The priority now is to seize the window of opportunity for resolving the Libyan issue in order to enable Libya to emerge from its crisis, which casts a long shadow over the Sahel situation as a whole. China backs efforts to seek African solutions to African problems and supports a greater role for ECOWAS and the African Union in regional affairs. Secondly, regional security must be addressed through effective efforts on the ground. Recently, the Group of Five for the Sahel (G-5 Sahel) Joint Force has made progress in its counter-terrorism operations. At the same time, the region is still home to a large number of terrorist extremists who collude with each other and frequently launch attacks that result in civilian casualties. We simply cannot let down our guard in counter-terrorism efforts.

  2. There was a coup d’état in Mali in August. Thanks to the efforts of the international community, the Economic Community of West African States (ECOWAS) and the Malian parties, the crisis was resolved peacefully and the transition process is steadily advancing. Given the crucial importance of Mali’s security and stability to regional security, the parties concerned must act in the fundamental interests of their country and its people and overcome their differences peacefully through dialogue to restore stability without delay. Several countries in the region will be holding general elections in the near future. The international community should create an enabling environment for them to take place.

I would like to thank Under-Secretary-General Lacroix, Ambassador Konfourou of Mali, Mr. Vervaeke, Managing Director for Africa at the European External Action Service, and Ambassador Rae, Chair of the Peacebuilding Commission, for their briefings. The current situation in the Sahel region is generally stable, and countries in the region have had good results in maintaining political stability and combating terrorism. At the same time, the intertwined problems of terrorism, separatism, transnational organized crime, food security and climate change pose serious challenges to those countries. Given the context described in the report of the Secretary-General (S/2020/1074) and the briefers’ remarks, I would like to make the following points. First, we must work together to promote political solutions to hotspot issues.

  4. Regrettably, however, our proposal that the Council explore the benchmarks for assessing the appropriateness of lifting the arms embargo were not taken on board in the resolution. The current embargo has been a serious impediment to the enhanced security capacity of the Somali Government. The text fails to duly respond to the strong desire of the Somali Government to have the arms embargo lifted. On another note, the current text fails to effectively address the concerns of Djibouti and Eritrea. Both Djibouti and Eritrea are good friends of China, and China encourages them to improve their ties through bilateral consultations. Given the foregoing, and in view of the fact that the resolution failed to duly address China’s concerns, it had no choice, but to abstain in the voting.

  5. Mr. Dai Bing (China) (spoke in Chinese): Somalia is currently at a critical stage in its national reconstruction. Preparations for the general elections are proceeding steadily and the progress observed in the implementation of its transition plan continues. On the other hand, the country’s security situation remains challenging. The mandate renewal provides an opportunity that, in China’s view, should be used to update the relevant sanctions measures in the light of the developments on the ground to help Somalia build greater security capacity in the service of the reconstruction process That position of ours guided our active engagement in the consultations on resolution 2551 (2020), during which we proposed many constructive amendments.

  6. Meanwhile, we have noticed that the Prosecutor and other officials of the ICC are being subjected to unilateral sanctions that many countries are condemning. China always opposes unilateral sanctions, as they are inconsistent with international law. We also oppose bullying practices and power politics, as they undermine the international order based on international law.

China appreciates the efforts of Tunisia, Morocco, Egypt, other neighbouring countries and countries of the region aimed at promoting intra-Libya political dialogue, supporting the continued advancement of a Libyan-led and Libyan-owned political process and encouraging the United Nations and such regional organizations as the African Union and the League of Arab States to continue their good offices and form synergies. The international community should strictly enforce the arms embargo and fully respect the sovereignty, independence and territorial integrity of Libya. We look forward to seeing Libya achieve lasting peace, stability and prosperity at an early date. I wish to reiterate that China’s position on the ICC remains unchanged.

The ceasefire between the two Libyan parties is a key step in responding to the Secretary-General’s call for a global ceasefire and in implementing the Silencing the Guns in Africa by 2020 initiative. It also represents important progress towards peace in the region and, for that matter, around the world. The hard-won peace has brought new hope to the Libyan people. We should seize this window of opportunity to effectively implement the ceasefire and expeditiously advance the political process.

  9. I thank Ms. Bensouda, Prosecutor of the International Criminal Court (ICC), for her briefing. I welcome the presence at today’s meeting of Mr. Elsonni, Permanent Representative of Libya. Since the escalation of the conflict in Libya in April last year, the situation has finally shone a ray of hope. China welcomes the fact that the parties to the conflict signed a ceasefire agreement on the 23 October, within the framework of the 5+5 Joint Military Commission, and that the Commission met in Libya last week and reached an important consensus on implementing the ceasefire. We welcome the political will and courage displayed by the Libyan parties to achieve the ceasefire and appreciate the important contributions of the United Nations Support Mission in Libya.

China supports UNISFA’s continued discharge of its mandate. Attacks against UNISFA personnel have occurred from time to time, seriously threatening the safety of peacekeepers. We hope that UNISFA will make every effort to minimize the security risks to peacekeepers. Medical evacuation remains a major challenge that hampers UNISFA’s capabilities, and therefore requires timely remedial measures. We call on the Government of the Sudan and the Government South Sudan to facilitate the performance of UNISFA’s mandated activities.

China urges all local communities to actively respond to the Secretary-General’s appeal for a global ceasefire, commit to silencing the guns in Africa by 2020 and promote intercommunity consultations and dialogue among traditional leaders, with the support of the United Nations. The coronavirus disease pandemic has exacerbated the already grim humanitarian situation in Abyei. Tens of thousands of people have been displaced, and hundreds of thousands are in dire need of humanitarian assistance. The international community should provide targeted aid to help the Sudan and South Sudan alleviate the plight of the people in Abyei.

  13. The Security Council should fully respect the leadership of the Sudan and South Sudan on the Abyei issue and encourage both parties to engage in closer consultations and direct dialogue. The international community should support mediation efforts of the African Union, the Intergovernmental Authority on Development and other regional and subregional organizations and their good offices and facilitate cooperation between the Sudan and South Sudan in the establishment of administrative, judicial and security institutions in Abyei. The political settlement of the Abyei issue, which has the consensus support of the Security Council, requires the Sudan and South Sudan to reach a solution through dialogue and negotiation. I would like to make the following three points. First, China welcomes the continued rapprochement between the two countries. The Sudan and South Sudan have demonstrated their willingness to resolve the final status of Abyei and appointed their respective chief administrators for the Area. China acknowledges those developments.

The Government of the Central African Republic has recently voiced a specific request to the related Security Council sanctions committee, and the sanctions committee should make a positive general response. In conclusion, China commends MINUSCA for the important role it played in maintaining stability and advancing the peace process in the Central African Republic. China supports the work of the Special Representative and that of MINUSCA and supports the Council in acting, in accordance with the Secretary- General’s recommendation, to renew MINUSCA’s mandate for a year.

The international community should support the Government of the country in implementing its national recovery and peacebuilding plan, assisting the Central African Republic in strengthening its building of infrastructure, ensuring employment and improving people’s livelihoods. The COVID-19 pandemic has exacerbated the local humanitarian situation and affected its socioeconomic development. The international community should lend its helping hand and assist the Central African Republic in effectively bringing the pandemic under control. The Council’s timely adjustment of the sanctions against the relevant economic entities in the country is conducive to unlocking its own economic resources.

The Secretary-General points out in his report that the country’s national defence and security forces and administrative authorities have been deployed to Bamingui-Bangoran prefecture for the first time since 2013. China welcomes this because it is significant for the consolidation of Government authorities and maintenance of social stability. The international community should support the Central African Republic in strengthening capacity and security and in gradually taking up the responsibility of protecting its own people. In this regard, China reiterates that the Security Council should lift its arms embargo against the Central African Republic at an early date. Thirdly, durable stability in the Central African Republic requires integrated measures and increased input in development.

  18. Secondly, at present, we are seeing violence among the armed groups in the country. A secure and stable environment is what the country needs. China calls on the armed groups to respond positively to the Secretary- General’s global ceasefire initiative, immediately cease violence and effectively abide by the peace agreement. This past July, the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA) suffered casualties in the western part of the country from landmines. China is concerned with this and appeals to all parties to increase coordination with MINUSCA and to implement resolution 2518 (2020) to ensure the safety of peacekeepers.

  19. The current Government overcame a multitude of difficulties and challenges and actively prepared for the election, registering close to 2 million voters, almost half of whom are women. I trust that all parties in the Central African Republic will continue to advance in the preparations of the elections in an orderly manner and see to it that the elections take place smoothly and as scheduled. The participation of refugees has entailed many difficult complications, some of which are beyond the control of the country’s Government. We respect the relevant decisions made by the country’s National Electoral Authority. China has provided two batches of electoral aid materials to the Central African Republic and would like to work together with the international community to provide more assistance to the country for election preparation.

  24. China anticipates that the disarmament, demobilization and reintegration activities being developed by States of the region can contribute to that goal. We welcome the fact that Special Envoy Huang Xia has been advocating the convening of a conference on trade and investment in the Great Lakes region. We commend such work to assist States of the region in scaling up their marketing efforts and attracting foreign investment. The first conference was a great success, and we look forward to the second one soon, if conditions allow. We hope that such a platform will bring new development opportunities to countries of the region. Fourthly, with regard to joint efforts to address common challenges, the security threats and humanitarian challenges that countries of the region face are closely interlinked.

Thirdly, on the issue of attaching importance to resolving the underlying issues that lead to conflict, the root causes of the protracted turmoil and frequent conflicts in the Great Lakes region are complex and chiefly due to the lack of development. Countries of the region should jointly consider the issue of how to turn the benefits of natural resources into a driver for development rather than tension or conflict. China supports such countries in strengthening consultations and cooperation so as to jointly resolve the problem of the illicit exploitation of, and illegal trade in, natural resources, while increasing its investment in socioeconomic development, thereby creating more jobs and means of subsistence.

The political and security situation in Burundi has significantly improved and no longer poses a threat to regional peace and security. The time is ripe to remove Burundi from the agenda of the Security Council. China welcomes the visit by the Secretariat to Burundi, as requested by the Security Council. We look forward to its report, which we hope will objectively reflect Burundi’s progress in the political and security fields and put forward realistic proposals with regard to future cooperation between the United Nations and Burundi.

China calls on the international community to respect the leadership of countries of the region in dealing with their own affairs and support regional and subregional organizations, such as the African Union, the International Conference on the Great Lakes Region (ICGLR), the Southern African Development Community (SADC) and the East African Community (EAC), in playing their respective important roles. Secondly, with regard to steadily advancing national political agendas, the Democratic Republic of the Congo and Burundi have successfully completed their political transitions. Tanzania and Uganda will hold general elections this and next year, respectively. In that regard, I wish to stress the following four points.   29. The region has a rare window of opportunity for peace and development. The past six months have seen the strengthening of that positive momentum. The general elections in Burundi took place smoothly. The reform agenda of the Democratic Republic of the Congo has moved forward steadily. Relations among States of the region are gradually improving, along with a greater willingness to resolve disputes peacefully. The countries of the Great Lakes region share common interests and a common future. Threats to the security of any country may spill over to its neighbours, and one country’s crisis may become a challenge for the region. COVID-19 and Ebola have highlighted the urgent need for regional cooperation.

Amid the difficulties caused by the coronavirus disease (COVID-19), Special Envoy Huang Xia has actively carried out good offices to promote improved relations among the countries of the region and strengthen regional cooperation in order to overcome the challenges. He has done a great deal of work to support the implementation of the Peace, Security and Cooperation Framework for the Democratic Republic of the Congo and the Region. China commends such work, and we will continue to fully support the Special Envoy in performing his mandate. In recent years, through the joint efforts of States of the region and the international community, the situation in the Great Lakes region has stabilized and improved.

  33. It has a mandate that should not go beyond the provisions of our resolution, let alone intervene in the internal affairs of the Sudan. A smooth handover is needed from UNAMID to UNITAMS. We should save resources and avoid duplicating responsibilities. UNITAMS should also step up its efforts to help the Sudanese Government promote sustainable development, while coordinating international humanitarian assistance efforts. The Sudanese Government bears the primary responsibility for protecting civilians.   34. China actively supports Sudan in its efforts to develop its economy and fight the pandemic, and has provided the country significant material and technical assistance. We will continue to do our best to help the Sudan achieve sustainable development. Thirdly, China appreciates the important role played by the African Union-United Nations Hybrid Operation in Darfur (UNAMID) to promote the peace process in the Sudan, and welcomes the efforts of the Secretariat and peacekeeping personnel to that end.   35. The peace agreement is a new starting point for peace and development in the Sudan. We encourage all Sudanese parties to continue with the dialogue in a bid to jointly promote the Sudan’s transition from peacekeeping to peacebuilding and expeditiously achieve long-term peace and stability. Secondly, with the fragile economic and health system in the country, the COVID-19 pandemic and the floods have worsened living conditions and increased the humanitarian challenges facing the Sudanese people. The international community should provide targeted assistance to help the Sudanese Government realize economic reforms and strengthen its health system. International financial institutions should also take debt relief action to help the Sudan.

  36. At the same time, the coronavirus disease (COVID-19) pandemic, floods and a fragile economic system still constitute challenges for its transitional process. The international community should increase its assistance and help the Sudan get through this difficult moment. In that regard, I would like to emphasize the following four points. First, China welcomes the recent positive developments in the political process in the Sudan, not least of which was the initialling of the peace agreement on 31 August. We appreciate South Sudan’s important role in that regard. China calls on all parties in the Sudan to remain united, proceed to sign the peace agreement as scheduled and earnestly implement it. I welcome the Secretary-General’s first report (S/2020/912) on the United Nations Integrated Transition Assistance Mission in Sudan (UNITAMS). I would also like to take this opportunity to express my condolences to the victims of the floods in the Sudan. As we speak, the Sudan is going through a critical period of political transition, in which positive developments are obvious to everyone. That transition would not have been possible without the mediation efforts of the African Union, South Sudan and the regional partners. It is also an important practice of African countries implementing the Silencing Guns in Africa initiative.

The international community should actively provide assistance to South Sudan, especially targeted assistance in the economic and health sectors, scale up investment in agriculture, energy, infrastructure and health care, and help South Sudan implement the 2030 Agenda for Sustainable Development. China has recently helped build a cervical disease screening centre in South Sudan and sent a team of medical experts to South Sudan to assist in the fight against the pandemic. These moves have been welcomed by all sectors in South Sudan. Fourthly, China appreciates the contributions of Special Representative Shearer and the United Nations Mission in South Sudan (UNMISS) to peace and stability in South Sudan. It is crucial to improve the safety and security of UNMISS peacekeepers.

  41. The Secretary-General’s report (S/2020/890) also notes that there are still sporadic intercommunal conflicts that may undermine the progress of the current ceasefire. This deserves great attention on the part of all parties in South Sudan. We call on all parties in South Sudan to respond to the Secretary-General’s call for a humanitarian pause and jointly maintain a peaceful and stable environment. Thirdly, South Sudan’s economic foundation and health system are weak, economic development and food security are under pressure, and the county is currently facing practical difficulties caused by the pandemic.

The international community should fully respect the ownership of the South Sudan Government, strengthen coordination with the African Union and the Intergovernmental Authority on Development, and support them in continuing their mediation efforts. Secondly, peace in South Sudan has not come easily. The ceasefire stipulated in the Revitalized Agreement has generally held of late. China hopes that all parties will work together to sustain this positive momentum.

The Committee established pursuant to resolution 1970 (2011), concerning Libya, and its Panel of Experts should act objectively and impartially, in strict accordance with the mandate, and play a positive role in advancing the Libyan political process. Fifthly, terrorism in and around Libya continues to threaten regional security and stability and causes serious spillovers in the Sahel and the Lake Chad basin. The international community must stay highly vigilant with regard to that trend and combat terrorism in all its forms across Libya, in particular to guard against the cross-border movement of foreign terrorist fighters. Libya must not be allowed to be the hotbed of regional terrorism.

  46. China calls for the appointment of a new Special Representative of the Secretary- General as soon as possible. Fourthly, it is China’s consistent position that sanctions are a means, not an end. Sanctions regimes should always serve a political settlement. We call on all Member States to earnestly implement Security Council resolutions, avoid military involvement in the Libyan conflict and interference in Libya’s internal affairs and strictly abide by the arms embargo. Meanwhile, attention should be paid to the negative impact of sanctions on Libyan civilians and third States. Sanctions should not harm the normal life and humanitarian needs of the Libyan people, especially during the COVID-19 pandemic.

  47. Relevant countries should use their own influence and play a constructive role in encouraging the parties to increase mutual trust and adhere to a political settlement. Thirdly, China supports the work of UNSMIL, and we, in principle, support extending its mandate for 12 months, as recommended by the Secretary-General. Under the current circumstances, UNSMIL should focus on promoting a ceasefire among the parties to the conflict, mobilize the international community to help the Libyan people cope with the pandemic and step up its efforts to assist Libya in making practical and feasible plans for national reconstruction and economic reform, so as to lay the foundation for sustainable socioeconomic development. The position of Special Representative of the Secretary-General has been vacant for six months.

Secondly, the international community should respect the sovereignty, independence and territorial integrity of Libya, stay committed to the Libyan- led and Libyan-owned political process under the United Nations framework, effectively implement the outcomes of the Berlin summit and the relevant Security Council resolutions, and promote the implementation of the three-track approach by the United Nations Support Mission in Libya (UNSMIL). We appreciate the recent discussions on Libya by the African Union and the League of Arab States and their unique role in mediating disputes among the parties.

  49. The international community should strengthen coordination to support all parties in Libya in achieving lasting peace and sustainable development. Let me elaborate on the following five points. First, China welcomes the 21 August statements calling for a ceasefire by the Government of National Accord and the House of Representatives, respectively. There is no way out through the military option, and there must be a ceasefire as the first step towards peace. We now have a rare window of opportunity. All parties to the Libyan conflict should effectively implement a ceasefire, immediately halt hostilities, resume dialogue within the framework of the 5+5 Joint Military Commission and reach a permanent ceasefire agreement.

I also wish to commend Indonesia for its tireless efforts and professional guidance during its presidency in August. I would like to thank the Acting Special Representative, Ms. Williams, and Ambassador Sautter for their briefings. I welcome Ambassador Elsonni to this meeting. The Secretary-General’s report (S/2020/832) and Ms. Williams have made clear, and China agrees, that the current situation in Libya is complex and fragile. We note the worrisome tensions in Sirte and Jufra, the serious problem of refugees and migrants and the dire humanitarian situation. Moreover, the Libyan people are suffering the impact of the coronavirus disease (COVID-19).
