Those problems should be resolved through dialogue and consultation between the Mission and the Malian Government so as to create a sound environment conducive to the Mission’s mandate delivery. Fourthly, Mali must enhance its sustainable development. Mali faces a grim economic situation, with a quarter of its population in need of humanitarian assistance.

  2. Under the leadership of Special Representative Wane, the Mission has worked diligently to maintain peace and stability in Mali. However, the nation faces a great many new problems and challenges. The Secretary-General’s most recent report on the internal review of MINUSMA (S/2023/36) provides a series of recommendations on strengthening the work of the Mission and its reconfiguration. Improving the peacekeeping performance of the Mission is a shared aspiration of all Council members. We should seize the opportunity presented by this internal review to strengthen the Mission’s top-level design, streamline and optimize its mandate and focus its resources and strength on the most central and urgent tasks, thereby coming up with a practical and viable plan.

  3. That said, terrorist forces remain rampant and are constantly harassing villages and kidnapping and attacking civilians. Such security threats are spilling over to neighbouring countries. Mali stands at the forefront of counter-terrorism efforts in the Sahel and West Africa. To support Mali in combating terrorism is to safeguard regional peace. The international community should help Mali strengthen its counter-terrorism capacity-building, provide financial, material, intelligence and logistical support and respect Mali’s sovereign right to engage in external security cooperation. The countries of the region should preserve the momentum in counter- terrorism cooperation and forge synergies. Thirdly, MINUSMA should continue to improve its peacekeeping performance.

  4. The African Union and the Economic Community of West African States should continue to play a constructive role. The implementation of the Agreement on Peace and Reconciliation in Mali is of vital importance. We welcome the efforts made by all parties concerned to reopen the dialogue mechanism, including the Agreement Monitoring Committee, commend the important role played by Algeria in leading the international mediation team and look forward to greater contributions from the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA). Secondly, Mali must strengthen its counter- terrorism capacity-building. Recently, Mali conducted counter-terrorism operations in Mopti, Ménaka and Gao, among other areas, in order to maintain local stability and protect civilians. Those efforts merit our full recognition.

  5. We must help the Malian Government properly address the various challenges it faces. First, Mali must maintain unity and stability. Recently, Mali initiated the constitutional process, set up a more inclusive National Transition Council and made progress on election preparations. China welcomes those positive outcomes. A political transition can hardly be achieved overnight. It is essential to ensure broad-based participation, take into account the interests of all parties, safeguard unity and stability and address differences through dialogue and consultation, thereby creating conditions conducive to the constitutional referendum and the electoral process. When providing support, the international community should respect Mali’s sovereignty and ownership.

We welcome His Excellency the Minister for Foreign Affairs, Abdoulaye Diop, to today’s meeting. His briefing today will help the Council fully and accurately grasp the situation in Mali and the needs of the country. Special Representative Wane mentioned in his briefing that Mali has made major strides in promoting the political transition, advancing the peace process and combating terrorism, none of which would have been possible without the joint efforts of the Malian Government and the international community. As we speak, the political and peace process in Mali stand at a critical juncture. They require the ongoing attention and support of the international community.

We welcome the United Nations updated cross-line humanitarian operation plan in north-western Syria, and we look forward to seeing a more significant increase in the frequency of aid operations and in the size of the convoys. The cross-line relief for the Al-Rukban refugee camp in south-eastern Syria should be resumed as soon as possible. Early-recovery projects can help to foster endogenous drivers for Syria’s development. China urges all donors to further improve the funding of early-recovery projects in order to prioritize the well- being of all Syrians and promote their balanced and efficient implementation throughout Syria. We note with regret the fact that explosive remnants of war have had a severe impact on the livelihoods and daily lives of the Syrian people.

  9. Earlier this month, the Security Council adopted resolution 2672 (2023), on the extension of the authorization of cross-border humanitarian assistance in Syria. China calls on the international community to fully take stock of the lessons learned from the implementation of the resolution over the past six months and to make greater efforts in the next six months in order to ensure its full implementation and achieve a greater impact on the ground. Cross-border aid is a temporary arrangement, made under special circumstances. Ultimately, there should be a gradual and orderly transition to cross-line assistance so as to allow cross-line deliveries to become the main channel for humanitarian assistance to Syria.

  10. We hope that the joint efforts of those three countries will fundamentally improve the situation in northern Syria. The counter-terrorism situation in Syria remains complex. The international community should adopt unified standards, in accordance with international law and Security Council resolutions, combat all terrorist forces in Syria with zero tolerance and cease condoning, shielding and politically exploiting terrorist forces. The sovereignty and territorial integrity of Syria must be fully respected. The illegal presence of foreign troops and their illegal military operations in Syria must end. The illegal plundering of natural resources in Syria by foreign troops must stop immediately.

A Syrian-led and Syrian-owned political process is the only viable way to resolve the Syrian issue. We hope that the Constitutional Committee will be reconvened as soon as possible. China welcomes Special Envoy Pedersen’s ongoing efforts to follow the step-for-step approach and promote continued consultations and the building of consensus among the various factions in Syria. Russia, Türkiye and Syria recently held three-party talks and demonstrated their willingness to promote the restoration of peace and stability in Syria. China welcomes that positive step.

  13. China hopes that all the parties concerned will exercise rationality and restraint, engage in dialogue and commit to resolving common security concerns by political means. The international community should focus on promoting peace and dialogue, encouraging Russia and Ukraine to return to negotiations and generating the conditions for an early ceasefire and cessation of hostilities. Any incitement of hatred and inflammation of tensions should be rejected. In this process, religion should become a positive force for advocating peace, promoting unity and building a shield in the minds of the local people for building and defending peace. At the first meeting of the year on Ukraine held in the Council last week (see S/PV.9243), many countries stressed that 2023 should be the year of peace. That is also China’s fervent wish.

China has always maintained that the freedom of religion and belief should be fully protected and respected, dialogue between religions and sects should be strengthened, mutual respect fostered and a culture of peace advocated in order to inject a positive energy into the political settlement of potential issues. Since the outbreak of the crisis in Ukraine, problems have emerged on all fronts and the confrontations and conflicts among religions, cultures and societies have been deepening. The prolongation, expansion and complication of the conflict are too much for either side to bear. There is no winner in conflict and confrontation. Dialogue and negotiation is the only realistic and feasible way to resolve the crisis.

Religious issues in conflict situations are complex and sensitive. We have seen that in some conflict areas religious issues, if not handled properly, tend to intensify and exacerbate conflicts and are not conducive to resolving hatred or resolving conflicts.

Last month, at the first China-Arab States summit, President Xi Jinping proposed eight major common actions covering eight areas of cooperation — development, food security, health, green innovation, energy security, dialogue among civilizations, youth development and security and stability. China plans to provide increased humanitarian and reconstruction aid to Arab countries, including Yemen. Thirdly, the international community should foster a favourable regional environment. The situation in Yemen has important implications for the security situation in the Gulf region, all the countries of which aspire to peace rather than war.   18. Yemen faces the most serious humanitarian situation on the Council’s agenda. According to the estimates of the Office for the Coordination of Humanitarian Affairs, approximately 21.6 million people across Yemen will need humanitarian assistance this year. China appreciates Saudi Arabia’s provision of food aid to the poorest people in Yemen. The international community should increase its humanitarian and development input in Yemen and work collectively to help the country improve its humanitarian situation. We call on all parties in Yemen to provide the necessary humanitarian access and ensure the safety of humanitarian workers. The well- being of the Yemeni people remains a top priority.

  19. The parties to the conflict, in particular the Houthis, should refrain from taking any action that could undermine mutual trust and compromise the positive atmosphere of the peace talks. They should demonstrate clear political will and set reasonable expectations for matters related to the relevant issues. China appreciates and supports the good offices of Special Envoy Grundberg and the mediation work carried out by Oman. Council members should remain united, work together to facilitate the peace talks and mobilize all parties to engage actively so as to break the deadlock in the Yemeni political process at the earliest opportunity. Secondly, the international community should alleviate the humanitarian situation that has afflicted the Yemeni people, who have suffered the consequences of the eight-year-old conflict.

In 2022, the truce gave the people of Yemen hope for peace and tangible benefits and presented a rare opportunity for resolving the situation in the country. The current situation is generally stable, yet the status quo of neither war nor peace is not sustainable and the window of opportunity for peace will not remain open forever. All parties concerned should act with a sense of urgency and expedite dialogue and negotiations. The international community should provide more constructive assistance. First, the international community must remain committed to the overall objective of a political settlement.

We support the Government in shoring up development in areas where national security remains fragile and welcome the Government’s adoption of public policy to dismantle illegal armed groups and criminal organizations and take effective measures to protect civilians, including women, children and Afro-Colombians According to the report of the Secretary-General, Colombia remains one of the countries most affected by the presence of explosive ordnance, including landmines. Last year alone, there were 100 casualties. In that regard, the United Nations Mine Action Service can leverage its expertise and provide technical support to the relevant entities in the country in order to strengthen their demining capacity and eliminate the hidden danger posed by mines.

That will help combine national development with the implementation of the Final Agreement for Ending the Conflict and Building a Stable and Lasting Peace, which will be critical to achieving lasting peace and sustainable development in Colombia. China commends the governance approach adopted by the Government, which places emphasis on achieving peace through development, and hopes that the United Nations and international partners will strengthen coordination and work in synergy so as to provide further support for Colombia to develop its economy and improve its people’s livelihoods.   24. We will continue to support the United Nations and countries and organizations of the region in playing a constructive role in encouraging peace and achieving peace through negotiations. Thirdly, great emphasis must be placed on promoting peace. Lasting peace achieved through sustainable and inclusive development shared by all is a fundamental approach to eradicating the root causes of conflict. We are happy to see that the Government has taken a series of initiatives to tackle uneven development, including massive financial flows dedicated to rural reform, which will help narrow the gap between urban and rural areas and break the bottlenecks to development. We have taken note that the Government is engaging in dialogue with different sectors of society on the national development plan for the period 2022 to 2026.

  25. Colombia ended the conflict through dialogue and started peacebuilding through negotiations, setting a good example for the political settlement of disputes. Last month, the Government concluded its first round of negotiations with the Ejército de Liberación Nacional and reached a six- month ceasefire agreement with the four armed groups. The decision was also jointly made to carry out an emergency humanitarian operation. We welcome all those developments. We hope that the country will continue to make unwavering efforts on the path of dialogue and negotiations and that the parties will reach a lasting ceasefire and political settlement through negotiations.

In particular, the National Reintegration Council has recently restarted its work, which should enable former combatants to have access to land and participate in productive projects as an effective way to sustain their integration. While those measures and the progress made deserve recognition, it should also be pointed out that the implementation of the peace agreement is a long-term and systematic undertaking that requires continued efforts towards its full implementation by all stakeholders, including civil society. Meanwhile, the international community should continue to pay close attention to the situation and provide sustained political support. I thank Special Representative Carlos Ruiz Massieu for his briefing, and I listened carefully to the statement by Mr. Wouriyu Valbuena. Over the past year the people of Colombia have made welcome progress in the political dialogue and in nation-building through their united efforts, ushering in a new chapter of peace, development and reconciliation. As the Secretary-General said in his latest report, the peace process in Colombia is in a dynamic new phase (S/2022/1004). I am very pleased that the Council has just unanimously adopted resolution 2673 (2023), extending the mandate of the United Nations Verification Mission in Colombia.

  30. China supports the efforts that were made by former Special Representative Annadif Mahamat Saleh. It also supports in principle the renewal of the mandate for UNOWAS and hopes that it will fully listen to and respect the concerns of countries of the region and play a greater role in regional stability and development based on its mandate from the Security Council. As a good brother and partner of African countries, China has always stood firmly with West Africa and the Sahel countries. Chinese Foreign Minister Qin Gang recently kicked off a visit to Africa, including to that region, which was his very first trip abroad since becoming Foreign Minister. That continued the fine 33- year tradition of Chinese Foreign Ministers devoting their first foreign visit of any given year to Africa.

UNOWAS and the relevant United Nations peacekeeping operations should focus on sustainable development at all stages of peacemaking, peacekeeping and peacebuilding and balance security and development in order to create synergy. Developed countries should fulfil their official development assistance commitments and increase financial and technical support in poverty reduction, infrastructure, food security and climate change. It is worth noting that some developed countries have adopted irresponsible monetary and trade policies, and their negative spillover effects have aggravated the fragility of the economies of countries of the region. During the reporting period, UNOWAS conducted dialogues with countries of the region and supported the cooperation initiatives of regional organizations. Its achievements are commendable.

Thirdly, calling for more vigorous support for development and governance so as to lay a solid foundation for long-term peace and security, the report of the Secretary-General (S/2022/1019) states that growth in West Africa and the Sahel region has slowed down, the food crisis has deteriorated, energy and inflation problems have become more severe and the international community — major developed countries in particular — have cut back development assistance to the region. Recently, some countries of the region have been plagued by political instability and terrorism, which has triggered the vicious cycle of poverty begetting chaos and chaos begetting poverty, which fully demonstrates that security and development are inseparable.

  33. This warrants high vigilance. The international community should provide timely and constructive support. China supports the ongoing active role of ECOWAS and its member States in regional affairs. Secondly, to give more vigorous support to political consultations and dialogue so as to maintain the overall situation of peace and stability, Nigeria and Sierra Leone made steady advances on their election agendas during the reporting period, while Côte d’Ivoire, Benin and the Gambia actively engaged in political dialogue. This year, a number of countries will move their election agendas forward. We hope the political forces in the countries concerned will step up dialogue, forge consensus and steadily advance their political agendas so as to make positive contributions to the stability and development of their countries. The international community and traditional partners in particular should stay engaged in regional security and increase financial, equipment, intelligence and logistical support for countries on the front lines, such as the Group of Five for the Sahel, so as to build a strong defence against terrorism. The Independent High-Level Panel on Security and Development in the Sahel is actively working under the leadership of His Excellency President Issoufou, and China looks forward to the Panel’s pragmatic and feasible recommendations, which will inject new momentum into regional cooperation.

  36. Meanwhile, the expansion of terrorist forces in the region is picking up speed, and the problems of trafficking in drugs and arms and piracy in the Gulf of Guinea are far from being tackled. None of this can hardly be effectively dealt with by one country alone. China supports countries in the region in strengthening the concept of a security community, deepening communication and coordination on security affairs, advancing the development of regional joint counter-terrorism forces and other security mechanisms, and striving to enhance their capacity to maintain stability and fight terrorism.

The international community and the Security Council should gain a deeper understanding of the difficulties, challenges and real needs of the countries in the region, make great efforts to tackle their root causes and provide more targeted support and assistance for regional peace and sustainable development. First, to give more vigorous support to regional cooperation so as to build a collective security shield, West African countries recently convened a summit and a conference on the Accra Initiative during which major consensus was reached on combating terrorism and creating a joint regional counter-terrorism force. Nigeria’s efforts to wipe out its domestic terrorist forces and deepen cooperation with such neighbouring countries as Benin and Burkina Faso deserve our recognition.

China hopes that the Somali Government and its security forces will continue to actively cooperate with AMISOM and take concrete measures to implement the security transition plan, fight corruption, strengthen governance and improve livelihoods in order to win the hearts and minds of the population in the recovered areas.   42. Security issues remain the biggest challenge facing Somalia’s Government. On 29 October, Al-Shabaab launched a terrorist attack in Mogadishu, which led to heavy casualties. We strongly condemn such attacks. That incident shows once again that terrorism poses a serious threat to the security situation in Somalia and the Horn of Africa, and that further intensified efforts are needed to combat it. China attaches great importance to the African Union’s position on Somalia and greatly appreciates the efforts and sacrifices of the African Union Mission in Somalia (AMISOM) to improve the situation in the country. AMISOM will remain indispensable for Somalia for some time to come.

Mr. Dai Bing (China) (spoke in Chinese): Since its establishment, the United Nations Assistance Mission in Somalia (UNSOM) has made great efforts in promoting the political process and coordinating the support of the international community. China supports the extension of UNSOM’s mandate. However, there is still need for improvement in resolution 2657 (2022) on issues such as the protection of civilians, humanitarian access, climate change and the protection of children, and the future direction of the relevant efforts must be clarified. China therefore abstained in the voting. I would like to emphasize the following points. First, we hope that the Government of Somalia will effectively assume the primary responsibility of maintaining peace and security in the country. As one of the troop-contributing countries of UNISFA, China dispatched a peacekeeping helicopter contingent to Abyei, which has since its deployment actively met the needs of the peacekeeping mandate and spared no efforts to complete a range of flights and ground-support tasks. The Chinese peacekeepers will continue to support the work of UNISFA with practical action and will resolutely fulfil their peace mission.

China supports the United Nations in carrying out peacebuilding projects in Abyei, helping to improve the situation of the people there, properly handling the violent clashes triggered by the competition for resources and building a solid foundation for lasting peace through sustainable development. UNISFA is an important force for maintaining peace and stability in Abyei, and it plays an indispensable role in the political settlement of the Abyei question. China supports UNISFA in continuing to perform its duties and encourages both parties to continue to cooperate with UNISFA. In that regard, we welcome the near completion of the reconfiguration of UNISFA and thank the Ethiopian peacekeepers for their efforts over the years to promote Abyei’s stability.

  46. China welcomes the seasonal peace conference and the resumption of consultations between the Misseriya and Ngok Dinka communities. We encourage all tribes in Abyei to actively participate in the seasonal peace conferences convened by UNISFA and the International Organization for Migration, in order to reach consensus on arrangements for transhumance during the next grazing period, and to work together to reduce tension and achieve harmonious coexistence. The people of Abyei are experiencing multiple challenges, such as violent crime, flooding and difficulty in terms of livelihoods. They lack basic public services, including water, public health, education, assistance in agriculture and animal husbandry, and are in dire need of targeted relief from the international community.

We hope that they will continue to increase their political input on the Abyei question, maintain their dialogue and consultation and, with the support of the African Union and the Intergovernmental Authority on Development, speed up the implementation of the agreement on temporary arrangements for the administration and security of the Abyei Administrative Area in order to continue to move towards the settlement of the Abyei question. The sporadic outbreaks of intercommunal clashes and security incidents in Abyei are disconcerting. However, it is reassuring that thanks to the joint response of the United Nations Interim Security Force for Abyei (UNISFA), the Abyei administration and the Sudan and South Sudan, the security situation in Abyei has remained generally stable and under control.

I also welcome the Permanent Representatives of the Sudan and South Sudan to the meeting today. In recent years, the bilateral relations between the Sudan and South Sudan have been improving. That is conducive to stability in the region and settling the question of Abyei question. China welcomes the Joint Political and Security Mechanism meeting between the Sudan and South Sudan held last May. Among other things, it resulted in progress in opening transit corridors. We are also pleased with the interaction between the two parties in preparation for the upcoming Abyei Joint Oversight Committee meeting.

China hopes that future Council resolutions on the extension of the mandate of MINURSO can reflect the latest changes in the situation, based on in-depth consultations, so as to arrive at a text that is acceptable to the relevant parties. I wish to reiterate that China’s position on the question of Western Sahara has been consistently clear. We are in favour of handling the situation on the basis of the relevant Security Council resolutions so that, based on the good offices of the Secretary-General’s Personal Envoy and consultations between the parties on an equal footing, a just, durable and mutually acceptable solution can ultimately be reached. We hope that consensus can be achieved at an early date on the next steps in the political process of the question of Western Sahara.
