

  12. The prolongation of the Libyan issue and the continuing stalemate in the political process warrant our deep reflection. External interference and imposed solutions will not bring peace and stability. The only viable path is to respect Libya’s sovereignty and ownership and to help the Libyan parties to explore a path of development in line with their own national conditions. China supports a constructive role for the United Nations Support Mission in Libya, as it continues to promote dialogue and consultation to address the legitimate concerns of all parties. The outbreak of armed conflict in Tripoli, Gharyan, Benghazi and many other places, together with the fragile security situation in Libya, remain causes for concern.

That incident once again reminded us that the situation in Libya and its neighbouring countries has been volatile for quite some time, which makes it an important breeding ground for the issues of refugees and immigrants. Thus, we need to have a greater sense of urgency in resolving the Libyan issues. In the light of the Secretary-General’s report (S/2023/967), I wish to make the following observations. Recently, parties in Libya have engaged in dialogue on an electoral road map and have reached consensus on many issues. Those are hard-won results. Special Representative of the Secretary-General Bathily recently invited the main parties to conduct dialogues on outstanding issues. China would like to see the Libyan parties build on the results of the dialogues to dispel differences, so as to make further progress in the political process.

We welcome the Permanent Representative of Libya to today’s meeting. Like many colleagues, I am saddened by the recent tragic events involving refugees and immigrants in the waters of Libya. It should be noted that some European countries which have long been deflecting responsibility for protecting refugees, without any concern for serious human rights violations, cannot evade blame for the recurrence of such tragedies.

The thirteenth contingent of Chinese peacekeeping engineers and medical teams deployed in South Sudan recently completed their tasks successfully, receiving high recognition from the United Nations and the host country for their professionalism and discipline, and the next contingent of Chinese peacekeepers has already arrived in the Mission’s area of operations. China stands ready to work with the international community to continue contributing to the peaceful development of South Sudan.

More support should be provided in such areas as livelihoods, education, health and industrial and agricultural development so as to help South Sudan embark on a path of independent development. It should be noted here that the development and management of South Sudan’s petroleum resources are the country’s internal affair and one in which other countries should not interfere.   17. The Security Council should work to improve the mandate of UNMISS to focus on that priority task. Meanwhile, the arms embargo imposed by the Council has had a long- standing negative impact on South Sudan’s security capacity-building. We should respond to the calls from South Sudan and other African countries asking that the Council lift the sanctions as soon as possible. South Sudan’s humanitarian, poverty reduction and development challenges are daunting. In a country with a population of more than 11 million people, 9.4 million are in need of humanitarian assistance and 5 million have become internally displaced or refugees. The crisis has been exacerbated by returnees from the Sudan and other countries. The international community, especially traditional donors, must step up its assistance to prevent the situation from deteriorating.

It will be important for the international community to have patience with the political process in the country while respecting its sovereignty and ownership and avoiding any externally imposed solutions. China supports South Sudan’s efforts to maintain national stability and promote community reconciliation and welcomes the deployment for the first time of the country’s unified forces. Meanwhile, the security situation in Jonglei, Warrap, Central Equatoria and Western Equatoria states remains fragile, with frequent violence and communal clashes. In his recent report on UNMISS (S/2023/784), Secretary-General Guterres emphasized that UNMISS should support South Sudan in assuming primary responsibility for the protection of civilians and should prioritize support aimed at strengthening its security capabilities.

We call on all the parties in South Sudan to put the interests of the country and its people first and to resolve their differences through dialogue and consultations so as to create conditions conducive to the holding of general elections. China supports the United Nations Mission in South Sudan (UNMISS), together with the African Union and the Intergovernmental Authority on Development, in continuing to provide support for the political process in South Sudan. Against a backdrop of the more complex and serious developments in South Sudan, the international community should fully understand and respect the country’s national conditions and status quo.

Mr. Dai Bing (China) (spoke in Chinese): I would like to thank Special Representative Haysom and Ambassador Biang of Gabon, in his capacity as Chair of the Committee established pursuant to resolution 2206 (2015) concerning South Sudan, for their briefings. I also welcome the presence of the representative of South Sudan at today’s meeting. South Sudan has recently made a series of important strides in its implementation of the Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan, the enactment of electoral laws and the reorganization of State institutions, and it is planning to hold general elections in December of next year that will be critical to national development and stability.

At the twenty- eighth Conference of the Parties to the United Nations Framework Convention on Climate Change, held in Dubai, Secretary-General Guterres emphasized that developing countries, including in Africa, are in urgent need of financial and technical support to cope with climate change, and he called on developed countries to make clear the status of the delivery of the $100 billion pledged for climate financing. China calls on the international community, especially developed countries, to respond to the Secretary-General’s call and give greater support to the countries of the region.

  22. During our Council presidency last month, China initiated an open debate on the promotion of sustaining peace through common development (see S/PV.9482). The primary objective of the debate was to have the Council better focus on the intrinsic linkage between peace and development and to propose development solutions for the realization of lasting peace. As many countries in Central Africa face tough challenges in poverty reduction and development, China supports UNOCA placing greater emphasis, in its future work, on addressing the root causes of conflict from a development perspective so as to explore more effective pathways and solutions for achieving lasting peace in the region. China has been closely following the challenges caused by climate change to the region.

  23. The international community should continue to support the anti-piracy actions of the countries of the region and explore cooperation in joint law enforcement operations and the joint escorting of vessels so as to maintain maritime security in the region. Thirdly, it is important to focus on the root causes of conflict. During the reporting period, UNOCA and the United Nations Office for West Africa and the Sahel conducted a joint assessment on the impact of Boko Haram, which identified economic hardship as a key driver of young people joining extremist groups and engaging in illegal activities. That assessment fully demonstrates that poverty and uneven development can be a breeding ground for extremism, conflict and violence.

China supports the Economic Community of Central African States in leading the countries of the region to embrace the concept of common security, strengthen collective security mechanisms and work together to tackle security challenges. The United Nations Regional Office for Central Africa (UNOCA) should provide assistance in building regional security mechanisms, while the international community should provide greater financial and technical support for counter-terrorism capacity-building, security sector reform and disarmament, demobilization and reintegration programmes. Recently, piracy problems are on the rise in the Gulf of Guinea, with a number of fishing and commercial vessels having suffered armed robberies and attacks.

  25. The international community should support the countries of the region in following a development path well-suited to their national conditions while respecting their sovereignty and ownership. Secondly, regional counter-terrorism operations have achieved major results. The Government of the Central African Republic has disarmed a large number of former combatants of the Lord’s Resistance Army. Those efforts deserve our full recognition. At the same time, Boko Haram and Islamic State in Iraq and the Levant have mounted repeated attacks, illegal armed groups and separatist forces continue to threaten the security of countries of the region, and the conflict in the Sudan is affecting the Central African Republic and Chad.

  26. Mr. Dai Bing (China) (spoke in Chinese): I thank Special Representative Abarry for his briefing. In the light of the report of the Secretary- General (S/2023/934), I would like to emphasize the following points. First, the countries in the region have made enormous efforts to maintain political stability and improve national governance. Recently, Cameroon has been actively implementing the outcomes of its major national dialogue and promoting the development and reconstruction of its south-west and north-west regions. The Central African Republic has successfully adopted a new Constitution, while Chad will hold a constitutional referendum soon. The whole world bears witness to those developments. Next year, some countries in the region will start political transitions and hold general elections.

  27. The Security Council is now discussing a draft resolution on the renewal of MONUSCO’s mandate. China hopes that the Council will follow the disengagement plan, prioritize the views of the Democratic Republic of the Congo and determine sound transitional arrangements for MONUSCO. The upcoming transition should include an organized handover of tasks to the Government of the Democratic Republic of the Congo that is conducive to the maintenance of security and stability in the region in the areas that the Mission is withdrawing from, as well as ensuring MONUSCO’s safe and orderly drawdown and guaranteeing the safety of United Nations peacekeepers and assets.

  28. The international community should support the Nairobi and Luanda processes and the countries concerned in resolving their differences through dialogue and consultation. China encourages Mr. Huang Xia, the Special Envoy of the Secretary-General for the Great Lakes Region, and Special Representative Keita to provide greater support to the regional political process and to foster synergies. China supports the regional organizations carrying out peacekeeping operations and hopes that countries in the region will strengthen their coordination with the Democratic Republic of the Congo in order to safeguard the region’s common security. Thirdly, China welcomed the signing of the comprehensive disengagement plan by the Government of the Democratic Republic of the Congo and MONUSCO agreeing on MONUSCO’s phased drawdown and withdrawal.

The international community should fully respect its sovereignty and ownership, encourage all parties in the region to settle their differences through dialogue and consultation and avoid interfering in the country’s internal affairs. Secondly, the security situation in the eastern Democratic Republic of the Congo remains serious, marked by continued attacks by armed groups such as the Mouvement du 23 mars (M-23) and resulting in casualties and displacement. China supports the Armed Forces of the Democratic Republic of the Congo and MONUSCO in carrying out joint operations, and urges the M-23 and other armed groups to immediately cease hostilities and violence and withdraw from the territories they are occupying. The situation in the eastern Democratic Republic of the Congo bears on the overall security of the region.

As Special Representative of the Secretary-General Keita has pointed out, the Democratic Republic of the Congo is at a critical stage in advancing the political process and maintaining security and stability. A peaceful, stable and developing Democratic Republic of the Congo is in the shared interests of the countries of the region and the international community.

The recent problems that have emerged in the cooperation between the United Nations and a number of African countries have further demonstrated that missions’ operations must adhere to the principle of country consent and be conducive to enhancing trust and cooperation with the countries concerned, which is the prerequisite for the smooth delivery of missions’ mandates. It is hoped that the Security Council will prioritize the promotion of missions’ communication and cooperation with the countries concerned, respect their will, acknowledge their national realities and avoid imposing external solutions.

  34. Facilitating an early restoration of peace and stability in the Sudan is the fervent aspiration of the Sudanese people and the shared desire of the international community. After the withdrawal of UNITAMS, how the United Nations will respond to the local situation and play its due role remains a major issue before the Council. China has noted that the Sudanese Government is open to exploring continued cooperation with the United Nations. We call on the Secretariat to carefully heed the views of the Sudanese Government and regional organizations, including African Union and the Intergovernmental Authority on Development, so as to gear such cooperation towards meeting the practical needs of the Sudan and providing tangible support for its peaceful development.

The Council just adopted resolution 2715 (2023) deciding to terminate the mandate of the United Nations Integrated Transition Assistance Mission in Sudan (UNITAMS). China voted in favour of the resolution. China expects the Secretariat to develop, as required by the Security Council, a well-thought- out and comprehensive plan for the withdrawal of UNITAM’s personnel, the handover of its tasks and the liquidation of its assets, among other steps, and to maintain cooperation with the Sudanese Government to ensure the safe and orderly withdrawal of UNITAMS and to safeguard the safety and security of United Nations personnel and properties. The grinding conflict in the Sudan has exacerbated the humanitarian crisis.

We are confident that Somalia will seize this opportunity to strengthen security capacity- building, improve the management of weapons and ammunition, actively conduct counter-terrorism operations and inject new impetus into the maintenance of national security and stability. It should be noted, however, that this resolution still requires the Federal Government of Somalia to submit to the Council a list of imported weapons — a measure which is restrictive, will unnecessarily pose obstacles to the Government’s efforts to enhance security capacity-building and thus needs further improving and refining. On the other hand, this resolution continues to grant special exemptions to certain Western countries for arms import.

  38. Mr. Dai Bing (China) (spoke in Chinese): I would like to begin by congratulating Ecuador on assuming the presidency of the Council for this month. I would also like to take this opportunity to thank Council members for their strong support during China’s presidency last month. The Council just adopted two resolutions on, respectively, sanctions against the terrorist organization Al-Shabaab (resolution 2713 (2023)) and the management of weapons and ammunition in Somalia (resolution 2714 (2023)), and China voted in favour of both of them. We welcome the fact that the two resolutions, upon the requests of the Federal Government of Somalia and some Council members, substantively lift the arms embargo on the Federal Government of Somalia and tighten the sanctions against Al-Shabaab.

MINUSCA should also play a more active role in the Central African Republic’s long-term development. Its recent assistance in areas such as fixing roads and building health-care centres in many parts of the country has significantly contributed to improving livelihoods and economic development and stability. The relevant practices should be studied and promoted by United Nations peacekeeping operations. In conclusion, China welcomed the Council’s substantive adjustment in June of the arms embargo on the Central African Republic. At the same time, the Government is hoping for a complete lifting of sanctions.

China supports the Central African Republic in its work with neighbouring countries to strengthen border control and combat cross-border crimes and the illicit trafficking of small and light weapons so as to safeguard common security in the region. The Central African Republic is at an important stage in its transition from peacekeeping to peacebuilding. As the Secretary-General points out in his report (S/2023/769), if the country is to address the root causes of the crisis and put an end to the cycle of violence there, it will be imperative to overcome its socioeconomic challenges and increase long-term investment in national development. The international community should pay attention to those recommendations and increase its cooperation with the Central African Republic.

The United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA) should provide more support for reforming the security sector, building the capacity of the armed forces and extending State authority in the Central African Republic. The Security Council will be discussing MINUSCA’s mandate renewal next month. China hopes that the Council will push MINUSCA to adjust and optimize its mandate in the light of the needs of the Government of the Central African Republic, focus on key tasks and contribute more to maintaining peace and stability in the country. The challenges to the security situation in the border areas between the Central African Republic, the Sudan and Chad are growing.

  43. The international community must respect the country’s sovereignty in support of a development path that is in line with its national conditions. The Central African Republic still faces a complex security situation. Clashes with, and attacks by anti-Government armed groups and local militias continue, threatening local stability, leading to massive civilian casualties and displacement and seriously disrupting humanitarian relief and the work of the United Nations. The international community should support the Government of the Central African Republic in its efforts to maintain security and protect civilians.

  44. Recently, the Central African Government and subregional organizations co-hosted the second strategic review of the peace process. All parties praised the positive developments, and President Touadera pledged to continue to advance the peace process. China welcomes that. China supports the international community and regional organizations in continuing to strengthen communication with the Government and in providing constructive support for the peace process and local elections based on the circumstances and needs on the ground. Recently, the Central African Republic successfully completed its referendum and adopted a new Constitution. That will greatly improve national governance and promote the political peace process.

Mr. Dai Bing (China) (spoke in Chinese): I thank Special Representative Rugwabiza for her briefing, and welcome Ms. Baipo Temon, Minister for Foreign Affairs of the Central African Republic, and the representative of Angola to today’s meeting. In recent times, the Central African Republic has continued to make progress in its peace process. China is pleased to see that the Central African Republic has achieved significant results in areas such as disarmament, demobilization and reintegration, security sector reform and local peace and reconciliation. Out of the 14 armed groups that are signatories to the Political Agreement for Peace and Reconciliation in the Central African Republic, nine have declared their dissolution.

It is necessary for the United Nations to plan its future cooperation with Somalia in an integrated manner, permit the transition of UNSOM in accordance with the request from the Government of Somalia and align its efforts with the priority tasks for Somalia’s national development. The Somali authorities have repeatedly called for the lifting of the arms embargo. The Council should respond to the concerns of the Somali side, adjust the sanctions measures in the light of the security situation on the ground and create conditions conducive to the building of Somalia’s national defence.

Thirdly, since assuming office, Special Representative Laing has led UNSOM in its multiple efforts to promote political dialogue, maintain stability and carry out humanitarian and development activities. The renewal of UNSOM’s mandate is currently under discussion in the Council. China hopes that UNSOM will focus on its core mandate, make dedicated efforts to help Somalia to address the root causes of conflict and take more practical measures to promote humanitarian assistance, poverty eradication and sustainable development, and support the stabilization plan for the recovered areas and the counter-terrorism and de-radicalization measures taken by Somalia.

  48. We call on all parties to continue to resolve their differences through dialogue and consultation and to advance the transition process. China notes that the situation in Laascaanood has yet to ease and calls on all parties concerned to heed the call made in June by the President in the Security Council (see S/PV.9356) to exercise calm and restraint and refrain from taking retaliatory actions that could lead to an escalation of the situation. The international community and the United Nations Assistance Mission in Somalia (UNSOM) should carry out their good offices on the basis of respective ownership of the Somali authorities and safeguarding the sovereignty and territorial integrity of Somalia.

China takes a positive view of the Council’s study of the financing options for ATMIS and hopes that developed countries, founding parties and major stakeholders will respond to the Secretary-General’s appeal by maintaining their financial support so that years of effort on the part of ATMIS might not be wasted. Secondly, we must support the political transition in Somalia, which is the very basis for consolidating national security and maintaining political stability. China supports the holding of a national consultative conference between the Federal Government of Somali and its member states, to promote political dialogue and to discuss major issues such as elections, counter- terrorism and reconciliation.

The international community should continue to support Somalia’s counter-terrorism and stabilization efforts and help the Somali security forces to speed up their training and capacity-building with a view to the latter assuming greater responsibility for security. Recently, the Federal Government called for pause in the drawdown plan of African Union Transition Mission in Somalia (ATMIS). China believes that it is imperative to carry out the drawdown plan in a smooth, orderly and responsible manner on the basis of a comprehensive assessment of the security situation so as to avoid a security vacuum. At the same time, ATMIS is seriously underfunded. The Secretary-General expressed his concern in his report (S/2023/758) and called for greater financial support from the funding parties.
