The independence and self-reliance of Africa embodied in Africa Day has become our shared spiritual treasure. I thank Assistant Secretary-General Rajasingham; Director-General Mardini; Mr. Miliband; and the civil-society briefers for their statements. What they described is both disconcerting and sobering. Parties to conflict are obligated to protect civilians under international law. The Council has adopted a number of resolutions and presidential statements on this very subject. Many peacekeeping operations have prioritized the protection of civilians in their mandates.”

“We were the first country to send a COVID-19 medical expert team to the Sudan, as well as to provide it with vaccine assistance via bilateral channels. We have already sent a total of 23 batches of COVID-19 vaccines and medical supplies and will continue to provide assistance in that regard to the best of our ability. The United Nations Integrated Transition Assistance Mission in Sudan (UNITAMS) and Special Representative Perthes have focused on the political transition and done extensive work in that regard. We hope that the Special Representative will strengthen communication and coordination with the AU and IGAD as a next step in order to enable the tripartite mechanism to reach its full potential.”

“The deteriorating economy and its impact on people’s livelihoods are among the root causes of the many challenges facing the Sudan. The implementation of the Juba Peace Agreement lacks financial support, and intercommunal conflicts in the Darfur region are being triggered by competition over resources, while the unstable political situation is to a large extent due to the issue of affected livelihoods. While the Sudanese people are in their time of greatest need, some countries and national organizations have suspended international assistance, which will obviously not help the Sudan to find a way out of the current crisis. The country is also dealing with a serious threat from the coronavirus disease (COVID-19) pandemic, with only 7 per cent of the population fully vaccinated. China has always shown solidarity with the Sudan.”

“Thanks to the efforts of the Sudanese Government, the Juba Peace Agreement continues to be implemented in an effective manner. The Permanent Ceasefire Committee is operating normally, and the work of the joint security-keeping force has made progress, thereby creating positive conditions for improving the security situation in the Darfur region. The Security Council’s sanctions have severely hindered the security capacity-building of the Sudanese Government. China hopes that Council resolution 2620 (2022) will be implemented in earnest and that clear benchmarks on changing the sanctions regime will be set before 31 August. The economic situation in the Sudan continues to worsen. The country is seeing serious inflation, disruptions to its water and electricity supply and shortages of other basic supplies.”

“Addressing those differences is a process, and the international community should show the necessary patience and continue to uphold the principle of a Sudanese-owned and -led process, fully considering the realities in the Sudan and providing constructive help to the parties in the country. And the international community should avoid exerting too much pressure, picking sides and exacerbating the existing differences. The security situation in the Darfur region has become even worse, with multiple intercommunal conflicts, numerous casualties and the ongoing displacement of civilians. The parties in the Sudan have shown their willingness to continue with the political transition and complete all the tasks before them during the transition period. At the same time, there are clear divergences on specific issues. The parties should keep the big picture in mind while pursuing dialogue and consultations to address their differences and consolidate consensus.”

The humanitarian situation in Somalia is worrisome. Unprecedented drought has devastated the lives of millions of people, while bringing to the fore the issue of food security in particular. “We advocate the complete prohibition and thorough destruction of all weapons of mass destruction, including biological and chemical weapons; firmly oppose the development, stockpiling or use of biological or chemical weapons by any country under any circumstances; and urge the one particular country that has not yet destroyed its stockpiles of chemical weapons to do so as soon as possible. All States parties should scrupulously abide by the objectives and principles of the Biological Weapons Convention (BWC). An impartial, independent and professional multilateral verification system is an effective means to implement the Convention. The BWC will hold its Ninth Review Conference at the end of this year.”

“We welcome the safe evacuation of civilians, including children trapped in the Azovstal steel plant in Mariupol, under the coordination of the United Nations and the International Committee of the Red Cross, and hope that Russia and Ukraine will continue to increase coordination on humanitarian issues and make every effort to reduce the humanitarian impact of the conflict. The attack on a school in the village of Bilohorivka on 7 May resulted in the loss of many lives. Such incidents are deeply deplorable. Schools should not be targeted or used for military purposes. The circumstances surrounding and the specific causes of the incident should be verified and established. Any accusations should be based on facts. The conflict, which has been raging for more than two months, has uprooted more than half of Ukrainian children.”

“In order to achieve long-term peace and stability and the accession of Bosnia and Herzegovina to the European Union, Bosnia and Herzegovina must find a feasible path to fully restored sovereignty. Given the evolving situation, in a fair, balanced and prudent manner, the international community should provide constructive assistance, in a way that meets the genuine needs of the people of Bosnia and Herzegovina. External forces choosing sides will not help to reconcile the differences or resolve the disagreements among ethnic groups in Bosnia and Herzegovina. Arbitrarily imposing unilateral sanctions that are not based on international law may also aggravate tensions and further complicate an already difficult situation. It is certainly not an effective way to resolve the issue.”

At the same time, China also notes that all parties in Bosnia and Herzegovina, including the Republika Srpska, have pledged to uphold national sovereignty, independence and territorial integrity.”

“Currently, both countries are concentrating on advancing their respective political processes. China encourages both sides to leverage the role of joint institutions, such as the Joint Political and Security Mechanism for Abyei, exchange information and deal with emergencies in a timely manner in order to maintain peace in Abyei. The reconfiguration of the military component of UNISFA is progressing in an orderly manner, and the Ethiopian peacekeepers will be replaced by peacekeepers from multiple troop-contributing countries (TCCs). Over the past 11 years, Ethiopian peacekeepers have actively fulfilled their mandates under extremely difficult conditions and cooperated closely with the Sudan, South Sudan and local communities, thereby making important contributions to maintaining peace in Abyei, which China highly commends.”

“The United Nations Interim Security Force for Abyei (UNISFA) has cooperated with the Abyei Area administration, local communities, the Sudan and South Sudan in properly handling security incidents. The community protection committees, established with the assistance of UNISFA, have also played an important role. Communal relations are the key to achieving long- term peace and stability in Abyei. China encourages relevant communities to continue their dialogue, with the assistance of UNISFA, in order to improve their relations, properly resolve conflicts and differences and achieve harmonious coexistence. During the reporting period, the relationship between the Sudan and South Sudan continued to improve, which has established favourable conditions for the stability of the Abyei region.”

Communal conflicts and public security crimes have occurred from time to time, while the joint police service for Abyei has not yet been established. Nonetheless, it is heartening that the Sudan and South Sudan have continued to exercise restraint on the issue of Abyei.”

“Given the current standstill in bilateral talks and the ongoing tensions on the ground, maintaining UNMIK’s presence is crucial. China appreciates the efforts of UNMIK, under the leadership of Special Representative of the Secretary-General Ziadeh, and supports UNMIK in carrying out its work in accordance with its mandate and playing an important role in maintaining peace and stability in Kosovo, responding to the coronavirus disease pandemic, promoting national reconciliation and assisting the return of displaced persons. The United Nations and the Security Council should continue to support UNMIK and provide the political backing, personnel and financial resources required for the full implementation of its mandate. Kosovo should also provide security guarantees and facilitation for UNMIK’s mandated operations.”

“Since July last year, the high-level talks have once again been at an impasse. We look forward to the relaunching of the dialogue process under the auspices of the EU. The negotiation outcomes already reached by the two sides should be fully respected and implemented. We urge Kosovo to take concrete measures to implement as soon as possible the provisions of the Brussels Agreement for the establishment of the Association/Community of Serb-majority Municipalities in order to resolve a key obstacle in the bilateral relationship. Fourthly, it is important to support the United Nations Interim Administration Mission in Kosovo (UNMIK) in fulfilling its mandate. UNMIK was established pursuant to resolution 1244 (1999), and it shoulders important responsibilities regarding the Kosovo issue.”

“The harmonious coexistence of all ethnic groups is the key to realizing long-term stability in Kosovo. Pristina should adopt active measures to enhance mutual trust, solidarity and cooperation among all ethnic groups, including safeguarding the legitimate rights of Kosovo Serbs. Since January this year, there have been disputes between the two sides over the participation of Serbs living in Kosovo in Serbian elections. China believes that any unilateral steps in violation of established practice will only exacerbate existing differences and will not contribute to the political settlement of the Kosovo issue. We hope that similar incidents will not reoccur. In that regard, the international community, in particular the EU, should play an important role. Thirdly, it is important to continue to promote dialogue between Serbia and Kosovo.”

“In the light of the current situation, I would like to make four points. First, it is important to maintain the security and stability of Kosovo. Since September last year, Kosovo has taken a series of unilateral actions, leading to an escalation of tensions. Until the two sides reach a new consensus through dialogue and consultation, any unilateral actions will lead only to heightened tensions, which are not in the interest of any party or in the overall security interests of Europe. The temporary arrangement on vehicle registration plates is about to expire. China encourages the two sides to reach a flexible and pragmatic arrangement, under the coordination of the European Union (EU), and to actively consider extending the current temporary arrangement. Secondly, it is important to protect the legitimate rights of Kosovo Serbs.”

The international community, particularly the Security Council, should maintain its attention and engagement, work within the framework of resolution 1244 (1999) and support the parties concerned in seeking a mutually acceptable political solution through negotiations and consultation. In that process, Serbia’s sovereignty, independence and territorial integrity should be fully respected.”
