“I thank Special Representative Chambas for his briefing. The situation in the West Africa and the Sahel region is stable on the whole. Countries in the region are actively fighting the coronavirus disease (COVID-19) pandemic, and many have overcome the difficulties posed by the pandemic and completed some important political agendas, such as general elections. The United Nations Office for West Africa and the Sahel (UNOWAS) has actively carried out mediation and done a lot work, which China appreciates. At the same time, countries of the region still face many challenges in maintaining peace, stability and development. In connection with the Secretary-General’s report (S/2020/1293) and the situation in the region, I wish to highlight the following.”

“We oppose taking action with undue haste when there is no conclusive evidence and question marks abound with regard to the reports. We hope that the reports of the Organization for the Prohibition of Chemical Weapons (OPCW) are able to establish a complete chain of evidence with no loose ends, failing which the objectivity, neutrality and authority of the OPCW would be called into question. Given that the reports are full of controversy and the parties remain sharply divided, forcing action is not the right thing to do at this point. The Technical Secretariat should encourage in-depth discussions on the questionable points regarding the reports so as to convince each other with science- based analysis and factual information. That is the only way to fully implement resolution 2118 (2013) and preserve the authority of the OPCW.”

“The Permanent Representative of the Syrian Arab Republic has addressed many letters to the President of the Security Council, with detailed information on terrorist organizations planning staged chemical weapon attacks. That information warrants the Council’s full attention. China hopes that follow-up to such information will be provided in the monthly reports and briefings of the Council. I would also like to point out that Syria is a State Member of the United Nations and that the Syrian Government is the legal Government. It is not the so-called regime. That constitutes basic respect for a State Member of the United Nations. Given the crucial importance of the chemical weapons dossier, the issue of accountability must be brought back within the framework of the CWC. Investigations must be based on respect for facts and science.”

“We oppose the use of chemical weapons by any country, entity or individual under any circumstances and for any purpose. Allegations of the use of chemical weapons must be investigated and dealt with in an impartial and objective manner on the basis of factual evidence and the provisions of the Chemical Weapons Convention (CWC). China notes that Syria has on many occasions expressed its strong willingness to cooperate with the Technical Secretariat and, through consultations, the two parties have closed three outstanding issues related to the initial declaration. Syria’s constructive attitude and the results of the engagement between the two parties deserve our recognition. We encourage them to continue to work to achieve positive progress on the other outstanding issues.”

“Economic difficulties have increased. More than 6 million people need humanitarian assistance and more than 3 million cannot return to their homes. International partners and financial institutions should increase emergency assistance to help South Sudan meet its urgent needs and the basic needs of its people. At the same time, they must find ways to help South Sudan rebuild its economy, achieve sustainable development and truly eliminate the root causes of conflict. China has been providing anti-pandemic supplies and emergency food aid to South Sudan since the start of the pandemic. Thirdly, an orderly transition from the African Union-United Nations Hybrid Operation in Darfur (UNAMID) to the United Nations Integrated Transition Assistance Mission in the Sudan (UNITAMS) must be ensured. Over the past 13 years of its deployment, UNAMID has played an important role in promoting the peace process, maintaining stability in Darfur and supporting the reconstruction of that region. “China supports the Sudanese Government’s economic and financial reforms, welcomes the adoption of the debt-relief package by the International Monetary Fund and the World Bank and calls on the international community to prioritize the easing of the country’s debt burden, increase investment in and humanitarian assistance to Sudan and support its socioeconomic development and capacity-building for governance. We also call on the countries concerned to genuinely lift their unilateral coercive measures against the Sudan without delay. “The legal exploitation and use of natural resources can provide people with more job opportunities and better livelihoods, which offers a key to breaking the vicious circle of conflict. The disarmament, demobilization and reintegration programmes being developed by the Government of the Democratic Republic of the Congo envisage more job and training opportunities for ex-combatants in order to facilitate their integration into the community. Kasai and Tanganyika will largely transition into the peacebuilding phase, where the relevant development agencies should focus on improving the local generating capacity and consolidate the foundation for durable peace. The new Great Lakes Regional Strategic Framework just unveiled by the Secretary-General provides an innovative approach to conflict resolution in the Democratic Republic of the Congo.”

We call on the international community to continue to increase its levels of investment in order to close the humanitarian aid gap.”

AMISOM is also formulating a phased reconfiguration plan to prepare for the transfer of security responsibilities to Somalia. The international community should help Somalia to strengthen its capacity-building and continue to provide continuous and stable funding guarantees for AMISOM so that it can continue to carry out its duties. Thirdly, it is important to increase the levels of investment in development and humanitarian aid. Somalia is deeply scarred by wars, its economic development is lagging and it faces long-term humanitarian challenges. Development is an important basis for solving all problems, and that is also the aspiration of the Somali Government and people.”

“Secondly, it is essential to maintain security and stability in Somalia. There are frequent violent and terrorist activities in Somalia, and the security environment is worrisome. China appreciates the significant efforts being made by the African Union Mission in Somalia (AMISOM) to stabilize the situation. The Security Council has a mandate to carry out an independent assessment of AMISOM, and it is essential that we take into account the views of the African Union and AMISOM. We hope that the United Nations and the African Union can make proper arrangements to ensure that the outcomes of the assessment fully reflect the concerns of all parties and provide a comprehensive and objective basis for the Security Council to take subsequent actions.”

“First, it is important that progress be made on the political track. China welcomes the consensus reached on the election model by the leaders of the Somali Federal Government and federal member states. We encourage all parties to implement the relevant decisions in earnest and to hold the elections as scheduled. China calls on all parties in Somalia to put the interests of the country and its people first, maintain the momentum of dialogue, enhance mutual political trust, establish federal mechanisms and actively promote national priorities, including the constitutional review. The international community should provide technical and logistical support for the elections on the basis of Somali-led and Somali-owned solutions, with a view to helping the Somali Government improve its national governance capabilities.”

“We welcome the Prime Minister of Somalia to this meeting. We wish to thank the Special Representative of the Secretary-General, Mr. James Swan, and the Special Representative of the Chairperson of the African Union Commission for Somalia, Mr. Francisco Madeira, for their briefings. Since the Security Council’s deliberations on Somalia in August (see S/PV.8755), important progress has been made regarding the peaceful reconstruction of Somalia. The new Prime Minister and his Cabinet have taken office, the preparations for elections have been carried out in an orderly manner and continuous updates have been made to the transition plan. At the same time, the security and humanitarian situation remains fragile, and there is a long way to go to achieve peace and stability in the country. I would like to emphasize the following three points.”

“The humanitarian situation in the Sahel region is deeply troubling, with 31.4 million people in need of humanitarian aid and 5 million unable to return to their homes. The international community should provide tailored assistance to regional countries to address food security and other issues and ensure that the basic needs of the people are met. The coronavirus disease pandemic in the Sahel has eased somewhat, thanks to the strict prevention and control measures adopted by countries in the region. However, the risk of a resurgence of the epidemic still exists. China has sent multiple shipments of supplies to counter the epidemic to countries in the region and is taking the initiative to share its experience in that regard.”

“China is actively implementing initiatives amounting to ¥300 million in assistance to the G-5 Joint Force for security and counter-terrorism operations. We encourage international partners to continue to leverage their respective strengths and strengthen their coordination in support of the counter-terrorism operations and capacity-building of the countries in the region. The presidential statement on counter-terrorism in Africa (S/PRST/2020/5) adopted by the Security Council in March must be effectively implemented. We hope that the Security Council will give priority to the needs of the G-5 Sahel and give more sustainable and predictable financial support to the Joint Force. Thirdly, the humanitarian crisis must be high on the international agenda.”
