“Handy’s briefing. Africa is a continent with rich natural resources and great development potential. In recent years, many African countries have formulated policies on resource development appropriate to their national conditions, developed energy and mining industries in an orderly manner, advanced industrialization and made remarkable achievements in sustainable development. At the same time, in some conflict areas, the illegal exploitation of, and trafficking in, natural resources, including wildlife resources, is rampant, benefiting armed groups and terrorist forces and becoming an important trigger and enabler of conflict. As the Foreign Minister said, natural resources should not become a curse to the peace and development of African countries.”

“The United Nations Investigative Team to Promote Accountability for Crimes Committed by Da’esh/Islamic State in Iraq and the Levant must turn over to Iraq as soon as possible the evidence it has collected and help the country bring terrorists to justice in accordance with domestic law. China welcomes Iraq’s ongoing efforts aimed at repatriating and resettling Iraqi citizens from Al-Hol camp in Syria. “MONUSCO peacekeepers have braved hardship and peril and made enormous sacrifices for the maintenance of peace and stability in the Democratic Republic of the Congo. At the same time, MONUSCO must keep abreast of the evolution of the situation and meet the expectations of the Congolese Government and people. In accordance with presidential statement S/PRST/2022/6, on capacity-building for sustaining peace in Africa, which was adopted in August, the Security Council should streamline and optimize MONUSCO’s tasks, roll back and curb mandates that are beyond the Mission’s capabilities and devote resources to core tasks such as protecting civilians and maintaining security and stability.”

“China has provided more funding and experts and undertaken more projects under the framework of the South-South Cooperation programme of the Food and Agriculture Organization of the United Nations (FAO) than any other developing country. We set up the FAO-China South-South Cooperation Trust Fund to help developing countries build their capacities for poverty alleviation, agricultural production and food security. China has carried out agricultural cooperation with more than 140 countries and regions and provided more than 1,000 agricultural technologies to other developing countries, driving their crop yield up by 30 to 60 per cent on average, benefiting more than 1.5 million small agricultural households. China will continue to work with all countries in the world to contribute even more to maintaining food security.”

“Helping more countries become more self-sustaining with regard to food is the most direct and effective means of improving food security. We should help the relevant countries increase agricultural investment, support the early recovery and reconstruction of agricultural infrastructure and strengthen support for agricultural technologies. Developed countries should reduce trade and technical barriers and offer more support to developing countries in funding technologies, markets and capacity-building, among other things. As the most populous country in the world, China has managed to feed approximately one fifth of the world’s population with less than 9 per cent of the world’s arable land. That in itself is a major contribution to global food security.”

Developed countries should earnestly fulfil the commitment of spending 0.7 per cent of their national income on official development assistance. “At present, owing to many obstacles in bank settlement, insurance and shipping, millions of tons of Russian fertilizers are stranded in ports in Europe, and there has been a failure to export it on time. It is imperative to remove such barriers to ensure the free and steady flow of key agricultural resources. Thirdly, we must help people in conflict areas overcome difficulties. Last year, 53 countries and regions were food insecure. At present, around 7.7 million people in South Sudan are facing food shortages; 4.1 million people in Nigeria do not have a secure food supply; Yemen is mired in the most severe food crisis in recent years; in Somalia, millions are struggling to earn a living amid a major drought which is now in its seventh year; and the basic needs of many Afghan families are not being met.”

The international community should vigorously promote the political settlement of hot-spot issues and foster a peaceful and secure environment for ensuring food security. Secondly, we must ensure stable and smooth industrial and supply chains. Secretary-General Guterres has articulated that there is enough food in our world for everyone, and the issue is about distribution. Major food exporters and countries with major grain companies should join efforts to curb artificial inflation of food prices. So far, over 700,000 tons of grain has been shipped to destinations across the world under the Black Sea Grain Initiative.”

Food security is both a key element for realizing lasting peace and security and a long-standing challenge facing the international community. We urge the penholder to earnestly fulfil its responsibilities, resume consultations as soon as possible and spare no effort to achieve consensus. We stress that the benchmarks should be clear, well- defined and realistic and should not go beyond the Darfur issue or existing sanctions measures, and neither should they become a political tool to delay the lifting of sanctions against the Sudan. The Government of the Sudan stated its position on the benchmarks in a letter dated 31 August addressed to the Council, which deserves a positive response from the penholder and other Council members.”

“Moreover, the first cohort of 2,000 soldiers in Darfur’s joint security- keeping force successfully graduated, which would not have been possible without the sustained political input of the Sudanese Government and relevant signatories. It should be noted that financial shortfalls are hindering the implementation of the Juba Peace Agreement on the ground. The international community should doubly cherish that hard-won Agreement and provide financial and technical support to accelerate its implementation. The sanctions imposed by the Council in relation to Darfur have severely restricted the Sudanese Government’s ability to maintain stability and protect civilians there. I would like to pay tribute to the commitment and sacrifice of peacekeepers in the African Union Transition Mission in Somalia (ATMIS) and to call on major donors to provide ATMIS with sustainable and predictable funding in order to ensure that AU peacekeepers regularly receive their stipends in full. At present, the humanitarian situation in Somalia is dire. “We welcome the fact that the parties in Somalia convened a National Consultative Council meeting in June to agree on seven priorities for national development and believe that the parties will continue to promote peace and reconstruction in a spirit of cooperation. Security issues are a daunting challenge facing the new Government of Somalia. In the recent period, Al-Shabaab and other terrorist forces have continued to launch terrorist attacks, posing a serious threat to Somalia and the Horn of Africa. China encourages the Secretariat to step up its communication and consultations and strengthen mutual trust with the parties concerned, including those directly involved, and hopes that the process of appointing the Special Representative can move forward as soon as possible. Fourthly, restoring and developing the economy and improving people’s livelihoods are the main tools for consolidating peace and stability in the country. Oil is an important source of income for the Libyan economy.”

“External interference has been a major root cause of the absence of a solution to the Libyan issue for all these years. The international community should abide by the principle of a Libyan-led and -owned political process, wholeheartedly listen to and consider the concerns of the Libyan parties, provide Libya with constructive assistance and avoid imposing solutions from outside. Thirdly, the United Nations is the main channel for providing for good offices in Libya, and the United Nations Support Mission in Libya (UNSMIL) should play an active role in promoting dialogue and negotiations among the Libyan parties. The speedy appointment of a Special Representative of the Secretary-General will increase the ability of the United Nations to provide its good offices and restore UNSMIL to full functionality.”

“We call on the Libyan parties to put their national interests and those of the people first, exercise maximum restraint, resolve their differences peacefully through dialogue and negotiations and spare no effort to avoid violence. China supports the 5+5 Joint Military Commission in continuing to play its critical role in maintaining the ceasefire and facilitating the withdrawal of foreign forces and mercenaries. We hope that the withdrawal of foreign troops and mercenaries from Libya can make progress provided that the balance of forces is ensured. Secondly, the only viable way to resolve the Libyan crisis is through political means. China welcomes the fact that the parties in Libya have reached agreement on most of the items within the constitutional framework for elections.”

“I shall now make a statement in my capacity as the representative of China. I thank Under-Secretary-General DiCarlo and Ambassador Kamboj of India, in her capacity as Chair of the Committee established pursuant to resolution 1970 (2011) concerning Libya, for their briefings. I welcome the presence of the Permanent Representative of Libya, Ambassador Elsonni, at this meeting. I would like to make the following four points. First, the Libyan crisis has entered its eleventh year. The current peaceful situation was hard-earned and should therefore be held especially dear by the Libyan parties. Yet the recent clashes in Tripoli have resulted in more than 200 casualties, and China is deeply concerned about that.”
