  2. We have always believed that the Court should strictly follow the principle of complementarity and earnestly respect the judicial sovereignty of the Sudan. We hope that the actions that the Court has taken in accordance with the resolutions of the Security Council will help Sudan achieve long-term stability and security. We note that Prosecutor Khan is currently visiting the Sudan and that the Sudanese Government has provided active support and coordination in that regard. Security Council sanctions have severely limited the security capabilities of the Sudanese Government, and they should be adjusted and lifted in the light of the evolving situation on the ground. China hopes that the provision in resolution 2620 (2022) on setting benchmarks to adjust sanctions on the Sudan by 31 August will be implemented. The relevant benchmarks should be clearly identified and realistic and should not go beyond the Darfur issue, and neither should they be used as a political tool to exert pressure on the Sudan. I would like to reiterate that China’s position on the International Criminal Court (ICC) remains unchanged. We take note the work of the ICC and Prosecutor Khan on the situation in Sudan.

  4. I shall now make a statement in my capacity as the representative of China. I would like to thank Prosecutor Khan for his briefing. I also welcome the participation of the representative of the Sudan in this meeting. The overall security situation in the Darfur region of the Sudan has witnessed repeated intercommunal conflicts, in response to which the Government of the Sudan has taken active measures and made significant efforts. The international community should provide constructive support to the Sudanese Government to address the difficulties encountered in the implementation of the Juba Peace Agreement, such as the shortage of resources, and to help the Sudanese Government to strengthen capacity-building.

We call on the relevant members of the Council to consider the legitimate concerns and demands of African countries, and based on these adjustments to arms sanctions, to conduct an urgent and comprehensive review of existing sanctions mechanisms and adjust or lift those that do not meet the needs of specific situations as soon as possible.

  9. Such measures increasingly interfere with ordinary people’s economic and social activities. In recent years, African countries such as the Sudan, South Sudan, Somalia and the Democratic Republic of the Congo have proposed that arms embargoes and other sanctions be lifted, arguing that they have had a negative impact on their ability to enhance their security. These reasonable demands are widely supported by African countries but still face considerable resistance in the Security Council. The Council’s sanctions and arms embargo measures should not be indefinite.

Under the resolution just adopted, the Government of the Central African Republic no longer requires the approval of the Committee established pursuant to resolution 2127 (2013) concerning the Central African Republic to acquire arms in future, which reflects full respect for the ownership that the Government of the Central African Republic has demonstrated on the security front. We believe that it will take this opportunity to strengthen security capacity-building, improve its management of arms and ammunition and lay a solid foundation for the country’s long-term peace and security. In the past 20 years or so, the Council’s sanctions mechanisms have shown a tendency to expand, with negative consequences for peoples and their livelihoods that cannot be ignored.

  11. The Government of the Central African Republic has repeatedly called for the arms embargo to be lifted and has received positive responses from the countries of the region. The recent summit of the Economic Community of Central African States and meeting of the African Union Peace and Security Council on the situation in the Central African Republic have both supported lifting the arms embargo. The International Conference on the Great Lakes Region has also clearly expressed its support. During the past few years, China and the relevant Council members have continued to call on the Council to lift the arms embargo and have encouraged the Council to gradually relax the embargo measures.

  12. There is still room for improvement until the sanctions are completely lifted. The Security Council imposed a comprehensive arms embargo on the Central African Republic in 2013, and those measures played an important role in preventing the situation in the country from deteriorating and controlling the proliferation of arms in the light of the conditions that pertained at that time. Given the progress that the country has made in recent years and the continuing improvement in the security situation, the arms-embargo measures have become increasingly incompatible with developments in the Central African Republic. They are not only failing to prevent the rebels from acquiring weapons, but they are preventing the Government from strengthening its security capacity-building.

  13. Mr. Dai Bing (China) (spoke in Chinese): At the outset, I would like to welcome Ms. Baipo Temon, Minister for Foreign Affairs of the Central African Republic, to today’s meeting. China abstained in the voting on resolution 2648 (2022), which was just adopted by the Council, on the issue of sanctions on the Central African Republic. We welcome the fact that resolution 2648 (2022) makes substantial adjustments to the arms embargo on the Government of the Central African Republic in response to firm requests by the Government and by various members of the Council. However, we believe that the resolution still contains a number of restrictive measures that could pose unnecessary obstacles to the defence capacity-building of the Government of the Central African Republic.

  14. Libya’s oil industry should continue to be managed by the country, and all oil revenues should be used for the benefit of its people. Frozen assets are an important resource for national reconstruction, and the countries concerned should ensure the integrity of these assets, in strict accordance with Security Council resolutions. UNSMIL’s mandate will expire soon. Given that the political process in Libya is at a critical stage, China supports the extension of UNSMIL’s mandate. The Security Council should continue to maintain the frequency of its deliberations and devote its attention to the issue of Libya. China supports the selection of a Special Representative of the Secretary-General from an African country and hopes that the selection and appointment process will be expedited.

China supports strengthening cooperation between the JMC and the ceasefire-monitoring component of the United Nations Support Mission in Libya (UNSMIL) to achieve the full implementation of the mechanism as soon as possible. China looks forward to progress in the withdrawal of foreign forces and mercenaries from Libya on the premise of ensuring military balance. Oil is an important source of income for national reconstruction and the improvement of livelihoods in Libya. China welcomes the fact that the Libyan parties are working to remove political interference, negotiate and resolve differences in the management of the oil sector and revenue distribution, and ensure the normal order of oil production in Libya.

We encourage all parties in Libya to stay committed to the general direction of political settlement, maintain the momentum of positive dialogue, and negotiate and resolve the key outstanding differences as soon as possible so as to create favourable conditions for holding elections at an early date. Under the current circumstances, the maintenance of security and stability in Libya should be the shared objective for all parties. China is deeply concerned about the recent clashes in Tripoli and elsewhere and urges all parties to exercise maximum restraint, avoid any unilateral action that may lead to an escalation of tensions and maintain the hard-won peace and stability. The 5+5 Joint Military Commission (JMC) plays a key role in maintaining the ceasefire and implementing the ceasefire agreement.

  17. Mr. Dai Bing (China) (spoke in Chinese): I thank Assistant Secretary-General Pobee for her briefing and welcome the Permanent Representative of Libya to today’s meeting. Since 24 December last year, the political transition in Libya has continued to face challenges, and its negative impact on the situation in the country is gradually emerging. The Libyan people are eager to move the political transition forward and see an improvement in the economy and their livelihoods. China welcomes the progress made by the Libyan House of Representatives and the High Council of State on the constitutional basis for the elections.

  18. The peace process in Colombia is a success story in which we are seeing an end brought to the conflict and peace restored through dialogue and negotiations. China appreciates the important role played by the United Nations Verification Mission in Colombia in supporting the peace process on the ground. We hope that the Mission will maintain cooperation with the new Government and strengthen coordination with the United Nations country team in order to expand its contribution to the achievement of lasting peace, stability and sustainable development in Columbia as soon as possible. China firmly supports Colombia in its efforts to fully implement the peace agreement. We stand ready to work with the rest of the international community to continue to support the Colombian-led and Colombian- owned peace process.

  19. The Truth Commission also released its final report on the causes of the conflict and its recommendations for preventing further conflict. These are important developments in the transitional justice process. Lasting peace and reconciliation require justice processes in which all crimes committed during the conflict are made public and the perpetrators acknowledge their responsibility and are held to account. At the same time, lasting peace requires strengthening social inclusion and cohesion so that everyone can enjoy the peace dividends and development opportunities on an equal footing, embodying the concept that peace is rooted in people’s hearts. That is the only way that the transitional justice process can effectively play its central role in eliminating the potential for conflict.

Fully implementing the key provisions of the peace agreement, such as rural reform, the reintegration of former combatants and the substitution of illicit crops, requires sustained Government investment in order to accelerate the distribution of land and housing, which will provide the necessary conditions for the reintegration of former combatants and ensure balanced development in every region of the country. We hope that the Peacebuilding Commission and the United Nations Office on Drugs and Crime will play an active role in that regard and provide additional support. The ultimate goal of transitional justice is to achieve lasting peace. The Special Jurisdiction for Peace recently held the first public hearings on the voluntary acknowledgement of responsibility for war crimes and crimes against humanity during the conflict.

We hope that the new Government will commit to improving the security situation in the conflict-affected areas through dialogue and negotiations to end the armed conflict once and for all, and by strengthening the deployment of security forces in conflict-affected areas where the Government lacks effective control with a view to protecting civilians, especially women, children, minorities and former combatants. Development is key to eradicating the root causes of violence and conflict. As the Secretary-General pointed out in his report (S/2022/513), the provisions of the peace agreement are closely interlinked, and security and development are inseparable.

We hope that his Government will build on the achievements that have already been made, actively promote the peace process in Colombia, work to address the challenges in implementing the peace agreement and consolidate the hard-won peace gains. The spread of violence by illegal armed groups in some areas of Colombia has seriously threatened the safety of civilians, especially women and children, and has been disrupting the peace process. China is pleased that President-elect Petro has expressed a willingness to resume peace talks with the Fuerzas Armadas Revolucionarias de Colombia-Ejército del Pueblo and begin dialogue with other armed groups that have yet to join the peace process.

China welcomed the successful holding of the second set of presidential elections in Colombia since the signing in 2016 of the Final Agreement for Ending the Conflict and Building a Stable and Lasting Peace, and appreciates the commitment of President-elect Petro to implementing the peace agreement, as well as his call for national unity and his focus on achieving peace as the new Government’s core goal.

In conclusion, I wish to reiterate that unilateral sanctions severely restrict the operations of international humanitarian agencies in Syria and run counter to the efforts of the Security Council and the international community aimed at improving humanitarian access and increasing humanitarian resources in Syria. China urges the relevant countries to immediately and comprehensively lift unilateral sanctions against Syria.

  25. The resolution just adopted provides for the necessary flexibility to allow the Council to assess and adjust its mandate in a timely manner. The resolution sets out clear demands for early-recovery programmes and greater transparency in relief efforts. The bimonthly informal interactive dialogues of the Security Council are also conducive to concrete follow-ups on the resolution. We expect all parties to strictly abide by the basic principles governing international humanitarian assistance, strictly comply with the requirements of Security Council resolutions, ensure the neutrality and transparency of assistance and make it more targeted and effective.

Ramming a vote through when major differences still exist will only intensify contradictions and differences and will do a disservice to maintaining the unity of the Council and its effective discharge of its responsibilities. China’s position on the humanitarian issue in Syria is as consistent as it is clear. We always maintain that humanitarian assistance to Syria should respect Syria’s sovereignty and the ownership by the Syrian Government. Crossline delivery should become the main channel for humanitarian assistance to Syria. Cross-border delivery is a temporary arrangement made under specific circumstances. It is necessary to speed up the transition to crossline relief and establish a clear timetable for the eventual termination of cross- border relief.

  27. Mr. Dai Bing (China) (spoke in Chinese): China welcomes the Security Council’s adoption of resolution 2642 (2022) renewing the authorization for humanitarian assistance in Syria. We thank Ireland and Norway, as well as Russia and other Council members, for their active efforts over the past few days to promote the final outcome through intensive communication. The facts have shown that it is normal for members of the Council to have differences on relevant issues. It is only natural that while sometimes divergences may be sharp, as long as we have full political will, persevere in patient consultations and accommodate each other’s concerns, we can still find effective solutions to these problems.

  28. All parties in Yemen should actively cooperate in humanitarian operations and facilitate humanitarian access. A few days ago, Saudi Arabia announced an investment of $400 million for development projects in Yemen, which I believe will help the Presidential Leadership Council to start its economic recovery efforts. An open, demilitarized port of Al-Hudaydah is crucial to improving the humanitarian situation in Yemen. The mandate of the United Nations Mission to Support the Hodeidah Agreement will expire on 15 July. China supports the Mission in continuing its active role in maintaining the civilian status of the port of Al-Hudaydah and conducting mine action activities. The Mission is an important mechanism of the United Nations in Yemen and should play a corresponding role in the light of the changes in the situation on the ground.

  29. Yemen is experiencing its worst food crisis in recent years. More than 19 million people face famine, and the humanitarian situation is extremely dire. Furthermore, only 27 per cent of the Yemen humanitarian response plan has been funded. The United Nations Verification and Inspection Mechanism and multiple aid projects of the United Nations system will soon be suspended or scaled down due to insufficient funding. China welcomes the tireless efforts of the United Nations and relevant agencies to improve the humanitarian situation in Yemen and calls on the international community to continue its investment in Yemen, honour its commitment to provide assistance and increase its funding to ensure the simultaneous improvement of the humanitarian and security situations.

  30. Opening the roads in Taiz as soon as possible is a matter of urgency. To that end, Special Envoy Grundberg has proposed several options, on the basis of which the parties concerned should intensify consultations, meet each other halfway and strive to expeditiously reach a common understanding in order to alleviate the humanitarian plight of the hundreds of thousands of people in Taiz. The truce in Yemen will expire on 2 August. Extending it is the shared aspiration of the Yemeni people and the international community. It is in the interests of all parties in Yemen. China hopes that they will strengthen their political will, stay the course towards a political settlement, actively push for an extension of the truce and work together to seek a lasting solution to the situation in Yemen.

I also welcome the Permanent Representative of Yemen to today’s meeting. The truce in Yemen has continued to hold for some time, while the security and humanitarian situations have continued to improve. The Government of Yemen, the Houthis and the coalition forces reaffirmed their commitment to the truce at the third meeting of the Military Coordination Committee, held in Amman. China welcomes those developments. China appreciates the extraordinary efforts of Special Envoy Grundberg in that regard and hopes that the parties to the conflict in Yemen will continue to cooperate with him in his efforts to safeguard and implement the truce agreement.

  33. We hope that developed countries will heed the call of the Secretary-General and provide tangible assistance to the countries of the region in adapting to the impact of climate change. On 24 June, China held a high- level dialogue on global development, announcing a series of major measures to implement the Global Development Initiative and calling on all parties to follow a development pattern featuring benefits for all, balance, coordination, inclusiveness, mutually beneficial cooperation and common prosperity. Such initiatives address tough issues, including difficulties in the global economic recovery, the widening development gap between the North and the South, the lack of momentum for international development and cooperation and increasing marginalization of development issues.

  34. The focus should be on helping countries of the region to strengthen capacity-building and prevent and defuse threats. The maritime security situation in the Gulf of Guinea has improved, mainly thanks to the joint efforts of the countries of the region. China supports the international community in increasing its attention and input in that regard and in actively cooperating at the regional and international levels. China pays attention to the challenges posed by climate change to countries of the region. During his visit to the region, the Secretary-General called on developed countries to honour their $100 billion climate finance commitments to developing countries.

  35. China supports the African Union and ECOWAS in conducting a joint strategic assessment of the Sahel issue, giving new impetus to regional counter- terrorism cooperation. Thirdly, we must strengthen national capacity- building in the region. West African countries face multiple challenges in the post-pandemic recovery. Thirty million people in the Sahel need humanitarian assistance; there are 6.2 million displaced persons, and food security is in a dire situation. That is really disconcerting. According to the Secretary-General’s report, the lack of development funds and humanitarian assistance has become a severe challenge faced by many countries of the region. The international community and the relevant countries should maintain the level of assistance and honour their commitments through action.

  36. The countries of the Group of Five for the Sahel (G-5 Sahel) are at the forefront of counter-terrorism and have made major efforts and great sacrifices to curb the spread of terrorist forces over the years. Their role in counter-terrorism in the region and the wider African continent is irreplaceable. Counter-terrorism cooperation among the G-5 Sahel countries faced some difficulties in the past period. We hope that the five countries will seize the opportunity of ECOWAS lifting the sanctions against Mali to strengthen solidarity and cooperation, remove obstacles and build a regional counter-terrorism bulwark. The international community should provide sustained and predictable financial assistance to counter-terrorism operations in the region.

Recently, violent terrorist forces in the region have launched frequent attacks, spreading their activities from the Sahel countries to coastal States along the Gulf of Guinea and seriously jeopardizing regional security and stability. Counter-terrorism is a comprehensive war, and countries in the region form an inseparable security community. China supports such countries in strengthening cooperation in terms of equipment, intelligence and logistical supplies, promoting the disarmament, demobilization and reintegration of former combatants and actively and effectively curbing the spread of terrorism. When countries outside the region adjust their military deployment, it is necessary to strengthen communication and coordination with countries in the region to avoid creating any security vacuum.

  38. Many countries will start their election agendas next year. The international community should respect the sovereignty and leadership of countries of the region, support them in following development paths that suit their national conditions and assist the parties concerned in resolving their differences through dialogue. The Economic Community of West African States (ECOWAS) recently held a summit, which made important decisions, such as lifting the sanctions against Mali. China supports Africa in finding African solutions to African issues. We support ECOWAS in continuing to maintain dialogue with countries in political transition in order to jointly advance that transition along the right track. Secondly, we must pay close attention to maintaining security and stability in the region.

  39. Currently, West Africa and the Sahel is facing an increasingly complex political and security situation. Secretary-General Guterres visited the three countries in the region in May, calling on the international community to increase its attention and input so as to help countries in the region cope with the challenges facing them. In conjunction with the Secretary-General’s report (S/2022/521) and the briefings we have heard, I would like to mention the following points. First, we must remain committed to the overall approach of resolving political differences through dialogue. Since the beginning of the year, countries including Nigeria, Senegal, Sierra Leone, Benin and Togo have been actively preparing for elections. Côte d’Ivoire has held a political dialogue, while the Gambia has held parliamentary elections.

I also congratulate Albania on the successful conclusion of its presidency last month. I thank Special Representative of the Secretary- General Annadif and Ambassador Fatima for their briefings. I also listened attentively to Ms. Magagi’s statement. Since assuming his duties, Special Representative of the Secretary-General Annadif has led the United Nations Office for West Africa and the Sahel in actively carrying out political mediation. The Peacebuilding Commission has helped the countries concerned achieve lasting peace by means of the considerable amount of work accomplished by Ambassador Fatima. China appreciates their efforts.

  41. China believes that the Security Council should respond to the country’s concerns by waiving the notification requirement in relation to the Government’s import of weapons and ammunitions. We have noticed the improvement in this regard in the draft resolution proposed by the penholders and hope that the opinions of the Democratic Republic of the Congo will be fully heeded and that greater strides will be made in this context.

  42. MONUSCO should work with the Democratic Republic’s Government to assess the current security context in a timely manner and make progress on its drawdown plan in an orderly and responsible way. North Kivu, South Kivu and Ituri are areas with the greatest number of conflicts. MONUSCO should stabilize these areas as a priority and carry out its drawdown plan in a prudent manner. The purpose of the Council’s sanctions on the Democratic Republic of the Congo is to combat violence caused by armed groups, not to limit the security capacity of the Democratic Republic’s Government. With MONUSCO entering its drawdown phase, it is becoming increasingly urgent for the Democratic Republic’s Government to safeguard security on its own. The Democratic Republic of the Congo has been calling for lifting the arms embargo in recent years.

The international community should form synergy in defusing tensions and bolstering security in the region and assist the Government of the Democratic Republic of the Congo in improving its national governance capacity, advancing security sector reform and implementing disarmament, demobilization and reintegration, with a view to genuinely safeguarding its territory and sovereignty. China supports MONUSCO’s work in fulfilling the Council’s mandate and commends the Mission’s police- and troop-contributing countries for their contribution to protecting civilians and stabilizing the situation. We pay tribute to the peacekeepers who have made the ultimate sacrifice in recent conficts and call for thorough investigation to bring perpetrators to justice.

The Nairobi process has offered a two-track solution — political and military — which we hope will effectively curb rampant armed groups and stabilize the security situation in the Democratic Republic and the region. China urges all armed groups in the Democratic Republic of the Congo to immediately heed the call of the Nairobi process, cease all violent activities and unconditionally participate in political dialogue and the disarmament, demobilization and reintegration process. The United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) and the Office of the Special Envoy of the Secretary-General for the Great Lakes should, within their respective mandates, strengthen coordination and cooperation with countries in the region in military and non-military fields.

China welcomes the efforts by President João Manuel Gonçalves of Angola, in his capacity as Chair of the ICGLR, to conduct good offices and mediation between the Democratic Republic of the Congo and Rwanda. We commend President Kenyatta of Kenya in facilitating the EAC’s third Heads of State Conclave where further progress was made in implementing the Nairobi process. We also welcome the tremendous work done by Special Envoy Huang Xia and Special Representative Keita to alleviate the situation. We encourage the United Nations to lend further support to good offices by countries of the region. To eliminate the threat from armed groups in the eastern part of the Democratic Republic of the Congo, holistic measures must be taken on multiple fronts.

Last week, leaders of the members of the BRICS group — Brazil, Russia, India, China and South Africa — jointly issued the Beijing Declaration commending the efforts by the African countries, the African Union (AU) and subregional organizations in tackling the challenges in regional peace and security and calling for continued international support. The AU, the East African Community (EAC) and the International Conference on the Great Lakes Region (ICGLR), inter alia, have taken actions to resolve the issue related to the Democratic Republic of the Congo and the region, demonstrating the determination of countries in the region to jointly address their common security threats.

The parties concerned shall bear in mind lessons from the past and work together to attain and maintain peace together, so as to turn the eastern part of the Democratic Republic into an engine for regional development cooperation, rather than a catalyst for conflicts and confrontation. As a good friend to the countries in the region, China sincerely hopes that the parties concerned will respect each other’s concerns and interests and properly settle their differences through dialogue and consultations to de-escalate tension.

I welcome the Permanent Representatives of the Democratic Republic of the Congo, Rwanda and Burundi to today’s meeting. The recent resurgence of the Mouvement du 23 mars (M-23) has escalated tensions and conflicts in eastern part of the Democratic Republic of the Congo, leading to a dramatic increase in civilian casualties and displacement. This is worrisome. Countries in the region are part of the same community of shared security.

  49. As we speak, Libya has once again come to a critical juncture. Regrettably, the Council has failed to reach consensus on a draft presidential statement. We hope that the Council can maintain its unity on the Libyan dossier, speak with one voice and play a positive and constructive role in advancing the Libyan peace process.

  50. China urges all parties to strengthen consultations on the distribution of oil revenues and the promotion of the early and full resumption of oil production. Comprehensive national reconciliation is the key to lasting peace and stability in Libya. China welcomes the strategy and the five guiding principles for national reconciliation recently released by the Libyan Presidency Council and encourages all parties in Libya to strengthen cooperation with the African Union, the League of Arab States and other regional organizations in that regard. Libya has long been concerned about the losses resulting from assets being frozen and has made specific demands. The Security Council and its Committee established pursuant to resolution 1970 (2011) concerning Libya should actively study and respond to that request.
