The international community should encourage countries concerned to immediately lift unilateral sanctions, eliminate their negative impact and create the conditions conducive to international humanitarian operations. The violation of the humanitarian space is essentially a regrettable by-product of armed conflict. The solution must be focused on the root causes of conflict and on adopting a systematic approach. Experience has proved that sustainable development is the right way to break the vicious circle of extreme poverty, intercommunal tensions and violent conflict. It is the key to achieving long-term stability and lasting peace.

Humanitarian operations should be in line with the Charter of the United Nations, General Assembly resolution 46/182 and international humanitarian law; respect the sovereignty, independence, territorial integrity and national unity of recipient countries; abide by their local laws and social norms and refrain from interfering in their internal affairs. Only in so doing can we ultimately garner the support of and ensure cooperation with recipient countries, and preserve the humanitarian space. To protect humanitarian space, unilateral sanctions should be lifted without delay. Illegal, unilateral sanctions prevent countries concerned from having access to requisite humanitarian supplies; disrupt their economic and social order; hinder humanitarian workers from performing their duties and interfere with their operations.

  4. We must urge all parties to conflict to adhere to international humanitarian law and avoid committing any violence against humanitarian workers. Recipient Governments must assume the primary responsibility of preserving the humanitarian space. The United Nations and other international organizations should step up coordination and cooperation and assist countries concerned in improving their institutional framework and capacity-building to protect the humanitarian space. To preserve the humanitarian space, we must stop the politicization of humanitarian issues. Humanitarian aid should follow the principles of impartiality, neutrality, objectivity and independence, and should remain humanitarian in nature. It should never be a tool for geopolitical rivalry and manipulation.

  5. Such complex factors have contributed to the worsening of the global humanitarian situation and have seriously jeopardized the effectiveness of humanitarian operations. The international community must uphold and practise true multilateralism, increase humanitarian input, strengthen solidarity and collaboration and ensure safe and unhindered humanitarian access. Ensuring the safety of humanitarian workers is the key to preserving the humanitarian space. According to the Secretary-General’s report on the protection of civilians in armed conflict (S/2021/423), across 19 countries affected by armed conflict, 99 humanitarian workers were killed in 2020. Humanitarian workers provide relief and assistance to those in need, yet their own life and safety are under constant threat. That situation should not continue.

  6. Mr. Dai Bing (China) (spoke in Chinese): I thank France for its initiative to convene today’s meeting and Foreign Minister Le Drian for presiding over it. I would also like to thank Deputy Secretary-General Amina Mohammed, Director-General Robert Mardini and Ms. Grosjean for their briefings. As we speak, the coronavirus disease continues to ravage the world. Food security in some developing countries is deteriorating. In particular, conflict areas and countries face new economic and social challenges and mounting humanitarian needs. Meanwhile, violence against humanitarian workers continues unabated. Humanitarian issues are increasingly politicized. The negative humanitarian impact of unilateral sanctions continues to emerge.

  7. In addition, the frozen assets of the Libyan Government are the common wealth of the Libyan people and should be used for the country’s reconstruction and development. China again calls on the Committee established pursuant to resolution 1970 (2011) concerning Libya to respond to the concerns of the Libyan people, accelerate the assessment of loss of Libyan frozen assets and put forward practical solutions. It is crucial that the Council remain united in its response to the situation in Libya. China supports the United Nations in continuing to play a leading role in working towards a political solution to the situation in Libya.   8. Libya now faces many difficulties and challenges in the area of national reconstruction. Some 1.3 million people are in dire need of humanitarian assistance. China calls on the Libyan Parliament to accelerate the review and approval of the unified national budget and provide financial guarantees for public services, health care and education. It is hoped that international partners will actively participate in the Libyan reconstruction, support economic recovery and development and increase humanitarian assistance. Recently, there has been a resurgence of the coronavirus disease pandemic in Libya. China calls on all parties concerned to strengthen consultations on arrangements for the withdrawal of foreign fighters and mercenaries; take into full account the concerns of neighbouring countries; strengthen regional and coordinated action; and, through disarmament, demobilization and reintegration programmes and security sector reform, effectively address the issues of arms proliferation and the infiltration of armed groups into neighbouring countries so as to avoid increasing risks to regional security. Thirdly, support for post-conflict reconstruction must be increased. Since the establishment of the Government of National Unity under the leadership of Prime Minister Dbeibah, a great deal of work has been conducted to promote financial reform, stabilize oil production, improve public services and foster foreign cooperation.

China welcomes the new Government’s announcement to reopen the Sirte coastal highway. It is an important measure for implementing the ceasefire monitoring mechanism. China looks forward to a swift deployment of the UNSMIL ceasefire monitoring team, which should ensure objective and impartial performance. An organized and orderly withdrawal of foreign fighters and mercenaries will have a consequential effect on the maintenance of Libyan and regional security. The Council’s Arria Formula meeting last month also expressed similar concerns.

At the second Berlin Conference on Libya held last month, the international community reaffirmed its support for a Libyan- owned and Libyan-led political process, as well as the sovereignty, independence, territorial integrity and national unity of Libya. China hopes that all parties will live up to the expectations of the international community; strengthen dialogue and consultations; properly resolve outstanding issues, such as the constitutional basis of the elections; and hold the elections in accordance with the road map. China supports the United Nations Support Mission in Libya (UNSMIL) in following the mandate of the Security Council to actively coordinate further practical steps to determine the legal framework and overall arrangements for the elections and help the Libyan Government advance its preparations for holding them.

The promotion of the political process in Libya is at a critical stage that requires all parties to strengthen dialogue and consultations and build on and expand consensus in the interests of the country and the people of Libya. The future of Libya is in the hands of the Libyan people. It is our hope that all Libyan parties will seize this historic opportunity to jointly promote the country’s long-term stability and sustainable development. I would like to mention the following points. First, with regard to firmly advancing the process of political transition, the Libyan Government of National Unity is currently actively preparing for general elections and holding reconciliation conferences. Many efforts have been made to unify the Central Bank and other State institutions. That represents progress, and it should be recognized as such.

Mr. Dai Bing (China) (spoke in Chinese): I thank Mr. Kubiš, Special Envoy of the Secretary-General, for his briefing and welcome the presence of the Prime Minister of the Government of National Unity of Libya, the Federal Minister for Foreign Affairs of Germany and the Secretary-General of the League of Arab States at this meeting. With the support of the international community and the joint efforts of all Libyan parties, the ceasefire as a whole has been maintained and the parties are committed to ending the war and moving Libya forward on the path towards peace and reconstruction through the holding of general elections in December. At the same time, many challenges remain for all parties to reach a comprehensive and inclusive consensus on the future of their country.

Relevant developed countries should fulfil their international responsibilities and take pragmatic measures debt relief and development assistance measures. Since the outbreak of the pandemic, China has firmly stood with the countries of the region by sharing experiences and providing much-needed coronavirus vaccines and multiple shipments of supplies to combat the pandemic. UNOWAS must support regional countries in promoting friendship, deepening cooperation, advancing the 2030 Agenda for Sustainable Development and the United Nations Integrated Strategy for the Sahel and closely align regional cooperation priorities with national development strategies in order to create synergies. The efforts of the countries of the region to actively fight the pandemic deserve our full recognition. At present, the virus is still spreading in Africa, and efforts towards regional prevention and control must not flag. The international community should provide more supplies, medicine, technology and funding to assist in combating the pandemic, and should ensure that vaccines are accessible and affordable.

  17. At the same time, it is necessary to adopt integrated policies to treat both the symptoms and the root causes and to tackle the problems at the source. Under the current circumstances, it is important to help relevant countries to restore State authority, improve governance capacities and promote economic and social development. Providing security guarantees to people and allowing to share the fruits of poverty reduction and development will help to fully counter the infiltration and influence of extremism and terrorism. Last month, ECOWAS held a summit during which a series of important measures were announced to advance regional economic integration, including joining in the creation of an African continent free-trade zone and working on a single currency for West Africa. These are firm steps towards regional integration.

  18. The security situation in the region remains fragile, with frequent terrorist attacks and violent incidents, resulting in a large number of civilian casualties. In his report (S/2021/612), the Secretary-General points out that the limitations of a security approach require a response that integrates development, governance and humanitarian dimensions to address the root causes of the conflicts. The international community should continue to help the countries of the region to enhance capacities in peacekeeping, counter-terrorism and the maintenance of stability, and encourage them to strengthen security cooperation by jointly addressing cross-border security challenges, such as piracy and drug trafficking in the Gulf of Guinea.

  19. The Economic Community of West African States (ECOWAS) is active in maintaining regional peace and stability by participating in mediation efforts in Mali. China appreciates those developments. The Gambia will hold general elections this year, and Mali has reached a critical stage of political transition. The international community should encourage the relevant parties to resolve their differences through dialogue and consultations and encourage ECOWAS and the African Union to continue to play a leading role, while respecting the sovereignty and leadership of the countries of the region when providing constructive support. UNOWAS should render technical support for the upcoming general elections and political dialogue of relevant countries in the light of the regional situation on the ground.

Mr. Dai Bing (China) (spoke in Chinese): I welcome the appointment of Mr. Annadif as Special Representative of the Secretary-General and Head of the United Nations Office for West Africa (UNOWAS) and the Sahel and his first briefing to the Security Council in his new capacity. We expect Special Representative of the Secretary-General Annadif at the helm of UNOWAS to play a greater role in promoting regional peace and development. I also listened closely to the statement by Ms. Ayemou, the civil society representative from Côte d’Ivoire. Since the beginning of this year, the situation in West African and the Sahel has in general been stable. Burkina Faso, Ghana, the Niger and Benin have successfully completed their general elections and formed new Governments. Guinea, Côte d’Ivoire and others have actively promoted political dialogue.

MONUSCO has already withdrawn from the Kasai provinces in accordance with its drawdown plan. We hope that the Democratic Republic of the Congo Government and the entities of the United Nations system on the ground will jointly increase their input into peacebuilding. Recently, a Malawi peacekeeper was attacked and killed. China strongly condemns attacks against peacekeepers and calls for better protection of the safety and security of peacekeepers, in accordance with resolution 2518 (2020).

The United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) and the Special Envoy of the Secretary- General for the Great Lakes region have made tremendous efforts to advance the resolution of security issues in South Kivu and implement the disarmament, demobilization and reintegration programme in the region. China highly commends those efforts and hopes that the various entities of the United Nations system will work closely together to support the Democratic Republic of the Congo and the countries of the region in responding comprehensively to the prevailing security challenges. The security situation in eastern Democratic Republic of the Congo remains grim, with armed violence continuing unabated. It is hoped that the Government of the Democratic Republic of the Congo will promote the disarmament, demobilization, community reintegration and stabilization programme so that militants will lay down their weapons, reintegrate into society and effectively tackle the root causes of conflict and violence. At the same time, countries in the region should strengthen cooperation to jointly deal with the illegal exploitation of and trade in natural resources and prevent the cross-border movement of weapons, ammunition and combatants.

The current political situation in the Democratic Republic of the Congo is generally positive. China welcomed the smooth formation of the new Government and the adoption of its three-year programme of action. That demonstrates the firm resolve of President Tshisekedi and the Government of the Democratic Republic of the Congo to maintain national stability, promote reforms, improve people’s livelihoods and enhance governance capacity.

The international community, while providing assistance, must fully respect the sovereignty and leadership of Ethiopia, as the purpose of such assistance is to work together to help the country overcome its difficulties and maintain peace and stability in both Ethiopia and the region. When dealing with this issue, the Security Council should carefully and prudently calibrate the timing and approach taken to ensure that whatever action the Council takes contributes to improving the situation in Tigray, rather than having the opposite effect. China stands ready to work with the rest of the international community to that end.

China appreciates the tremendous amount of work done by international humanitarian agencies to alleviate the plight of the local population, strongly condemns the attacks against humanitarian workers and notes that the Government of Ethiopia has launched an investigation into those attacks. Currently, Ethiopia’s effort to keep peace and development on track continues to be challenged in many ways. China is also closely following the developments in Tigray. However, the Tigray issue is by and large an internal affair of Ethiopia, and we believe in the wisdom and ability of the Ethiopian people to find an appropriate solution.

For some time, the Government of Ethiopia has been actively responding to the humanitarian needs in Tigray, offering relief to the population in distress, reopening the local economy, returning life to normal and providing full humanitarian access with positive results. Humanitarian operations in Tigray are dogged by dire shortages of resources, which makes it imperative for the international community to scale up its emergency humanitarian assistance. In this process, the humanitarian principles of the United Nations must be fully respected. The Chinese Government’s food aid will soon be arriving, and coronavirus disease vaccines donated by China to Ethiopia are also benefiting the Tigrayans.

  30. The Government of Ethiopia recently announced a unilateral ceasefire in the state of Tigray to restore normalcy in farming and humanitarian operations in the region, which China welcomes. We look forward to a comprehensive ceasefire in Tigray and support the parties concerned to resolve their differences through political dialogue so that all people in Ethiopia, including those in the state of Tigray, can enjoy peace and stability on their path towards development and prosperity. I welcome the presence at this meeting of the Permanent Representative of Ethiopia, Ambassador Taye Atskeselassie Amde. Ethiopia is an anchor of stability in the Horn of Africa and is vital to regional peace and security. A peaceful and stable Ethiopia is the shared aspiration of all Ethiopians, and other African countries and the international community at large desire nothing less. China has been closely following with concern the situation in the Tigray region.

The Central African Republic’s peace and development requires international help and support. The Central African Republic faces many challenges in maintaining stability, fighting the pandemic and ensuring people’s livelihoods. The Government is in financial difficulty and 2.8 million people need humanitarian assistance. Countries, in particular the major Powers, should utilize their advantages, step up assistance and cooperation and help the Central African Republic translate its energy resource potential into development advantages, eradicate poverty and eliminate the root causes of conflict.

Presidents Lourenço and Sassou Nguesso have convened multiple regional meetings and created a working group on this matter and have vigorously conducted mediations and good offices.   39. We sent more than 3,000 tons of food and other humanitarian aid to its Government, as well as over 10 batches of anti-pandemic supplies, and dispatched medical expert teams. At the same time, we maintained our support to South Sudan in infrastructure construction, education, health care and other fields. The United Nations Mission in South Sudan (UNMISS) has played an important role in protecting civilians, advancing intercommunal reconciliation and promoting the implementation of the peace agreement, which China commends.   40. Intercommunal conflict is a long- standing issue. Efforts should be made to strengthen early warning, adopt preventive actions and promote intercommunal reconciliation in order to eliminate the root causes of the conflict. The international community should strengthen the capacity-building of the Government of South Sudan and enhance its ability to protect civilians. At present, South Sudan faces great economic difficulties, significant food insecurity, insufficient health-care capacity and a huge shortfall in humanitarian assistance. The international community should continue to increase humanitarian assistance to South Sudan to combat the pandemic and provide coronavirus disease vaccines to help overcome the current difficulties. The international community should take the national conditions of South Sudan fully into account, fully respect its leadership in handling its own affairs, support the African Union (AU), the Intergovernmental Authority on Development and other regional organizations in playing an active role and provide targeted assistance instead of merely exerting pressure. The Security Council should respond to the AU’s appeal as soon as possible by lifting the sanctions against South Sudan and sending a positive message. The ceasefire in South Sudan is generally respected, while the security situation remains fragile. Intercommunal conflict, armed violence, competition for land resources and other issues persist. China calls on the parties concerned to respect their ceasefire obligations and actively commit themselves to the peace process.

It has completed the restructuring of the Transitional National Legislative Assembly, improved the local government structure and started the constitution-making process, as well as achieving other significant progress. All parties in South Sudan should continue to advance the preparations for the general elections and the building of the unified forces and implement the Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan so as to lay the foundation for lasting peace. China calls on the opposition coalition to reach a peace agreement with the Government of South Sudan as soon as possible. The issue of South Sudan is complex and the implementation of the Revitalized Agreement cannot be achieved overnight.

I also listened carefully to the briefing by Mr. Rajab Mohandis. I welcome the representative of South Sudan to today’s meeting. Next month, South Sudan will celebrate the tenth anniversary of its independence. We should take that opportunity as a new starting point to redouble our efforts to achieve the peaceful development of South Sudan. The international community should continue to provide constructive support. In connection with the Secretary-General’s report (S/2021/566), I would like to make the following comments. Recently, South Sudan’s Revitalized Transitional Government of National Unity has overcome numerous difficulties.

  44. Accountability is an important measure for improving the safety and security of peacekeepers. China further welcomes the conviction by the Bamako Court of Assizes of multiple suspects in relation to attacking and killing peacekeepers. It is important to implement resolution 2518 (2020) and the recent presidential statement on improving the safety and security of peacekeepers (S/PRST/2021/11) by identifying vulnerabilities and by solving key and difficult problems, in the light of the situation on the ground. It is also important to make greater efforts to strengthen peacekeeping operations’ situational awareness, emergency response and rescue capabilities, improve their ability to address threats posed by improvised explosive devices, and vaccinate peacekeepers.

  45. China appreciates that and will continue to support the work of the Special Representative and the Mission. China supports, in principle, the extension of MINUSMA’s mandate and the Secretary-General’s proposal to maintain the existing ceiling for uniformed personnel. The Mission should continue to provide logistical support to the Joint Force of the Group of Five for the Sahel (G-5 Sahel), in accordance with relevant Security Council resolution, and keep improving its modes of support in order to meet the needs of the Joint Force to the best of its abilities. China welcomes the efforts of the European Union, the United Nations and the G-5 Sahel aimed at intensifying cooperation in this regard. MINUSMA has experienced a palpable rise in security risks this year. Eleven people have died so far, which is heartbreaking.

As suggested by the Secretary-General in his report (S/2021/519), multi-pronged efforts are needed on the political, economic, judicial and social fronts in order to help Mali restore State authority, carry out disarmament, demobilization and reintegration programmes, achieve development, eliminate poverty and improve the well-being of the people of Mali, with a view to extirpating the root causes of conflicts while treating their symptoms. Under the leadership of Special Representative Wane, the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) has diligently fulfilled its mandate under very difficult circumstances and has done a great deal of work in order to maintain peace and stability in the country.

Central and northern Mali have seen frequent activities of extremist forces, as well as increasing terrorist attacks and intercommunal conflicts, resulting in numerous civilian casualties and a humanitarian crisis. The international community and relevant partner countries will continue to support Mali’s counter-terrorism operations to protect civilians. Military means alone cannot solve the fundamental problems.

China welcomes the fact that the Malian parties have renewed their commitment to the implementation of the Agreement on Peace and Reconciliation on Mali. China encourages more progress on restoring State authority, the redeployment of armed forces and the operationalization of the Northern Development Zone to lay a solid foundation for the stability and development of Mali. China supports the continuing important role of the Economic Community of West African States and the African Union and supports solving African problems in African ways by the African countries.

The situation in Mali bears on the security and stability of the Sahel region, and even that of the African continent as a whole. A stable, unified, prosperous and progressive Mali is in the common interests of the international community. At present, Mali faces multiple challenges in the political, economic, humanitarian, security and other fields. China hopes that the Malian parties will prioritize the interests of the country’s people and unite the people of Mali to tackle the challenges together.

We call for greater support for the Sudanese Government’s capacity-building and for economic development and the improvement of people’s livelihoods in order to eliminate the causes of conflict. In conclusion, I would like to reiterate that China’s position on the ICC remains unchanged. The Court should strictly adhere to the principle of complementary jurisdiction, respect in earnest the judicial sovereignty of nations, pay full attention to the legitimate demands of the Sudanese Government and the African Union and respect the views of the Sudanese Government.
