“China encourages regional organizations, such as the Economic Community of West African States, to strengthen communication with Mali, in order to create synergies. Secondly, China has taken note of the fact that MINUSMA is carrying out the withdrawal operation, and the Secretariat is formulating a withdrawal plan. The Mission’s camps are scattered across the country, with a large number of personnel and equipment making the withdrawal task a heavy one. MINUSMA and the United Nations Secretariat should strictly implement the mandate given by the Security Council, strengthen communication with the Malian Government and troop-contributing countries, and refine the plans for the handover of camps, withdrawal of personnel and the liquidation of assets, with a view to implementing them carefully.”

“First, there is a need to continue to support the political peace process in Mali. Secretary-General Guterres recently submitted a proposal to the Security Council for a plan on the transfer of MINUSMA’s tasks . The United Nations should continue to communicate fully with the Malian authorities and all other relevant parties. Any relevant plan should respect the will of Mali and be conducive to maintaining the stability of the country. At present, as it is preparing for its January elections, promoting political reform and implementing the Peace Agreement, Mali is facing many difficulties. The international community should respect Mali’s sovereignty and ownership and provide constructive support based on Mali’s actual needs.”

As pointed out by Special Representative Wane, the political peace process in Mali is at a critical juncture. The United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) is in the process of withdrawing from Mali. The international community should put the overall peace and stability of Mali and the region first, help Mali address challenges of all kinds and facilitate deeper cooperation between the United Nations and Mali in the new context. “The international community should assist Libya in coordinating efforts to promote political reconciliation and economic reconstruction and provide more support for Libya’s foreign trade and investments. All parties in Libya should resolve their differences in the management and income distribution of the petroleum industry and ensure that all people truly benefit from the dividends of development. The frozen assets of the Libyan Government are the collective property of the Libyan people and should be used for national reconstruction and development. The Security Council and the Security Council Committee established pursuant to resolution 1970 (2011) concerning Libya should attach great importance to the issue of the loss of frozen assets and take practical measures to address it.”

The armed conflict in the Sudan has been going on for nearly four months, with increasing civilian casualties and a worsening humanitarian situation. As a good friend and partner of the Sudan, China deeply deplores those developments. At the same time, diplomatic efforts to reach a political solution to the conflict in the Sudan have continued. China hopes that the parties concerned will, in the interest of the country and its people, establish a ceasefire and put an end to the fighting as soon as possible, promote de-escalation and resolve their disputes through dialogue, so as to create the conditions for peace and reconciliation.”

The recent humanitarian tragedy in the Omdurman region is the last thing that any party would wish to see. China hopes that all parties in the Sudan will prioritize the peace of the country and the well-being of its people, resolve differences through dialogue and negotiation, cease hostilities and end fighting at an early date, in order to avoid a greater humanitarian crisis. China supports the efforts of regional organizations and the countries concerned in promoting peace talks. We note that the African Union and the Intergovernmental Authority on Development have convened a number of meetings on the issue of the Sudan in order to come up with proposed solutions. “Mr. Dai Bing (China) (spoke in Chinese): I have listened attentively to the briefing by Prosecutor Karim Khan and welcome the Permanent Representative of the Sudan to today’s meeting. China’s position on the International Criminal Court (ICC) has been consistent. The Court’s current cases relating to the Sudan were referred to the ICC in 2005. We hope that in its work the Court will continue to strictly comply with the principle of complementary jurisdictions, as stipulated in the Rome Statute, fully respect the judicial sovereignty and legitimate opinions of the country concerned and avoid politicization and double standards. Some colleagues have mentioned the current situation in the Sudan, and I wish to briefly state China’s position. The armed conflict in the Sudan has persisted for three months.”

“In recent years, China has provided many batches of anti-piracy materials and equipment to countries of the region and conducted joint anti-piracy exercises. China is willing to draw on existing success stories and modalities from the international community and, on the basis of adequate consultation with coastal States, explore cooperation modalities, such as joint law enforcement and joint escort, in order to sustain a robust suppression and deterrence of piracy. Thirdly, due attention must be paid to the root causes of piracy. The report of the Secretary-General issued last November (S/2022/818) called attention to the employment and livelihood issues of coastal communities in the Gulf of Guinea and the importance of eliminating the breeding grounds for piracy.”

“The Security Council adopted resolution 2634 (2022) in May last year, spotlighting support for regional anti-piracy capacity- building. The international community needs to help coastal States strengthen capacity-building within their maritime law enforcement agencies and navies and improve the efficiency of anti-piracy operations. The United Nations Office for West Africa and the Sahel, the United Nations Regional Office for Central Africa, the United Nations Office on Drugs and Crime, the International Maritime Organization, INTERPOL and other agencies should act according to their respective mandates and expertise to scale up their support in such focused areas as information-sharing, early warning, maritime search and rescue and logistical support.”

“It is essential to fully operationalize the Yaoundé Code of Conduct, with a focus on addressing the financial, logistical and technical issues involved in building the maritime security architecture and thus providing effective institutional guarantees for regional anti-piracy operations. Combating piracy involves the maritime sovereignty of coastal States and bear on their internal affairs, including judicial systems. Countries outside the region should respect the sovereignty and leadership of the coastal States and play a constructive role in regional anti-piracy operations. As of now, 4 million people are displaced, and 9 million are in need of humanitarian assistance. The conflict in the Sudan has also exacerbated the humanitarian crisis in South Sudan. The international community, especially developed countries, should help the people of South Sudan address their daily difficulties and increase humanitarian and development support with no political strings attached. The security and humanitarian situation in the Central African Republic’s border areas with neighbouring countries such as Chad and the Sudan needs major attention. The international community, in a targeted manner, should help the Central African armed forces enhance security capacity-building and guard against the threat of armed groups. We must support the Central African Republic in bolstering border control with its neighbours and in safeguarding common security. As mandated by the Security Council, MINUSCA should support the security forces of the Central African Republic in enhancing deployment and protecting civilians.”

“The United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA) can provide necessary support for the conduct of the referendum in the light of the country’s needs. Secondly, China supports the efforts of the Government of the Central African Republic in maintaining security and protecting civilians. At the moment armed groups are still carrying out violent activities in regions outside Bangui, the capital, threatening local stability. An attack took place in March in the town of Bambari, resulting in casualties of 11 Chinese citizens. China strongly condemns it and requests an in-depth investigation and severe punishments for the perpetrators.”

“The international community should support Libya’s reconstruction, help the country develop its economy and improve its people’s livelihoods. When implementing the Sustainable Development Cooperation Framework 2023–2025, the United Nations should align it with Libya’s key areas for cooperation and use United Nations development resources to generate real benefits. All parties in Libya should properly resolve their differences over the management of the oil industry and the distribution of oil revenues and ensure that the oil revenues benefit the Libyan people. The Libyan Government has long-standing concerns over losses resulting from the frozen assets. The Security Council and the Libya Sanctions Committee should take this matter very seriously and craft substantive measures to address it.”

“In the current situation, it is imperative to properly address the withdrawal of external armed forces and mercenaries and ensure that the relevant processes can proceed in a smooth and orderly manner to avoid any fallout on Libya’s domestic stability and the security of the neighbouring countries Thirdly, there should be persistence in promoting reconstruction and development. “We have noted that the security working group has held its first plenary meeting. China encourages the United Nations Support Mission in Libya (UNSMIL) to strengthen cooperation with the 5+5 Joint Military Commission, promote the ceasefire monitoring mechanism and create a favourable security environment for the political transition in Libya. At the same time, militia fighting, abduction, assaults and other security incidents still occur from time to time in Libya. The spillover effects of the situation in the Sudan cannot be ignored either. All parties in Libya must maintain the hard-won ceasefire and avoid actions that could cause escalations of the situation.”

The recent developments in Africa have once again shown that solutions to African issues need to be found from within Africa.
