“The spillovers from the situation in the eastern Democratic Republic of the Congo and the turmoil in the Sudan are worrisome, as they are exacerbating the humanitarian and refugee crisis in the region. We support ECCAS in upholding common security and enhancing collective security cooperation. The international community should support the capacity-building of regional counter-terrorism forces and increase its contribution to maritime security in the Gulf of Guinea. Efforts must also be made to encourage countries in the region to build greater trust and overcome differences among them. China takes very seriously the challenges posed by climate change to the region. The international community should provide concrete assistance in that regard.”

“China believes that the international community should arrive at an objective assessment of human rights work based on the realities of the countries concerned and the needs of their people. Human rights must not be used as an empty slogan, much less as an instrument to interfere in the internal affairs of the countries concerned. Secondly, we need to support regional organizations in their response to security challenges. At the ECCAS summit held in February this year, important consensus was reached in areas such as how to deepen regional security cooperation and address common challenges. Nevertheless, illegal armed groups, terrorists and piracy in the Gulf of Guinea remain rampant.”

“The ongoing situation across multiple African countries proves that solutions to African issues must be found from within. The vigorous efforts by the Central African countries deserve full recognition. The international community should respect the sovereignty and ownership of the countries concerned and pitch in to help to maintain regional political stability, with positive energy. Meddling from outside or imposing unilateral sanctions at every turn will not lead to a solution but only aggravate tensions. We hope that the Special Representative will, in strict accordance with the Council’s mandate, provide constructive support to the countries concerned in their electoral preparations and dialogue processes.”

“China stands ready to join the rest of the international community to increase our input and commitments in the region by rendering more constructive support. In the light of the Secretary- General’s report (S/2023/389), allow me to make the following three observations. First, we need to support countries in the region in their efforts to maintain political stability. Since the end of last year, Equatorial Guinea has held a presidential election and formed a new Government. Cameroon has held elections for positions in its Senate, made progress in decentralization and national reconciliation and implemented economic and social development programmes at the local level. Chad relaunched its national dialogue. Gabon, Rwanda and other countries are actively preparing for their general elections.”

“China supports the Organization’s efforts to communicate and coordinate with the Sudan and its neighbouring countries on humanitarian issues in order to help the countries of the region with their response capacity and to ease humanitarian pressure. The mandate of the United Nations Integrated Transition Assistance Mission in the Sudan (UNITAMS) will expire in early June. In view of the current situation, UNITAMS will face considerable challenges in its future work. The Council’s original intention in authorizing the Mission was to assist the Sudan, at the country’s request, with the completion of its political transition. The opinions of the Sudan are therefore fundamentally important in the discussion on the Mission’s mandate. China encourages the penholders to stay in close touch with the Sudan and fully respect its views.”

“Since the outbreak of the conflict, the already fragile economic and humanitarian situation in the Sudan and its neighbouring countries has become even more worrisome. According to the data from the United Nations, as a result of the conflict, more than 700,000 people have become internally displaced persons, more than 200,000 people have fled to neighbouring countries and some 25 million people are in need of humanitarian assistance. China commends the Sudan’s neighbours, which, despite their difficulties, are hosting a large number of Sudanese refugees, and we call on the international community to step up assistance to the Sudan and its neighbours in order to alleviate the spillover impact on the region.”

“We call on the United Nations and international partners to support and cooperate with regional organizations with a view to providing the necessary time and space for regional mediation. The developments in the Sudan have once again demonstrated that a solution to the question of the Sudan can be found only from within the country. External interference or unilateral sanctions will not solve the problem but will instead intensify tensions and aggravate the political and social crises. The international community needs to draw the appropriate lesson. Relevant parties should seriously reflect on the current situation and refrain from expanding unilateral sanctions and thus continuing down the wrong path.”

“According to a report by the United Nations Development Programme issued in February, destitution, unemployment and the lack of livelihoods were among the main drivers for people in the Sahel to join violent extremist groups. To root out terrorism in the Sahel, military and security means alone are not sufficient. We must tackle both the symptoms and the root causes. The international community should support the development of the Sahel with a greater sense of urgency, give the development agenda more prominence, guarantee and improve people’s livelihoods, and protect and promote human rights through development. Only in doing so can people in the region acquire greater prosperity and security. Promoting sustainable development is a key objective for the practical cooperation between China and countries in the region.”

“In response to the needs of regional counter-terrorism operations in terms of equipment, logistics and funding, among other needs, the European Union and other major donors should maintain their level of assistance, while the United Nations and the Security Council should actively explore new ways to provide support. Some colleagues referred to the issue of human rights. In our view, counter-terrorism operations are fundamentally about safeguarding human security. Human rights should surely be respected and protected. However, human rights should not be used as a political tool to interfere with counter-terrorism operations, much less coupled with the provision of counter- terrorism support. Thirdly, by deepening systemic development, we can address the heart of the problem.”

Secondly, combating terrorism is a top priority. Recently, the Group of Five for the Sahel (G-5 Sahel) agreed to restructure its joint force. The Economic Community of West African States announced the operationalization of its standby force. Countries, including Mali, Burkina Faso and the Niger, are actively carrying out counter-terrorism operations and deepening their cooperation in the security sector. First, interregional solidarity and cooperation is the only way to address common challenges. The Sahel faces multiple threats, such as terrorism, humanitarian crisis, poverty, underdevelopment and climate change. In February, countries in the Sahel convened a special summit to reaffirm the need to strengthen regional solidarity and to pool together to address challenges. China welcomes that initiative.”

Under the chairmanship of Mr. Bathily, the 5+5 Joint Military Commission has met frequently in Tripoli and Benghazi, and the parties have actively discussed the establishment of a unified security institution. Libya and its neighbouring countries have also agreed on establishing a coordination mechanism, all of which China welcomes. “We hope that the United Nations Integrated Transition Assistance Mission in the Sudan will step up its efforts to mobilize international aid to alleviate the difficulties faced by the Sudanese people. We note that while intercommunal clashes still occur from time to time in the Sudan, the number of security incidents is declining — a trend that is intrinsically linked to the efforts of the Sudanese Government. We welcome the timely visit of the Sudanese Government to the conflict-affected communities, as well as its commitment to hold the perpetrators to account, its efforts to achieve reconciliation agreements between the communities concerned, and the series of responsible and effective initiatives it has taken in that regard.”

“According to United Nations assessments, in 2023, one third of the Sudan’s population will be in need of humanitarian assistance, while reduced international funding is seriously constraining humanitarian relief work. We call on the relevant countries and international financial institutions to resume economic assistance to the Sudan immediately and unconditionally. Some countries attach political strings to aid, linking it to the Sudan’s political process. That not only interferes with the Sudan’s sovereignty but also disregards the basic human rights of the Sudanese people, including their right to subsistence and their right to development.”

“Yesterday the relevant parties held a preparatory meeting, at which consensus was reached on the road map and timeline for the drafting of a political agreement and the transitional constitution. That provides an important opportunity for all parties in the Sudan to bridge their differences and reach consensus. China is encouraged by the political will and spirit of consultation shown by all parties involved in the process, and supports all parties in adhering to the Sudanese-led and Sudanese-owned political process. Continuing the inclusive dialogue will help to expand consensus and find a development path suitable for the country. Meanwhile, the economic and humanitarian situation in the Sudan is worrisome.”

Recently, progress has been made on the political situation in the Sudan. After the signing of the political framework agreement by the main Sudanese parties in December, the final phase of the political process was launched in January, and four special meetings were organized by the tripartite mechanism of the United Nations, the African Union and the Intergovernmental Authority on Development with a view to resolving the five outstanding issues identified in the framework agreement.”

“The Security Council should listen to Africa’s voice, pay attention to its concerns, act with the greatest sense of urgency and promptly adjust and lift the Council’s sanctions that do not meet the needs of the situation and remove obstacles to building security sectors in African countries. At the same time, some countries have initiated unilateral coercive measures and applied long-arm jurisdiction indiscriminately. The relevant practices are in serious violation of the purposes and principles of the Charter of the United Nations and seriously undermine the promotion of development and maintenance of security in African and other developing countries. It is a long-standing and consistent call of the international community to oppose unilateral coercive measures.”

“It has provided support for projects, such as support for criminal justice responses, the development of national counter-terrorism programmes and training courses, and achieved positive results. China is willing to deepen cooperation with other international partners and strengthen support for Africa. Fourthly, we should eliminate the negative impact of sanctions. In recent years, countries such as the Sudan, South Sudan, the Democratic Republic of the Congo and the Central African Republic have firmly requested that the Security Council lift arms embargoes and other sanctions, stating that such measures have seriously hindered their national security capacity- building and security sector reform processes. The AU has repeatedly adopted relevant resolutions and formed a common position.”
