A year has passed since the full outbreak of the Ukraine crisis, and the situation is of great concern to all of us. The international community, while deeply concerned about the prospect of the expansion and prolongation of the conflict, should think coolly about how to stop the fighting as soon as possible and achieve long-term peace and stability in Ukraine and Europe. Earlier today, China issued a position paper on the political settlement of the Ukraine crisis. We have always taken an objective and impartial stance based on the merits of the issue and are ready to continue to play a responsible and constructive role in easing the situation and resolving the crisis. In that regard, I would like to highlight the following points.

  4. No matter how the international situation evolves, the international community should always prioritize assisting Africa in achieving peace and development. When he addressed the Council in June, Mr. Borrell Fontelles expressed his hope that the EU would put into practice the principle of African solutions to African problems (see S/PV.9065), which China appreciates. It is our hope that the EU will continue to support the establishment of the African Union’s (AU) Collective Security Mechanism and provide more predictable and sustainable financial support to the AU and African countries for their independent peacekeeping and counter-terrorism operations in the Sahel and Somalia. The EU should also assist African countries with post- pandemic recovery and enhance Africa’s capacity to address various risks and challenges.

It is our hope that the EU will uphold that humanitarian spirit and continue to extend assistance to all affected populations to the greatest extent possible in order mitigate the negative impact of the conflict and the harsh winter on people’s lives and prevent a larger- scale humanitarian crisis. The situation in Kosovo has continued to escalate in recent months and threatens to unhinge the stability of the Balkans. It is our hope that the EU, as it facilitates the dialogue between Serbia and the Kosovo authorities, will respect the framework established by resolution 1244 (1999) and avoid imposing internal solutions. The EU should urge the authority in Kosovo to observe previous agreements, expedite the establishment of the community of Serb municipalities and avoid any unilateral actions that may escalate the situation.

  6. In the meantime, the EU, NATO and the United Nations should engage and hold dialogue with Russia to achieve common security on the European continent. China will always stand on the side of peace and dialogue. We will soon release a position paper on a political settlement of the Ukraine crisis and remain willing to continue playing an active and constructive role in resolving the Ukraine crisis and achieving peace at an early date. One year since the outbreak of the Ukraine crisis, all parties have continued to closely follow the humanitarian situation in Ukraine. We appreciate the efforts of individual countries, including EU member States, to alleviate the humanitarian situation in Ukraine, especially by providing assistance to disadvantaged groups, such as refugees and displaced persons.

  7. We expect the EU to leverage its own advantages and resources to provide targeted financial and technical support to developing countries in order to meet their needs. We welcome the greater synergy between the EU and the United Nations, positively complementing the work of the Organization to help and support developing countries in achieving the 2030 Agenda for Sustainable Development and the SDGs. The Ukraine crisis poses an enormous challenge to security in Europe. Properly resolving the crisis requires exploring how to build a balanced, effective and sustainable security architecture in Europe based on the principle of the indivisibility of security. It is our hope that, in the conduct of its foreign relations, the EU will afford equal attention to, and respect for, the legitimate security concerns of all countries. At the same time, the Somali Government should do more, including by reducing bureaucratic restrictions on humanitarian work and improving humanitarian access, so as to achieve a solid basis for meeting the security and development needs of its people. A recent report by the Office for the Coordination of Humanitarian Affairs points out that counter-terrorism operations in Somalia may have negative impacts on the humanitarian situation. Issues such as forced recruitment, indiscriminate attacks and the destruction of infrastructure particularly require our close attention. China calls for the relevant military operations to take the protection of the civilians seriously, in particular the security of vulnerable people, such as women and children, and work to eliminate their negative impacts.

  12. Ethiopia, Djibouti and Kenya, together with Somalia, recently held a regional security summit on combating terrorist forces. China supports countries of the region in their efforts to deepen cooperation on counter-terrorism and maintain common security. Thirdly, Somalia is experiencing an unprecedented drought. More than 8 million people are in urgent need of humanitarian assistance, while more than 1.3 million people are displaced. China calls on the international community to increase its humanitarian support to Somalia, honour existing commitments and ensure the timely provision of humanitarian funds.

  13. Countries outside the region have also been conducting military operations in Somalia. History shows that external military forces alone cannot realize lasting peace and security in the country. Ultimately, an improvement of Somalia’s security capacity-building is required so that the country can resolutely demonstrate its primary responsibility in fighting terrorism and maintaining stability. Until Somalia completes its Transition Plan, the African Union Transition Mission in Somalia (ATMIS) still plays an irreplaceable role. China trusts that the Somali Government will continue to actively work with ATMIS and win the hearts and minds of the people in the areas in which it has regained control. Major donors should provide sustainable and predictable funding to enable ATMIS to discharge its mandate.

  14. The Federal Government and its federal member states held several meetings of the National Consultative Council. The parties have significant differences on key issues, such as the allocation of powers and the federal system. China calls on all parties to act effectively in the long-term interests of the country and its people, resolve disputes through dialogue and negotiation and create conditions for a political transition. In Laascaanood, the security forces of Somaliland continue to clash with local militias, causing many civilian casualties. We urge all parties to the conflict to immediately adopt a ceasefire and ensure the security of the people. Secondly, terrorist attacks are a serious threat to people’s security and regional stability. We noted that the Somali security forces have increased their counter- terrorism efforts.

We welcome the participation of the Permanent Representative of Somalia in today’s meeting. The political transition and counter-terrorism operations in Somalia have recently witnessed some progress. However, the situation remains complex and dire. Somalia’s security situation is failing to fundamentally improve, and its humanitarian crisis is worrisome. The international community should continue to step up its attention to, and its efforts on, the Somalia issue. In connection with the report of the Secretary-General (S/2023/109), I would like to highlight the following points. First, the Somali political process faces significant challenges.

  16. Fourthly, it is the shared responsibility of the United Nations and the international community to support the development and reconstruction of the Central African Republic. The country is currently facing a grave humanitarian situation, with acute food insecurity and a dire energy shortage. Half the population is in need of humanitarian assistance. The international community should increase its humanitarian assistance, focusing on poverty reduction and food security and accelerating the building of infrastructure. The main donors should resume their unconditional aid as soon as possible. Under the leadership of Special Representative of the Secretary-General Rugwabiza, MINUSCA has strengthened its communication and coordination with the Government of the Central African Republic and worked diligently to address security threats, protect civilians and support disarmament, demobilization and reintegration programmes. We have also seen progress made on resolving the issue of MINUSCA’s night flights and continued improvements in the implementation of the status-of-forces agreement. It is an undeniable fact that greater cooperation and mutual trust with host countries is a prerequisite to successful peacekeeping operations. China supports MINUSCA in stepping up its efforts to address the threat posed by armed groups and to advance the peace process and the holding of local elections.

The international community should focus on assisting the Central African Republic in its efforts to implement its national defence policy, build a professional, efficient and strong security sector and address new security threats, including the use of improvised explosive devices. The expansion of State authority is crucial to maintaining sovereign security and should be a higher priority for the international community and for the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA). Given the continued impact of the Security Council’s sanctions on the country’s security capacity, those measures should be lifted altogether. Thirdly, we support a greater role for MINUSCA.

The relevant subregional organizations should continue to play an important role by encouraging the countries of the region to coordinate their efforts to maintain regional stability and calm through increased unity and cooperation. Secondly, the threat posed by armed groups must be curbed. The recent reporting period saw armed insurgent groups engage in frequent attacks on security forces and civilians and in illegal taxation, kidnapping, extortion and other activities that threaten security and stability and disrupt the social order. Chinese supports the efforts of the Government of the Central African Republic to safeguard national security in accordance with the law and calls on the parties concerned to end their violence.

The international community should respect the country’s sovereignty and ownership and support it by enabling it to follow a development path that suits its particular conditions. Peace in the Central African Republic is closely linked to regional peace and stability. First, with regard to the full implementation of the Political Agreement for Peace and Reconciliation in the Central African Republic, the ceremony held by the Government of the Central African Republic to mark the dissolution of four armed groups late last year marked an important step in the peace process. China calls on other armed groups to join the political dialogue and disarmament process without delay. The holding of the local elections planned for this year will be momentous in terms of consolidating the peace, and the Government of the Central African Republic has worked hard on their organization. As the preparations for holding the elections are still underfunded, the international community should provide support to ensure their smooth conduct.

The peninsula is right on China’s doorstep. China sincerely hopes for stability, rather than chaos, on the peninsula, and does not wish to see the peninsula issue descend into a vicious cycle.   25. In order to facilitate a way out of the predicament regarding the Korean peninsula issue, all parties should adopt the right approach to non-proliferation and avoid double standards. The United States and the relevant countries push for discussing the Democratic People’s Republic of Korea nuclear issue, while shirking their responsibilities by blatantly engaging in nuclear cooperation in the Asia-Pacific region, which contravenes the purposes and objectives of the Treaty on the Non-Proliferation of Nuclear Weapons and will lead to the proliferation of weapon-grade nuclear materials. They even seek to replicate nuclear sharing in the region. Are such acts not blatant nuclear proliferation?

I wish to reiterate that Council resolutions on the Democratic People’s Republic of Korea are an integral part of the process, which not only provides for sanctions against the Democratic People’s Republic of Korea but also clearly calls for resuming the six- party talks, preventing an escalation of tensions and promoting solutions through political means and dialogue. Implementing sanctions and promoting the resumption of talks are both ways to implement the Council’s resolutions. One should not outweigh or replace the other, and neither can they be implemented only selectively. The unilateral pursuit of sanctions and their constant increase will only ultimately result in a dead end.

Regrettably, in the absence of consensus, some Council members have recently continued to push for meetings on the Democratic People’s Republic of Korea nuclear issue and to call for more sanctions and pressure on the Democratic People’s Republic of Korea. In the absence of a transition from the armistice to a peace mechanism on the peninsula, the Democratic People’s Republic of Korea has long faced tremendous security pressure, challenges and threats. Since the beginning of this year, the United States and its allies have stepped up joint military activities around the peninsula, targeting the Democratic People’s Republic of Korea. The United States announced an increase in the level and scale of joint military exercises and the timely deployment of strategic assets. The NATO Secretary-General paid a high-profile visit to countries of the region, where he promoted a Cold War mentality and bloc confrontation. Such moves are highly provocative to the Democratic People’s Republic of Korea and exacerbate its sense of insecurity.

That does not serve the interests of any party, and neither is it something that China wishes to see. More worrisome is the fact that some countries keep sending weapons to the theatre of war and expanding the categories and range of weapons used, thereby engaging in a proxy war, which will further stoke tensions, amplify the risk of triggering strategic miscalculation and cause the fighting to escalate and spread further, diminishing the already bleak prospect for ending the war. One cannot help but worry about the spectre of a protracted and expanded conflict. High Representative Nakamitsu, in her briefings to the Council, repeatedly indicates that the flow of weapons and ammunition into the conflict region may bring about proliferation risks. Similarly, INTERPOL and some African leaders have also sounded the alarm.

Just two days ago, the Security Council held an open meeting on the humanitarian situation in Ukraine during which all parties expressed their apprehension about the humanitarian repercussions of the conflict (see S/PV.9254). It should be seen that the large and incessant flow of weapons and ammunition into the conflict region will cause greater civilian casualties, more displaced persons and a heavier humanitarian toll on innocent civilians.

On issues related to global food, energy and financial security, all parties should demonstrate their humanitarian responsibilities and manage and control the spillover effect of the crisis in a responsible manner. In an era of increasing integration and globalization, wilful sanctions and the artificial blocking of the flow of the industrial and supply chains will only exacerbate the ripple effect of the crisis and inflict a heavy cost on the whole world, especially developing countries. The continued implementation of the Black Sea Grain Initiative is key to expanding the food supply and stabilizing global food prices. At the same time, we also hope to see practical results in removing obstacles to Russia’s grain and fertilizer exports, and we support the United Nations in stepping up its coordination role.

China calls for an immediate stop to the shelling of the Zaporizhzhya nuclear power plant, the earnest implementation of the seven pillars for ensuring nuclear safety and security proposed by the Director General of the International Atomic Energy Agency (IAEA) and maximum efforts to stop the conflict from escalating to a nuclear crisis.   44. The international community should actively help Iraq to rebuild its infrastructure, accelerate economic and social development, and improve people’s livelihoods and well-being. The United Nations Assistance Mission for Iraq (UNAMI) and other United Nations entities in Iraq should devote greater resources and energy to the priority areas most needed by the Iraqi people, carry out work in accordance with their mandates and division of labour, and fully tap the role of the country team. This year marks the twentieth anniversary of UNAMI. On that basis, it is necessary to take this opportunity to seek the opinions of Iraq, systematically examine and evaluate the work and performance of UNAMI, and carefully study the medium- and long- term prospects of the Mission.   45. Much of this explosive ordnance was left behind by the war 20 years ago. The country that launched the war at that time should step up to the plate and take concrete actions to help Iraq with mine clearance and victim assistance, among other aspects. Peace in Iraq hinges on a stable regional environment. China has repeatedly stressed that Iraq is not an arena for geopolitical competition. China supports Iraq in developing good-neighbourly friendships with countries in the region with a view to jointly responding to cross-border challenges. We call on all parties concerned to respect Iraq’s sovereignty, independence and territorial integrity and resolve their own security concerns through cooperation with the Iraqi Government. Over the past few decades, Iraq has been hit hard by wars, and its people have suffered a great deal.

The United Nations Investigative Team to Promote Accountability for Crimes Committed by Da’esh/Islamic State in Iraq and the Levant should hand over the collected evidence to Iraq as soon as possible to help the country bring the terrorists to justice in accordance with its national laws. We welcome Iraq’s continued efforts aimed at advancing the repatriation and resettlement of Iraqi nationals from Al-Hol camp in Syria and urge relevant countries to assume responsibilities as Iraq did and move forward as soon as possible on the identification and repatriation of foreign terrorist fighters and their families in Iraq. According to the report of the Secretary-General (S/2023/58), explosive remnants of war and improvised explosive devices continue to cause civilian casualties and are the leading cause of child casualties in Iraq.

  47. It is in the fundamental interests of the Iraqi people for all parties in Iraq to enhance unity, achieve reconciliation and accelerate development. The current security situation in Iraq remains dire, and terrorist remnants are still conducting asymmetric attacks, resulting in casualties, including among civilians. The international community should continue to support Iraq in combating terrorism, eliminating terrorist extremist forces such as Da’esh, preventing the return and spread of these groups, and consolidating the hard-won achievements in counter-terrorism.

Just now, Special Representative of the Secretary- General Hennis-Plasschaert gave us an in-depth briefing, for which I thank her. I welcome the presence of the representative of Iraq at today’s meeting. I have also listened carefully to Mr. Ahmed’s briefing. Last October, Iraq completed the formation of a new Government, laying a political foundation for reform and development in the country. China welcomes this achievement and supports the new Iraqi Government in delivering effective governance and independently exploring a development path that corresponds to its national conditions.

  50. We should work together to help alleviate its difficulties, ensure that relief funds are in place and forestall the recurrence of humanitarian disaster in Mali. It is necessary to scale up investment in peacebuilding, support Mali in implementing projects in such areas as agriculture development, infrastructure, education and health, and help Mali enhance its own development capacities. Many young Malians are caught up in conflict, violence and poverty. It is important to increase policy support and investment in that sector of the population. In December, phase two of the Kabala campus of the University of Bamako, the largest educational infrastructure project built with Chinese aid in West Africa, was completed.
