  1. Mr. Dai Bing (China) (spoke in Chinese): Today is Ms. Bensouda’s final briefing before the Security Council in her capacity as the Prosecutor of the International Criminal Court (ICC). China has always closely followed the work of the ICC, taken note of the efforts made by the Prosecutor and her team and appreciated her adherence to the principles of objectivity and non-politicization. For some time now, the situation in the Sudan has been improving. We hope that the current positive momentum in the Sudan will continue and will move the political process along a constructive path. The situation in Darfur is generally stable, despite occasional intercommunal conflicts.

In order to measure progress in the implementation of the mandate of the United Nations Integrated Transition Assistance Mission in the Sudan (UNITAMS), the Secretary-General has developed related benchmarks and indicators covering all aspects of the Sudan’s political process and nation-building. It is hoped that in the process of employing those benchmarks and indicators, UNITAMS will give adequate consideration to the priorities of the host country and fully heed its views.

  3. China participated in the Paris Conference and, in support of the Sudan’s transition, has already reduced or cancelled part of the Sudan’s debts at the bilateral level. It is our hope that the World Bank and other international financial institutions will soon reduce or forgive altogether the Sudan’s debts so as to create an enabling environment for the Sudan to achieve post-COVID recovery and economic development. Fourthly, it is key to ensure a smooth handover and transition and fully leverage the role of the United Nations. As the withdrawal of UNAMID will soon be completed, the United Nations and the Sudanese Government should work closely with each other to ensure a smooth and orderly withdrawal process and jointly safeguard the safety and security of personnel and property.

The intercommunal conflict in Darfur, a persistent problem, requires a combination of good offices, reconciliation and the rule of law to tackle the root causes by developing the economy and improving people’s livelihoods. Thirdly, we must promote development cooperation and stabilize the Sudanese economy. Affected by armed conflict, the coronavirus disease (COVID-19), natural disasters and other factors, the Sudanese economy is facing severe difficulties, and tens of millions of people are in need of humanitarian assistance. China calls on Member States to scale up inputs in the Sudan’s post-conflict peacebuilding and increase aid and investment. China welcomes the assistance from United Nations agencies such as the United Nations Development Programme and the United Nations Industrial Development Organization.

  5. Secondly, it is key to strengthen capacity-building and maintain peace and stability. Since the initiation of the withdrawal of the African Union-United Nations Hybrid Operation in Darfur (UNAMID), intercommunal conflicts have taken place from time to time in Darfur, causing heavy casualties and displacing civilians. In response, the Sudanese Government has taken some proactive measures, which China appreciates. The international community should step up its support for the capacity-building of the Sudanese Government and in particular enhance its capacity to protect civilians. The Council should carefully study the impact of the arms embargo on the efforts of the Sudanese Government to protect civilians and take effective measures to eliminate it.

Recently the Sudanese Government increased the number of members of the Sovereign Council, completed the restructuring of the transitional Government, established the National High Committee for Monitoring the Implementation of the Juba Peace Agreement and signed a declaration of principles with the Sudan People’s Liberation Movement — North Al-Hilu faction, demonstrating its political will by taking concrete action to advance the political process. China encourages the Sudanese parties to press ahead with such important transitional tasks as setting up the Transitional Legislative Council and preparing for the general election, and it calls on those factions that have not signed the peace agreement to join the peace process as soon as possible so as to keep the Sudanese political process moving in the right direction.

The situation in the Sudan has been making positive progress for some time.   8. Foreign fighters and mercenaries in Libya should withdraw without delay, in accordance with the ceasefire agreement and relevant Security Council resolutions. Relevant withdrawals should be carried out in an organized and orderly fashion, so as not to pose a greater threat to regional security. In conclusion, I wish to reiterate that China’s position on Libya-related matters at the ICC remains unchanged.

The parties in Libya should act expeditiously to unify State institutions, proceed with disarmament and demobilization in an orderly way, actively advance national reconciliation and make good preparations for presidential and parliamentary elections scheduled for the end of the year so as to consolidate hard-won gains in peace. Under the current circumstances, the United Nations Support Mission in Libya should work in accordance with the mandates of relevant Security Council resolutions and the principles of Libyan ownership and leadership to help parties to monitor the ceasefire and advance political transition. China supports regional organizations, inter alia, the African Union and the League of Arab States, in playing a bigger, more positive and constructive role.

  10. I thank Ms. Bensouda, Prosecutor of the International Criminal Court (ICC), for her briefing. I welcome Ambassador Elsonni, Permanent Representative of Libya, to the meeting. For some time, the parties in Libya have been steadily advancing the political process and actively maintaining the ceasefire. Libya’s national reconstruction has entered a new phase. The Security Council adopted resolutions 2570 (2021) and 2571 (2021) not long ago, sending a unified message in support of Libya’s political transition and the maintenance of its peace and stability. China appreciates the unity and cooperation of parties in Libya and commends the United Nations and relevant regional organizations for their enormous efforts. Libya has a long way to go in order to realize lasting peace and security and achieve prosperity and development.

Thirdly, the United Nations Interim Security Force for Abyei (UNISFA) is an important force for peace and stability in Abyei. China hopes that the Governments of the Sudan and South Sudan, the African Union and the United Nations will intensify consultations, resolve differences on the drawdown of UNISFA and continue to fully leverage the positive role of the United Nations.   13. China supports the African Union's mediation efforts. The peaceful coexistence of the Ngok Dinka and the Misseriya is necessary for maintaining stability in Abyei and resolving its final status. It is imperative to safeguard the rights and interests of the two communities and promote dialogue, in accordance with historical traditions, the agreements between the two countries and the will of the two communities. Secondly, humanitarian aid and development hold the key to solving the current crisis. Abyei has been plagued by weak infrastructure, harsh living conditions, population displacements by the tens of thousands and huge gaps in humanitarian needs — exacerbated by the coronavirus disease pandemic.

  14. I thank Under-Secretary-General Lacroix and Special Envoy Onanga- Anyanga for their briefings and welcome the presence of the representatives of the Sudan, South Sudan and Ethiopia. At present, the situation in Abyei is generally stable thanks to the efforts of the Sudan, South Sudan, the African Union and the United Nations. Both the Sudan and South Sudan have made progress in their domestic political processes, creating a favourable atmosphere for the political settlement of the Abyei issue. In connection with the two briefings, I wish to highlight the following. First, all parties should work together towards a political settlement. The Sudan and South Sudan must lead the efforts to resolve the Abyei issue, invest more in that regard and, we hope, make speedy progress in establishing a joint institution.

  15. Supporting the Great Lakes region on its path towards prosperity and stability is a collective responsibility of the international community. The Security Council’s attention to and investment in this region should be strengthened rather than weakened. We hope that all members of the Council will maintain unity and cohesion, proceed on the basis of ensuring the well-being of the people of the region and participate constructively in discussions on the relevant issues.   16. The PBC, with its extensive mandates that dovetail with the needs of the Great Lakes region, is in a unique position to facilitate the implementation of the PSC framework. Special Envoy Xia should continue to maintain close coordination with the relevant countries and regional organizations as well as other United Nations agencies and make important contributions to improving the regional situation. The PBC, under the leadership of Ambassador Edrees, has made tremendous efforts for the Great Lakes region as well. We hope that the Office of the Special Envoy and the PBC will further strengthen cooperation and generate synergies. In order to address the highly complicated situation in region, the Office of the Special Envoy is formulating an action plan in implementation of the new United Nations Strategy for Peace Consolidation, Conflict Prevention and Conflict Resolution in the Great Lakes Region. We hope that the Special Envoy’s Office will adhere to a problem-driven approach, strengthen policy coherence and operations coordination, leverage the respective advantages of the various United Nations agencies, focus on promoting post-pandemic reconstruction and eliminating the root causes of conflicts, and devise practical plans. According to the relevant resolutions of the Security Council, the Secretary-General’s Special Envoy assumes the important responsibility of leading, coordinating and evaluating the implementation of the PSC framework.

It is essential to provide former combatants with viable livelihoods and remove any incentives to be involved in armed conflict so as to enhance the sustainability of the disarmament, demobilization and reintegration process. COVID-19 has inflicted a strong shock on the Great Lakes region. The international community should make the COVID vaccine more accessible and affordable to the region in order to help the countries there fight the pandemic and overcome the difficulties. Thirdly, we call for enhanced coordination of United Nations entities in the Great Lakes region.

China is pleased with those developments and hopes that all parties will maintain the momentum for cooperation, operationalize the contact and coordination group, strengthen the monitoring and verification mechanism and hold the 10th high-level meeting of the regional oversight mechanism when conditions permit so as to inject more positive energy into the regional situation. Secondly, we underscore the need to eliminate the root causes of conflict. The Great Lakes region is rich in resources and has enormous development potential. The countries of the region should seize the opportunity of the launch of the African Continental Free Trade Area, boost regional economic cooperation and translate natural resources into people’s well-being rather than allow them to drive conflicts and wars, with a view to promoting peace through development.

  20. First, we call for the steadfast implementation of the Peace, Security and Cooperation (PSC) Framework for the Democratic Republic of the Congo and the Region. Recently the number of cross-border security incidents in the Great Lakes region has decreased significantly. Several countries in the region have completed their general elections. The Democratic Republic of the Congo continues to improve its relations with neighbouring countries, and the dialogue between Burundi and Rwanda has resumed. The International Conference on the Great Lakes Region and the Southern African Development Community have reached greater consensus on regional issues. Mutual political trust among countries in the region has become ever stronger, and the concept of resolving differences through dialogue and consultation has taken hold.

  21. I thank Special Envoy Xia and Ambassador Edrees, Chair of the Peacebuilding Commission (PBC), for their briefings. For some time, the countries of the Great Lakes region have been working hard to overcome the impact of the coronavirus disease (COVID-19) pandemic, deepen cooperation and trust, promote common development and build up momentum for peace and stability. At the same time, the region remains afflicted by armed conflicts and intercommunal violence and continues to face multiple challenges in the areas of socioeconomic development and livelihood improvement, the resolution of which will require greater attention and investment from the international community. In the light of the report of the Secretary-General (S/2020/306), I would like to emphasize the following three points.

The safety of peacekeepers is an extremely urgent issue, and it is a responsibility of all parties. These attacks must be investigated, and the perpetrators must be brought to justice. It is necessary to analyse the causes of the incidents and identify the weakest areas, so that practical and effective measures can be adopted to implement resolution 2518 (2020) and ensure the safety of all peacekeepers. The international community should provide Mali with support to fight the disease, including ensuring timely and fair access to COVID-19 vaccines for those in need to contain the spread of the pandemic. With Mali’s economic decline, about 800,000 people slipped back into poverty last year, with 3 million people in urgent need of emergency food assistance and a large number of people displaced. The international community must increase assistance to ease the difficulties of the Malian people. Fourthly, the safety of peacekeepers must be effectively maintained. MINUSMA has suffered multiple attacks this year, during which 10 peacekeepers — from countries including Côte d’Ivoire, Egypt, Togo and Chad — were killed. More than 240 peacekeepers have sacrificed their lives since the founding of MINUSMA.

The United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) must focus on its core mandate and honestly follow the Malian-led and Malian- owned principle as it strengthens coordination and cooperation with regional organizations. MINUSMA must develop its road map based on the actual situation on the ground and make sure that its implementation is coordinated and consistent. Foreign counter-terrorism operations in Mali need to respect Mali’s sovereignty, abide by international humanitarian law and protect the safety of Malian people. Thirdly, it is imperative to organize an effective response to challenges such as COVID-19. The pandemic has started to rebound in Mali, which has caused concerns.

With frequent attacks that have led to continued deterioration of the security situation on the ground, a comprehensive military, political, economic, judicial and social response must be adopted in accordance with the recommendations in the report (S/2021/299) of the Secretary-General. Actions to combat terrorist organizations must be accompanied by efforts to eliminate the root causes of terrorism and extremism in order to remove both the symptoms and root causes. There must be support to the Malian Government so that it can continue to actively participate in the counter-terrorism operations of the Group of Five for the Sahel.

The signatories must consolidate the existing results, continue to develop mutual trust, achieve more results on issues such as the deployment of armed forces and the Northern Development Zone, properly handle the issue of reopening negotiations on the relevant provisions of the peace agreement and firmly advance the implementation of the agreement. China supports the African Union and the Economic Community of West African States in continuing their positive and constructive role in the political process of Mali. Secondly, comprehensive policies must be implemented in order to improve the security situation. Terrorist activities are rampant in central and northern Mali.

  28. The international community should continue to focus on Mali and provide the necessary support. To that end, I wish to make the following observations. First, the good momentum in the political process must be maintained. The Malian Government has formulated a transitional action plan, and its implementation is the main task for the next stage. As the Malian Government works to coordinate and advance preparations for the elections, positive efforts are also needed to promote development and improve people’s livelihoods in a way that can bring more benefits to its people. The Agreement Monitoring Committee has met for the first time in northern Mali, which is of great significance.

We are confident that, under your leadership, the Security Council will successfully complete all its agenda items. At present, the overall situation in Mali is improving. Affected by the escalating violence, lack of public services and the impact of the coronavirus disease and Ebola, the humanitarian situation in the Democratic Republic of the Congo is dire. The country is facing severe shocks to its economic and social development. The national budget cut for this year has been drastically. The international community must step up its assistance and provide sufficient resources for the humanitarian response plan for the Democratic Republic of the Congo to help combat the pandemics and alleviate the plight of the local people. MONUSCO has done an outstanding job in assisting the Democratic Republic of the Congo in fighting the Ebola epidemic.

The Office of the Special Envoy of the Secretary-General for the Great Lakes Region and MONUSCO should enhance coordination and work together to properly implement the two strategies, help the Democratic Republic of the Congo turn its resource advantage into a development edge and promote effective cooperation among regional countries in stopping the cross-border movement of negative forces. In MONUSCO’s drawdown and withdrawal, full account should be taken of the situation on the ground, with detailed planning and close coordination with the local authorities and other United Nations agencies. The disarmament, demobilization and reintegration programme being developed by the Government of the Democratic Republic of the Congo will help turn destabilizing factors into a human resource asset, and therefore deserves greater investment.

  33. Recently, an armed group blatantly attacked a United Nations convoy, resulting in the unfortunate death of the Italian Ambassador to the Democratic Republic of the Congo and his entourage. China strongly condemns this attack and expresses its condolences to the victims. This incident shows once again that it is only by tackling the root causes of conflicts, using a combination of security and development tools and engaging in regional cooperation, that we can break the vicious cycle of violent conflicts. The new strategy for the Great Lakes region and MONUSCO’s drawdown strategy provide a line of thinking for addressing these problems.

  34. The Democratic Republic of the Congo is a major African country with significant influence. China congratulates President Tshisekedi on his assumption of the African Union chairmanship and looks forward to a greater role being played by the Democratic Republic of the Congo in deepening regional and international cooperation. Secondly, there is a need to address security challenges and focus efforts on eliminating the threat of violence. The conflict in the eastern Democratic Republic of the Congo has dragged on for decades. The international community has made immense investments.   35. The international community should continue to support peace and stability in the country and provide practical assistance based on its needs. In light of the Secretary-General’s report (S/2021/274), I would like to emphasize the following three points. First, there is a need to maintain political stability and steadily advance national governance. The ruling coalition of the Democratic Republic of the Congo has just undergone a reshuffle. The most urgent task is to form a new Government that is inclusive and reflects the popular will so as to ensure the smooth advancement of the country’s major agenda. This is the strong yearning of the people of the Democratic Republic of the Congo, as well as the shared expectation of the international community.

At present, the situation in the Democratic Republic of the Congo remains generally stable. Meanwhile, the country’s political situation is undergoing changes. Violence in the east of the country has continued to escalate and the humanitarian situation is facing serious challenges.

In the light of the actual needs of the Sudan at present, UNITAMS should focus on helping to advance the peace process and on mobilizing greater economic assistance in order to achieve sustained improvement in the Sudan’s situation.   39. We call for urgent efforts to remove the negative impacts of Security Council arms embargo on the Government’s efforts to protect civilians in Darfur and to upgrade its security capabilities. Military means alone cannot eliminate intercommunal clashes. It takes a holistic approach, integrating mediation, reconciliation and the rule of law, coupled with measures to develop the economy and improve people’s lives, in order to eradicate the root causes. Thirdly, the international community should help the Sudan deal with economic challenges. Owing to such factors as the coronavirus disease pandemic, the Sudan’s economy is deteriorating, and the humanitarian situation is dire. Over 13 million people may need humanitarian assistance this year.

  40. Armed groups that have not signed the Agreement should join the peace process as soon as possible. The report of the Secretary-General (S/2021/199) mentions that financial support is needed for implementing the Peace Agreement. We therefore call on international partners to help the Sudan in this regard. Secondly, improvement in the security situation needs to be sustained. Despite overall stability in the Sudan, intercommunal clashes are still causing civilian casualties. The Sudanese Government has continued the implementation of its State strategy of civilian protection, responded rapidly to the clashes and quickly deployed security forces, which China welcomes.

  41. I would like to thank Under-Secretary-General Khare and Mr. Perthes for their briefings. I also listened attentively to the briefing by Ms. Khair, the civil society representative. I also wish to welcome the Sudanese representative to the meeting. The Sudan is undergoing major transformations. The United Nations presence in the country is in a stage of transition. I wish to emphasize the following points. First, the positive political momentum must be maintained. The Juba Agreement for Peace in the Sudan is only the beginning, not the end. China welcomes important gains such as the expansion of the Sovereignty Council and the reshuffling of the transitional Government.   42. The new Government must strive to restore the economy, improve people’s livelihoods and meet the people’s aspirations for development and a peaceful life. The international community must step up its assistance to the country and, once the security situation stabilizes, increase cooperation in areas such as agricultural development, infrastructure building and energy and mineral resource exploration so as to help the country to eradicate poverty, promote development and remove the root causes of violent conflict. China will work with the international community to continue to contribute to peace and development in the Central African Republic.

  43. We support the AU and subregional organizations in continuing to play an important role. The United Nations should enhance coordination with regional organizations to create synergy. Fourthly, it is imperative to protect people’s livelihoods. The Central African Republic faces multiple challenges, such as a volatile security situation and the impact of the coronavirus disease pandemic. At present, the country is in serious economic difficulties, with 2.8 million people needing humanitarian assistance, more than 1 million people unable to return to their homes and nearly 100,000 people falling back into poverty. Poverty and underdevelopment are the root causes of the ongoing conflict and violence in the Central African Republic.

The international community should support the Government in strengthening the building and management of the security forces and helping them improve their capacity to maintain stability independently. China reiterates that the Council should lift the arms embargo on the Central African Republic at an early date. Thirdly, regional mediation efforts should be encouraged. Regional organizations, such as the AU, the Economic Community of Central African States and the International Conference on the Great Lakes Region, have been actively promoting the political process in the country. Leaders of countries of the region have been vigorously engaged in good offices, for which China registers its appreciation. We always support African solutions to African problems by Africans themselves.

  45. Secondly, we must support the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA) in performing its duties. MINUSCA has played an important role in maintaining peace and stability in the country and ensuring the smooth holding of the general election. In the light of developments on the ground and for the sake of lasting peace and security in the country, the Council should consider the efforts of regional organizations in an integrated manner, ensure the Mission’s top-level planning and equip it with the commensurate resources. In the final analysis, the Central African Republic must rely on itself to achieve lasting peace and stability.

  46. That has severely impacted national stability and people’s safety. China is deeply concerned about this. We call on all parties concerned to proceed on the basis of the development of the country and the well-being of the people, end the conflict and violence as soon as possible and refrain from any action that might escalate tensions. This month marks the second anniversary of the signing of the Political Agreement for Peace and Reconciliation in the Central African Republic. The agreement is vital to maintaining peace and stability in the Central African Republic and cannot be abandoned halfway. All parties in the country must continue to abide by and implement the agreement and resolve any differences that might arise in the implementation process through dialogue, with a view to restoring stability and order at an early date.

I would like to thank Under-Secretary-General Lacroix, Commissioner Chergui of the African Union Peace and Security Commission, Managing Director Laranjinha of the European External Action Service and Director Ekomo-Soignet of youth-led peacebuilding organization URU for their briefings. The Central African Republic is at a critical stage in its political situation, which is complex and fragile. The international community and the Security Council should build consensus and create synergies to support the Central African Republic in maintaining peace and stability and help it out of crisis. I would like to emphasize the following points. First, the hostilities and violence must stop as soon as possible. Since the general election at the end of last year, violent conflicts have continued, along with mounting insecurity.

  48. We recently donated multiple batches of supplies to Somalia in order to help the country strengthen its judicial capacities. We will also provide COVID-19 vaccine assistance to Somalia upon request. China will continue to work with the international community to make contributions, within its means, to peace and reconstruction in Somalia.

  49. The compound effect of the coronavirus disease (COVID-19) pandemic, floods and locust infestations have exacerbated the humanitarian situation in Somalia. About one third of its population is in urgent need of humanitarian assistance. The international community should scale up its assistance to alleviate the difficult situation of the Somali people and actively help Somalia develop its economy to improve people’s livelihoods. China welcomes the efforts of the Somali Government to meet the decision point requirements to achieve debt relief under the Heavily Indebted Poor Countries Initiative and expects the international community to provide a more lenient environment for Somalia’s development. China has always helped Somalia achieve peace and development.

  50. All parties should follow the principle of a Somali-led, and -owned solution in order to reach an agreement on a steady and orderly transfer of security responsibilities. AMISOM is an African Union (AU) peacekeeping operation authorized by the Security Council. A strong partnership between the United Nations and the AU is essential to the success of AMISOM. The roles of the United Nations, the African Union, troop-contributing countries and the host country are all critical. China encourages the parties to improve communication on the renewal of the AMISOM mandate in order to find a solution acceptable to all. Thirdly, we need to help Somalia cope with humanitarian and development challenges.
