Mr. Dai Bing (China) (spoke in Chinese): The United Nations Mission for the Referendum in Western Sahara (MINURSO) diligently implements the mandate bestowed upon it by the Security Council and therefore makes a positive contribution to efforts to achieve a political solution to the question of Western Sahara and the maintenance of overall stability in the region. We appreciate the efforts made by peacekeepers there and support the extension of the Mission’s mandate. The Security Council has just adopted resolution 2654 (2022), which extends the Mission’s mandate for 12 months, thereby demonstrating its determination to uphold the Mission’s mandate and promote a political solution to the question of Western Sahara.

We will continue to deepen our cooperation with the countries of the region in the area of development and promote the timely achievement of the Sustainable Development Goals. Special Envoy Huang Xia has travelled extensively to the countries of the region, actively provided his good offices at the political level and diligently worked to promote regional cooperation and address shared challenges. The Office of the Special Envoy of the Secretary-General for the Great Lakes Region has actively promoted the implementation of the new strategy and action plan for the region and has achieved a series of significant results.

In his report (S/2022/735), the Secretary-General notes that the Democratic Republic of the Congo, Burundi, South Sudan, Zambia, Uganda, the United Republic of Tanzania and other countries have cooperated extensively in the areas of production capacity, infrastructure development, trade, investment and agricultural development. Those efforts will help to unlock the potential for economic growth, build stronger indigenous drivers for development, tighten bonds based on regional interests and increase the resources and means for maintaining regional peace and security. China is an important partner in the sustainable development of the region and has helped countries there implement a wide variety of development projects in the framework of the Forum on China-Africa Cooperation.

The international community must work together to implement the recommendations of the high-level Khartoum workshop on natural resources, held in 2021, in order to end the illicit financing of terrorist organizations and armed groups and actively foster lawful trade in order to make natural resources a hallmark of regional cooperation. Thirdly, we need to push forward towards peace through development and tackle the root causes of regional instability and conflicts. The countries of the region have come to a profound understanding on the dialectic relationship between development and security and have initiated a number of results-based cooperation initiatives.

  6. The disarmament, demobilization and reintegration of armed groups is the only way to defuse regional security threats. The countries of the region have developed appropriate plans and have gradually implemented them. The international community should provide the necessary political and financial support to that end. The unlawful exploitation of natural resources is another important factor that affects regional stability. The Security Council convened a thematic meeting on the issue under Gabon’s presidency (see S/PV.9147) earlier this month. Special Envoy Huang Xia has also made tremendous efforts to reach a solution.

  7. The EAC and the Democratic Republic of the Congo pushed for the deployment of joint forces. Burundi provided bilateral military support to the Democratic Republic of the Congo in the framework of the Nairobi process, and Uganda conducted joint military operations with the Democratic Republic of the Congo. Such independent initiatives to maintain stability deserve our full recognition, and the international community should provide the necessary support in terms of funding and equipment. At the same time, non-military means must also be encouraged in parallel to create synergy. In August, Uganda convened a meeting of the heads of regional intelligence and security services to facilitate the work of the Contact and Coordination Group, thereby contributing to regional cooperation in addressing security challenges.

  8. The international community should fully support the lead role played by the countries of the region and the coordinated progress of the Nairobi and Luanda processes. In February 2023, Burundi will host the eleventh summit of the Regional Oversight Mechanism of the Peace, Security and Cooperation Framework for the Democratic Republic of the Congo and the Region. China looks forward to its successful outcome, which will add positive energy to the pursuit of regional peace and stability. Secondly, we must support a multipronged approach by combining military and non-military means to eliminate threats to regional security as soon as possible. In their response to the unrest caused by the rebel groups in the eastern Democratic Republic of the Congo, the countries of the region took prompt action.

Only by upholding the concept of common, comprehensive cooperative and sustainable security, and working together with collective determination can the common security threats be effectively addressed. The East African Community (EAC) and the International Conference on the Great Lakes Region have been actively engaged in providing their good offices with regard to the issue of the eastern Democratic Republic of the Congo through the launch of the Nairobi peace process and the Luanda road map. Kenya, Angola and others have also done a great deal of work leading to positive outcomes. The countries of the region must remain on the right track towards maintaining their common security and resolving their differences through dialogue and consultations on the basis of respect for their mutual interests and concerns.

  10. The terrorism and ethnic tensions there are difficult to resolve in the short run and issues related to livelihoods and development have become more acute. In order to deal with those challenges on the ground, the countries of the region should intensify their coordination efforts and deepen their cooperation in the areas of security and development. The Security Council and the international community should invest more attention in the subregion and increase their constructive support. First, we must support the countries of the region in standing together and staying the right course towards shared security. The Great Lakes region is an interdependent security community with a shared future.

For some time now the countries of the Great Lakes region have been strengthening their solidarity and cooperation in a joint response to security challenges, while promoting regional cooperation and sustainable development, solving African problems with African solutions and demonstrating resilience and wisdom. China highly commends that approach. That said, it must also be noted that there is still a long way to go to achieve peace and development in the region. The violence in eastern Democratic Republic of the Congo is ongoing.

  12. The UNSMIL mandate is about to expire. China supports the adoption by the Security Council of a draft resolution with substantive elements that will renew the mandate for a longer term. We encourage UNSMIL to continue to work in accordance with the relevant Council resolutions, focus on its core mandate, promote Libya’s political transition and support the holding of elections in Libya.

China welcomes the national reconciliation dialogue in Libya and supports all parties in the country in steadily advancing the strategic vision of national reconciliation in order to provide a favourable environment for advancing the political process. The African Union (AU) has a wealth of experience and successful practice in promoting reconciliation. China appreciates its efforts and continues to support the AU in helping with Libya’s reconciliation. Years of conflict have wreaked havoc in Libya. Promoting national reconciliation is the common aspiration of the Libyan people and is also a crucial way to improve the humanitarian situation. Oil is the main source of income for the country and China hopes that the resumption of oil production in Libya will spur the country’s economic development and improve people’s livelihoods.

The international community should earnestly abide by the Libyan-owned and Libyan-led principle, respect Libya’s sovereignty and territorial integrity and refrain from imposing solutions from the outside. Under the current circumstances, all parties in Libya should put the interests of the country and its people first, exercise maximum restraint and avoid the resurgence of violence. China supports the 5+5 Joint Military Commission in continuing its key role in maintaining the ceasefire and promoting the withdrawal of foreign forces and mercenaries. Foreign forces and mercenaries in Libya should withdraw as soon as possible in a balanced and orderly manner. Reconciliation is an important way to silence the guns in Libya.

We encourage all parties in the country to step up consultations under the auspices of the United Nations and, building on the outcome of the previous dialogue, to reach agreement quickly on the constitutional basis for elections so that elections can be held and the current political impasse be resolved as soon as possible. The United Nations is the main channel of mediation for the Libyan political process. China once again welcomes the appointment of Mr. Bathily as Special Representative of the Secretary-General for Libya and his assumption of duties. That will help the United Nations Support Mission in Libya (UNSMIL) to fully resume its functions and strengthen the good offices of the United Nations. China will actively support Mr. Bathily’s work.

  16. Mr. Dai Bing (China) (spoke in Chinese): I thank Special Representative of the Secretary-General Bathily for his briefing and welcome the Permanent Representative of Libya to today’s meeting. Taking a political approach is the only appropriate way to resolve the Libyan issue. According to Mr. Bathily’s briefing, the political process in the country remains at an impasse. There has been no progress in forming a constitutional basis for elections, and that is worrisome. Both the House of Representatives and the High State Council have indicated their willingness to resume dialogue as soon as possible, which China welcomes.

As co-Chair of the Group of Friends on the Safety and Security of United Nations Peacekeepers, together with Brazil, Indonesia and Rwanda, we held a seminar last month on this issue and obtained good results. We must translate the consensus of Member States into concrete actions within the Mission in order to better protect peacekeepers. China attaches great importance to Mali’s legitimate concerns in terms of national sovereignty, security and development and supports the people independently choosing a suitable development path. Together with the international community, we are ready to step up our contribution to the country’s efforts to maintain its national unity and to protect peace and development.

We hope that the Secretariat, in line with the assessment of the Mission, fully considers the view of the Government and takes into account the needs and priorities of the country as it puts forward proposals on streamlining and optimizing the Mission’s mandate and provides a rational arrangement of personnel and resources so as to enhance its ability to deliver on its mandate and ensure the effectiveness of its action. On Monday, several Chadian peacekeepers came under attack and were killed. That is really sad to see. The Mission should enhance its ability to deal with improvised explosive devices and increase its ability to carry out medical evacuations.

  19. The Mission has done a great deal to support the political transition, to provide logistical and operational support to the Malian army and to protect civilians. China is pleased to see that the Mission has properly solved the issue of rotating personnel with the Government. We hope that the parties will continue to strengthen communication, enhance mutual trust and jointly maintain the status-of-forces agreement so as to create favourable conditions for MINUSMA. Since its establishment, the Mission has been growing, with mandates increasing in all sectors. That, to some degree, has limited its resources and affected its ability to fully implement its core mandate.

  20. In delivering its human rights mandate, the Mission should seek the views of the Government and continue to communicate and cooperate closely with the Government. At the same time, fighting terrorism in Mali has a direct bearing on the overall stability of the Sahel region. The Secretary-General and the President of the African Union Commission have jointly asked former President Issoufou of the Niger to carry out a comprehensive assessment of the Sahel issue. China supports that effort and hopes that the assessment will take on board the concerns of all parties and offer practical recommendations for counter-terrorism cooperation between the Sahel and West Africa. Thirdly, it is important to support increased coordination and communication between MINUSMA and the various sectors of society and for them to work in synergy.

The parties concerned in Mali recently held a high-level decision-making meeting in order to promote the implementation of the Agreement on Peace and Reconciliation in Mali, under the disarmament, demobilization and reintegration process. The Government has been fully engaged in fighting terrorism and has unveiled a comprehensive strategy to ensure stability in the central region. Those efforts should be acknowledged. The international community should provide more concrete support for the Government’s efforts to fight terrorism, maintain stability and respect the country’s right to independently carry out its external cooperation in terms of security. However, the Mission should provide greater support for implementing the peace agreement, maintaining central stability and protecting civilians. Those are its core mandates.

The international community and the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) are called upon to provide support to the Government in forming a development strategy commensurate with its national conditions, enhancing its capacity-building and promoting sustainable development so as to lay a solid foundation for durable peace. We are pleased to see that, upon the lifting of sanctions by the Economic Community of West African States, Mali has rejoined the big family of West Africa. We hope that the countries of the region will work towards the same goal and jointly maintain regional peace and unity. Secondly, we must step up the fight against terrorism and maintain stability.

  23. The Government has drawn up the transitional road map, set up constitutional organizations, started constitutional work and engaged in political consultation. Those actions constitute visible progress. We hope that the parties will work on that basis, implement the outcome of the national reconstruction conference and advance political reform in order to create and build favourable conditions for the transition, as recommended by the Secretary-General in his report (S/2022/731). Meanwhile, as pointed out by the Secretary- General in his report, the work of consolidating the central Government, improving the judiciary, boosting people’s livelihoods and promoting ethnic harmony is of equal importance and requires further efforts.

From the briefing we can see that there has been positive progress in terms of advancing the political transition and peace process and fighting terrorism in Mali. That is a result of the joint effortsby the Government, regional organizations and the international community. Now it is important to consolidate the current positive momentum and continuously inject new impetus into efforts towards the ultimate goal of achieving durable peace and development. First, multiple measures are required on various tracks in order to promote the political process.

Towards the end of last year, the eighth Ministerial Conference of the Forum on China-Africa Cooperation adopted the Declaration on China-Africa Cooperation in Addressing Climate Change, proposing the establishment of a new era of China-Africa strategic partnership to address the impact of climate change. The Conference also saw the inclusion of the green- development project in the initial three-year plan of the China-Africa Cooperation Vision 2035. Last month, China hosted a ministerial meeting of the Group of Friends of the Global Development Initiative, where a proposal was made to promote the Global Clean Energy Cooperation Partnership. Among the first projects is the cooperation on climate change response and green development in 19 African countries.

The international community should increase its comprehensive support to Africa in terms of financing, technology and human resources in order to help Africa unleash its green- development potential and achieve a green and low- carbon transformation. Next month, the twenty-seventh Conference of the Parties to the United Nations Framework Convention on Climate Change will be held in Sharm El-Sheikh, Egypt. This is a premier international climate forum in an African country, as well as an important opportunity for the international community to reaffirm its climate commitment to Africa. China fully supports Egypt and Africa in hosting the Conference and looks forward to its positive and balanced outcome with regard to mitigation, adaptation and financing.

In order to achieve the temperature-control target set by the Paris Agreement on Climate Change, developed countries should take the lead by drastically reducing emissions and significantly moving up the date to achieve carbon neutrality. That would provide development space for Africa and other developing countries. The wavering and regressive stance of some developed countries on the issue of climate change is cause for concern. Fourthly, we should support Africa’s efforts to promote green and sustainable development. African countries have realized that a response to climate change is possible only through sustainable development and have taken positive steps in that regard. The AU and African countries have set clear goals for energy transition and are striving to build a low-carbon, affordable and clean energy system.

  28. International financial institutions and climate-finance platforms should also lower the financing threshold in order to ensure that climate finance is equitable and accessible to Africa. Thirdly, international equity and justice should be reflected in the climate issue. Many countries in Africa are still at the early stage of industrialization and face the dual task of promoting socioeconomic development and addressing climate change. Developed countries, on the other hand, have already achieved industrialization. Asking Africa and other developing countries to assume the same climate responsibilities as developed countries goes against international equity and justice.

  29. Helping Africa address climate change is not about how loudly one chants slogans, but about whether the commitments are being fulfilled and whether Africa’s needs are being met. Developed countries have pledged to provide $100 billion a year in climate financing to developing countries, and developed European countries have pledged to double financial support for climate projects in poor African countries by 2025. Those pledges must not become merely lip service. Arrears must be paid as soon as possible, and new collective quantitative funding targets should be defined so that African countries can actually receive the funds needed to carry out work that produces tangible results.

The international community should take real action by working on specific issues, such as monitoring and early warning, disaster preparedness, as well as prevention and mitigation, in order to increase support and investment in Africa so as to effectively enhance its response capacity. China supports the universal early-warning system initiative proposed by the Secretary-General and supports the United Nations in strengthening coordination with the African Union (AU) and subregional organizations on climate action in order to achieve greater progress in enhancing Africa’s climate resilience. Secondly, developed countries should honour their climate-financing commitments to Africa as soon as possible.

In order to stop climate change from becoming a security threat, we must use a targeted and calibrated response, focusing on helping Africa to strengthen capacity-building, enhance climate resilience and accelerate the implementation of the 2030 Agenda for Sustainable Development. In that regard, I would like to make the following four points. First, pragmatic actions should be taken to help Africa enhance its response capacity. According to the World Meteorological Organization, only 40 per cent of Africa’s population has timely access to disaster early- warning information.

Frequent extreme weather and meteorological disasters have seriously affected Africa’s ecological environment and hampered its socioeconomic development, sparking the thought-provoking question of the relationship between climate change and security. Climate change may exacerbate resource shortages and tensions, but it does not necessarily lead to armed conflict. This summer, both Europe and parts of Africa experienced spells of extreme heat, but the aftermaths were very different, mainly because of the huge difference in the two regions’ ability to cope with climate change. That tells us that the ability to withstand climate shocks is crucial.

  33. Mr. Dai Bing (China) (spoke in Chinese): China congratulates Gabon on the success of its Africa Climate Week last month. As one of the few countries where carbon sequestration exceeds carbon emissions, Gabon has made progress in protecting its natural environment and addressing climate change, providing experiences and practices for others to learn from and draw upon. I welcome Foreign Minister Adamo to today’s meeting and thank Assistant Secretary-General Pobee, Mr. Gahouma-Bekale and Regional Director Youssef for their briefings. Africa is one of the regions most affected by climate change, yet it is least able to address its impact. Africa accounts for less than 4 per cent of global greenhouse-gas emissions, yet temperature rise on the continent is higher than the global average.

Countries should uphold openness, inclusiveness and mutual benefit in their cooperation with Africa and should not interfere in African countries’ internal affairs, let alone force them to choose sides. China has always worked to cooperate with Africa while upholding the greater good, shared interests and the principles of sincerity, genuine results, friendship and good faith. We have firmly supported and contributed to the process of achieving revitalization and prosperity for Africa. No matter how the international situation changes, China will always stand with African countries and the United Nations to contribute to the realization of lasting peace and common development.

  35. Any spillover of global risks tends to bring about greater and more serious economic losses for Africa, and can reverse countries’ development gains. The United Nations should take systematic measures to give Africa a greater say in the international governance system and further reflect Africa’s overall needs and interests in terms of rule-making and resource allocation. The international community, especially developed countries and international financial institutions, should fulfil its responsibilities in terms of development assistance and technology transfer, and should work to ensure that attention to and investment in Africa is not short- changed by other, competing issues.

During the General Assembly’s high-level week, China and African countries co-hosted a ministerial meeting of the Group of Friends of the Global Development Initiative, announcing seven results-oriented initiatives and proposing concrete action in areas such as food security and clean energy. Those initiatives are in line with Africa’s development needs and highly compatible with the African Union’s Agenda 2063. China is willing to work with African countries to ensure the timely outcomes of those initiatives so they can generate more resources and create better conditions for the sustainable development of African countries. Fourthly, we should increase cooperation in promoting international governance reform. Africa is generally at the middle or lower end of the international industrial and supply chains.

The relevant United Nations agencies, peacekeeping missions and resident coordinators should support African capacity-building in accordance with their respective mandates in an effort to create synergy. Thirdly, we should increase our cooperation in promoting sustainable development in Africa. At the end of the day, development is what truly matters. Regions such as the Sahel, the Horn of Africa, the Great Lakes and Central Africa are grappling with both security risks and development difficulties. Without greater investment in development, it will be difficult to break the vicious circle of instability and poverty.

The United Nations and the African Union have signed the framework for a 10-year capacity-building programme for the African Union, and the two organizations should continue to make capacity-building a pillar of cooperation and support the AU in strengthening its capacity in early warnings of conflict, conflict prevention, mediation and preventive diplomacy. Funding shortages are a key constraint on the African Union’s ability to operate in peace operations. Secretary-General Guterres has suggested funding AU peace operations through the United Nations regular budget or peacekeeping assessments, an idea that we believe merits serious consideration by the Security Council.

  39. If we are to achieve long-term peace and security in Africa, we must identify points where breakthroughs can be made and focus on steadily scaling up investment. Capacity-building is a key component of those efforts. The Security Council held an open debate on capacity-building in Africa in August (see S/PV.9122) and issued a presidential statement (S/PRST/2022/6) calling for support for African countries in strengthening capacity-building in governance, law enforcement, sustainable development and talent training and development. Council members and the wider international community should work together to implement the outcomes of that meeting with the aim of providing more tangible assistance for Africa’s capacity-building.

  40. The countries of the region should establish a common, comprehensive, cooperative and sustainable security concept and promote national and regional security through dialogue and cooperation. United Nations peacekeeping operations should keep up with the evolving dynamics on the ground, coordinate the positioning of peacekeeping operations, optimize their mandates and invest resources and energy according to the needs of the countries concerned and the expectations of the local populations. China is in favour of having more Africans serve as Special Representatives of the Secretary-General on hotspot issues in Africa. For its part, the Council should support more African members serving as penholders on African issues. Secondly, we should foster cooperation designed to enhance capacity-building in Africa.

During this year’s general debate in the General Assembly, we heard every African leader call for continued and deepened solidarity and cooperation between the AU and the United Nations in order to collectively respond to our global challenges. China welcomes and supports further enhancement of the cooperation between the United Nations and the AU in order to better promote peace and development in Africa. First, we should increase cooperation in the maintenance of peace and security in Africa. Traditional hotspot issues in Africa are heating up alongside increasing challenges related to terrorist activities, arms trafficking, maritime security and public health, which requires the United Nations, the African Union and the countries of the region to work together to address them.

In recent years, the African Union (AU) has been steering Africa’s development and revitalization, maintaining peace and stability on the continent and firmly defending multilateralism in a demonstration of African strength and wisdom. China has always supported African countries in the sound development and utilization of natural resources, under the Forum on China-Africa Cooperation and Belt and Road Initiative frameworks, by adhering to the principles of equity, equality, mutual benefit and win-win cooperation. In China’s friendly cooperation with Africa, we attach great importance to the coordinated development of economic, social and environmental aspects and strive to help African countries to achieve sustainable development and improve the well-being of local populations. China will continue to work with the international community to support African countries in harnessing their natural resource dividends and making a greater contribution to maintaining peace and stability and achieving common development.

The underlying cause of those peculiarities is the unfair and inequitable international economic order, which has chronically trapped African countries at the low end of the global industrial chain. The situation should be rectified as soon as possible. The international community should support African efforts to derive more added value from their natural resources and elevate their position in the global value chain. Those countries that have imposed unilateral sanctions should lift them in order to reduce their negative impacts on the exploitation of natural resources and export revenue generation in Africa.

We hope that the international community, in particular developed countries, will honour their commitments, step up efforts to help Africa to eradicate poverty, ensure food security, accelerate infrastructure development, promote education and employment and provide more substantive development assistance. Fourthly, we should work to establish a more fair and equitable global resource value system. In some African countries, we have observed peculiar situations in the development of natural sources. Some have rich mineral resources but are financially strapped as a country. Some have outrageously high gasoline and diesel prices while being large producers of crude oil. While some Western energy and mining businesses reap windfalls in Africa, local populations are getting poorer.

  46. Local populations’ involvement in illegal trafficking is often driven by poverty, unemployment and other livelihood concerns. That situation is exacerbated by the severe inadequacy of international development aid and humanitarian assistance to Africa. In the final analysis, sustainable and inclusive development is the key to achieving long- term stability and lasting peace. China hosted the ministerial meeting of the group of friends of the Global Development Initiative during the high-level week of the General Assembly and announced seven major actions to implement the 2030 Agenda for Sustainable Development with a view to promoting the alignment of development strategies among countries and regional organizations and garnering more resources and means for the maintenance of international peace and security.

In that regard, the Office of the Special Envoy of the Secretary-General for the Great Lakes Region has made great efforts to promote the transparent and sustainable development of natural resources in the region. The African Union and other regional and subregional organizations have supported African countries in strengthening resource management and fostering regional cooperation and have made positive progress in that regard. The international community should lend strong support to such efforts so that natural resources can truly benefit regional development. Thirdly, we should focus on systematic and underlying issues and promote sustainable development. Armed groups and terrorist forces tend to thrive in underdeveloped regions.

In recent years, through the cross-border activities of armed groups and criminal organizations, Al-Shabaab has frequently operated in Somalia’s neighbouring countries, in particular Ethiopia and Kenya. Terrorist forces in the Sahel have spilled over to countries along the Gulf of Guinea. In Central Africa and the Great Lakes region, armed groups are deeply involved in the cross-border trafficking of natural resources. To solve those problems, the countries in the region need to work together to strengthen cooperation in joint law enforcement and border control to crack down on illegal trafficking in natural resources. Equally important is the need to develop legal trade, leverage comparative advantages and build regional industrial supply chains to unlock regional development potential.

  49. As we have seen, the Government of Mozambique has recovered territories in the north of the country from terrorist groups with the help of the Southern African Development Community. By creating a favourable environment for oil and gas development, the Government of the Central African Republic has expanded its exercise of State power and subjected the diamond trade and export to regulations. The international community should give its full support to African Governments’ leading role in resource management and help Governments of conflict-affected countries to improve their capacities in industrial planning, financial oversight and secure enforcement, to transform their resource advantage into development gains. Secondly, we should support African countries in deepening regional cooperation and jointly tackling challenges.

  50. The international community should pay close attention to the issue and support and assist African countries in devising effective responses. In that connection, I would like to make the following points. First, we should help African Governments to strengthen their capacity to manage natural resources. It is a country’s sovereign right to appropriately protect, use and manage their natural sources, but that is based on the premise that national Governments are able to exercise effective control over territories with such resources. Without that, development is out of the question, and armed groups and terrorist organizations are free to profit from illegal trafficking. Enhanced governance capacity can effectively reduce opportunities for the illegal trafficking of resources for illicit gains.
